This is an update to the Costa Rica Tariff. This update reflects the WCO 2012 changes to the tariff schedule. This update includes added and deleted HS numbers as well as new, changed and deleted default duties for certain products across the tariff.
This is a United States duty update, affecting various HTS chapters across the tariff schedule.
1. This is an update to the EU Tariff. This update includes new and deleted HS numbers, new, deleted and changed default and preferential duties for certain products across the tariff schedule. The following HTS chapters are affected: 06, 07, 08 and 10.

Costa Rica restarts export of tubular and polypropylene bags to Dominican Republic

Costa Rican shipments of polypropylene and fabric tubular bags began arriving once again at the Dominican Republic after the WTO's Dispute Settlement System ordered the latter to lift the safeguard measure that had been imposed on the import of these products from Costa Rica, Guatemala, Honduras and El Salvador. The elimination of this measure - which implied a duty of 38% - means that no duty will be levied on these shipments. The Costa Rican Minister of Foreign Trade Anabel González welcomed the development and assured complete adherence to all trade agreements on Costa Rica's part. Prior to 2010, Costa Rica had been one of the primary exporters of these bags. After the imposition of the safeguard measures, it approached the WTO along with the other Central American countries in October 2010, in order to resolve the issue. The discussions that followed with the Dominican Republic failed to settle the dispute. However, in November 2011, the Arbitration Panel released a final report that ruled that these measures were a violation. They were consequently lifted by the Dominican Republic. Following this turn of events and the resumption of exports, Costa Rica is now poised to recover its earlier magnitude of shipments and regain its status as a leading exporter of polypropylene and fabric tubular bags to the Dominican Republic.

Negotiators of EU and East African Community (EAC) met in Mombasa, Kenya to discuss further the last EPA negotiation round held in Brussels on rules of origin, dispute settlement and institutional provisions, agriculture and economic and development cooperation. Progress was made in all desired areas making way for its completion this year. The EAC region includes the East African nations of Burundi, Rwanda, Kenya, Tanzania and Uganda. EU is an important trade partner for this region contributing to huge amount of imports and exports. EU - EAC negotiations.
The Israeli Ministry of Industry, Trade and Labor has announced progress towards a Free Trade Agreement (FTA) with Colombia. Following successful negotiations between Israel and Colombia initiated in December 2011, and the continued progress which took place in Jerusalem between the 12th and 15th of March this year, the Israeli Ministry predicts that an FTA will be signed by the middle of 2013. Currently Israel has FTA's with the two largest economies of South America: Brazil and Argentina. An agreement with Colombia will add to the list the 3rd largest economy in South America.

EU Council reinforces sanctions against military junta in Guinea-Bissau

On May 31 2012, the EU Council strengthened sanctions against individuals threatening peace, security and stability in Guinea-Bissau. Fifteen persons have been added to the list of people banned from entering the European Union and have also been subjected to an asset freeze within the EU. High Representative of EU, Catherine Ashton stated that these EU measures had been imposed on members of the military junta since they were posing a threat to the security and stability in Guinea-Bissau. In addition, the Council decision incorporates provisions of UN Security Council Resolution 2048 (2012) into EU law. 5 members of the military junta, who are already listed under EU's autonomous sanctions regime, have now been subjected to an UN travel ban. Development aid to Guinea-Bissau has been suspended since the mutiny on April 1 2010. The humanitarian aid and direct support to the people of the country have not been affected by these sanctions measures.
On May 31st, the European Commission requested Cyprus to comply with the ruling of the European Court of Justice with regards to the transfer or registration tax of second-hand vehicles which European Member States follow. Currently Cypriot law does not take into account the age, mileage, or the depreciation of the vehicle and is instead based on the type of vehicle, engine capacity and carbon dioxide emissions. In addition, taxpayers are not able to challenge the assessment made by tax authorities regarding registration or transfer tax on the vehicle. This is in contradiction with EU rules. The EU Commission has therefore requested Cyprus to comply with the rules within a period of two months, failing to which, the issue may be referred to the European Court of Justice.
