GENERAL REGULATIONS

1. GENERALITIES

The 2016 Azores MTB World Series Marathon, ahead called Azores MTB Marathon, organized by the Azores Cycling Association – ACA, is a single stage race occurring on October the 2nd, being proceeded on September 30th by a Time Trial – Prologue, optional for all participants.

It is a XCM race, integrated on the UCI world circuit, and will be held at Ponta Delgada, capital City of São Miguel Island in the Azores. The Azores MTB Marathon 2016, continues to have its start and finish line at the downtown of the biggest city of the Azores archipelago and will take our participants thru some of the best landscapes and tracks in the world, one of them officially considered one of the seven wonders of Portugal: Sete Cidades. The summit of the volcano in Sete Cidades, famous on the motor sports world, more exactly on the European Rally Championship (ERC), will be this time the stage for the crossing of non-motor competitors, moved only by their muscular force.

The AZORES MTB Marathon is an event of great importance for the Azores, because it is part of the Marathon World Series and the Portuguese Cycling Cup. Because of the potential it has in promoting the tourism of our region, this race is also included in the Cyclín Azores´s program.

2. INTRODUCTION

The competition obeys the UCI regulations (International Cycling Union) in technical and sporting rules in the female and male elite levels, the Portuguese Federation regulations will also be applied to all federated competitors attending the event eligible for the Cycling Portuguese Cup.

The Azores MTB Marathon is an official UCI C3 race, were elite athletes (M/F) can score for UCI ranking. The federated athletes from the Portuguese Cycling Cup 2016 (XCM#5) score for that cup.

The non-federate athletes or athletes with “cicloturist” licenses of the UVP/FPC will enter the XCM race for non-federate athletes (OPEN).

3. CATEGORIES

The OPEN category (promotion) is only reserved to those with non-competition licence or with CPT licence, and participants should be at least 19 years old in the day of the event.

4.1 The Azores MTB Marathon has three possible tracks, in order to contemplate all categories.

5.1 The Azores MTB Marathon has 15 races, according to the categories:

5.2 The Prologue (Time Trial) raced on September 30th is an optional open race, where the results won’t be

added to the Azores MTB Marathon raced on October 2nd, or any other competition. 5.3 Two races are defined for the Prologue (Time Trial) with unique scoring, for federated and non-federated

participants:

5.4 Wins each one of the races the athlete that completes the total circuit and finishes first, respecting the route in full;

5.5 The route passes thru public roads and paths, being opened to the circulation of other vehicles, there for, all participants must respect the traffic rules on public roads. The path will be marked with ribbons and own signage;

5.6 The non-observance of the race route implies the race disqualification; 5.7 The end of each race will be accompanied by a race sweeper.

6. ATRIBUITION OF FRONTAL/DORSAL PLAQUES

6.1 Frontal is the plaque with the athlete’s number to be applied in the bicycle, and dorsal, the number applied in the athletes back;

6.2 The frontal/dorsal plates, has its own design which allows to easily identify the athletes course and the category

6.5 Athletes category identification is represented on the top/left side with 8x5cms, witch colours are defined on grill 4.2:

6.6 Para-cyclists athletes are designated with the letter “D” as their category. 6.7 Male Masters athletes are designated as their categories, such as, “30”, “35”, “40”, “45”, “50” or “55”. 6.8 Female Masters athletes have a number on their frontal/dorsal in blue or grey, even if they are M30 or M40,

respectively. 6.9 Non federated athletes are identified in a plaque divided diagonally with the lower part in orange and top

part with the respective category colour. 6.10 The spaces destined for the organization are for the race´s logo on the top/right part with 8x5cms and

advertisement will be placed on the low part with 8x3cms for sponsors logos.

6.11 Dorsal plaques will be provided sequentially, by categories as shown in the table above, as follows: 6.11.1 1º Current classification in the respective categories in Cyclin´Portugal XCM Cup; 6.11.2 2º The following athletes by order of registration.

6.12 The plaques number will be given, inside each category, according with registration order and last UCI ranking update and UVP-FPC ranking. CONFIRMAR!!

7. REGISTRATION

7.1 Registrations for all athletes are made at the official web site www.azoresmtbmarathon.aca.pt 7.2 Registration will only be valid after the correct filling of the form and respective payment. 7.3 Payments of registrations made in Europe, outside Portugal, must be made by wire transfer using IBAN: PT50 0038 0000 3784 5390 7718 7. For payments outside Europe, athletes should contact the Organization,

for the official email address: [email protected] 7.4 Registrations close on September 20th, 2016. 7.5 Athletes in any category should have sports license validated by a national federation a UCI approved

(except OPEN). 7.6 Cycling for all licenses wont be admitted, nor licenses of any other federation/sport except in OPEN category. 7.7 Athletes competing in UCI categories Female and Male Elites compete to score UCI points and prize money. 7.8 Registration fees:

NOTE: The registration in October 2nd Azores MTB Marathon, does not include registration on the prologue. The athlete that wishes to participate in the prologue need to select that option in the registration act.

7.9 Registration includes: a. The right to participate in the race. b. Registration gifts. c. Timing control Chip. d. Solid and liquid supplies (in designated feeding zones). e. Medical aid inside and outside de track. f. Bike wash. g. Extra services in the start and finish zone. h. Lunch ticket for after the race. i. Insurance for OPEN M/F categories.

7.10 Those who wish payment receipt, should request it at dorsal pickup, or a global invoice will be issued without

customer identification. 7.11 There will be no refund in case of disqualification or drop out. 7.12 Licenses and permits validations by the commissionaires, as well as dorsal attribution for all categories will

be held at the Secretary’s Office, in “Pavilhão das Portas do Mar” in the following schedule:

7.13 Team Manager meeting:

7.13.1 The meeting with the organization, Commissionaires and team managers will occur on October 1st at 6.30 p.m., at “Pavilhão das Portas do Mar”. Team managers will be welcomed and details of the race will be presented, there will also be given any last minute or unexpected alteration about the event.

7.13.2 The organization reserves the right to refuse registrations of athletes that in previous events, themselves or members of their assistance crew, manifested anti-sport actions or have shown disrespect for members of the organization.

7.13.3 All alterations will be communicated in proper site/placard. Each participant has the responsibility and obligation to maintain informed.

8.1 START GRID

Accessing the starting grid will be organized by a boxing system and will be controlled by the Commissionaires and members of the organization, properly trained by the Commissionaires President.

8.2 PASSAGE CONTROL

Passage control spots (PC) are defined by the organization;

The athletes that don’t pass by the PC will be disqualified;

All PC will be properly identified.

The passage time control spots (PTC) as well as passage time control are defined by the organization:

8.3 ARRIVAL CONTROL

Arrival control closes at 5 pm;

All athletes that finish the race after finish control closes, will be placed on the classification board by order of arrival as non-classified athletes (no points will be attributed);

Not passing control 0 (Zero) before the start, confirmed at the end of the race, means disqualification.

9. PORTUGAL XCM CUP CLASSIFICATION

9.1 Individual Classification by race

A classification by category by race will be attributed (see categories 2.1)

9.2 General individual Classification

Final classification per athlete is established by the sum of all conquered results in the total races from XCM Cyclin’ Portugal Cup , regardless of the participations.

In case of a tie in general classification in XCM Cyclin’ Portugal Cup, the tiebreaker will be the number of first places per athlete, second places, and so on. If the tie persists, the criterion used will be of the best place in the last race.

9.3 Classification by team per race

There will be a classification by team in Elite and Master per race.

The classification by team in Elite is composed of male and female categories;

The classification by team in Master is composed of Male M30, M35, M40, M45, M50 and M55 categories and Female M30F and M40F categories;

The classification for teams will be based on the three best individual results gain in the various categories.

For team scores there will only be accounted the categories that classify in male category, at least five (5) athletes and in female category at least three (3) athletes.

The teams scoring board is equal to the racers scoring board.

In case of tie, the team that benefits is the one with the higher number of first places from their athletes, higher number of second places and so on. If the tie persists, the criterion will be of the highest category.

9.6 General team classification.

The general Elite and Master team classification is obtained by the sum of the points scored by each team in total races of the XCM Portugal Cyclin` Cup, regardless of the number of participations.

In case of tie, the team that benefits is the one with the higher number of first places of the team, higher number of second places of the team and so on. If the tie persists, benefits the team with the higher number of first places from their athletes, higher number of second places and so on.

10. ROAD BOOK / MARKING / TRACKS

10.1 The race has a detailed road book that contains distance, altitude, type of path, points, feeding zones, assistance zones and time control maximum for each segment.

10.2 The road book also describes if the beginning of finish is neutralized, the distance of a neutralized route, in case it applies.

10.3 The road book is purely informative. 10.4 Race:

a) The path is marked with plaques and ribbons, with special attention for dangerous zones, crossing roads, urban zones and down hills.

b) The race happens in open road to traffic, but with police supervision and of security elements. The participants must always obey the instructions of the police and security and be cautions in circulating.

c) There are steep down hills and very demanding technical zones, being the athletes responsibility how they tackle them. The organization is not responsible for accidents related with technical abilities or physical conditions.

d) During the race, there is only one type of control, made by the UCI/UVP-FPC commissionaires and there are no stops.

e) In these controls, the commissionaires register the plaque number of the racers. f) Not passing the control means immediate disqualification. g) Not following the route´s or security´s indications means immediate disqualification. h) Abandoning the race´s route means immediate disqualification

10.5 Technical Assistance and Feed Zones (AZ´s) a) The AZ´s will be properly signed throughout the race. There will be available for all participants’ supplies for

feeding and hydrating. b) Technical assistance by members of the racers support team will only be made inside the limits of the AZ´s.

10.6 Marking: a) The route is signalled with plaques, arrows and official ribbons. No GPS device is demanded for the fulfilment

of the route. b) At each 10km, distance to finish is signalled. Last 5 km are signalled one by one.

10.7 Impractical sections a) The commissionaires and/or the UCI race Director may consider that a section of the route became unsafe

or impractical and may proceed to change it. b) If the change is not possible and the race is neutralized, the final time will be the one that the

Commissionaires obtained on the spot of the race´s neutralization.

11. DROPOUTS

11.1 A participant that dropouts should inform the organization as fast as possible. 11.2 In case of accident or emergency, the organizations must be informed thru the security number placed in

the athlete’s dorsal plaque. For security and physical integrity of the athlete, the organization has the right to make him abandon the race.

11.3 The organization provides pickup for dropouts as well as for the bike.

12. RESULTS

12.1 Classification and results are established for each participant, according to the time spent to complete the route and possible penalizations added.

12.2 There will be different classifications according to the following categories:

• UCI ELITE WOMEN / UCI ELITE MEN • Master 30 / Master 35 / Master 40 / Master 45 / Master 50 / Master 55 • Master 30 Women / Master 40 Women • OPEN Marathon M / OPEN Half-Marathon M/F

12.3 UCI Elite Men and Women classifications will be the only ones considered for UCI point’s attribution. 12.4 All participants will carry a chip to register their final time. The results are only considered valid after validated

by the Commissionaires. 12.5 Prizes

There will be prize Money attributed in the following races:

• C1 - Azores MTB World Marathon Series – Elite Men • C2 - Azores MTB World Marathon Series – Elite Women • P1 - Azores MTB Marathon – Prologue M • P2 - Azores MTB Marathon – Prologue F;

12.7 In order for receive the prize Money it is necessary the presentation of each prize receipt to the athlete or team, the prizes may be claimed up to a month after the event;

12.9 Trophies will be given to the first three classified in Elite teams and Master Teams according to point 12nd 12.10 The commissionaires need to publish at least 15 minutes before protocol ceremony, a provisional

classification of the contemplated athletes and a list of the athletes eligible for prize money awards (first 15 elite Men and first 10 elite Women);

12.11 The prize Money awards may be claimed at Secretary´s office by the athletes or teams, after the results are published by the commissionaires.

12.12 The presence of the three first classified athletes in the Podium protocol ceremony is mandatory; 12.13 The Podium protocol ceremony will take place at Portas do Mar at 3 pm; 12.14 The absence of the athletes is the Podium protocol ceremony implies loss of points, except well justified

situations presented by athletes or team mangers and accepted by the Commissionaires President; 12.15 The awarded athletes are obligated to wear their team equipment and competing shoes or sports shoes

(sneakers). It is forbidden to use sandals or slippers; 12.16 Only the winner in each category may display their bike in the podium.

13. FINAL CEREMONY

In the Azores MTB Marathon, for being the last race in XCM Cyclin’ Portugal Cup, the three first classified in each category will receive the Portuguese Cup, attributed by the UVP-FPC (Portuguese Federation).

14. BIKE

The bike must obey technical and security UCI regulations.

Competitors can’t change bike during the race.

15. EQUIPMENT

15.1 During the entire race it is mandatory to wear the plaque with athlete’s number, provided by the organization. 15.2 One of the plaques has to be placed in front of the bike and the other on the athlete´s back. 15.3 Both plaques need to be always visible and without any modification. 15.4 The time control chip can’t have any modification and has to be placed were indicated by the organization. 15.5 For security reasons, it is advisable that the participants carry a cell phone. 15.6 The organization is not responsible for the lost or by thefts of any objects during the route. 15.7 The organization is not responsible by any damage suffered in the bikes during the event.

16. ACESSORY

The use of micro cameras is only allowed if assembled on the bike, with permit requested to the President of the Commissionaires in registration confirmation and with signed term of responsibility.

17. SPORT AND NATURE

17.1 Practicing MTB must be made in restrict respect by nature, causing the least environmental impact. We request that all participants don´t pollute, saving all items from feed zones, or placing them in appropriate places at feed zones.

17.2 The UCI Commissionaires may disqualify any participant that doesn’t respect the environment, private property or disrespect the population, as well as any other intervenient in the race.

18. ACCIDENTS AND INSURANCE

Competition licensed athletes are covered by the National Federation insurance of the country they represente;

The non-federate athletes are covered by a race insurance issued for the race.

19. ORGANIZATION MEMBERS

19.1 The race has the following organizational structure: • Organization Director • Race Director • Course Director • UVP-FPC Commissionaires • Timing control • Course controllers • Assistance Zone controllers • Security • Secretary office

19.2 The Race Director, the Course Director, the UVP-FPC Commissionaires, Timing and Course Controllers and Assistance Zone Controllers are “Actual Judges” there for their decisions are unquestionable;

19.3 All organization members are properly accredited and identified; 19.4 Non organization people, working and needing to circulate on race areas, need to request accreditation at

headquarters office, the functions and working areas are: • “Press” – Press, Photographers and Reporters • “Doctor” – doctors on call at the race; • Fireman and nurses. •

20. IMAGE COPYRIGHTS

20.1 The copyrights of image are property of UVP-FPC and the Azores Cycling Association - ACA, organizer of the event, and commercialization of photos is not allowed without their authorization;

20.2 The authorization request implies that all material is made available after the race for the Azores Cycling Association - ACA, before any publication, without any water mark or signature, to be use in restricted quantity for the events illustration and race news;

20.3 The Azores Cycling Association – ACA will be obligated to reveal in the 3 months prior to the event, the source of every photo courtesy of others;

20.4 Accreditation at headquarters office is mandatory for clear circulation on the races course as well as restricted areas at the finish line, for specific identification and privileged information to the task in hand.

21. TEAM PARK

Each team that requires a space to assemble a structure at Team Park of each race needs to make reservation to the organizer before the Thursday prior to the event until 6 p.m, by fax or e-mail, mentioning the intended space and vehicle´s plaque number. The team´s Director needs to pick up the accreditations at races headquarters office before entering the team park.

22. OMITTED CASES

The omitted cases will be analysed by the organization, which will be decisive in their verdict.

23. FINAL DISPOSITIONS

23.1 All anti-sport and anti-environment behaviour as well as disrespect for any member of the organization, will mean disqualification of the competitor; and he will be forbidden to participate in future editions of the event;

23.2 The organization asks and thanks all participants for the deposit of waste/garbage, from eating and hydrating in the assistance zones. Nature thanks you;

23.3 The organization is not responsible for the health state of the competitors, but shows their concern by alerting to the fact that this is a sporting event that requires specific health care, physical and psychological preparation.

23.4 The UCI anti-doping rules are applied to all participants. 23.5 All participants must be polite and respectful with other athletes, Commissionaires, members of the

Organization, spectators and Media. 23.6 The Organization is not responsible for any expense or debt made by the participants during the event. 23.7 If necessary, before extreme circumstances, the Organizations has the right, without previous warning, to

change the Start time, programme or route.

24. CLAIMS

Claims must be formally presented to the UCI Commissionaires within international applicable regulations.

THE REGISTRATION ON THE AZORES MTB MARATHON IMPLIES THE ACCEPTANCE AND FULFILLMENT OF THIS REGULATION.

ALSO IMPLIES AGREEING WITH DATA PROTECTION LAW AND CANCELATION POLICIES.
