ICPF is a multi-disciplinary humanitarian founda-tion devoted to cleft lip and palate patients worldwide. With the goals to advance care for cleft lip and palate patients worldwide, to strengthen a network system for sharing information and expertise among health professionals, this Congress of ICPF aims to provide you with platform for scientific exchange between health professionals and for enhancement of a multi-disciplinary collaboration. It is an important scientific event for presenting the advances in treatment, research and cutting-edge technology to surgeons, physicians, scientists and other health professionals from many countries in the world and Vietnam working in Odonto - Stomatology, ENT, Medical Imaging, and language rehabilitation. Dear Colleagues,Ladies and Gentlemen,It is our great pleasure to invite you to the 8th World Cleft Congress of the ICPF (International Cleft Lip and Palate Foundation), which is held at Hanoi Medical University, Hanoi, Vietnam from 25th to 28th November, 2013.On behalf of the ICPF, we would like to welcome you all at the Congress in the charming city of Hanoi. ICPF is a multi-disciplinary humanitarian foundation devoted to cleft lip and palate patients. It was estab-lished the 23 October, 1997 in Kyoto, Japan with more than twenty countries participating. It is aimed to support the exchange of clinical and scientific knowledge for the benefit of patients and society. On November 25, 2013, ICPF will put the slogan of “STOP ABORTION” as “The Hanoi Declaration” in Hanoi, Vietnam. The long term activity of ICPF has proven to be successful. The technique of cleft lip and palate treatment has improved such that appropriate treatment does not leave any functional problem in children with cleft lip and palate. Children with treated cleft lip and palate can now stand as peers beside children without cleft and positively contribute to the development of their country.The unspoken problem which threatens developing children with clefts is “ABORTION”. With the progres-sion of diagnostic imaging, mothers get prenatal diagnoses of children with clefts at an early stage of their pregnancy. Many unborn children with clefts are killed by abortion. But often the mothers do not know that the operation for cleft lip and palate takes only 2 hours and the appropriate treatment does not leave any functional problem on children. ICPF believes that an awareness campaign and formulation of recommendations about this cleft condition are required in order to save “Fetus lives”. We truly hope that you will be interested in our activity and will support us by giving your approval to The Hanoi Declaration and attend to the CLEFT 2013 ICPF Hanoi.If ICPF can have your full blessing, The Hanoi Declaration will be widely known in Vietnam and it will be able to save children’s precious lives.

ClimateAlthough Vietnam lies entirely within the tropics, the Vietnam’s climate surprisingly varies from region to region with the annual average temperature from 22ºC to 27ºC because of its topography.In the North, it is the weather of four different seasons in a year: Spring, Summer, Autumn, and Win-ter. Spring lasts from February to April with warm weather. In Spring, it is characterized by fine drizzle that helps plants grow fast and flowers bloom brightly. Summer lasts from May to August with hot and showery weather. The sun shines almost days. And there are sometimes sudden thundershow-ers that make summer less hot and become cooler. Autumn lasts from September to November with cool air, and dry and lightly windy weather. It can be said that it is the most beautiful season in a year with yellow leaves falling on the streets and yellow bright shines in day time although sometimes typhoons threaten life and agriculture in the country. Winter lasts from November to January with cold and dry weather. It is the coldest season in a year.Hanoi in November, the average temperature varies from 18oC to 25 oC.

ElectricityThe voltage in Vietnam is 220V. Standard socket accepts a 2 round pins plug without a ground pin; but 2 flat blades and sockets can be used. Adapters are readily available for purchase or hotels can provide for your convenience.

Tipping and Consumer TaxTipping is not practiced in Vietnam. Some restaurants and hotels include a services charge in the bill that you pay. Some shops place a tray near the cash register, this is for you to make your payment and for the change and receipt to be passed back to you, it is not a request for a tip. Vietnam has a 10% consumer tax.

Currency exchangeThe currency in Vietnam is the Đồng.You can exchange currencies at international Airport and some of the large Hotels.Cash is the most widely accepted method of payment.

TOUR AND TRAVEL

Below is a list of the interesting things to see & do that you may wish to see whilst during stay in Hanoi.

One Pillar Pagoda: Heirless King Ly Thai To dreamt that the Goddess of Mercy, sitting on a lotus flower, handed him a male child. Shortly thereafter he met a peasant girl who bore him a son and heir to the throne. In 1049 to ex-press his gratitude to the goddess, he built a wooden pagoda on a single stone pillar rising out of a pond to represent the pure lotus blos-som (the pagoda) rising out of a sea of sorrow.

Old Quarter & Dong Xuan Market: The Old Quarter is bounded by Hoan Kiem Lake, the Citadel, Dong Xuan Market and the Red Riv-er. The area was designated the commercial district when Hanoi was first planned and is where the original 36 artisans and merchants guilds conducted business and lived. Its busy streets bustling with shops and activity still re-call the Hanoi of old.

Sword lake (Hoan Kiem Lake or Ho Guom): Hoan Kiem Lake is located in the heart of the city, a pleasant lake lined with old trees, many of them bent gracefully over the water. Le Loi was a common fisherman who discovered a magical sword that helped him become the heroic Vietnamese military gen-eral who defeated the Chinese Ming invaders in the early 1400s. He eventually became the Emperor Le Thai To of Vietnam. It is said that the sword was taken from him while he was boating on the lake by a golden tortoise that returned it to its divine owners, thus giving the lake its name “Lake of the Restored Sword”

Temple of Literature (Van Mieu): A very interesting destination in Hanoi is the Temple of Literature. Established in the 11th century, it enjoys the distinction of being the first uni-versity in the world and came into existence a few years after the Norman Conquest and well before the English language originated.

Ha Long Bay is not only one of the world’s seven natural wonders, but also the most beautiful destination of Vietnam. The bay features more than one thousand awesome limestone karsts, islets and islands of various sizes and shapes.
