U.S. Export Controls Update 2011 Developments from BIS, OFAC and CBP and their Impact 18 January 2011, Frankfurt Speakers Douglas N. Jacobson, J.D. Allan Suchinsky Allan Suchinsky, President, ITD Associates and a Senior Advisor to both MK Technology and the Trusted Trade Alliance, is a leading authority in the field of defense and dual-use trade and has unparalleled experience in counseling representatives of industry and government on export licensing requirements and procedures. His clientele ranges from major defense contractors such as Boeing, Lockheed Martin, Northrop Grumman, and General Motors to a number of mid-size and smaller companies. Mr. Suchinsky served as Licensing Branch Chief at the U.S. Department of State's Directorate of Defense Trade Controls (DDTC). Mr. Suchinsky played an instrumental role in drafting the current version of the International Traffic in Arms Regulations (ITAR).

George S. “Sam” Sevier Sam Sevier is Senior Advisor, and Director, Western Region to MK Technology and a Senior Advisor to the Trusted Trade Alliance. Since June 2010, he has been the Chair of the Defense Trade Advisory Group (DTAG) to the DDTC. He plays a key leadership role in this important forum for interchange between DDTC and organizations public and private affected by the ITAR. He was the Deputy Director, Defense Technology Security Administration (DTSA) 2003-2005 (Senior Executive Service rank) and a retired US Air Force Colonel serving eight years as Chief, Weapon Systems Division, Defense Security Cooperation Agency. He spent eight years in industry as Vice President (International Business and International Operations) Westinghouse and in a related position in Northrop Grumman. He was a Member of the US Delegation to the NATO Industrial Advisory Group, 1995-1999.

2010 saw a number of significant developments in the field of US export controls relating to military and dual-use items. These, along with a major reform effort currently underway to streamline and modernize the restrictions, licensing and reporting requirements on both dual-use and defense items will have implications for both non-US operations of US companies and European companies which deal with customers in the defense trade.

The U.S. International Traffic in Arms Regulations (ITAR) and their underlying laws and related procedures are often seen as a major challenge to companies looking to do business with customers or suppliers engaged in defense-related contracts. Because the determination of whether a particular good or technology falls under coverage of the ITAR or under dual-use export restrictions (or under no restriction at all) is often not an easy one, and licensing requirements for items determined to be defense-related are vastly different and often more complex than those for dual-use items, EU-based compliance managers at companies need a good grounding in both the structure and processes underlying the ITAR.

The speakers, based in Washington, DC and Washington State, act as consultants and trainers for clients affected by US export controls and filing requirements in the USA and Europe and have many years of experience dealing with the problems and needs of the import and export industries. Both have many years of service within the US government agencies controlling defense exports, and have been key figures in the interface between the private sector and government in keeping US export controls as up to date as possible.

The seminar is intended for participants with a good grounding in EU and export controls, and will be held in English, with speakers fluent in German available for translation of technical terms and for question and answer sessions.
