Background Santa Clarita Population: 160,000 Primary Industry: Services, retail and wholesale trade, light manufacturing Area : 50 square miles

Problem Statement High population growth rate in the city and kabupaten leads to congested roadways, heavy water and air pollution, flooding and high volumes of solid waste, deforestation, urban sprawl without adequate infrastructure planning Lack of integration of information management systems leads to problems with development planning and monitoring and overall communication within and between local government departments. There is a need to plan new developments to ease pressure on overcrowded areas, and address problems from persistent flooding.

Project Description Workplan Objectives Develop a vision for the new town that takes into consideration the geographical constraints including flooding and cultural needs of the community. Identify the critical resources necessary for the new town development and MIS (management information system) Provide materials and training on strategic planning to Kabupaten staff, who will then provide the whole Kabupaten new town team with a common understanding of the concepts. Developing a strategic plan for the new town that incorporates information technology components for the defined scope of the technology pilot.

Key Steps New Town Planning Santa Clarita to train select Bandung staff on the strategic planning process (Training of Trainers) New trainers train other local government staff on the same strategic planning process. Conduct strategic planning process for Kabupaten Bandung using multi- stakeholder approach Determine the institutions or parties with a vested interest in the project, and Santa Clarita will facilitate these stakeholder meetings to develop support and partnership for the new town. Obtain local and regional support is critical to the success of the marketing plan. Develop a monitoring handbook for senior management in trying to involve stakeholders to gain political support from the community and council and financial support from the business sector. Train senior management in the use of the handbook for monitoring the progress of the implementation of the strategic plan. Develop a Request for Proposals (RFP) to solicit international investors for the new town concept.

On going process: Kabupaten Bandung IT Team has been developing a blue print of IT development for Kabupaten Bandung (5 year plan)

Lessons Learned The multi-stakeholder planning process introduced by Santa Clarita and adopted by Bandung will help the local government to conceptualize, plan, and make informed decisions and policies in the future. By introducing a culture of participation, the local government will engender the trust of their citizens. Once the LAN and GIS systems are in place, Bandung will have an integrated system for monitoring land use, which will assist them with project development.

Sustainability Support from top leadership in the local government, critical stakeholders, and from the community will be critical to the future success of the new town planning initiative Kabupaten Bandung must allocate resources to both projects for them to be successful The new town planning team must be empowered to make decisions and allocate resources Innovative funding sources (including public/private funding partnerships) will be essential for the new town

Transfer More inclusive planning and decision-making is something that could benefit all local governments in Indonesia by helping them to make more informed decisions and policies, and to create a sense of trust within the local community.
