Help Save the Independent Living Fund (ILF)
The ILF helps around 21,000 provides vital funding to enable disabled people with high support
needs to live independently in the community rather than in residen�al care.
The ILF has been closed to most new applicants since 2010 and the government has now
announced on 6 March that it will close the ILF in June 2015 as it is no longer ‘financially
sustainable’. This is the second a,empt by the government as last �me the Court of Appeal
found that the government had breached it’s du�es under equali�es legisla�on.
The government now claims to have got around the court findings and says it will devolve the
money to Local Authori�es for 12 months with no ring-fencing. This means that a/er June 2016
there will be no addi�onal funding for already cash-strapped local authori�es to meet their legal
obliga�ons for this group of disabled people.
Please help the campaign to stop this latest a,ack on disabled people and their independence.

So summer is with us once again, although as
I’m wri�ng this it’s very grey and wet outside.
People’s thoughts turn to holidays, barbecues,
picnics and sunscreen (and if the la,er doesn’t
appear in your thoughts it most definitely
should!). However here at ESDA we s�ll have a
lot of important things to do.
Firstly we will be implemen�ng our new
database. Whilst this may not impact directly
on you personally it does have a great
importance for us. Our current database
(where we record members’ details, details of
enquiries etc) really no longer matches our
needs. Neither does it match the needs of our
funders who increasingly want us to provide
more in-depth reports of who uses our
services. Please don’t worry that we give your
personal details to anyone because we don’t.
What we do have to give is informa�on such as the
numbers of people who called us, how many were
male and how many female, what age ranges they
were, what part of the county they live in, were
they disabled people or carers and so on.
This informa�on is really vital for us and helps us,
and others, know that we are providing services
where we should be. We can also see that if
certain people aren’t using them and recognise we
need to do something about it. When we ask for
such informa�on from you we’re not being nosey,
we simply want to make sure we are doing the
right things for the right people.
Secondly, and very importantly, we will be
launching our new Strategy. We have been
working on this for some �me now. We have had
mee�ngs with Trustees, volunteers and staff, we
undertook a large survey through Aware and held
some focus groups.
We have been looking at what we do, what
disabled people want us to do, what gaps there
are in current provision and what the future might
hold for disabled people in order to provide
Trustees and staff with a pathway for the next
3 – 5 years. Importantly Trustees have said that
this should be a ‘rolling plan’ which will be
reviewed annually to see what progress we have
made and what changes have happened both
within ESDA and externally that may mean we
need to think again.
As part of our ongoing review of our Strategy we
aim to engage disabled people in the County more
o/en. We will be asking you for your opinion;
asking you to get involved in surveys,
consulta�ons, social media etc; asking you to help
us make a difference.
We really can’t do it without you.
Thirdly, and finally, office staff and volunteers will
be taking �me to go on holiday (with sunscreen
packed) and recharge their ba,eries over the
summer months but we will s�ll be providing
services to the disabled people of East Sussex as
usual. �

It does seem at last as if summer is here
(crossing my fingers) and some of us have
already had some holidays. My fourth trip
to Turkey on a tradi�onal gulet was as
enjoyable as always. One of the things
that makes it so good is not having to do
anything and being waited on. But that
very thing made me think about people
who must be “waited on” by others in
order to live their daily lives and for whom
it is not a ma,er of choice and of relishing
it once or twice a year on holidays or
breaks.
Of course for disabled people who employ
PAs, communica�on support workers, and
others to facilitate their lives, it is not
being “waited on” at all, it is necessary to
achieve independence and choice. If this
facilita�on can be seen in this way by non-
disabled people, and accepted as an
equally valid part of the lives of disabled
people as voice telephones and smart
phones; televisions and computers; cars
and public transport; DIY tools and
household gadgets are for non-disabled
people, how different would the
percep�on of disability be?
ESDA con�nues to develop its future
strategy and it is beginning to really take
shape now.
It feels very much about what really needs to
happen in today’s context of austerity &
greater expecta�on of third sector
organisa�ons.
Some of the changes will feel challenging to
many who have been involved with ESDA for
many years but the Board and I are very clear
that the changes must happen in order for
ESDA to not only survive but thrive and
con�nue to work effec�vely and energe�cally
with disabled people and their allies in East
Sussex.
I am hugely apprecia�ve of the hard work
done by our staff & volunteers, especially
during these years of change and challenge –
thank you all and enjoy your summer. �
Special Congratula�ons
Everyone at ESDA would like to offer our special
congratula�ons to Andy Evans on being awarded
the Eastbourne Herald Achiever of the Year Award
in recogni�on of his volunteering work with
disabled people. He has made a truly outstanding
contribu�on to the community through his work
with the Eastbourne Area Epilepsy Group, helping
to set up the Epilepsy Youth Group, running the
ESDA Polegate & Willingdon group and the
Crowborough group and also being a panel
member for Eastbourne Homes. Well done Andy!

News from local groups
Seaford Kurlers
It seems a long �me since I reported on what
we have been up to. The last event that I said
we were involved in was the Wave Leisure
Paragames event on August 18th
2013. That
was a superb day for contestants and
organisers alike. It is a very inspiring event to
watch. This year’s is on Sunday 10th
August at
the Downs Leisure Centre. Anyone who is
interested would be very welcome.
We held our annual AGM on 8th
October 2013.
The commi,ee was elected and most posts
were filled. We s�ll hope to fill the vacant post
of Social/Welfare secretary.
The Bob Ma,hews Achievement Cup was
presented to Jimmy Nicholls. Jimmy lives in
South Downs Housing and since joining
Seaford Kurlers he has grasped the game very
well and is now a very able player.
Our Annual Tournament came to an end in
November. The winners of the shield were
Wanda Grant and Bill Braddock and Anna
Norsworthy and Nick Hopkins were the
runners up. We are now in the middle of the
2014 tournament. We changed the �me of
year for the event because the summer
holiday season meant that the event dragged
on far too long.
We went to The Moorings at Pevensey for our
2013 Christmas Lunch. This was the first �me that
we had gone there and everyone was very
impressed. The choice of menu was enormous and
the quality and quan�ty of the food was
outstanding. The staff were very a,en�ve indeed.
We rounded the year off with our tradi�onal mince
pies.
The New Year started well for us – apart from the
awful weather that all of us had to endure –
enrolment for the beginning of a new year saw
most of our exis�ng members enrolling for 2014.
We had quite a few new members so we s�ll need
to hire all of the sports hall at Wave Leisure.
We announced that the annual tournament would
begin a/er Easter and would hopefully end before
the start of the main summer holiday season. A/er
a vote it was decided to alter the format of the
event. Compe�ng partners would be chosen by
random names being drawn from a hat. In the past
members have chosen their own partners.
We have an ou�ng booked for May 22nd
when we
are going to visit and go on the Bluebell Railway
and then when the train has returned we shall go
to Heaven Farm for a cream tea and sandwiches.
This sounds like a really good day to look forward
to. All we need is good weather.
We shall be refereeing Seahaven Lionesses’ Annual
Sports Tournament on May 17th
at the Downs
Leisure Centre. In the past the event has been very
successful.
Seaford Kurlers meet every Tuesday from 2.00pm
un�l 4.00pm. Our annual membership is £5.00 per
annum and the weekly subs are £2.50.

News from local groups
Crowborough
Crowborough group don’t have a trip in
January, so their first trip was to the
Halland Forge in February where they
enjoyed a very nice carvery.
In February they went to the Kings Head,
Horsebridge, one of the group’s favourites
and enjoyed a chat and a nice two course
meal again with good service.
They went and did some shopping at
Garden Pride Ditchling and had a meal and
a chat before returning home. This was a
new one for the group.
This month may we went back to the Bear
at Burwash, sat in the conservatory with a
look out over the Sussex Downs and
countryside, the food and service was very
good, and the group had a good day.
Crowborough are welcoming back some
members who have not been for some
while, so it’s nice to have them back, and
we have some new members, but if you
know of anyone who would like to join the

Polegate and Willingdon
New year, no change in the weather, s�ll
raining as Polegate and Willingdon set off for
their first trip of the year to the Kings Head at
Horsebridge, normal reliable service and
good food to cheer everyone up.
In February we went to Hilliers, Hailsham so
they had a chance to get some seeds or small
plants for the garden and a nice meal and
chat as well.
March was the Green Man at Ringmer, a big
favourite with the Polegate and Willingdon
group, where we get good service and a
lovely meal, more than you can eat for some.
The Friday trip in April fell on Good Friday, so
they didn’t go out, but the first Wednesday
trip of the year came in April when they went
to the Newmarket Inn, Lewes; very pleasant,
very helpful and very nice food and was
enjoyed by all.
Polegate and Willingdon have gained some
new members, but if you know of anyone
who would like to join them just get in touch

Bexhill
The members of the Bexhill branch were surprised
and delighted when they were presented with
Easter eggs during their ou�ng to Inn on the Park,
Golden Cross. These were kindly donated by the
Bexhill Lions Club who have been extremely
suppor�ve of our associa�on.
It was with great regret that this month we said
goodbye to Brian Cooksey, our membership
secretary, who has been an asset to the commi,ee
for several years.
Thank you Brian for all your hard work. We shall
miss you and wish you well.

DAWNS
DAWNS very much enjoyed their ou�ng and a lovely
cream tea when they visited the Old Barn in
Horsham �
DELTA—Trip to Kew Gardens
A/er weeks of rain and flooding around the country
we wondered whether it would be possible to hold
this event. However, as there were no reports of
closed roads on the route to Kew, we decided to go
for it. The day didn’t start too promisingly with
heavy rain coming down as we le/ Lewes. Never
mind, we were all in good spirits and the cha,er
and joking soon started.
Surprisingly, although it rained all the way to Kew,
Bill our driver made good �me and we arrived at
11.30 am. Soon most of us were in the restaurant
enjoying a hot lunch of roast chicken with all the
trimmings which set us up for the day.
We have a,ended the Orchid Fes�vals each year
since 2012 and have enjoyed them all. This year was
no excep�on although it seemed that slightly fewer
orchids had been used in the displays. It is incredible
how well the scenes depicted are created with so
many colours and varie�es of plants. As always, we
bumped into various DELTA members in the
Princess of Wales Conservatory where the fes�val is
held. This year Derek and Ann were there to chat to
and also Cliff and Jim.
Making our way back to the restaurant we met
various members of the group and they told us about
what they had seen; everyone has a different tale to
tell. Sue had bought two beau�ful orchid plants
which I’m sure will be looking lovely in her new
apartment.
Kew were hos�ng a photographic exhibi�on in the
Nash Gallery with beau�ful photos from all around
the world. It makes you realise that the standard of
amateur photography is very high.
A/er looking at the photos, we s�ll had some �me to
spare so explored the area behind Kew Palace. It was
very fascina�ng with views of another lake and
fountain we had not seen before and the River
Thames which was very swollen a/er all the recent
rain.
We then made our way back to the bus to chat with
other members about the day we had had; everyone
agreed it had been lovely and well worth the journey
up. �

Other news
Hope For The Future
As supporters of ESDA, I am sure you will be
aware of our grand old age - we are older than
the NHS - and coun�ng!
Way back in 1948, the NHS was formed but
before that ESDA had already started to help
disabled people in East Sussex.
Just to prove that, here is an extract from ESDA’s
1944 Annual Review:
“A young woman of 25 who had never been able
to walk and who was therefore totally
dependent on others for geWng about
outside was bought a self-propelling chair”.
In her le,er thanking the Associa�on, she wrote:
“I cannot express what a joy it is to me. I love
the sensa�on of using the strength in my arms.
Every day I thank God for it; it has given me
such an increase in independence.”
We are feeling comforted and alarmed by the
fact that we are s�ll working towards
breaking down the barriers that prevent
disabled people from living fully inclusive,
independent lives.
We would actually be very happy if ESDA’s
services were no longer needed but since they
are s�ll required, we’re not planning on going
anywhere yet, in fact we are planning to expand
our services to more disabled people.
Since 1944 ESDA’s purpose has remained steadfast
and is s�ll in place.
Our commitment to disabled people in East Sussex is
stronger than ever, we exist to secure and support the
rights of disabled people in East Sussex to have choice
and control in their lives and be included as equal
members of society.
We s�ll have lots to achieve now and for the future, if
you’d like to help ESDA keep up its good work but
don’t feel able to make a dona�on now, remember
that you can always leave a final gi/ to ESDA in your
will.

The Fed’s experienced advisors will support people
to take on the responsibility for the management
of their Direct Payment, helping to plan and budget
and providing guidance on employment issues and
paying staff.
The newly launched East Sussex PA No�ceboard is
the middle piece of the jigsaw. It is a tried and
tested online service where people wan�ng PAs
and people wan�ng to work as PAs can be matched
up. Direct Employers can list their vacancies and
contact PAs listed on the PA No�ceboard directly.
PAs can list their details and contact Direct
Employers if there is a job they would like to apply
for. The Fed’s advisors can help write and list
adverts. They will also provide support with the
necessary checks, such as references and
Disclosure and Barring Service checks.
The Fed also offers a Payroll and Administra�on
Service for dealing with tax, Na�onal Insurance and
payslips, and they can also open and run a bank
account for Direct Payments (Managed Bank
Account).
The Fed Centre for Independent Living (The Fed) is
a user led organisa�on and registered charity
which supports people to live independently. With
a long and successful history (they began in 1981),
they have recently developed new services for
disabled and older people across East Sussex.
The Direct Payments Support Service and PA
No�ceboard support people who choose to organ-
ise their support through a Direct Payment. Direct
Payments can make a very big difference for the
be,er, but also bring responsibili�es lots of people
appreciate help with. The Fed has been providing
this in Brighton for over 15 years, and is now
bringing their Direct Payments Support Service to
their neighbouring county.
People of all ages can ask for a Direct Payment if
they qualify for support from Social Services. The
Fed’s Direct Payments Support Service will guide
people through all the steps they need to take, not
only to receive and manage the payment, but also
support with employing their own staff (personal
assistants).

The BDA are now engaging with disability groups across Sussex, to set up inclusive Bowls
sessions across the county. The Bowls Development Alliance have been formed to raise
par�cipa�on in the sport of Bowls and have produced financial packages for clubs and
organisa�ons to make the sport accessible to all. If Bowls is of interest to you or any local

Furniture Now Courses:
Crea�ve CraIs in Wood
This course is for anyone who is over 19+,
unemployed, claiming benefits and crea�ve, we are
beginning a course in Crea�ve cra/s in Wood at our
new training suite at Unit 2a, Britland Estate,
Northbourne road in Eastbourne.
The course starts on the 5th June from 9.30am -
2.30pm and every Wednesday and Thursday a/er
that for six weeks.
We have very talented, wood-cra/ tutors to help
explore crea�ve ability, provide an accredited
qualifica�on and ensure a lot of fun along the way.

Scam Awareness
There’s a scam for just about everyone
and every situa�on.
Booking a holiday? There’s a scam for you.
Trying to find a job? There’s a scam for you.
Shopping online? There’s lots of scams wai�ng for
you.
SiKng at home and minding your own business? Oh
yes, there’s plenty of scams for you… through your
le,erbox, via your phone and internet connec�on and
some�mes delivered to your door.
The same channels that make our lives easier, the
internet, smart phones, doorstep deliveries, also
provide short cuts for scammers.
Scams Awareness is about the fight-back against
scammers. Giving consumers the informa�on, skills
and confidence to spot and stop scams.
One of the key challenges for organisa�ons
represen�ng consumers is that so many people suffer
scams in silence – just five per cent are reported.
This is because people feel shame or embarrassment
at being caught out. They put it down to experience,
or recognise an a,empted scam and consider it too
obvious too succeed.
The real shame is that keeping silent denies
consumers the opportunity to be more effec�ve in
comba�ng scammers.
So, far from suffering in silence, we want consumers
to shout out loud about scams.

take that knowledge into the year round fight against
scams.
It’s only through spoKng the signs of scams and
spreading the word as wide as possible that
consumers can help to stop scams.
Think!
• If it sounds too good to be true it probably
is.
• If you haven’t bought a �cket – you can’t
win it.
• You shouldn’t have to pay anything to get a
prize.
• If in doubt, don’t reply. Bin it, delete it or
hang up.
• Persuasive sales pa,er? Just say: “No thank
you”.
• Contacted out of the blue – be suspicious.
• Never give out your bank details unless you
are certain you can trust the person
contac�ng you.
• Take your �me – resist pressure to make a
decision straight away.
• Never send money to someone you don’t
know.
• Walk away from job ads that ask for money
in advance.
• Your bank will never visit your home.
• Your bank and the police will never collect
your bank card.
• Your bank and the police will never ask for
your PIN.
• Computer firms do not make unsolicited
phone calls to help you fix your computer.
• Don’t suffer in silence – tell
others about scams.

Amputees R Us from Has�ngs have just
done another successful day trip with
ESDA Coach Services to the Chichester
canal. On the 15th May we had great
weather. We are now looking forward to
our next trip with ESDA Coach Services.
