is the cumulation of a year-round effort to encourage applications, vet nominations, submit nominations to committees for review and prepare today’s program. Please thank them for their efforts.

As you will see in the award program many awards do go unawarded. Up to thirteen WEF awards and thirty-two NYWEA awards can be given during today’s program. If you know someone, a group, municipality, or industry that deserves recognition for their contributions to our community, I encourage you to take the time to nominate them for an award so we can all honor them for their efforts.

Congratulations to all of today’s award recipients. I thank you for your efforts to maintain and improve New York’s water quality. Your effort encourages all of us and highlights to those outside the water industry on the importance of our work to protect the environment and public

Dear NYWEA Members and Friends,As NYWEA President, I am honored to have the opportunity to recognize the achievements and dedication of this exceptional group of people that we recognize today. The Awards Luncheon provides us with the opportunity to recognize the achievements of NYWEA members. Over the past year, I’ve had the opportunity to meet and work with many members of the Association who continue to demonstrate a willingness to tackle the many challenging issues facing the water industry. On this final day of the 92nd Annual Meeting, it is appropriate for us to take the time to recognize these individuals.

Our theme for the past year was creating a sustainable operator workforce. What we see in the workforce is the pride the industry for those accomplishments that protect water quality and human health. The awardee’s we honor today, all share a common trait of hard work and ingenuity to ensure that the water industry will continue to advance water quality improvements. Society often does not recognize water industry professionals for the improvements in water quality or advancements in facility operations. Please take the time to read the accomplishments of the individuals and municipalities and thank them for their efforts.

The annual awards program is made possible by the efforts of NYWEA’s Awards Committee led this year by Brian Skidmore who took over the interim reins for Melissa Motyl who is on maternity leave. This program today

PREFACE

The New York Water Environment Association, Inc. (NYWEA) was founded in 1929 as an educational water quality management organization. NYWEA is a Member Association of the international Water Environment Federation (WEF), which consists of some 34,000 water quality professionals.

NYWEA promotes the advancement of knowledge concerning the development and administration of effective water quality management programs, and the management and operation of wastewater collection and treatment utilities.

One of the most important activities of NYWEA and WEF is to recognize its members for their accomplishments in effective water quality management. These Awards celebrate the accomplishments of NYWEA members in 2019.

Awards recognizing accomplishments and service are made annually by the Water Environment Federation (WEF) and New York Water Environment Association, Inc. (NYWEA). These awards pay tribute to the individuals and institutions that have made significant contributions to water quality management and to the Federation and Association.

SERVICE IN EDUCATIONGordon Maskew Fair MedalAwarded annually on a national basis to an educator for worthy accomplishments in the training and development of future engineers.

RESEARCHPhilip F. Morgan MedalThe Award is made for the verification of operational processes. It is designed to encourage in-plant studies by domestic wastewater treatment plant operators.

Thomas R. Camp MedalAwarded to a member who has demonstrated, by design or development of wastewater collection, treatment or disposal system, the unique application of basic research and fundamental principles.

SAFETY PROGRAMSMember Association AwardEach year the Federation honors the Member Association who has the most extensive and effective safety program. It is awarded on a competitive basis.

George W. Burke, Jr. AwardThe purpose of this award is to encourage an active and effective safety program in municipal and industrial wastewater facilities, and to stimulate the collecting and reporting of injury data. The award recognizes outstanding performance and is awarded annually to a facility in New York State.

WASTEWATER FACILITY OPERATIONSWilliam D. Hatfield AwardThe purpose of the William D. Hatfield Award is to recognize operators of water pollution control plants who are doing an outstanding job in performance of their duties, as well as operators demonstrating distinguished professionalism. It is awarded annually to a member of the NYWEA.

Quarter Century Operators’ ClubAn informal group composed of active or corporate members of the Federation who have been engaged in wastewater treatment plant operation for at least 25 years.

FEDERATION SERVICEHonorary MembershipThis honor is extended to persons who have proven their preeminence in the fields of activity encompassed by Federation objectives.

Life MembershipA person who has been an active member of one or more Member Associations for a total of at least 35 years and has attained the age of 65.

2019 Recipients John McGowan

“Some career opportunities come your way only once in a life time. The pathway we choose sets the course for life achievements. Early in 1978 I attended SUNY ESF for a brief time to get my formal training as a Grade 2 Wastewater Operator under the direction of Professor Rand. In 1982 I upgraded my certification to a 3A

Operator with more responsibility and even greater opportunities to be an operator of record at several municipal and private wastewater plants. During my career I have found that creative thinking leads to emerging technologies that help to protect our water resources. Becoming a certified plant operator is the best career choice I ever made.” - John McGowan

Joseph A. Fioraliso, P.E.

With over 45 years of experience in the planning, design, and construction of sewage collection and treatment systems, Joseph A. Fioraliso, P.E. currently serves as a Senior Associate of D&B Engineers and Architects, P.C. in Woodbury, New York. Mr. Fioraliso’s professional experience includes sewer evaluations; preparing

environmental assessments; developing and implementing operation and maintenance programs; wastewater and industrial waste monitoring; and the design of pumping stations, sewers, force mains, secondary and tertiary treatment processes, CSO, odor control, and sludge handling facilities. He has also managed wastewater construction projects, served as resident engineer and project manager, and has guided teams in field and office analysis and design practices.

Mr. Fioraliso received his bachelor’s degree in civil engineering from Manhattan College and a master’s degree in Environmental Engineering from the Polytechnic Institute of New York.

Mr. Fioraliso is an active member of NYWEA’s Long Island Chapter and served as chairman of its Education and Membership Committees. He has received the Chapter’s Service Award, the State Association’s Collection System Award, and is a member of the Select Society of Sanitary Sludge Shovelers.

Gregory Burde

Gregory Burde has broad experience over 30 years of working with clients, engineers, contractors and operators in water, wastewater, and environmental sales, service and management. Greg has worked on planning, design, construction, turnkey, and operations and maintenance of water and wastewater treatment

systems and services for the public, private and industrial client sectors.

Greg holds a NJDEP S2 Public Wastewater License and a NJDEP C2 Collection License. A graduate of Manhattan College, Bronx, NY. Greg is a member of the New Jersey Water Environment Association (NJWEA), the Water Environment Federation (WEF), American Water Works Association (AWWA), New York Water Environment Association (NYWEA), North Jersey Water Conference (NJWC) and New Jersey Water Association (AWWA NJ).

2019 RecipientsMark Koester

Mark Koester is President and CEO of Koester Associates, Inc., a manufacturers’ representative for water and wastewater as well as pumping equipment. He has over 35 years of experience in the design application of treatment systems for municipal and wastewater. Mark is a long standing member and past president of NYWEA.

Mark began his career at Koester Associates in 1983 as a Sales Engineer. He became President and CEO in 1989 and has grown the business substantially to establish Koester as an industry leader in New York State.

Mark works with engineers, owners and regulators throughout New York State and has delivered hundreds of engineering design seminars on various technical and motivational topics.

Mark studied sanitary engineering at Monroe County Community College and Environmental Science at Syracuse University.

Mark and his finance enjoy spending time with his children and grandchildren. He has climbed and topped Redwood trees, enjoys skydiving, scuba diving and all types of exercises.

Arthur Sidney Bedell AwardTo acknowledge extraordinary personal service to the Member Associations of the Federation, the Arthur Sidney Bedell Award was established in 1948. It is awarded annually to a member of the NYWEA.

2019 RecipientsVincent Sapienza, P.E.

Vincent “Vinnie” Sapienza joined NYC Department of Environmental Protection (NYCDEP) in 1983. Vinnie has dedicated his career to protecting and improving New York City’s critical water infrastructure.

Vinnie received a BS in Chemical Engineering from Columbia University, and an MBA from Hofstra University’s School of Business. He joined NYCDEP in 1983 and worked in the newly developed Industrial Pretreatment Program before serving

in two senior positions within NYCDEP, leading the Bureau of Wastewater Treatment from 2009 through 2014, and then heading the Bureau of Engineering, Design and Construction, where he managed the city’s water and wastewater capital improvement programs, including the construction of the $3.2 billion Croton Water Filtration Plant in the Bronx. He held this position until June 2016. He then served as Acting Commissioner until his appointment as NYCDEP Commissioner on October 3, 2017.

Vinnie has been an avid supporter for NYWEA activities and understands the interrelationship between all environmental professionals, from the backing of the New York City DEP teams competing in the local chapter, state, regional and national competitions to support of staff attendance to NYWEA and WEF events. Vinnie was the 1990 recipient of the Kenneth Allen Memorial Award. Vinnie was also a 2017 NYWEA Honoree for its 20th Anniversary Scholarship Fundraiser.

Vinnie Sapienza’s nomination for the Arthur Sidney Bedell Award is put forth to recognize his extraordinary service to NYCDEP and for support of WEF and NYWEA activities.

WATER QUALITY PROGRAMOutstanding Achievement in Water Pollution Control MedalThe Outstanding Achievement in Water Pollution Control Medal is awarded annually to the water pollution control program that best demonstrates significant, lasting and measurable excellence in water quality improvement or in prevention of water quality degradation in a region, basin or water body.

LABORATORY ANALYST EXCELLENCEThis award was established by the Board of Control in 1993 to recognize individuals for outstanding performance, professionalism and contributions to the water quality analysis profession.

2019 RecipientRobert N. Klosko, Senior Sanitary Chemist

Robert N. Klosko is the Senior Sanitary Chemist for the Erie County Department of Environment and Planning, Division of Sewerage Management (ECDSM). He has worked for the ECDSM for over 32 years after earning a BS degree in Chemical Engineering from the University of Buffalo. Bob is currently the Quality Assurance

Officer for the Southtowns Laboratory. After consolidation of the smaller district laboratories into Southtowns, he developed a sampling schedule to manage the permit monitoring for 6 treatment plants and 5 overflow retention facility permits. That includes developing the SOP’s, training staff, and conducting internal auditing of all district laboratories. Under Part 360 Regs, Mr. Klosko also maintains the Southtowns Landfill Monitoring Well program. Additionally, Bob performs the DMR reporting for all permits and is part of a team of managers/operators conducting review of monthly SPDES reports. He provides technical and analytical support to the pretreatment program and engineering projects.

Mr. Klosko consistently exhibits outstanding professionalism and has contributed greatly to a number of ECDSM initiatives. Mr. Klosko is the head of the ECDSM’s ELAP certified facility. Bob has been the ECDSM’s “go to” person for anything related to chemistry and biology. Throughout Mr. Klosko’s career he has demonstrated his outstanding performance, professionalism, and contributions to the water quality analysis professionn.

MUNICIPAL & INDUSTRIAL ACHIEVEMENTThe New York Water Environment Association has instituted special municipal and industrial achievement awards in recognition of private corporations and public entities that have demonstrated, by their policies and programs, a commitment in meeting environmental water quality goals in New York State.

Municipal Achievement AwardThis award was created to recognize those municipalities that have made a major commitment to effective management by instituting programs to protect and enhance environmental conditions, particularly of the water resource, by the provision for and proper operation and maintenance of needed facilities, and by providing for program oversight, by professional management and by financial support.

Industrial Achievement AwardThis award was created to recognize those industries that have made a corporate commitment to providing the necessary resources and to establish managerial responsibility for effective environmental management at company facilities. This award recognizes an industry’s commitment of financial, technical and management resources to meet environmental water quality goals and has made this objective a responsibility at all management levels.

ELECTED OFFICIALNelson A. Rockefeller AwardAwarded to an elected official at a city (population over 250,000) state or national level, who has made a substantial and meaningful contribution to advancing effective environmental programs.

Frank E. Van Lare AwardThe Frank E. Van Lare Award was created to recognize the outstanding contributions and commitment of an elected official for exceptional support of environmental projects, programs and initiatives, with the major focus on water resources, wastewater facilities and water quality preservation development. The award was named for a Monroe County resident and local elected official, Frank E. Van Lare, former Rochester City Councilman and New York State Senator, in recognition of his contribution to the development of the State Pure Waters Program.

2019 RecipientHon. Mark C. Poloncarz, Erie County Executive

Mark C. Poloncarz is Erie County’s eighth County Executive. Before being elected as County Executive, Mark served as Erie County Comptroller for six years. He is a graduate of Lackawanna Senior High School, the State University of New York at Buffalo, and the University of Toledo’s College of Law. When

time allows, Mark’s recreational pursuits include golf, hockey, cross-country skiing, astronomy, and reading. A former youth hockey coach, he is an avid history buff and student of politics as well.

Now in his third term as County Executive, Mark works every day to ensure Erie County government is focused on its core mission: providing the programs and services that residents and taxpayers demand in an efficient and effective way.

County Executive Poloncarz remains focused on the protection and promotion of the health and wellbeing of county residents. In 2018, Mark’s leadership was critical in passing new local laws covering public health, governmental ethics, and fair housing. In addition, in 2018 Mr. Poloncarz re-affirmed Erie County’s commitment to the Paris Climate Agreement, with Erie County government already reducing its greenhouse gas emissions by 28%.

Mark is also the First Chairman of the NYS Association of Counties Climate Resiliency Committee, joining with elected officials statewide in addressing climate change and working collaboratively to create more resilient communities. He also serves as the Vice-Chair of the National Association of Counties Large Urban County Caucus, collaborating with peers from across the nation to advocate for the needs of large counties.

County Executive Mark Poloncarz is a true advocate for environmental stewardship. This is no surprise to anyone that witnessed his impassioned keynote speech at WNYWEA’s 2015 Greater Buffalo Environmental Conference. Of specific focus has been a holistic set of policies that positively affect many aspects of water quality:

• Infrastructure Investments: the Erie County Sewer Districts have invested tens of millions during the eight (8) years of Mr. Poloncarz’s leadership, including:

• Rush Creek Interceptor (RCI) Project: in conjunction with mergers effectuated in the 2000’s, $16 million was invested to eliminate several facilities and three (3) SSOs inherited from other municipalities. This project was awarded the NYS APWA’s 2017 Environmental Project of the Year.

• Village of Hamburg: the County implemented a multi-phase plan to mitigate / eliminate overflows inherited from a local Village, which in 2015 led to the termination of the Village’s order on consent with the NYSDEC.

• Initiatives for a Smart Economy (I4SE) 2.0: this document (and its predecessor, I4SE) sets forth Mr. Poloncarz’s vision for economic progress in Erie County. Numerous initiatives address the environment. The RCI was a major project from the initial I4SE document.

• Stormwater: under the County Executive’s leadership, the Western New York Stormwater Coalition has advanced key public education, technological (GIS mapping), and collaborative efforts to address USEPA Phase II stormwater regulations.

• Microbeads: in 2015, County Executive Poloncarz signed into law a local ban on products containing microbeads. This local law was the first in the state and a harbinger to federal action on microplastics.

• Climate change: Mr. Poloncarz has been a leader on addressing the potential impacts of climate change (including on water quality/quantity). He issued Executive Orders regarding “Enforcement of the Paris Climate Agreement” for County operations and “Creation of a Community Climate Change Task Force. In 2018, Mr. Poloncarz was named the first chairman of NYSAC’s Climate Resiliency Committee. Erie County was recently designated a Clean Energy Community by NYSERDA.

• HHW: in efforts to keep household hazardous wastes (HHW) out of storm drains, wastewater systems, and other improper disposal locations, Erie County increased the number of drop-off events in 2019 and converted to a more efficient reservation system. Further enhancements are being analyzed.

• LEWPA: during Mr. Poloncarz’s first term in office, the Lake Erie Watershed Protection Alliance (LEWPA) was formed. LEWPA collaboratively addresses water quality issues affecting

• Habitat Restorations: in coordination with a number of partners, Erie County has been a leader in addressing the Buffalo River “Area of Concern” (AOC), including creation of County owned parks along the river. In the last five years, all of these parks have gone through significant improvements.

• Brownfields: the County Executive has been a key leader in transforming what was once the fourth largest steel plant in the world from a vacant/blighted parcel to a vibrant place for business.

BENEFICIAL USE OF BIOSOLIDS AWARDThis award recognizes significant contributions in the development and implementation of cost-effective, environmentally safe and publicly acceptable biosolids beneficial use practices which recycle nutrients, improve soil conditions, or otherwise conserve valuable natural resources.

2019 RecipientsCity of Watertown (> 5 mgd)

City of Geneva (< 5 mgd)

City of Watertown to date, through a partnership with Cassella Organics, 4,150 wet tons of the City of Watertown’s Class B biosolids have been land applied to agricultural fields which would have otherwise gone to landfill. Since 2017, the program has grown from 2 participating farms to over 10, each within a 15-mile radius of the City’s plant. Over half of the City’s annual production of biosolids has been land applied.

As of October 2019, land application of biosolids has saved the City of Watertown over $2,400 compared to the cost of landfill disposal. This is in addition to savings the plant has realized by decommissioning its incinerator. Mark Crandall, Watertown’s Chief Operator, and his crew are credited with fine tuning the operation of their digesters to produce consistently high quality Class B biosolids.

Under the direction of Casella Organics, with full cooperation from the plant, the program has been 100% compliant with all Class B Regulations. A lot of work goes into establishing a successful Class

B Land Application Program. Casella Organics holds and maintains the permits, including annual soil sampling, flagging setbacks and testing for depth to groundwater and bedrock, as well as submitting the Annual Report, ensuring that all DEC regulations are followed carefully. Whether its driving the tractor to help with spreading or delivering and moving equipment on weekends, Casella Organics does what it takes to make this program a success.

This award also recognizes the farmers who work with the material once it arrives on their fields. They follow Casella’s guidance carefully and there have been no issues with crossed setbacks or piles left for longer than 30 days. As a result, they are producing a robust, healthy crop with increased yield the following season.

The City of Geneva produces Biosolids at the Marsh Creek Wastewater Treatment Plant (MCWWTP), a conventional activated sludge secondary treatment plant located in Geneva, NY. The MCWWTP serves the City of Geneva and portions of the surrounding towns of Geneva, Fayette, and Waterloo. In 2010, the City made an investment to install an Autothermal-Thermophilic Anaerobic Digestion (ATAD) system at the facility to replace an antiquated composting operation and produce on average 1.2 dry tons per day (DTPD) of Class-A biosolids. The project went on-line in 2015 and the ATAD system was officially recognized as a Class A process by the NYSDEC in 2017. The installation of the ATAD system has mitigated several key risk factors associated with traditional composting and/or landfilling activities including vector attraction, contaminated runoff, and unwanted odor. The end product is essentially neutralized of pathogenic and odorous organic content, reducing the likelihood of vector attraction.

Since 2010, the City of Geneva has been proactively marketing the biosolids product to secondary users (farmers, landscapers, nurseries, etc.) and trying to identify beneficial outlets for the biosolids. By 2017 the City had identified four separate entities willing to accept the biosolids. Each of these four entities are registered with NYSDEC as permitted recipients and the City maintains documentation for each user, including type of application, application density (tons/acre), and means of excess material storage on site. The first permitted recipient is Casella Organics, where the material is used as daily landfill cover at the Ontario County Landfill. The second permitted recipient is Organix Green Industries where up to 1,400 tons can be used annually at their composting facility.

The next permitted recipient is Thermal Process Systems, Inc. which is looking at the viability of using the material for composting and soil amendment. The final permitted recipient is O’Connell Farms, LLC, which is a corn and soybean farm that had agreed to take approximately 600 tons annually to land apply to their fields at a rate of 2.5 – 3.0 tons/ acre.

For the past 1 ½ years, the City of Geneva’s biosolids has been diverted from landfilling and has been beneficially used at one of the permitted recipients. In the Fall of 2019, O’Connell Farms received its first shipment of biosolids for land application.

John Mancini gave his ethics presentation at the 2019 NYWEA Annual Meeting in his capacity as Counsel for the New York Conference of Mayors (NYCOM). As Counsel, John provides legal assistance and training to city and village officials on a variety of municipal issues, particularly those pertaining to labor relations, civil service,

employee discipline and government ethics. John earned his B.A. from Hartwick College and his J.D. from Albany Law School, and is licensed to practice law in the State of New York.

Awarded to organizations that demonstrate success in developing a culture that encourages and rewards sustainable ‘triple bottom-line’ decision making at all levels and departments of the organization.

2019 RecipientVillage of SaugertiesThe Village of Saugerties was impacted by three major storm events - Irene, Lee, and Sandy. During each the Village had to shut down their water system because of turbidity in the Blue Mountain Reservoir, their primary source of water, which is also a source for a large portion of the Town of Saugerties. This turbidity clogged the filters at the water treatment plant, forcing them to take the system off line, disassemble the equipment to clean the filters, then reassemble, leaving the plant offline for extended periods of time. As a result, the community was left to rely on emergency supplies to provide potable water to residents, a supply provided through the village’s three-million gallon water tank, sufficient for only a four-day supply of treated water based on the average daily demand.

The Village undertook a two-pronged approach to deal with this issue:

1. Installation of a pre-filtering clarifier at the Village of Saugerties potable water treatment plant. Pre-filter clarifier units are being added to the existing water treatment process to remove suspended solids and microorganisms in water from the Saugerties Reservoir during times of high turbidity.

2. Exploration of secondary groundwater sources and subsequent drilling, pumping and disinfectant equipment, and piping infrastructure for this secondary water source, on a site within the Town of Saugerties. Test wells were drilled and tests have confirmed sufficient quantity and quality of ground water. The project is currently in the design phase.

The Town of Saugerties, in conjunction with the Village’s work, has taken a broad approach to protecting important community infrastructure through a series of culvert improvement projects that protect the Blue Mountain Reservoir.

WASTEWATER FACILITY OPERATIONS

Uhl T. Mann AwardThis award is given annually by the Association for excellence in treatment plant operations and maintenance.

2019 RecipientsKiah Miller – Maintenance (> 50 mgd)Douglas Haussel – Operations (10.1 – 50.0 mgd)Jeffrey Bryant – Operations (> 50 mgd)

Kiah Miller is a dedicated and conscientious wastewater operator who has over 27 years with New York City Department of Environmental Protection and is certified as a Grade 4A Public Sewage Plant Operator. Mr. Miller spent most of his career working at the North River WRRP where he currently is the Plant Chief. As the Plant Superintendent, Mr. Miller is responsible for all maintenance at the entire facility. This includes preventative maintenance (PM) and corrective maintenance (CM) as well as modifications. He has made great efforts to update and revise PMs for the plant. He works very closely with plant operators, machinists, electricians, and instrumentation technicians to overhaul and maintain all plant equipment. Through his excellent management, there has been less down time of equipment and an overall increase in productivity levels.

Mr. Miller takes on maintenance challenges that he can do with in-house staff. Many of these jobs would have normally been done under job order contracts. Performing maintenance with in-house staff saves the NYC money and also increases the morale of the plant staff. Some of these jobs were rehabilitation of the secondary screen conveyor, installation of new grease gate actuators, and the installation of new service water pumps.

Douglas Haussel has been employed by Suffolk County Department of Public Works (SCDPW) at Suffolk County Sewer District 3 (SD3), Bergen Point WWTP in West Babylon, NY since 1980. He advanced through the ranks to Director of Operations and Maintenance in 2017. For the past 8 years, SD3 has been undergoing

upgrades through various contracts requiring Doug to coordinate with engineers, construction managers and contractors. His excellent managerial and technical skills have allowed him to address numerous operational/construction issues by working closely with his staff and engineers and contractors to maintain plant operations while meeting permit.

Doug puts a high priority on plant performance and protecting the environmental and ensures that the plant is fully operational and capable of meeting permit conditions. The plants do not meet their permits without a successful preventative maintenance program which Doug oversees.

Doug also has participates in public relations regarding the Suffolk wastewater initiatives. This includes providing information for or presenting at meetings or hearings, providing information to consultants to develop programs or projects and providing site tours to residents, environmental groups and others. He also encourages his operations crew to participate in the operations challenge team, Brown Tide, deepening their engagement with their profession.

As the person responsible for safety at the plants, Doug takes this responsibility very seriously. He requires all staff to follow the County safety program, and coordinates with the County Safety officers. There have been no major accidents at any of the facilities under his watch.

Jeffrey Bryant has been the Plant Superintendent at Yonkers Joint WRRF since March 2014. He is responsible for the operation and maintenance of the 120 MGD water resource recovery facility and all staff assigned to the facility. The responsibilities include meeting SPDES permit limits, personnel matters including hiring and addressing disciplinary matters. Jeff also provides input to the annual budget on various levels of personnel, utilities, chemicals, repairs and maintenance and capital improvement projects. In addition, he review plans and specifications; attend construction project meetings and is the primary contact for maintenance of plant operations during construction. He reviews chemical and process results for plant processes and sets direction for treatment to meet SPDES requirements, and also oversees the preventative and corrective maintenance of all plant facilities.

Since Superstorm Sandy in 2012 the Yonkers Joint facility has undergone 7 construction projects to return the facility to pre-storm

condition. Jeff was instrumental in supporting the construction teams with numerous shutdowns for construction activities and placing systems on line as construction was completed. Jeff continues to be the main contact for construction coordination and shutdowns for current upgrades to the grit removal system, DAF thickener and polymer building and ADG Engine project. Jeff has also been involved in biosolids dewatering process improvements as well as, the operation of a new anaerobic digester gas generator.

Jeff conducts informal tool box talks with supervisors and operators. The training includes the process goal, observations to make, safety issues around the process and answers questions. He also developed and implemented plant specific tests which are given verbally to new operations employees in order to assess what has been learned and what training is still required.

Milton T. Hill AwardThis is awarded for outstanding contributions to the cause of improving the status of water pollution control personnel and enhancing the status of operators through training and education.

2019 RecipientDonna Bee

Donna Bee is employed as the Chief Wastewater Operator at the Village of Northport WWTP. She would like to thank her employers for their support of her many activities in NYWEA.

Donna has always gravitated towards volunteer opportunities. She previously served on the Board

of Directors for the Kings Park Civic Association, as well as Kings Park in the kNOw. Donna feels that wastewater treatment is critical to the preservation of our environment, and for that and many other reasons, has chosen to become deeply involved with NYWEA. Currently, she is a director on the Long Island Chapter Board of Directors and the Operator Representative for the NYWEA Board. Donna is excited to begin a new chapter in 2020 as the Vice President Elect for NYWEA. It is her hope that she will be able to continue to serve our association and community for many years to come.

Collection System Operation & Maintenance Award

This award is given to a facility and its Manager in recognition of an outstanding Operation & Maintenance program.

2019 RecipientErie County Division of Sewerage ManagementThe Erie County Division of Sewerage Management (ECDSM) maintains overall responsibility for the seven (7) Erie County Sewer Districts (ECSDs), including approximately 1,100 miles of sanitary sewers, almost 100 pumping stations, and associated collection system appurtenances.

The ECDSM has recognized the importance, and appropriately prioritized funding and resources, toward collection system operation and maintenance (O&M) and infiltration/inflow (I/I) elimination. The ECDSM has implemented a multi-pronged approach to manage the collection systems assets of the ECSDs. While traditional O&M techniques are employed, the following programs were specifically developed by the ECSDs:

• Private Property Inspection Program to address private property I/I. This is one of the most robust ongoing private property inspection programs in New York State (NYS) and was featured in the Fall 2019 edition of Clear Waters magazine.

• Developer I/I Rehabilitation Program: The first of its kind in NYS, for new residential subdivisions, private developers are required to remove four (4) times their proposed peak flows through I/I mitigation.

• Annual Collection System Investments dedicated to sewer rehabilitation have grown to $4.35 million in the 2020 budget.

• Overflow eliminations for assets inherited from other municipalities, including the Rush Creek Interceptor project– NYS American Public Works Association’s 2017 “Environmental Project of the Year”.

• Centralized staffing and safety (recipient of the 2013 NYWEA Collection Systems Safety Award) are integral to ECDSM’s success.

Collection System Operator Award This is award given to an individual in recognition of their outstanding contributions to the evaluation, rehabilitation, design or construction of collection facilities.

2019 RecipientSalvatore “Sal” Campisi

Salvatore Campisi started work in 1985 with the entry level title of Sewage Treatment Worker, in the New York City Department of Environmental Protection. 24 out of 35 years with the agency, he has worked in collection systems. The system is comprised of 96 pump stations, 490 sewer regulators, 4 CSO retention

facilities, and 138 miles of intercepting sewers, throughout the five boroughs. He is proud to say, during his tenure, he has worked to maintain, operate, and respond to emergencies at almost all these facilities. At present he is Chief of Collections Facilities South, in responsible charge of 50 facilities in South Queens, Brooklyn, and Staten Island. He has worked with a dedicated staff, that have passed on their knowledge and he hopes to do the same and pass on his experiences and knowledge to the future operators of this system.

In August 2011, Hurricane Irene hit New York City. Stationed in Staten Island during this event, Sal was responsible for mobilizing portable equipment – generators and emergency pumps - to various pumping stations throughout the borough. Even though his home sustained damage, Sal worked tirelessly with his crews to keep those stations operational and keep sewage from people’s residences. Sal coordinated the emergency response and mobilization at many

pumping stations, and worked alongside staff at tide gates to make sure they were cleared of debris from the surge.

2019 RecipientWalter Saukin, Ph.D.

Dr. Walter Saukin has been a faculty member at Manhattan College for the past 39 years, during which time he acted as Chair of the Civil Engineering Department for ten years. He has served the Association continuously in one form or another since February 1979. Dr. Saukin has held the positions of Executive Secretary of

NYWEA for nine years and Chair of the Student Committee for more than 25 years. He has been the recipient of the Arthur Sidney Bedell Award and the Metropolitan Chapter’s Award of Merit. 2019 RecipientBuffalo Sewer AuthorityAs an organization, the Buffalo Sewer Authority (BSA) has focused significant efforts on advancing awareness and understanding of the BSA’s combined sewer system and its Bird Island Wastewater Treatment Plant (WWTP). The BSA has employed a multi-pronged approach consisting of the following elements:

• “Rain Check 2.0”: in 2019, the BSA released Rain Check 2.0, which is an effort to encapsulate the BSA’s green infrastructure (GI) program. This release included issuance of an “Opportunity Report” discussing the next generation of GI in Buffalo as well as an updated website featuring the program. In the report, the BSA describes its strategies to incorporate GI into K-12 public school curricula, develop GI demonstration sites as schools, host GI field trips, support community organizations involved in GI workforce development, creating

• Rain Barrels: the BSA has implemented over 1,300 rain barrel installations. As a key part of its GI program, this initiative requires significant efforts to educate homeowners on the need and benefits.

• Tours: the BSA hosts a number of tours at the Bird Island WWTP. Additionally, virtual tours of GI highlights are available on the internet.

• Partnerships: the BSA has partnered with PUSH Buffalo and the Buffalo Niagara Riverkeeper on initiatives such as training of local workers in the GI industry, the local “water academy” program, and more. Additionally, the BSA has worked with national organizations such as the US Water Alliance, NACWA, and more as featured presenters on the topic.

• Signage: the BSA has included signage at numerous GI installations to provide the public with information on the topic.

• Fairs/events/parades: the BSA has been active with public information booths, floats, and other engagement activities at various fairs and events, including the national night out, Juneteenth festival, pride day parade, etc.

• Presentations: the BSA has been proactive in giving presentations to local schools and organizations, as well as at Local, State, and National conferences.

• BSA website: the revamped https://buffalosewer.org/ includes real-time CSO status information, important documentation / data for the public, and more.

ROBERT D. HENNIGAN WATER HERO AWARDAwarded to any Association Member who has made a consistent, sustained and meaningful contribution to improving water quality through their everyday responsibilities, actions and efforts. This award commemorates Robert D. Hennigan, who embodied these qualities and played a significant role in developing public policy in water quality management. His work became the basis for the state’s Pure Water’s Program and later for the 1972 federal Clean Water Act. During his career he initiated many NYWEA programs that are still used today, including the Scholarship Program.

2019 RecipientWilliam Grandner

Bill Grandner started working at NYCDEP in 1977 as a water resource recovery operator and over the years advanced his professional career holding various titles that evolved into Deputy Plant Superintendent of Red Hook (1993-1999), Newtown Creek (1999-2002), and then Plant Superintendent of Owl’s Head facility (2002-

2013). Bill became a member of NYWEA in 1978 and got involved with the Metropolitan Chapter Operator’s Committee in 1979, and is still active with that committee today. He held the position of Metropolitan Chapter Operator’s chair from 1991-1997, and served as Metropolitan Chapter Chair from 2001-2002. He served on the PWO committee from 2003-2005. Bill is currently the Operator-in-Chief of the Select Society of Sanitary Sludge Shovelers (SSSSS), a member of the Utility O&M committee, Member Education, and Conference Management Committees. Bill has received several awards from NYWEA including the Uhl T. Mann, and the John Chester Brigham award. He is a member of the SSSSS in NYWEA and NEWEA. Bill’s dedication to NYWEA culminated in 2018, when he became a WEF Life Member in recognition of his 35 years of continuous membership.

If you are a NYWEA volunteer chances are you know Bill Grandner. Bill understood the importance of getting involved in NYWEA activities and how that involvement benefits his operations staff. He is a strong supporter and advocate for NYWEA by promoting the involvement of operators in the Operations Challenge and other Association activities. Bill was instrumental in developing the Operations Challenge program for NYWEA. Bill has promoted the challenge within both the administrative and operations staff at NYCDEP to getting them properly prepared for the competition, and traveled with the team to both the state association meetings, and ultimately to national meetings, he was there every step of the way. To this day, he attends NYWEA and WEFTEC on his own, without employer support to encourage professionalism and “back” the teams. NYWEA staff recognize his passion and commitment for the Association as they witness his leadership on the conference management committee, from making sure the details associated with the Operations Challenge set up at the Spring Meeting is organized

Bill was a pioneer leader for NYWEA and understood the importance of involving operators as leaders on the Board of Directors making the case to create the Operator Representative position, and then serving in that capacity for two terms. Bill is a respected leader among his peers, and the kind of person that is always ready to assist with a calm demeanor, humor and a common sense attitude.

2019 RecipientRosaleen B. Nogle

Rosaleen B. Nogle is licensed in seven states as a professional engineer and is certified in NY as a Grade 4 Wastewater Collections System Operator. In addition to a BS and an MS in Civil Engineering, the Rev. Nogle has also earned a Masters of Divinity degree and is currently a transitional deacon within the Episcopal Church.

She has also recently earned an MPA with a concentration in Public Management. Rosey is employed by the Buffalo Sewer Authority as an Assistant Principal Engineer. She has over 13 years of experience in the water and wastewater industries as a manager, design engineer, project manager, regulator, and internal compliance officer. As head of Sewer Maintenance at the Buffalo Sewer Authority, Rosey directed the daily operations and developed a strategic plan for a thirty-five member collection system maintenance and operation division.The Rev. Nogle is a 2019 NYWEA Golden Manhole recipient. Rosey has given back to NYWEA in so many ways, she has served in a leadership role on NYWEA’s Collection Systems Operator Certification Board and Collection Systems Committee. She is an active member of the Publications, Public Outreach, and Government Affairs Committees. Through the Collection Systems and Publications Committee, she wrote a feature article and single-handedly organized the entire 2019 Fall issue of Clear Waters. Rosey is a champion for all and most recently, joined the Diversity

Jason Chase is an experienced inside sales rep with a demonstrated history of working in the utilities industry. He has been working at Harper-Haines Fluid Controls, Inc. for the past 6 years. Despite living in Connecticut, Jason has been a fixture at all Long Island Chapter events over the past 5 years. He happily sponsors each event

and has become an important part of the chapter community. Jason and his employer have sponsored training at both the chapter and state level at the behest of the L.I. O&M Committee and the MEC Committee. Jason was an integral part of the Harper Haines team that won an Annual Meeting Exhibit award at the 2018 annual meeting. Jason is enthusiastic and engaging and the Long Island Chapter board wishes to convey how much his support is appreciated.

Jane Ork Government Affairs AwardNamed after long time active member Jane Ork, Vice Chair of the NYWEA Government Affairs Committee who died suddenly in June 2007 while still a Co-Chair of this Committee. Ms. Ork was an employee of the Buffalo Sewer Authority and was very active in Government Affairs work at both the chapter and the State Association Level. Jane was also a member of the Western Chapter Board of Directors.

Young Professionals AwardThis award acknowledges the involvement of a young professional in the Association. Awarded to an Association member 35 years of age or younger who has shown leadership and involvement in Association activities.

2019 RecipientThomas P. Schaefer, P.E.

Tom Schaefer has been an active member of the Long Island Chapter of the New York Water Environment Association since his University days. While at Stony Brook University, Tom was responsible for re-establishing the NYWEA Stony Brook University Student Chapter and served as his student chapter’s President in 2010 and 2011.

After graduating, Tom began working at D&B Engineers and Architects, P.C. and continued his involvement with the organization by serving as the Long Island Chapter Committee Chair for Student Chapters. During his time as Committee Chair, Tom promoted student engagement and involvement at all Long Island Chapter events.

In January 2017, Tom was nominated to serve on the Long Island Chapter Board as the Assistant Treasurer. As Assistant Treasurer, Tom is involved with nearly every event or activity undertaken by the Long Island Chapter. In January 2020, Tom has been nominated to serve on the LI Chapter Board as Treasurer. His efforts have been invaluable for modernizing the Chapter’s financial tracking through online software and streamlining the Chapter’s reporting.

Mike Coley currently works at Barton & Loguidice, D.P.C.’s Syracuse office as a Senior Managing Engineer in the Water/Wastewater practice area. Mike was previously employed by Westchester County DEF where he was the Director of Wastewater Treatment and then Deputy Commissioner. There he was an

executive management team member for a department with a head count as high as 350 persons. He had oversight of the water and wastewater division which included managing, staffing, budgeting, technical review and preparation of capital programs. He also was the Senior Wastewater Treatment Course Instructor and an Environmental Engineer for the New York State Department of Environmental Conservation. Mike’s certifications include Professional Engineer, NYS Certified Wastewater Treatment Plant Operator Grade 4A and NYSDEC Approved Trainer.

Mike is retiring after 6 years of leadership with the Member Education Committee

Dick Pope received both his BE in Civil Engineering and his ME in Environmental Engineering from Manhattan College. In his career, Dick has devoted his attention to air and odor control services where he is recognized as an international expert. His background includes developing immediate and long-term

odor assessment and control plans for more than 250 facilities. He has been a longstanding, committed and active volunteer for both

WEF and NYWEA over three decades, and is now retiring from leadership with NYWEA’s Public Outreach Committee. He has been an active member of the NYWEA Public Outreach committee since 1999. He has mentored many NYWEA members on the effective delivery of the public outreach message as it relates to water conservation and water quality. He is devoted and passionate about educating young people on environmental careers, and the important role we all play in understanding water infrastructure assets in the communities where we work and live. Dick has also been a member of the Program Committee since 2002, serving as co-chair for several years, as well as working with NYWEA staff and the NYS Education Department, as a founding member of the PDH Review Committee. Committed to the mission of both WEF and NYWEA, Dick stepped up to serve as the NYWEA representative to the WEF House of Delegates. As a member of WEF, Dick is a former Chair and has been a very active member of the Air & Odor Control Committee for more than 25 years; an active member of the Program Committee, and WEFTEC Workshop Review Committee; and served as a member of the Technical Practice Committee and Community Leadership Council.

Robert A. Albright Jr., PE, BCEE is a Senior Associate with Hazen and Sawyer in New York City. He has over 30 years of experience providing management, planning, design and construction related services for water and wastewater projects in the northeast and central regions of the United States. He specializes in

wet weather programs, energy performance contracting and managing projects from inception through construction. Bob has been a NYWEA member since 2001, serving as the Central Chapter Treasurer from 2008-2009, Central Chapter Presiding Officer from 2010-2012 and the Wastewater Collections System Chair from 2011 to 2020.

Donna Bee is being recognized for her service on the Operator Certificaiton Governance Council. Donna is also a director on the Long Island Chapter Board of Directors and is retiring as the Operator Representative for the NYWEA Board. She will be continuing her service on the NYWEA Board as the 2020 Vice President Elect

for NYWEA.

Joseph Brilling completed his tenure on the Wastewater Operator Certification Governance Council, Joseph Brilling started in the wastewater treatment profession in 1989 at the City of Glens Falls WWTP. Mr. Brilling attained a 4A certification and Trainer certification while working for GFWWTP. In 1999 he began

working at the NYSDEC in the NYC Watershed Section as a trainer and troubleshooting WWTPs in the NYC Watershed. Since November 2009, he has been the Executive Director of the Washington County Sewer District #2. Mr. Brilling has been a member of NYWEA since 1991 and has been active in the Wastewater Facilities committee, Public Outreach committee (as chair for two terms), and Utility Executives Committee, Governance Council. Mr. Brilling also served on the Board of Directors for the Capital Chapter for several years, including a term as Chapter Representative to the NYWEA Board.

2019 RecipientMatthew L. Sweeney – Manhattan College

From Matt: Raised on Long Island, I attended Chaminade High School and followed my STEM dreams to Manhattan College where I conducted water quality research in Fall 2017 focused on the water bodies of Van Cortlandt Park located in the Bronx. My research supports the Coalition for Daylighting Tibbetts Brook, a movement to

reduce Combined Sewer Overflow events. After I was introduced to NYWEA by Dr. Walter Saukin, I was appointed Freshman Ambassador followed by my election to Treasurer. I founded the Jasper Environmental Coalition in Fall 2018 to coordinate environmental efforts on campus and have sponsored events such as environmental movie nights and trash cleanups. In 2019, I was elected Vice President and have revived our Instagram to spread awareness of NYWEA and its cause as well as increasing membership. NYWEA has been the constant in my college experience and has gifted me many opportunities.

Dear NYWEA Members,

I would personally like to thank you all for attending this year’s Annual Awards Luncheon. Please take the time to congratulate each of the well deserving recipients! As you feel the weight of this program and read through it one theme should become abundantly clear, NYWEA has a tremendous amount of award-winning water professionals. Those highlighted in this program are only a percentage of our members representing the many aspects of the profession, from Operators, Technicians, Scientists, Young Professionals, Elected Officials, Public Servants, and Engineers. All together, you represent the pipeline providing a constant flow of environmental advocacy and professional education to our members and the public with a common goal of protecting our most precious resource, Clean Water. One aspect of the awards which deserves note is the group of people reviewing the many entries for these awards, without the Awards Committee lead by Brian Skidmore and the countless hours put in to the reviews, none of this would be possible. Even though this program is packed full of awards there are still many which go unawarded. One of my goals for 2020 will be to have a nomination for every NYWEA award as well as every WEF award. Please glance through the program and make note of someone you may think is deserving.

Chances are we all know someone who has been working in the industry for years and is due for some prominent recognition.
