AZERBAIJAN SURVEY OF LIVING CONDITIONS
SUMMARY OF RESULTS
Household head
The first thing that is striking is the similarity across groups of the sample. In Baku, Outside of Baku andIDP, about one-fifth of the households are headed by women and average age of household head is nearly50 years, three-quarters are married, almost one-fifth widowed.
Household heads are less schooled outside of Baku, 7% have no schooling and 40% have completedsecondary school. In Baku those figures are 0.5% and 49%, respectively.
The average age of female head of households is almost 10 years higher than that of males. Men arecorrespondingly much more likely to be working and earn higher average salaries than women.
Even then, 33% of the male household heads in Baku and 46% of the male heads outside of Baku are notemployed at a job where they earn wages.
Household structure
Average household size is 4.2 in Baku and 5.2 outside of Baku. Female headed households areapproximately 1 person smaller on average than male headed households. In Baku the most commonhousehold composition is one adults and no children (22%) followed by 2 adults and 2-3 children (19%). Outside of Baku three adults with 2-3 children is most common (25%) followed by two adults and 2-3children (17%). More than 50% of the households in Baku and more than 60% of the households outsideof Baku contain at least three members age 16 and older. Relatively few, 4% in Baku and 12% outside ofBaku contain more than three children.
Approximately 13% of the individuals in each sample group are pensioners (over age 59 for men andover age 54 for women). One third of the households are headed by pensioners. Over forty percent ofthe households contain members of pension age. In Baku, fifteen percent of the households withpensioners are a single pensioner living alone. The figure is 10 percent outside of Baku.
Female headed households are not necessarily households without an adult male. The percent ofhouseholds with no adult male is 10%, 8% and 8% in Baku, outside of Baku and among IDPs,respectively.
Household Income
More than eighty percent of the households in Baku have wage income. Average wage income, summedover all household members, is 179854 manat. Among households with positive wage income, theaverage is 216462. Outside of Baku, average income from wages is 45938 but 44 percent of thehouseholds have no wage income. The average income from wages among the households that havewage income is 81667.0
Average income from additional work is much lower because only 17 percent of the households in Bakuand 21 percent of the households outside of Baku reported any income from additional work. However,

for the households that earned money from additional work, the average was greater than the averagefrom primary work. The difference is even greater within households that have positive income bothfrom wage jobs and from additional jobs. Average income from additional jobs is 1.5 times as great asincome from wage jobs in Baku and 2.6 times as great outside of Baku. However, only ten percent of thehouseholds in the two samples earn income from both wage and additional work.
Sale of movable property is a source of income in the last four weeks for 15 percent of the households inBaku and one-fifth of the households outside of Baku and in IDP sample. One-fifth of householdsoutside of Baku earn income from the sale of food products. Gifts is a source of income for 16% of thehouseholds in Baku and 10 percent of the households outside of Baku.
Nearly one half of the households in each sample earn pension income. The average is 37864 manat inBaku and 30666 outside of Baku.
One third of the households in Baku received an average of 11516 from child allowances. Outside ofBaku, child allowances earned 38 percent of the households an average of 11146 manat.
In kind assistance from NGOs is an important source of income for the 50 percent of IDP householdswho report income from that source. The average among those households is 82828 manat.
Household Expenditure
Average household expenditure for households outside of Baku was 17 percent higher than the averagefor Baku. Food consumed at home accounted for the largest share of expenditure on average, followedby shoes and clothing then transportation then medical supplies.
Averages over the whole population and for households with positive expenditure in that category showsthe average expenditure for an item and the portion of the households for whom a given item is in thebudget. For example, tuition and fees is rather small for the entire sample, 1449 outside of Baku. However, among the households who are spending money on tuition, that amount is rather substantial,34777 manat.
Per adult equivalent (additional adults count 0.7 and children count 0.5) monthly expenditure is 17percent higher in Baku than outside of Baku and 76 higher than for IDP households.
The value of food consumed is highest in the sample outside of Baku, but again the per adult equivalentvalue is almost 20 percent higher in Baku. (Note there has been no adjustment for prices, this is theamount spent and value of consumed gifts and home production that the households reported.)
According to the overall averages bread, followed by beef and sugar were the highest categories ofexpenditure outside of Baku. In Baku the top three categories were bread, beef and potatoes. AmongIDP expenditure was highest for bread, potatoes and sugar, beef was fourth.
The difference between the averages for all households and the averages for households with non-zerovalues is especially evident and important when few households have positive values. This is true of thevalue of food received as gifts or grown. The overall average makes it seem very unimportant. However,for the households who consume positive amounts of food received as gifts or grown, the amount issignificant.

Education
Average years of schooling among individuals over 15 years of age is 12 in Baku and nearly 10 outsideof Baku. Only 5 percent of the adults in the outside of Baku sample reported no schooling. In Baku themost common reason for discontinuing studies is the need to work. Outside of Baku "costs the familytoo much money" was the most common response.
Three quarters of the children age 6 to 10 and over 90 percent of the children age 11-15 were reported tobe still in school. The figures were slightly higher for Baku than for outside of Baku. Percent whomissed 4 or more weeks of the previous academic year is 14 percent among males and females age 11-15outside of Baku. Again, money was the most commonly cited reason.
Almost no children (2-3%) are given subsidized hot meals at school. The lack of hot food for childrenwas a very commonly cited problem in the education and health sections of the population pointquestionnaire.
That the differences across samples and between the sexes are not very great is notable.
Health
In general, about 80% of the population is healthy. The figure is nearer 60% for the pensioners. What isinteresting is the high average number of days suffering from the illness among those who are nothealthy: 18 days for men in Baku age 16-59, 13 days for men age 16-59 outside of Baku, 19 and 13 daysfor the women in the respective samples. Nearly half of the ill respondents did not seek care, the portionwas slightly higher outside of Baku.
The percent of respondents who received preventative care in the last 12 months was high for allindividuals under 16 years outside of Baku: ninety-seven percent for girls 7-15 and 96 percent for boys. It is again interesting that the differences across the sexes are not very large.
Women
One fifth of households are headed by women. This does not however mean that these households arewithout an adult male. The title of head of household is often given to the oldest woman.
As noted, in schooling and health the differences between the sexes is small. However, in employment,wage income and income from additional work, the differences are substantial in all three sub-samples. Women are less likely to be employed and when they are employed they earn far less than men. Averagewage income for those earning wage income for men is 2.9 times the average for women in Baku. Andmore than twice as high outside of Baku.
Employment
Only 62% of the household heads in Baku work but that is higher than the 50% outside of Baku and the32% among IDPs.
Almost no household members under the age of 16 were reported to be doing work of any kind.

Approximately one-fifth of the working age males and ten percent of the working age females reportedthat they were looking for work or for additional work. One third of the men not looking for work inBaku reported that they thought there was no good job or no job at all. Thirty-five percent of the menoutside of Baku felt the same way.
Informal Sector Activity
Only ten percent of the households in Baku, 20 percent of the households outside of Baku and 11 percentof the IDP households report income from additional work.
Nine percent of the males 16-59 in Baku who have a wage job have additional work, the figure is 4percent for women age 16-54. Among those who don’t work for wages, 19 percent of the men and 2percent of the women have other work providing income.
Outside of Baku the figures are 13%, 5%, 19% and 6%.
Unpaid work in enterprises or plots belonging to relatives is also uncommon. In Baku, three percent ofthe males 16 to 59 years of age and 1 percent of the females do unpaid work for relatives. Outside ofBaku the figures are 6.6 and 3.2 percent, respectively.
For men and women, in Baku and outside of Baku, average income from additional work surpassedaverage income from wage work. Furthermore, the average income from additional work was evenhigher for individuals without a wage job. Presumably because they were able to devote more time to theadditional job.
However, average income from additional jobs was higher than from
Internally Displaced Persons
Both inside and outside of Baku, the average years in present residence is 2.8 years, slightly higheroutside of Baku. One third of the households in Baku and half of the households outside of Baku havemoved more than one time since leaving their original home. The majority, over three quarters have allthe family with them. Fifteen percent in Baku and 21 percent outside of Baku had family memberswounded in the fighting or while leaving their homes. Contact with community leaders is lower in Baku,but even outside of Baku, only 1/3 are in contact and less than half of those reported that the leaderworked regularly. Money assistance is the most common form of assistance from the government. Nearly three quarters report that they receive assistance from some other organization.
Nearly all IDPs left a home and more than 20 percent said that it had been burned, another 17 percentsaid that it had been destroyed by other means. For all assets, one third or more of the respondentsreported that they did not know what had happened to the asset and were unsure if it could be recovered. Nearly 30 percent of the households reported that they had an automobile, 60% of those were able tobring it when they fled. That is higher than the percent of households outside of Baku that report owningan automobile (19 percent).
Almost all IDP households report that they would return home if peace were achieved.

Housing
In Baku, 78 percent of the respondents live in apartments. Outside of Baku three quarters of thehouseholds live in single family homes. Average number of rooms is the same for Baku and outside ofBaku, 2.5. The same is true of average total living area: 46.1 square meters in Baku and 45.8 outside ofBaku. Less than one percent of households reported using any rooms for family run businesses.
The low mobility is evident in the average years of residence in the current dwelling: 19.4 in Baku and23.4 outside of Baku.
More than eighty percent of the households outside of Baku own their dwelling, 44 percent in Baku do,and only 3 percent of the IDPs own their dwelling.
For those who own their dwelling, average monthly payment for housing is more than ten times higheroutside of Baku. The cost for renters is 50% higher in Baku. For households that do not own theirdwelling, the State provides dwelling for free to 18 percent of the households outside of Baku, to 10percent of the households in Baku and to 70% of the IDP households.
In Baku, 95 percent of the households are on the central water grid, one third say they receive water 24hours a day. Outside of Baku, 37 percent get central water, 28 percent get their water from a river, lake,pond or spring. In all three samples, over 95 percent of the households have electric lighting. However,it runs continuously for only 17 percent of the households outside of Baku. Gas is the most commoncooking fuel is Baku, outside of Baku 62 percent of the households use wood. One third of thehouseholds in Baku are on the central heating grid, another third heat with gas. Outside of Baku almosttwo thirds of the households use wood-burning stoves. Nearly three quarters of the households in Bakuhave a phone, less than one-third of the households outside of Baku have a phone in the dwelling.
Average monthly expenditure for electricity is 3670 manat in Baku and 4881 manat outside of Baku. Inboth samples, just under one quarter of the households do not pay for electricity. Among the householdswho do pay the average monthly figure is 4877 in Baku and 6248 outside of Baku.
Average monthly expenditure for heating is 1441 manat in Baku and 30474 manat outside of Baku. Inboth samples, about one half of the households do not pay for heating. Among the households who dopay the average monthly figure is 3063 in Baku and 55177 outside of Baku.
Ownership of Durable Goods
In Baku more than 90% of the households own a range, a refrigerator and a TV and 19 percent own a car. Outside of Baku the figures are nearly 80% and 16%. For the IDPs the figures are 30-40% and 13%. There is some evidence of selling of durable goods but not as much as expected given the stories that aretold. However, it could be that most of the selling of assets occurred earlier than this past year. Also,jewelry, carpets and other valuables are not included in this list. The income earned from the sale ofmovable property in the last month was significant for 15-20% of the surveyed households.
Agriculture
Three quarters of the households outside of Baku have land. However, the average amount of land isvery small, 0.16 hectares. Nearly all of that is dedicated to the production of crops. For the householdsreporting income from farming, the amount is substantial. However, the questions on farm-relatedexpenses are not comprehensive (fuel expenses are not included).

There were IDPs in 442 of the households: 408 in the IDP sample (as expected), of these 120 were in Baku and 288 were outside of Baku16 in the Baku sample20 in the outside of Baku, non-IDP sample.
