n IT jobs are expected togrow by nearly 20 percent
over next decade
BY JAMIEANFENSON-COMEAU

Computer programming isone of the fastest-growing pro-fessions, and Prince George’sCounty officials say they areworking to keep up with demandthrough three new informationtechnology academies.According to the U.S. Depart-
ment of Labor’s Bureau of LaborStatistics, there were 343,700computer programming jobs inthe United States in 2012, payinga median income of more than$74,000 per year, and computer-related professions are expectedto increase by 18 percent over thenext 10 years—50percent higherthan the national job growth av-erage.Roxanne Emadi, grass-roots
strategist for Seattle-based non-profit Code.org, said most U.S.
schools are not prepared for thatgrowth.“According to our estimates,
nine out of 10 K-12 schools in theU.S. do not teach computer sci-ence at all,” Emadi said. “Evenat schools that do offer it, onlyabout 5 percent of students takethe classes.”Code.org, founded last year,
lobbies for increased access tocomputer science education, aswell as partnering with schoolsystems tohelpprovidecomputerprogramming classes. In Prince George’s County
Public Schools, threehigh schools— Fairmont Heights in Capi-tol Heights, DuVal in Lanhamand Gwynn Park in Brandywine— have IT academies foundedwithin the past three years, withcurriculums designed to preparestudents for college andcareers incomputer-related fields. In addition, school system
spokespersonShaVonMcConnellsaid High Point High School alsooffers computer science classes.Three schools — Crossland
High School in Temple Hills, Dr.Henry Wise Jr. High School in
Upper Marlboro and Laurel HighSchool — offer two-year CareerTechnology Education programsthat include computer network-ing and computer repair courses,McConnell said.McConnell said computer
programming courses do notcount toward a student’s mathor science graduation require-ment, but the CTE programs canbe used for graduation credit inplace of two years of a foreignlanguage requirement. Two additional IT academies
are planned in the near future atLaurel High school in the 2015-16 school year and Friendly HighSchool in Fort Washington in the2016-17 school year.In the academies, students
learn programming languages, and how to create websites andsoftware applications, or apps.“We teach them multiple
programming languages. Weteach them HTML and JavaS-cript and CSS, which are used todesign websites and web apps,”said Cullen White, an instructorinFairmontHeights’ ITAcademy.White said the computer pro-
gramming courses are currentlyonly open to students in the ITAcademy, but he hopes to securefunding to provide classes to thestudent body at-large.White said the knowledge his
students are learning will be use-ful no matter what career paththey take.“You look at the way the
world works now, and everything
you do, nomatter what you’re in-terested in, there’s an app for it,”White said. “So even if they don’tuse it on a regular basis, they’llbe able to take advantage of thisknowledgeand leverage it for per-sonal gain and for the bettermentof society.”

The days of filling in circleswithNo.2pencils arenumbered inMaryland.
This year, all students will takethe Partnership for Assessment ofReadiness for College and Careersassessment, or PARCC, which isdesigned to test on Common Corestandards and will provide a mea-surebywhichstudentsacrossmul-tiple states canbecompared.
Last spring, approximately onemillion students nationwide tookthe PARCC Field Test, which wasadministered to randomly selectedschools across the country.
“It seems pretty easy to use.The tools are all pretty straightfor-ward and easy,” said Abiola Bakareof Upper Marlboro, 14, a ninth-grader at Charles H. Flowers HighSchool in Springdale.
To date, 40 states have agreedto adopt the Common Core stan-
dards, a national set of rigorousstandards designed to prepare stu-dents for college and career readi-ness, according to the CommonCorewebsite, corestandards.org.
PARCC will replace the Mary-land School Assessment, or MSA,and High School Assessment, orHSA, used in Maryland. The HSAAlgebra and English portions willcontinue to be administered until2016 to meet graduation require-ments.
Abiola was among those stu-dents selected to field test thePARCC last spring. He and hisclassmates took an online tutorialinMarch.
“It’s kind of like the MSA, butit’s online, and thatmakes itmucheasier touse.”
As PARCC is designed to bean online test, requiring schoolsto have sufficient access to broad-band technology, some schoolsmay opt to take a paper version ofthe test, said Judy Jenkins, direc-tor of curriculum for theMarylandStateDepartmentof Education.
The paper version is only tem-porary, however, and is scheduledto be phased out in three years,
withthepossibilityofextendingthedeadline if school systems appearto be having difficulties, Jenkinssaid.
The PARCC assessment will gointo widespread use across Com-monCorestates this schoolyear, ingrades 3 and higher, according thePARCCwebsite, parcconline.org.
Beverly Pish, acting directorof Prince George’s County PublicSchoolsdepartmentof testing, saidPARCCwill be administered in twoparts: a writing section in Marchand a multiple choice section in
May or June. A single score will becalculated fromboth sections.
PARCC was developed withcomputer-embedded features toeliminate any potential bias basedon cultural background and withaccommodations for English lan-guage learners, according to thePARCCwebsite.
“With the first operational ad-ministrationof thetest [thisschool]year, they will use the summerto score the tests,” Pish said. “Inthe first year, parents may not seescoresuntil the following fall.”
Jenkins described PARCC as a“beyond thebubble” test.
“You’re not just going to an-swer questions, you’re going tohave to justify your responses,”Jenkins said.
Students will be asked to readreal text, not text developed for thetest, and select passages that rein-force their answers. They will alsoanswer questions based on videoand use a variety of online tools, including options that allow stu-dents to highlight, magnify or clickand drag text and eliminate wronganswers.
Adaeze Okere, 15, of UpperMarlboro, also a Flowers student, said the online aspectmade it eas-ier, but thevarietyof tasks studentsareaskedtoperformmakes itmorechallenging.
“They’re reallyaskingyoutodoa lot,”Adaeze said.
The PARCC website, www.parcconline.org, featuresresourcesfor students and parents as well assamplequestions.

n Chairman: ‘Thetransition has not beenwithout its challenges’
BY JAMIE

For just over a year,Prince George’s CountyPublic Schools have beenunder a new systemof lead-ership, with appointed andelected members, intendedto forge closer ties betweencounty government and theschool system.
“The transition has notbeenwithout its challenges, but I think we’ve made tre-mendous progress,” saidboard chairman Segun Eu-banks.
In 2013, Gov. MartinO’Malley (D) signed HouseBill 1107 to give PrinceGeorge’s county executivemore control over the schoolsystem.Thebillexpandedthecounty board to nine electedmembersandfourappointed—threeby thecountyexecu-
tive and one by the CountyCouncil — in addition to thestudent member. The lawalso gave the county execu-tive the power to appoint theboard’s chair and vice chair, and to fill any vacancies ontheboard.
Appointed memberswere chosen based on areasof expertise, but those areasdon’t define their represen-tation, saidappointedboardmember Beverly Anderson,a retired university profes-sor and administrator.
Only two other schoolsystems in the state havehybrid boards: Harford andCaroline. Seventeen boardsare elected, and four are en-tirely appointed, althoughlegislation passed this yearwill create a hybrid boardwith a majority of electedmembers in BaltimoreCounty at the end of 2018.
T. Carter Ross, parent oftwo students at HyattsvilleElementary, saidhe felt add-ingappointedmembers cre-atedmore accountability.
“You have more peopleto whom a parent canmake
an appeal,” Ross said. With 14 members,
Prince George’s hybridboard is the largest schoolboard in the state.
David Cahn, co-chairof the education advocacygroupCitizens for an ElectedBoard, said the addition ofappointed members dilutesthe influence of electedboardmembers, and electedmember Edward BurroughsIII (Dist. 8) said theboardhasgotten too big to adequatelydiscussmatters.
“It’s difficult to havequality conversation anddebate about the issues thataffect our children’s educa-tion,” Burroughs said.
Eubanks said he doesn’tfeel theboardhas gotten toobig, despite having to occa-sionally encourage discus-sion to come toa close, eventhough meetings tend torunmore than three hours.
“It hasn’t curtailed us inthe completion of importantbusiness,” Eubanks said.

School security is chang-ing the face of PrinceGeorge’s County PublicSchools, with new sys-temsbeing installed thissummer at all schools.
“Schools are going to look a lotdifferent compared to last year,”said Rex Barrett, director of secu-rity services for PGCPS.
The school system is install-ing office “panic” buttons, closed-circuit security cameras, electronicaccess doors, fencing around alltemporary buildings and visitormanagement systems at all countyschools, with the bulk of the workbeing completed this summer,Barrett said.
All school visitors will be re-quired to present a government-issued identification card, whichwill be scanned and run through a
national database of registered sexoffenders andwanted individuals.
“One thing we want folks toknow is we’re looking for people
who couldpose a serious danger toour students,” Barrett said. “We’renot going to be checking anyone’simmigration status or checking for
unpaid parking tickets.”Offices also will be equipped
with silent “panic” buttons, whichwill instantly alert authorities ifpressed.
The security upgrades cost$10 million, which is being paidthrough funds set aside in the twoprevious years’ budgets, as well asstate grants.
The school system, which em-ploys 65 sworn police officers, alsoconducts active shooter drills dur-ing the summerand four lockdowndrills during the school year, Bar-rett said.
School systems need to main-tain an active level of alertness, even when there are no schoolshootings in the news, saidKenneth Trump, a nationally rec-ognized school security expert andconsultant based in Cleveland.
“We’re happy to see schoolsdoing things again with securityand preparedness efforts,” Trumpsaid. “We just wish school boardsand superintendents would sus-tain that level of interest andactivi-ties when there is not a crisis in theforefront of everyone’sminds.”
Oneof thebiggest things schoolsystems can do is to redesign their
front entrances so visitors are fun-neled to the office rather than hall-ways, Trump said.
Several newer schools, includ-ing Greenbelt Middle School, Fair-mont Heights High School andVansville Elementary School, havethis feature and it will be includedin the design of all future schools,Barrett said.
Earnest Moore, past presidentof the Prince George’s County PTACouncil, welcomed the securityimprovements, saying they wouldhelp educate both the school sys-temandparents on school policiesand procedures.
“A lot of times, when you don’tremind people of the policies inplace, things can get a little lacka-daisical,”Moore said. “Sometimes, someone may come in through anunlocked side door, or they maysign in at the office without show-ing their ID.”
Moore said that by having thenew security systems in place in allschools, it should help standardizesecurity practices across the sys-tem.

Visitor identification scanners are expected to be in place at all schools in thecounty by the start of the upcoming school year.
Parents and school officials need to speak with childrenabout school safety without causing undue fear and anxiety, according to the National Mental Health Association, whichoffers the following guidelines:
• Encourage children to talk about their concerns andexpress their feelings. Remember to keep conversations andlanguage age-appropriate for children.
• Talk honestly about your own concerns regarding schoolviolence. It is important for children to recognize they are notalone.
• Validate their feelings. Do not minimize their concerns, but emphasize that serious acts of school violence areuncommon, which is why they attract so much media attention.
• Empower children to take action regarding school safety.Encourage them to report bullying and develop problem-solvingand conflict-resolution skills.
• Discuss and review school safety procedures. Make surechildren understand why these procedures, such as cameras, automatic locks on doors or visitor sign-ins are in place toensure students’ safety.
• Create family safety plans. Ensure that your childrenknow how to reach you in case of emergency.
• Keep a dialogue going. Make school safety a commontopic in family discussions, not just when incidents arereported in the media.

n Officials: Students canexplore options for college
BYEMILIEEASTMANSTAFFWRITER
Despite thespecialized instruc-tion offered by Prince George’sCounty’s 12 high school careeracademies, school counselors andofficials say the tailored curriculumcanstillofferawell-roundededuca-tionandpreparation foravarietyoffuturecareers.
The 12 career academies offerprogramswithinmanycountypub-lic high schools and give students ahead start on career-specific train-ing such as business and finance, graphic arts, media, communica-tionandhealth.
Segun Eubanks, chairman ofthe Prince George’s County schoolboard, said the academies are agood starting point for studentsinterested in a particular field butdon’t limit futureoptions.
“My biggest advice to parentsis that choosing a career academymodel in high school is not choos-ing a lifelong career for students,”he said. “In today’s economy andtoday’s world, people change ca-reers on a pretty regular basis, sopick something your student isinterested in and excited about,so that when they graduate highschool, they’ll make good deci-sions.”
Renee Hawkins, a counselor atLargo High School, said she urgesthe parents of incoming studentswho are unsure about enrolling inan academy to contact the schoolandask foranoverviewofacademycurriculum, which includes busi-ness/finance and health/biosci-ences.
“If a parent is interested in ourtwo academies, they can call us,”she said. “I would ask them to findout what their child is interested inand [we can find] if it fits with ourtwoacademies.”
Hawkins said it is common forninth-graders to have some ideaof what career they would like topursue, and the academies offerexposure to those fields while alsoteachingcorecurriculum.
“The academy doesn’t putthem in a box. There is a course
sequence, but students are open totake any class they want,” she said.“It gives theman idea if this iswhatthey want to do before they get tocollege.”
Monique Graves, a counselorat LaurelHigh School, said she alsoencourages parents to be informedabout and engaged with the pro-cess of selecting an academy fortheir child.
“The more a parent is involvedwith the kid’s education process, themore successful the kid is,” shesaid. “Too often, many parents arenotat thesemeetingswehost.”
Graves said the most popularacademyprogramatLaurel is childdevelopment within the academyof Law, Education and Public Ser-vice, which already has a waitinglist fornext year.
ShaVon McConnell, a spokes-woman for the county school sys-tem, said career academics canhelp reduce the number of drop-outs and increase the likelihood ofgraduatingon time.
“The career academies providestudents with college and career-relatedexperiencesandopportuni-ties that gobeyond their traditionalhigh school requirements,” shesaid. “Studies show... the careeracademies substantially improvehigh school outcomes among stu-dents at high risk of dropping out[and] amongstudents least likely todrop out, the career academies in-crease the likelihood of graduatingon time.”
Career academiesoffer possibilitieswithout limitations
“My biggest adviceto parents is thatchoosing a careeracademy ... is not
choosing a lifelongcareer for students.”Segun Eubanks, chairman,Prince George’s school board

n Mixed opinions onwhether levels are getting
better or worse
BY ALICE POPOVICISTAFFWRITER
Through every level of theeducational process, parents saystudents’ battle with stress is aconstant fight.
High school counselors saysocial pressures and planningfor the future weigh heavily onthe minds of students, especiallyduring the last few weeks beforegraduation.
“For seniors, senior year isoverwhelming,” said Doreen Ho-gans, school counselor at CentralHigh School in Capitol Heights.“That ultimate quest — what amI going todo after graduation— ishanging over their heads.”
The stress is just as pressing
for younger students, parents say.ReneO’Dell ofHyattsville said
she and her husband, Jack, havewatched their 7-year-old son and13-year-old daughter deal withacademic and social stress atschool, and have tried to adjusttheir parenting style accordingly.
For her son, who attends aschool in University Park, O’Dellsaid the stress stemmed fromhaving to make the transitionfrom kindergarten to first grade, and adjust to a new environmentand daily routine. Her daughterattends school in Baltimore.
“As parents, we’re just moreinvolved and more aware,”O’Dell said. “The stance we takegenerally is to coach and provideadvice and keep out of it.”
The Centers for DiseaseControl and Prevention suggestthe following tips to deal withstress: eat healthy; exercise; getplenty of sleep; take a break; anddiscuss problems with a parent,
friend or counselor.Eran Zamir of College Park,
who has tutored students in
math, science and test prepara-tion since 1997, said he believesmiddle and high school stu-dents’ stress level has increasedduring that time period.
“A lot of it has to do with thetest regime,” he said, referring tothe battery of standardized testsstudents are required to take inmiddle school and high school.“They take up so much time ofthe academic year.”
Zamir said many studentshave so much anxiety abouttests that they “freeze up” eventhough they know the material. He said he tells students they canovercome stress by familiarizingthemselves with the tests aheadof time.
“It comes with practice,” hesaid.
While some students stillspend senior year stressing overcollege applications, teacherrecommendations and collegepreparations, Suitland High
School guidance counselor An-gela Stewart said she has noticedless stress among students sincethe school expanded its careeroptions about three years ago.
Stewart said the Suitlandschool is among several PrinceGeorge’s County schools that of-fer students several career tracksbeginning in the ninth grade, with curriculum options includ-ing military, arts and business. She said she has noticed thatgiving students more choices isallowing them to pursue theirinterests and reducing overallstress.
“You have kids who have dif-ferent avenues now,” Stewartsaid. “They have more choicesand options.”
Staff Writer VanessaHarrington contributed tothis report.
Future planning, ongoing tests add stress for students“For seniors, senior year is
overwhelming. Thatultimate quest —
what am I going todo after graduation— is hanging over
their heads.”Doreen Hogans, school counselor,
