One of h i s c o l l e a g u e s s l i p p e d and s a i d t h a t R u s s i a n s c i e n t i s t s were n o t p e r m i t t e d t o d i s c u s s u n i d e n t i f i e d f l y i n g o b j e c t s . Al t hough we have r p p o r t s o f UFO s i g h t i n g s and phenomena f rom some 70 c o u n t r i e s , t h e S o v i e t Union and t h e o t h e r s o c i a l i s t c o u n t r i e s have n o t c o n t r i b u t e d UFO r e p o r t s .

And t h e R u s s i a n s announced a t P rague t h a t t h e y would p a r t i c i p a t e i n a f u t u r e i n t e r n a t i o n a l c o n f e r e n c e on i n t e r s t e l l a r communica t i on .

S . S . R . Academy o f S c i e n c e s , and t h a t a c h a p t e r t o be w r i t t e n by F e l i x U. Z i g e l ( a u t h o r o f t h e 'Cmena* a r t i c l e ) w i l l c o n s i d e r t h e UFO prob lem. Z i g e l ' s a r t i c l e conc l u d e s : 'T h e r e e x i s t s a lm o s t u n i v e r s a l l y a d e f i n i t e t yp e of phenomenon known as t h e phenomenon of t h e UFOs. The n a t u r e of t h i s phenomenon i s a s y e t n o t r e s o l v e d and none o f t h e e x i s t i n g hypot h e s e s can c l a i m a f i n a l s o l u t i o n t o t h e p rob l em. I n such a s i t u a t i o n , t h e c o r r e c t app roa ch a p p e a r s t o be to . submi t t h e p u z z l i n g phenomenon o f t h e UFOs t o a m an y - s id e d , c a r e f u l s c i e n t i f i c i n v e s t i g a t i o n . *

"We know enough now ab ou t t h e way t h e U .S . S . R , announces i t s s c i e n t i f i c a dv anc es — t h e e l emen t o f s u r p r i s e t h e R u s s i a n s have b u i l t i n t o e v e r y s t e p o f t h e i r space program i s one example — to gue s s t h a t a S o v i e t w r i t e r would h a r d l y c a l l f o r ' a m an y - s id e d , c a r e f u l s c i e n t i f i c i n v e s t i g a t i o n ' o f a phenomenon u n l e s s such an i n v e s t i g a t i o n were a l r e a d y go ing on. . .

" Z i g e l ' s d i s c u s s i o n of UFOs i n 'Cmena1 c o n s i d e r s f i v e t h e o r i e s ab o u t t h e i r n a t u r e . The f i f t h t h e o r y — t h a t UFOs a r e ' f l y i n g a p p a r a t u s of o t h e r p l a n e t s , i n v e s t i g a t i n g e a r t h * — i s t h e on ly one of t h e f i v e t o which he o f f e r s no o b j e c t i o n s .

" I n sum, what l i t t l e ' h a r d ' i n f o r m a t i o n I have — and my i n t u i t i o n — t e l l s me t h a t t h e U . S .S . R . may have been s t u d y i n g UFOs w i t h d i s p a s s i o n a t e t h o r o u g h n e s s f o r y e a r s . From my own o f f i c i a l i n v o l v e m e n t , I know t h a t t h e U n i t ed S t a t e s i s on ly now b e g i n n i n g t o c o n s i d e r t r e a t i n g t h e prob lem s e r i o u s l y . . . "

Th i s f i n a l s t a t e m e n t by Dr . Hynek, t h e o f f i c i a l c i v i l i a n mou thp i ece of t h e U .S . A i r F o r c e i s e i t h e r aa o u t r i g h t l i e o r a c o v e r - u p . From t h e i r d i r e c t c o n t a c t s w i t h A i r F o r c e and o t h e r m i l i t a r y o f f i c e r s , J im and Co ra l Lorenzen have been t o l d of t h e e x i s t e n c e of an o f f i c i a l UFO board i n Washing ton D.C. The b e s t s i g h t i n g s o f UFOs by m i l i t a r y p e r s o n n e l have been r e p o r t e d d i r e c t l y t o t h i s boa rd f o r y e a r s . The Lo renzens b e l i e v e t h i s UFO boa rd was s e t up i n Augus t 1952, a f t e r UFOs buzzed t h e na t i o n ' s c a p i t o l f o r s i x h o u r s one S a t u r d a y n i g h t . And t h e huge mo the r s h ip f rom which t h e y were l a u nc h ed was t r a c k e d by r a d a r f o r h o u r s , c i r c l i n g l a z i l y above Wilming ton , De laware a t an a l t i t u d e o f many m i l e s .

"WHAT WE REALLY KNOW ABOUT FLYING SAUCERS"C e r t a i n l y one of t h e b e s t , most l e v e l - h e a d e d , o b j e c t i v e

su r v e y s of t h e "UFO probl em" and i t s i m p l i c a t i o n s i s t h e c u r r e n t p a p e r - b a c k by Ot to B i n d e r . I t i s a F a w c e t t Gold Medal Book a t 75t on t h e n e w s s t a n d s . Like Dr . Hynek, Mr. B i n d e r i s a l s o w o r r i e d t h a t t h e R u s s i a n s w i l l have a n o t h e r Space F i r s t t o add t o t h e i r l ong l i s t , p u b l i c r e c o g n i t i o n o f t h e F l y i n g S a u c e r s as b e in g V i s i t o r s f rom o u t e r space ! He g e t s i n t o t h i s i n t h e c h a p t e r on " P a t t e r n e d P r o o f " , page 207, n e a r t h e end


o f t h e book. A f t e r q u o t i n g s e v e r a l s c i e n t i f i c a u t h o r i t i e s on t h e u n d e n i a b l e r e a l i t y of t h e UFOs, B i n d e r w r i t e s :

"The U n i t e d S t a t e s i s p r o b a b l y t h e f u r t h e s t be h in d of a l l m a j o r n a t i o n s on e a r t h , i n comprehending t he t r u e p i c t u r e of t h e s a u c e r phenomenon. And t h e U.S. Government , sup po s ed ly t h e » l ead e r* o f t h e f r e e w o r l d , ha s i n t h i s i n s t a n c e c o m p l e t e l y s h i r k e d l e a d e r s h i p , p r o b a b l y t o a d e t r i m e n t a l d e g r e e . Why sho u l d o u r government t r e a t C o n t a c t e e s t h i s way?
