Welcome to the second
issue of our community
newsletter for 2013.
This month we
celebrated Seniors Week,
and were very privileged
and honoured to have
Her Excellency Ms
Quentin Bryce, Governor
General of Australia
attend the launch of our Seniors Week Expo - “Your
Community Our Community”.
Seniors Week 2013 was an opportunity to
recognise the valuable contributions that older
people make to our community and to encourage
participation in community activities.
Older people are, and always have been an
incredible asset to our community. Many people in
our region have helped shape this great city for the
past 100 years. Their vision, wisdom and presence
in this community connect us with both a rich
history and our life in the future. They are parents,
grandparents, mentors, teachers and friends.
Retired people actively contribute to their
communities by volunteering for organisations like
BCS, be that as members of our board, providing
community transport, assisting with respite groups
or home visiting. Many also take on caring roles for
other people in their lives.
I wish to thank our partners Belconnen Senior
Citizens Club and the Belconnen Library and our
exhibitors, Mobility Matters, Tobin Brothers, Care
Financial Services, Canberra Model Railway Club,
Elder Abuse Hotline, Melba Uniting Day Care
Program, Canberra Spinners and Weavers, Potter
Travel and OPSM Belconnen for participating in our
Expo and making this a memorable day.
March also marked the completion of the first year
of our Reconciliation Action Plan (RAP). We are
proud of our achievements during this first year;
we will continue to advance Reconciliation though
strengthening our relationships and respectful
partnerships with Aboriginal and Torres Strait
Islander people in our community. The valuable
lessons learnt will assist us as we prepare to
develop our next RAP.
Some of you may have noticed a sign that was
recently erected in the car park opposite the
Belconnen Community Centre, stating that the site
was to be sold for development. After discussions
with the ACT Government I can tell you that this
block has been removed from the land release
program. This is exciting news for the local
community, particularly for those who frequent the
Centre, Library, Senior Citizens and Health Centre.
Separate to this, BCS is now in the very early stages
of discussion with the ACT Government about
relocating our community centre and community
facilities to another Belconnen Town Centre
location over the next few years.
We are pleased to announce that we have
partnered with the ACT Brumbies to be their match
day community based organisation partner for the
ACT Brumbies v Melbourne Rebels game to be held
on Friday 7th June 2013. This is an exciting
opportunity for us to be involved with the
Brumbies and raise awareness of our work.

As I sit down to write this, it occurs to me that it has
been exactly one year to the day since Belconnen
Community Service launched our first Reconciliation
Action Plan (RAP) on March 7th 2012.
It was indeed a grand affair with a Welcome to
Country by Ngunnawal Elder, Aunty Agnes Shae, an
official launch by Dr Chris Bourke MLA, and other
fanfare which delighted a packed house in
theatre@bcs.

As a member of the RAP committee, I had a great
sense of pride that night; seeing a year’s worth of
preparation and planning come to fruition. This
feeling, however, was slightly undercut by an
unsettling voice in my head.
This voice said “well it’s all well and good to plan
things and say we’ll do it… NOW WE HAVE TO DO
IT!!!”
One year down the track, I take great pleasure in
announcing…. WE DID IT!!! The RAP committee met
recently to review our progress, and was delighted to
find that advancement has been made, with
measurable outcomes, on all of our action items, in
the areas of Relationships, Respect, and Opportunities
set out by Reconciliation Australia.

We built upon existing RELATIONSHIPS with Aboriginal
and Torres Strait Islander people by collaborating with
other community organisations to develop programs,
hold events, and celebrated key cultural Aboriginal
and Torres Strait Islander events:
The BCS Youth and Family Support team
collaborated with West Belconnen Child and
Family Centre, and Uniting Care Kippax, on the
development of the Koori Kids program:
A culturally dedicated children’s program with a
focus on mentoring and positive role modeling, in
which Aboriginal and Torres Strait Islander
children and young people delve into creative
arts, music, physical education and cultural pride.
2012 saw the Koori Kids holding their own art
exhibition at West Belconnen Child and Family
Centre (WBCFC), and working with renowned
local dance troupe, Kulture Break to develop a
contemporary Indigenous dance routine, which
they then performed at the Launch of the
WBCFC’s Strong Women’s Group ‘Soul Food
Cookbook’
gallery@bcs celebrated Reconciliation Week with
the exhibition ‘Our Move’, in which professional
Indigenous Artist, Margy Duke, collaborated with
a non-indigenous emerging artist, Kaila Smith, on
the 180cm x 180cm artwork Curative Confluence,
currently on display at the DISH.

The gallery also celebrated NAIDOC week with the
textiles of Gumbayngirr artist, Ceretha Skinner,
and collaborated with Barnado’s on the exhibition
‘Many Stories, Many Journeys’ exhibition by
Aboriginal and Torres Strait Islander Young people
looking to return to their cultural heritage.
We have definitely begun to embed an organisational
culture that shows RESPECT, and welcomes Aboriginal
and Torres Strait Islander people to the organisation
through acknowledgement of their heritage,
celebration of their culture, and increasing our own
cultural competence:
AND THE RESPECT PRIZE GOES TO…. Belconnen Early
Childhood Centre (BECC). The BECC pre-school group
starts every day with an acknowledgement of country
- which the children recite with gusto.
The educators there read the book ‘Stolen Girl’ to the
children and discuss issues surrounding reconciliation
with them, and have even written a reconciliation
song that they plan to teach the children.
They also read dreamtime stories and then get the
kids to search the Aboriginal Nation Map to find the
location of the story, and where the Author is from.
Other BCS RESPECT achievements include:
Acknowledgment of country guidelines developed
and distributed to all staff.
Acknowledgment of country voiced at all BCS
Events
As well as purchasing and commissioning
Aboriginal artwork, BCS is in the process of
acquiring Aboriginal Nation Maps to be placed in
all BCS sites
Some employees completed Aboriginal Cultural
Training throughout 2012. We have now begun
holding in house mandatory training.
We have also enhanced OPPORTUNITIES for
meaningful engagement with Aboriginal and Torres
Strait Islander community members through
allocation of resources to nurture future leaders,
promoting positive outcomes, and fostering
relationships with Aboriginal and Torres Strait Islander
artists.
gallery@bcs increased support of Aboriginal and
Torres Strait Islander artists by programming
three annual exhibitions to showcase their art,
and provided financial and in-kind sponsorship
these exhibitions.
Allocation of $5000 towards the development of
the Koori Kids mentoring program
Promoted positive key cultural events and positive
outcomes via BCS Website, social media, and the
BCS Newsletter
BECC development of early childhood Indigenous
Experiences program
All advertisements for BCS positions encourage
Aboriginal and Torres Strait Islanders to apply
People and Culture is in the process of developing
a traineeship/apprenticeship specifically for
Aboriginal and Torres Strait Islanders.
As I look back on my last two years on the BCS RAP
committee, the last year of putting our Plan into
Action, and the list of our accomplishments (of which I
have only outlined a few), I am truly proud to be part
of this organisation that has committed to making a
real difference towards our nations desperate need
for Reconciliation. Well done everyone, keep up the
good work.

Respect for Diversity Embraced

January 2012 saw the implementation of the Early
Years Learning Framework across Australia with the
vision of Being Belonging and Becoming as its vision
and the following five principles to be followed by
Early Childhood Educators:
1. Secure, respectful and reciprocal relationships
2. Partnerships
3. High Expectations and Equity
4. Respect for Diversity
5. Ongoing learning and reflective practice.
Our Educators recognise diversity contributes to the
richness of our society and provides a valid evidence
base about ways of knowing. For us it was also about
seeking a greater understanding of Aboriginal and
Torres Strait Islander culture to fulfil the vision of
Being, Belonging and Becoming.
Our Educators identified a project for Belconnen Early
Childhood Centre (BECC) that will enhance and
support our commitment to Reconciliation.
The project includes:
Making contact with an Early Childhood Service in
the Northern Territory
Organise visits to Northern Territory services that
relate to other BCS services such as art galleries
and family support services
Observe how they plan, implement and reflect on
their curriculum
Observe children in the setting
Bring home some great ideas, knowledge and
information to share with educators across BCS
Children’s Programs
Develop ongoing relationships and networks that
will allow us to reflect, ask questions and share
ideas and experiences
Our Educators at BECC are also working on ideas that
can be implemented locally, these include:
The implementation of ‘Acknowledgement of
Country ‘ in the Preschool room
Establishing a relationship with Koori Preschools
in the ACT
Inviting Elders to Visit the Centre
BECC is proud to be taking a pro-active and
enthusiastic approach to ensure respect for diversity
is an integral part of their curriculum. To believe in
the BCS values of Integrity, Courage, Curiosity and
Individuality and ensure they are working within the
BCS Reconciliation Action Plan.

Community Leader Interview
With Shona Chapman
My name is Shona Chapman and I identify as an
Aboriginal person from Central NSW. I belong to the
Ngiyampaa mob. I am happy to say that I have two
children Patrick & Kate and two grandchildren.
I am a teacher by training, experienced in education
and community work. I am currently the Centre
Manager of West Belconnen Child and Family Centre
(WBCFC). We provide early intervention and programs
that work together to address the needs of children,
parents and families within the region. Particularly
those from an Aboriginal and Torre Strait Islander
background.
At WBCFC we facilitate community needs by working
closely with our community, based on the feedback
that they give us on what’s working and what’s not
working. We then work from the needs that they have
identified as important for them, working
collaboratively to address those needs and build
capacity in community leadership.
I am particularly passionate about the rights and
wellbeing of Aboriginal and Torres Strait Islander
peoples in education, health, reconciliation, and
community connections. I believe that Community
Development is an integral component in ensuring
that they have access to the services they need and
that service providers are being responsive to those
needs.
At the moment I am privileged to be working with a
culturally competent workforce that understands
cross-cultural communication, they are willing to go
the extra mile for our participants. We have created a
culture that believes in “Quality Work” over “Ticking
Boxes”, my experience has taught me that quality
work provides meaningful change and affects people’s
lives positively.
Recently we successfully worked with South Sudanese
Women from a Refugee background.
This was done in partnership with Companion house. I
have found similarities in working with the Sudanese
Community and my mob, respect is critical for
success.
To date WBCFC have produced a music CD with the
South Sudanese women and children called Singing
Our Culture (funded by the Office For Women in the
ACT Government) & a cook book by the Indigenous
women’s group called “Yurwang Bullarn SOUL FOOD”
(funded by the Commonwealth Government).
The Koori Kids Club is a great success story; it’s for
Aboriginal and Torres Strait Islander children 8-16.
We have worked together with High Schools based in
Belconnen to model an inclusive group. The group
aims to increase confidence, and create future
pathways for Aboriginal and Torres Strait Islander
children.
My work with Robert de Castella’s in the SmartStart
program is meant to provide positive role modelling
for young people. I am really proud of the
Reconciliation Speaker Forums currently taking place
in the ACT government. I started that program with
the former Federal Minister for Aboriginal and Torres
Strait Islander Affairs Robert Tickner.
I am currently working with Uniting Care, BCS, and
Anglicare to improve service delivery for Indigenous
people within the Belconnen region. I really love to
cook curries from Bangladesh that was and still is my
children’s favourite food. The last movie I saw with
my daughter Kate was Le Miserables.

The Gateway Service

In December 2012 the Community Services
Directorate in partnership with Barnardo’s, Belconnen
Community Service, Woden Community Service and
YWCA established the Gateway Service.
This service is a centralised information and
engagement service for vulnerable children, young
people and families to engage with. The Gateway
Service provides the linkage to connect our
community members with services such as groups,
case management, and therapeutic services and
youth engagement.
The Child, Youth and Family Gateway is a service for
children; young people and families who are looking
for help with the tough stuff, but are not sure where
to go.
The Gateway have links to all kinds of programs &
services that can support people to have the best
chance to stay on track in their lives.

The BCS BLAZIN BATONS
Canberra Relay for Life
The BCS BLAZIN BATONS was a team made up of
Belconnen Community Service current and former
employees who decided to support and raise much
needed funds in this year’s Canberra Relay for Life
fundraiser. Team captain Sarah Helmers was the
driving force behind this team and in her own words “I
was meant to organise this race”.
Sarah’s Aunty passed away from cancer in March
2012, leaving behind three teenage boys. She has also
lost other family members to cancer and as a result
she was walking in support of the cause and in
memory of her loved ones.
Graham Mckerchar Program Manager Transport
relayed for his grandmother who was claimed by
cancer when he was 14 years old and his brothers
partner Jared, who was taken too early on March 5th
2011.
Carol Kennedy walked to support her brother- in-law
who was recently diagnosed with cancer. He is a
young family man and father to three beautiful young
children.
Carol Kennedy and the BCS Blazin Batons were in the
top ten individual and team fundraisers for the ACT
raising over $4,500

Interview with Denae Starkovski

Name: Denae Starkovski
Which program do you work for?
Communities for Children
Describe your role?
My role is to provide groups for parents and children
to participate in. I currently run or help run 3 three
groups, Dunlop Paint’n’play, Young Parent’s Playgroup
and I help out with the Strong Women’s Group at
West Belconnen Child and Family Centre (WBCFC).
The Strong Women’s Group provides activities and
information to Aboriginal and Torres Strait Islander
women, we are learning to sew and to do clothing
repairs this term.
I love to attend community Hubs, the Charny Carny,
Youth Week, Playfest and WBCFC parent hub, I usually
get asked to bring some of my animals along too
What is the best thing about your role?
What’s not to like! I get to play with kids and talk with
parents, provide craft and chat with people from
other organisations.
What has been your greatest achievement working
for BCS?
This question is a hard one; I like to celebrate weekly
achievements, so to pick the best one is hard. Starting
the Aboriginal and Torres Strait Islander scrapbooking
group “Memories”. This group commenced last year
and has provided many opportunities for the women
to reflect and share stories.
What are you currently working on that excites you?
Young Parents Playgroup, we are still in the
consultation phase with the young parents but their
ideas for the group are very exciting.
What do you do in your spare time?
Spare time, technically I don’t have any; I breed
poultry – chickens, ducks and quail.
I maintain a very large productive organic garden, one
at home and also at a community garden where I am
deputy convenor. I love cooking and preserving this
wonderful food which also takes up much of my time.
I am a member of the Canberra Bee Club and have
three hives that I maintain to harvest my golden
sweetener.
I am a crafty person- sewing; crocheting, card making
and scrapbooking are all things I enjoy on a regular
basis.
I also have four children to keep me busy.

The ALIVE Program

ALIVE (About Living: Informing, Valuing, Educating) is
an exciting program that is being run by our
Community Care program in Kippax. The program will
run over an 8 week period on a term by term basis
and will suit men and women of all ages who feel they
need to improve their skills and knowledge to support
their independence.
ALIVE is aimed at providing participants with the skills
and the knowledge to deal with issues relating to
ageing or the loss of a loved one and the dramatic
changes that can occur at this time.
The ALIVE program will support participants and
provide the answers to a lot of these questions and
concerns in a relaxed group setting by providing social
contacts, information sharing and opportunities for
learning. This program is for you if you are interested
in:
Enhancing your physical and mental wellbeing; or
Meeting other people in the community and
reducing your risk of social isolation; or Learning
more about services that you can access. Ideas
for topics in the ALIVE program include:
Getting an ACAT
Increasing service support – what are the
options?
Financial management
Safety and security
Cooking for one
Nutrition
Photography
Genealogy
Grief and loss
Moving from the family home
How to manage downsizing
Understanding the internet
Toilet replacement scheme;
Previously solar panels
Energy efficiency
Understanding the internet (online shopping,
bill payments and use of social media like
Facebook and Twitter)
The program classes take place in Belconnen
Community Service’s office in the Kippax Health
Centre, Kippax Place (behind Kippax Fair Shopping
Centre).
Joining the ALIVE program is simple … just call the BCS
Information and Referral team on 6264 0200 and
answer a couple of short questions so we can confirm
your eligibility. Don’t forget, if you are keen to come
along but transport is an issue, make sure you
mention it when you call we may be able to help get
you there.

Over the years we have developed a number of community driven exhibition series designed to provide opportunities for disadvantaged or emerging artists to exhibit their work where they may have otherwise been unable to do so. Our Springboard Series provides opportunities for artists either studying or recently graduated from tertiary art institutions while our Piece of Mind series is geared towards helping people who use art as therapy for Mental Health difficulties or Disabilities. We have most recently instituted the RESPECT series as part of the BCS Reconciliation Action Plan exhibiting artwork by Aboriginal and Torres Strait Islander people. Due to increased costs in running these series, and our goal to expand the level of support given, we are holding this fundraising exhibition in which 15 local artists will donate a piece to ensure we can continue these opportunities to our community.

Lajamanu Community is located in the Tanami
Desert in Central Australia, Northern Territory,
the home of the Warlpiri people. The Milpirri
festival is held at Lajamanu by the Warlpiri
people and brings the best of two cultures
together, to share Warlpiri ceremony and
dreamings.
Wanta Jampijinpa is the Milpirri Festival Artistic
Director, artist, philiosopher and academic and
would like to share his peoples stories. Together
with Lee Anne Proberts, local Canberra artist
and photographer who works with Wanta on
a Canberra based Australian Research Council
project at the Australian National University.
The two Canberra artists invite you to share
a collection of images of the central western
desert and dreaming stories from the heart of
Australia
100 YEARS IN CREATING An exhibition by participants in the BCS Open
Art Program
June 10th – 21st

As part of the Canberra Centenary gallery@bcs
will be hosting the ‘100 Years in Creating’
exhibition. This exhibition explores our identity
through individual artists’ imagery of what
Canberra means to them.
We will be exhibiting work from the Open Art
Program which has numerous classes around
the ACT to promote good mental health through
creative expression.
Artwork will include painting and drawing,
printmaking, collage, sculpture, pottery, mosaics
as well as a selection of kites.
So come and see an amazing series of artworks,
by amazing people, with amazing stories.

The Youth School Holiday Program

This is a program of Belconnen Community Service
and is collaboratively delivered by the:
Youth Engagement
Youth Engagement provides outreach and activities at
the corner@bcs to young people aged 12 - 25 years
living in the Belconnen area. Activities are aimed at
increasing resilience and the development of skills
that provide young people with opportunities to
actively engage in their lives and their communities.
Youth and Family Support
The Youth and Family Support Program works with
children, young people and families through group
and individual and family-based support. Support is
directed by the program participants to ensure it is
individually tailored to the participant’s needs.
Latitude
Latitude is an after school and school holiday program
for young people with a disability aged 12 - 18 years
and living in the Belconnen area. The program
provides opportunities for young people to enjoy
activities such as sports, art experiences and other
recreational pursuits with their peers in a safe and
relaxed atmosphere.
Youth Connections
BCS Youth Connections program is a support service
for young people experiencing barriers to education
and who reside in the Belconnen area. The program
offers flexible and individualised support to assist
young people to remain engaged in education or to
re-engage with education, training and/or community.
A bit about the April Program…
All excursions, activities and workshops are
offered FREE of charge!
Permission forms are required for Zone 3 and
Paint Ball excursions.
We will walk as a group to the Zone 3 and
Goodberries excursion.
BCS will provide transport for the Paint Ball

We are heading on an excursion to paintball on Wednesday 24 April as part of our BCS Youth School Holiday
Program. Bookings for Paint Ball are essential and can be done by phoning BCS Reception on (02) 6264 0200.
Those people aged 16 and 17 years will need to bring a completed paintball consent form and a certified
copy of a parent/legal guardian’s photo ID with them. All people attending will require photo ID to
participate. This excursion is strictly for young people 16 years and older. If you are under 16, head to the
corner@bcs on this same day to participate in paint graffiti from 12-5pm.

No time to run? Think again

are you going to be strong today?’”

With only a few weeks to go until my I participate in
The Canberra Times Half Marathon effort, I am more
than a little concerned. As a full-time working parent,
with a demanding job (and wonderful but also
demanding boys) it can be difficult to find time to run
during a typically busy week.
Worst still, is that when I do find the time I feel selfish
and that I should be spending this precious time with
my very supportive family.
Luckily running is the perfect activity for a busy
person. It is entirely portable, you can do it almost
anywhere and you don’t need any bulky or expensive
equipment.
Here are a few tips to keep you running, even when
stupidly busy:
Start from your front door – Changing up your
running route and going to a nice lake or
something can be a great motivator, it can also be
the thing that stops you from going for a run (I
have to find my car keys, then I have to get
there…). Find a few alternative running routes
from home. Starting your run as you leave your
front door saves time.
Run at lunch – Finding time to run during the day
is incredibly difficult when work is busy and you
have school runs to worry about as well, but doing
just one lunch time run a week won’t end the
world and you will be more productive after your
run (as opposed to eating lunch at your desk).
Have a no excuses run – A ‘no excuses run’ is a
quick 20min run you can do from home or work.
Map out a route that is between 3-4 km and pull it
out of your bags of tricks whenever you start to
consider missing a run. Even a very busy and
important person can find 20mins in a day.
Incorporate your warm up into your run – I’m not
a personal trainer so you should seek advice
before taking up this tip, but when I’m really
pressed for time I will do 10-12 lunges or squats
and then a slow first km as my warm up.
Go uphill – I live on top of a hill, so this one is easy
for me. Hill work-outs are hard work, but the
payoff is you can do a really tough 15-20mins and
it will be similar to doing a longer workout. Try
running hard up a hill for 30 sec and then slowly
jogging back down and starting again.
