Today, Azerbaijan’s economic development continues rapidly. So,

measured in economic policy. Moreover, the development of en-trepreneurship remains one of the main priorities of economic re-forms. As a result, Azerbaijan’s business sector is getting stronger and has become a lead force for country’s development.

Many Azerbaijani companies now produce high quality products and services that could compete regionally and internationally, because of these positive trends. However, these products and services sometimes are not promoted and marketed properly. The AEC’s mission is to provide the necessary marketing support to promote local companies’ exports.

Since AEC is based on the detailed study of country’s export potential and selection of companies to rep-

foreign companies interested in establishing successful business relations with Azerbaijani companies. So AEC provides information on various companies operating in Azerbaijan that have potential and commit-ment to export their products and services, to compete internationally.

AZERBAIJAN COUNTRY PROFILEAzerbaijan is an economy that has completed its post-Soviet transition to an emerging market economy. Gross domestic product’s (GDP) constant price was 4.28 in 2010, percent change was 53.98 % and real GDP growth was 5 %. GDP in 2011 is US $72.189 billion (estimated). The real GDP growth rate for 2011 is expected at 3.7%. Large oil reserves are a major contributor to the economy.

ECONOMIC OUTLOOK AND FORECAST

Economic OutlookGDP (Constant Prices, National Currency) for Azerbaijan in year 2011 is AZM 21.869 Billion. Real GDP is

The 2009 World Bank/IFC “Doing Business” report ranks Azerbaijan the world’s top reformer country, while according to the World Economic Forum

the CIS countries.

2006 showed record growth in the economy. The World Bank’s Doing Business 2011 report named Azer-baijan as one of the fastest reforming economy of the world and ranked it 54th out of 181 countries. How-ever, Transparency International ranked the country 134th place out of 178 in total in its Corruption Per-ceptions Index 2010. According to the World Economic Forum Global Competitiveness Report 2010/2011

ForecastThe social economic strategy for 2011-2013 proposed by the Ministry of Economic Development envisages 6.8% GDP growth with 4.9%-increase of the non-oil sector. During next three years, the government will continue allocation of cheap loans for agricultural development, especially for construction of grain eleva-

economy over the next 15 years upon the launch of the Second Phase of development of one of the largest

social and infrastructure projects and secure macroeconomic stability in 2011.

TaxationTax on enterprises: 22% (effective from January 1st 2006) Taxation occurs at the national and municipal levels. Residents are taxed on their worldwide income, with a credit for foreign tax. Most Azerbaijan-source income of non-residents is taxed. The rate of corporate tax has been decreased from 24% to 22% from January 1st 2006 in accordance with the adoption of the Law on Changes and Amendments to the Tax Code of Azerbaijan on December 17th 2005. Trade LiberalizationAzerbaijan has an observer status at the WTO. Import of alcohol, alcoholic drinks, and tobaccoare subject to licensing. Imports of large communication equipment must be authorized by the Ministry of Communica-tions. Main Features of Customs Regulations

Import Tariffs Today, imports are subjects to ad valorem duties at uniform rates at 0.5%, 3%, 5% and 15% of declared customs value. Some goods are granted duty free entry.

Tariff ExemptionsAccording to Article 34 of the law on “Customs Tariff”, a duty free import regime applies to the following: medical equipment and medicines, humanitarian goods and some products for military use, property con-

missions and international organizations. Moreover, customs duties are not applied on goods imported under bilateral free trade treaties.

Special provisions for imports by companies working in the oil sector are an integral part of the Product Sharing Agreements between the Government and respected oil companies. Goods, tools, equipment, supplies and services used under the Product Sharing Agreements are duty free as well as exempt from

contractor parties as well as respected foreign sub-contractors.

There are no other duty free-exemptions from custom duties for imports used as factors of productions for export products. This is one of serious obstacles for exports by the non-oil sector, since many components need to be imported.

Import Quotas. Prohibitions

There are no any import quotas applied in Azerbaijan. However there is provisions in the Law on Tobacco and Law on Wine and Wine making which keeps right of government to lunchimport quotas on ethyl alco-hol, alcohol beverages and tobacco products.

Exports tariffsDomestic export tariffs are applied for the “non-precious metals and products thereof” (especially, Group 72 (ferrous metals) and Croup 76 (aluminium and articles thereof). In these groups tariffs are applied to about 75 product items (51 of them from Group 72; 9 – Group 76; 15 – Groups 78, 79 and 80). Exports tariffs are estimated as 5 USD per tone for ferrous metals, 15 USD per ton for aluminium and articles thereof, lead and articles thereof, zinc and articles thereof, tin and articles thereof.

Export RestrictionsExport of works of arts, weapons, explosives, radioactive materials and wastes, narcotics, and psychotic drugs are prohibited. In addition, exports of strategic commodities produced in Azerbaijan are restricted; such commodities include: petroleum products, cotton, electric power and non/ferrous metals.

Export subsidiesAzerbaijan does not maintain any agro export subsidies. In Azerbaijan farmers are exempt from VAT while imported agro-products are not. GATT requires equal taxation of domestic and imported goods. While GATT requires equal application of taxation, Azerbaijan applies higher excise tax rates on imports than domestic goods for a number of products.

“Gok-Nur Baki LTD” was established in 2003. It produces various and a different scale goods - 450/750V PVC isolated erection cables,

0.6/1kv isolated low voltage, and PVC cables channels and started pro-duction of the cables of 6/10 kilovolt, 8.7/15 kilovolt, 12/20 kilovolt, 20.3/35 kilovolt of medium voltage from late 2008.

The company started building of a new plant in the area of Zira settle-ment of the Azizibeyov District in the land of 4 hectare in order to extend its production in 2007. Building

“Uniklinika” Clinic

Medical center was laid in 2005 which is known as “Uniclinics” later, by the found-ers accepting just this as a sample. Recognition of the doctor’s work, and adop-tion by the population requires time to work. However, the labor of medical staff learned the psychological status of patients best, has resonance in a short period of time. The clinics was recognized by medical community of the Republic. We are waiting for the next examination in 2010. Exam for the license extension of time that ended. The commision organized by the experts of Azerbaijan Republic revised fundamentally control over the prophylactic treatment, organizational and methodological, sanitary-hygienic, examination of the temporary loss of labor abil-ity and of drug items. The result of the revision was announced unanimiously by all experts. The activity of the medical center is considered as acceptable.
