Computer program-ming is one of the fastest-growing professions, andPrince George’s Countyofficials say they are work-ing to keep up with de-mand through three newinformation technologyacademies.According to the U.S.

Department of Labor’sBureau of Labor Statis-tics, there were 343,700computer programmingjobs in the United Statesin 2012, paying a medianincome of more than$74,000 per year, and com-puter-related professionsare expected to increaseby 18 percent over thenext 10 years— 50 percenthigher than the nationaljob growth average.Roxanne Emadi, grass-

roots strategist for Seattle-based nonprofit Code.org,said most U.S. schoolsare not prepared for thatgrowth.“According to our esti-

mates, nine out of 10 K-12schools in the U.S. do notteach computer scienceat all,” Emadi said. “Evenat schools that do offer it,only about 5 percent ofstudents take the classes.”Code.org, founded last

year, lobbies for increased

access to computer sci-ence education, as wellas partnering with schoolsystems to help providecomputer programmingclasses.In Prince George’s

County Public Schools,three high schools — Fair-mont Heights in CapitolHeights, DuVal in Lanhamand Gwynn Park in Bran-dywine — have IT acad-emies founded within thepast three years, with cur-riculums designed to pre-pare students for collegeand careers in computer-related fields.In addition, school sys-

tem spokesperson ShaVonMcConnell saidHigh PointHigh School also offerscomputer science classes.Three schools —

Crossland High School inTemple Hills, Dr. HenryWise Jr. High School inUpper Marlboro and Lau-rel High School — offertwo-year Career Technol-ogy Education programsthat include computernetworking and computerrepair courses, McConnellsaid.McConnell said com-

puter programmingcourses do not count to-ward a student’s math orscience graduation re-quirement, but the CTEprograms can be used forgraduation credit in placeof two years of a foreignlanguage requirement.Two additional IT

academies are planned inthe near future at LaurelHigh school in the 2015-16

school year and FriendlyHigh School in Fort Wash-ington in the 2016-17school year.In the academies, stu-

dents learn programminglanguages, and how to cre-ate websites and softwareapplications, or apps.“We teach them mul-

tiple programming lan-guages. We teach themHTML and JavaScript andCSS, which are used todesign websites and webapps,” said Cullen White,an instructor in FairmontHeights’ ITAcademy.Whitesaidthecomputer

programming courses arecurrently only open to stu-dents in the IT Academy,buthehopes tosecure fund-ing to provide classes to thestudent body at-large.Sophomore Natally

Palma, 15, of ColmarManorsaid she had never reallyconsidered herself muchof a computer person be-fore she decided to enrollin Fairmont Heights’ ITacademy.“At the beginning of

the year, I was looking atthe code, and it looked likegibberish,” Porta said. “Iwas so scared, I wondered,‘Am I going to understandthis?’ But we have teacherslike Mr. White who con-stantlymake sure you havethe knowledge to keep go-ing, and it wasn’t that hardafterwards.”White said the knowl-

edge his students arelearning will be useful nomatter what career paththey take.

“You look at the waythe world works now, andeverything you do, nomat-ter what you’re interestedin, there’s an app for it,”

White said. “So even ifthey don’t use it on a regu-lar basis, they’ll be ableto take advantage of thisknowledge and leverage it

for personal gain and forthe betterment of society.”

This year, all studentswill take the Partnership forAssessment of Readinessfor College and Careers as-sessment, or PARCC, whichis designed to test on Com-monCorestandardsandwillprovide ameasure bywhichstudents across multiplestates canbe compared.

Last spring, approxi-mately onemillion studentsnationwide took the PARCCField Test, which was ad-ministered to randomlyselected schools across thecountry.

“It seems pretty easy touse. The tools are all prettystraightforward and easy,”said Abiola Bakare of UpperMarlboro,14,aninth-graderat Charles H. Flowers HighSchool in Springdale.

To date, 40 states haveagreed to adopt the Com-mon Core standards, anational setof rigorousstan-dards designed to preparestudents for college and ca-reer readiness, according tothe Common Core website,corestandards.org.

PARCC will replace theMaryland School Assess-ment, or MSA, and HighSchool Assessment, or HSA,used in Maryland. The HSAAlgebra and English por-tions will continue to be

administered until 2016 tomeet graduation require-ments.

Abiolawas among thosestudents selected to fieldtest the PARCC last spring.He and his classmates tookanonline tutorial inMarch.

“It’s kind of like theMSA, but it’s online, andthat makes it much easierto use.”

As PARCC is designed tobe an online test, requiringschools to have sufficientaccess to broadband tech-nology, some schools mayopt to take a paper versionof the test, said Judy Jenkins,director of curriculum forthe Maryland State Depart-ment of Education.

Thepaperversionisonlytemporary, however, andis scheduled to be phasedout in three years, with the

possibility of extending thedeadline if school systemsappear to behavingdifficul-ties, Jenkins said.

The PARCC assessmentwill go into widespread useacross CommonCore statesthis school year, in grades 3and higher, according thePARCC website, parccon-line.org.

Beverly Pish, acting di-rector of Prince George’sCounty Public Schools de-partment of testing, saidPARCCwill be administeredin two parts: a writing sec-tion in March and a mul-tiple choice section in Mayor June. A single score willbecalculated frombothsec-tions.

PARCC was developedwith computer-embeddedfeatures toeliminateanypo-tentialbiasbasedoncultural

background and with ac-commodations for Englishlanguage learners, accord-ing to thePARCCwebsite.

“With the first opera-tional administration of thetest [this school] year, they

willuse thesummer toscorethe tests,” Pish said. “In thefirst year, parents may notsee scores until the follow-ing fall.”

Jenkins describedPARCC as a “beyond thebubble” test.

“You’re not just goingto answer questions, you’regoing to have to justify yourresponses,” Jenkins said.

Students will be askedto read real text, not text de-veloped for the test, and se-lect passages that reinforcetheir answers. Theywill alsoanswer questions based onvideo and use a variety ofonline tools, including op-tions that allow students tohighlight, magnify or clickand drag text and eliminatewrong answers.

“In many ways, I thinkthe technology will help usshowwhatweknowbetter,”Jenkins said.

AdaezeOkere,15,ofUp-perMarlboro, alsoaFlowersstudent, said the online as-pect made it easier, but the

variety of tasks students areasked to perform makes itmore challenging.

“They’re really askingyou to do a lot,” Adaezesaid.

Earnest Moore of Land-over, past president of thePrinceGeorge’sCountyPTACouncil, said it is impor-tant for parents to becomeengaged in their children’seducation and to raise anyquestions they may haveabout PARCC with schoolofficials and parent organi-zations.

“Engaged familiesbring so much added valueand resources to the tablethat make any educationalchange or transition a lotsmoother for all parties,”Moore said.

“Schools are going to look a lotdifferent compared to last year,”said Rex Barrett, director of secu-rity services for PGCPS.

The school system is install-ing office “panic” buttons, closed-circuit security cameras, electronicaccess doors, fencing around alltemporary buildings and visitormanagement systems at all countyschools, with the bulk of the workbeing completed this summer,Barrett said.

All school visitors will be re-quired to present a government-issued identification card, whichwill be scanned and run through a

national database of registered sexoffenders andwanted individuals.

“One thing we want folks toknow is we’re looking for people

who couldpose a serious danger toour students,” Barrett said. “We’renot going to be checking anyone’simmigration status or checking for

unpaid parking tickets.”Offices also will be equipped

with silent “panic” buttons, whichwill instantly alert authorities ifpressed.

The security upgrades cost$10 million, which is being paidthrough funds set aside in the twoprevious years’ budgets, as well asstate grants.

The school system, which em-ploys 65 sworn police officers, alsoconducts active shooter drills dur-ing the summerand four lockdowndrills during the school year, Bar-rett said.

n Chairman: ‘Thetransition has not beenwithout its challenges’

For just over a year, PrinceGeorge’s County PublicSchools have beenunder a newsystem of leadership, with ap-pointed and elected members,intended to forge closer ties be-tween county government andthe school system.

“The transition has notbeen without its challenges,but I think we’ve made tre-mendous progress,” said boardchairman Segun Eubanks.

In 2013, Gov. MartinO’Malley (D) signed House Bill1107 to give Prince George’scounty executive more controlover the school system. Thebill expanded the county boardto nine elected members andfour appointed — three by thecounty executive and one by

the County Council — in ad-dition to the student member.The law also gave the countyexecutive the power to appointthe board’s chair and vicechair, and to fill any vacancieson the board.

Appointed members werechosen based on areas of ex-pertise, but those areas don’tdefine their representation,said appointed board memberBeverly Anderson, a retireduniversity professor and ad-ministrator.

“Although I do bring ahigher education perspective,as a board member, I am con-cerned with all the issues thataffect teaching and learning inPrince George’s County,” An-derson said.

InMaryland, only twootherschool systems have hybridboards: Harford and Caroline.Seventeen school boards areelected, and four are entirelyappointed, although legislationpassed this year will create ahybrid board with amajority ofelected members in Baltimore

County at the end of 2018.Eubanks said the distinc-

tion between elected and ap-pointedmembers has lessenedover time.

“Given that they were inopposition to the governingstructure, they have acceptedthe appointed members,” Eu-banks said. “People disagreemore now based on their opin-ions rather than elected vs. ap-pointed.”

T. Carter Ross, parent oftwo students at Hyattsville El-ementary, said he felt addingappointed members createdmore accountability.

“You have more people towhom a parent can make anappeal, both on the board andby bringing the county execu-tive and County Council intothe fold via their appointees,”Ross said.

With 14 members, PrinceGeorge’s hybrid board is thelargest school board in thestate. Baltimore County is thesecond largest with 11 ap-pointed board members and

one studentmember.David Cahn, co-chair of

the education advocacy groupCitizens for an Elected Board,said the addition of appointedmembers dilutes the influenceof each elected boardmember,and elected member EdwardBurroughs III (Dist. 8) said theboard has gotten too big to ad-equately discussmatters.

“Our board is way too big,”Burroughs said. “It’s difficult tohave quality conversation anddebate about the issues that af-fect our children’s education.”

Eubanks said he doesn’tfeel the board has gotten toobig, despite having to occa-sionally encourage discussionto come to a close, even thoughmeetings now tend to runmorethan three hours.

“It hasn’t curtailed us in thecompletion of important busi-ness,” Eubanks said. “More im-portantly, the size hasn’t led toanymore important division.”
