A draft CPF prepared according to agreed priorities and framework.

A workshop with the participation of national authorities, stakeholders, NGOs and sister UN agencies was organized in Ankara in November 2011.

During this workshop, CPF was extensively discussed and medium-term policy priorities of GoT were determined.

Workshop results were inserted in the draft CPF document together with CPF results matrix and send  to the workshop participants and other partner institutions to get their final feedback  on the document.

All comments  taken by stakeholders were reflected in the final CPF document and it was sent to the Ministry of Development  on 22 March 2012 to finalize the approval process.

During this  process the FAO Turkey team has  contacted several times with the Ministry of Development which is the main institution approving the CPF document on behalf of government of Turkey.

A guide to the formulation of the CPF was missing when the process was initiated.

Unclear or duplicated role and responsibilities of the national counterparts.

Unclear approval process of CPF which leaded to have long finalization process.

CPF is a framework document which helps FAO to contribute government priorities.

Without leadership and ownership of national counterpart the process cannot be finalized.

Internal consultation within FAO is necessary.
