Exterior Fixes• Regularly clean gutters and downspouts. Make sure all drainage areas are unblocked by leaves and debris. Consider installing gutter guards to make the job a lot easier.• Use a screwdriver to probe the wood trim around windows, doors, railings and decks. Use caulk to fill the holes or completely replace the wood.• Lower humidity and cooler (not yet cold) tem-peratures make fall a good time to paint the exterior of your home.• Inspect your roof, or hire a licensed professional to examine your roof for wear and tear. If the shin-gles are curling, buckling or crackling, replace them. If you have a lot of dam-
age, it’s time to replace the entire roof. Also, check the flashing around skylights, pipes and chimneys. If you have any leaks or gaps, heavy snow and ice will find its way in.• To prevent exterior water pipes from burst-ing when the weather gets below freezing, turn off the valves to the exterior hose bibs. Run the water until the pipes are empty. Make sure all the water is drained from the pipes, if not; the water can freeze up and damage the pipes.• Wrap water pipes that run along exterior walls with heating tape. It will save energy and prevent them from freezing. • The change in tempera-ture and humidity and normal wear and tear can cause window seals to crack and shrink. Check your windows and doors inside and out for leaks and drafts. Caulk cracks or install weather strip-
ping around windows and doors, including the ga-rage door. Replace screens with storm windows and clean them if needed.
System Maintenance• Clean and replace filters in your furnace or heating system. Contact a licensed heating contractor to in-spect and service your gas heater or furnace to avoid carbon monoxide poison-ing. Your local utility com-pany will often provide this service for free.
• If you use a hot water system for heating, drain the expansion tank, check the water pressure, and bleed your radiators.• Check the attic to make sure the insulation is installed properly. The vapor barrier on insulation should face down toward the living space. If it is installed incorrectly (with the vapor barrier facing up) then the insulation will trap moisture causing pos-sible water problems. Cut slits in the vapor barrier to

Message from the 2018 LccA PresidentAmericans are in love with remod-eling. Television networks such as HGTV and DIY run 24 hours a day with shows like “BATHtas-tic” and “Design Star.” Magazines, websites and blogs feature happy home owners gushing over perfect room makeovers. And with the continuing challenging economy, more home owners have decided to stay in their current home longer, which has created higher demand for remodeling.
A survey released by the National Association of Home Builders (NAHB) shows that common re-modeling projects have increased, compared to previous surveys. And nearly 50 percent of remod-elers report seeing an increase in the number of home owners who undertake remodels to avoid moving. Bathroom and kitchen remodeling remain the two most common types of jobs, as they have been consistently since 2001. After 2009, however, bathroom and kitchen remodeling switched plac-es—bathrooms became the most frequent type of job for profes-sional remodelers. Seventy-eight percent of the survey respondents cited bathroom remodeling as one
of the most common jobs, an all-time high.
Home owners are frequently ask-ing for a high-end spa feel to their new bathrooms, with features and materials such as television screens built into mirrors, ex-otic wood finishes, recycled glass tiles and sophisticated lighting systems. Other popular features include those that enable a home owner to stay in their home as they age; including step-in tubs and shower stall benches and rails.
Both kitchen and bathroom remod-eling projects were up 17 percent from two years ago.
Other popular jobs were window and door replacements, room ad-ditions, handyman services and whole house remodeling, although whole house remodeling is down significantly from its peak in the mid-2000s.
The motivation behind many home owners’ decision to remodel has changed as well. The top two rea-sons for remodeling were the need to repair or replace old or outdated components and the desire for
better and newer amenities. More than 50 percent of remodelers said that these two reasons for remod-eling have become more common over the past two years.
In contrast, more than 20 percent of remodelers said there was a decrease in customers remodel-ing to increase home values as an investment or to prepare for a sale (whether distressed or not). Remodeling to accommodate a change in the number of people living in the home also received low scores.
Whether they are inspired by the amazing makeovers shown on television shows, or their changing lifestyle necessitates repurpos-ing spaces to make more efficient use of their home’s square foot-age, home owners are turning to professional remodelers to help improve their home.

Message from the LccA executive DirectorSooner or later you may join the millions of people who remodel their homes each year. Perhaps it was that moment when you realized that avocado green and harvest gold are no longer the in colors for today’s trendy kitchens. Or maybe you had an epiphany one day as you stood in line to use your own bathroom. Whatever the impetus, the thought has crossed your mind: Maybe its time to start a home remodel. The reasons for home remodeling are as varied as the projects we undertake.
Some of these include, adding more space, upgrading cabinets, counters, appliances, and fixture, creating a floor plan that’s cus-tomized for your lifestyle, improv-ing energy efficiency with new windows, doors, insulation, and climate control systems, Increas-ing the resale value of your home
The first step is to develop an idea of what you want to do with your home remodel. Write a prioritized list of your needs and wants. Look at magazines and websites and collect pictures of what homes or remodeling projects you like. The
more clearly you can envision the project and describe it on paper, the better prepared you’ll be in making your decision.
Think about traffic patterns, fur-niture size and placement, colors, lighting and how you expect to use the remodeled space. If your deci-sion to remodel involves creating better access for someone with limited mobility, you may want to consider contacting a Certified Aging-in-Place Specialist.
You may want to improve home efficiency and hire a remodeler for green home remodeling. These projects include replacing win-dows and doors, upgrading heat-ing and cooling systems, adding insulation, and other remodeling to make the home more energy-efficient, easier to maintain, and comfortable.
Figure out how much money you have to spend on the home re-modeling job, furnishings, land-scaping or any other cost you might incur.
Once you have created a list of what you would like out of your home, the next step is deciding how to accomplish your vision.
Hire a Professional Home Remod-eler. The best way to ensure your home dreams become reality is through the work of a professional home remodeler. These remodel-ers are of the highest integrity and standards in the industry.
Can you do it yourself? For the handyman or woman, a do-it-yourself project is both rewarding and cost-effective. However, more than 30% of all jobs home remod-elers perform come from failed do-it-yourselfers.
Should you move instead? Your needs may exceed what you can or want to do with your existing home.
If you’ve decided you want to hire a remodeler, contact the LCCA to learn how to choose a profession-al home remodeler, avoid contrac-tor fraud, and make your dream home a reality.

look for the reAltor® brAnD when buying or sellingWhy You Should Work With a REALTOR®
1. yOU’LL hAve An exPert tO gUiDe yOU thrOUgh the PrOcess. Buying or selling a home usu-ally requires disclosure forms, inspection reports, mortgage documents, insurance policies, deeds, and multi-page settle-ment statements. A knowl-edgeable expert will help you prepare the best deal, and avoid delays or costly mistakes.
2. get OBJective infOrMA-tiOn AnD OPiniOns. REALTORS® can provide local community informa-tion on utilities, zoning, schools, and more. They’ll also be able to provide objec-tive information about each property. A professional will be able to help you answer these two important ques-tions: Will the property pro-vide the environment I want for a home or investment? Second, will the property have resale value when I am ready to sell?
3. finD the Best PrOPerty OUt there. Sometimes the property you are seeking is available but not actively advertised in the market, and it will take some investigation by your REAL-
TOR® to find all available properties.
4. Benefit frOM their negOtiAting exPerience. There are many negotiating factors, including but not limited to price, financing, terms, date of possession, and inclusion or exclusion of repairs, furnishings, or equipment. In addition, the purchase agreement should provide a period of time for you to complete appropriate inspections and investiga-tions of the property before you are bound to complete the purchase. Your agent can advise you as to which inves-tigations and inspections are recommended or required.
5. PrOPerty MArKeting POwer. Real estate doesn’t sell due to advertising alone. In fact, a large share of real estate sales comes as the result of a practitioner’s contacts through previous clients, referrals, friends, and family. When a property is marketed with the help of a REAL-TOR®, you do not have to allow strangers into your home. Your REALTOR® will generally prescreen and accompany qualified pros-
pects through your property.
6. reAL estAte hAs its Own LAngUAge. If you don’t know a CMA from a PUD, you can un-derstand why it’s important to work with a professional who is immersed in the industry and knows the real estate language.
7. reALtOrs® hAve DOne it BefOre. Most people buy and sell only a few homes in a lifetime, usu-ally with quite a few years in between each purchase. And even if you’ve done it before, laws and regulations change. REALTORS®, on the other hand, handle hundreds of real estate transactions over the course of their career. Hav-ing an expert on your side is critical.
8. BUying AnD seLLing is eMOtiOnAL. A home often symbolizes family, rest, and security — it’s not just four walls and a roof. Because of this, home
buying and selling can be an emotional undertaking. And for most people, a home is the biggest purchase they’ll ever make. Having a con-cerned, but objective, third party helps you stay focused on both the emotional and financial issues most impor-tant to you.
9. ethicAL treAtMent. Every member of the NA-TIONAL ASSOCIATION of REALTORS® makes a commitment to adhere to a strict Code of Ethics, which is based on professionalism and protection of the public. As a customer of a REAL-TOR®, you can expect honest and ethical treatment in all transaction-related matters. It is mandatory for REAL-TORS® to take the Code of Ethics orientation and they are also required to complete a refresher course every four years.
Not all real estate practitioners are REALTORS®. The term REALTOR® is a registered trademark that iden-tifies a real estate professional who is a member of the NATIONAL ASSOCIATION of REALTORS® and subscribes to its strict Code of Ethics. Here are nine reasons why it pays to work with a REALTOR®.

When the National Association of REALTORS® (NAR) board of directors met in Washington, D.C. back in 2011, they did something remarkable by voting to enhance the performance standards of all 1,224 local REALTOR® Boards and all 50 state association of REALTORS®. Failure to comply with any of these standards by any association is punishable by revocation of an association’s charter. Even more remarkable is that this was the second time in two years that NAR had done this (the first in 2010), in the name of improving the Real Estate experience for all consumers.
The NAR is the largest trade association in America, with over 1 million members, and when you find a behemoth sized organiza-tion that can and will raise the bar
on itself, it is really quite extraor-dinary. The NAR wasn’t forced to do this, no law was passed, no court order was imposed and no regulatory agency rule was dictated. They, as a national association, did this in order to push our local associations and our individual members to be better in every way. They did this to ensure that every REALTOR® was pushed to grow in compe-tency and ethics to have a direct, positive impact on the consumer experience.
This raising of the bar is called the “Core Standards Initia-tive” and it has been adopted by every local and state association across our great country. These Core standards consist of six specific categories: code of ethics, advocacy, consumer outreach, unification efforts and support of the REALTOR® organization, technology adoption and finan-cial solvency.
Why does this matter, you ask? It matters because every member in the Lower Columbia Asso-ciation of REALTORS®, which covers Cowlitz, Wahkiakum and Pacific counties, is being held to a higher standard of professional development than non-member offices. It matters because you should want to have the largest financial transactions in your life managed and negotiated by a REALTOR® not just a real estate agent. It is important to remember that even though all
REALTORS® are real estate agents, not all real estate agents are REALTORS®.
At the Lower Columbia As-sociation of REALTORS® (Lo-CAR), we are focused on making sure that our members are sup-ported through continuing educa-tion opportunities and that they have met their CORE and ethics requirements so that we can keep the best of the best working for every buyer and seller in Cowlitz, Wahkiakum and Pacific counties. We are supported by the largest state association in Washington known as Washington REAL-TORS® (WR), and we are grateful for their support and direction to ensure that we function at a “best practices” levels.
We know that as three as-sociations (NAR/WR/LoCAR) we are better collectively because our focus is the enhancement and training of every licensed REALTOR®. We know that as a collective we can push for, and get, better trained REALTORS® in front of consumers which cre-ates a better environment inside the process of buying and selling homes. From national trends and issues on the horizon, to state forms training and government actions in Olympia, to local building trends and development issues, we are stronger as a group because we can see the larger pic-ture. Whether it is from a 50,000 ft. level or from the mountain tops or from a “boots on the
ground” perspective, all three associations are on the lookout at all times. We do this so that we can be the best advocates for our clients whether they be family, friends, referrals online leads or strangers who walk through the doors of our local office.
In the future, please remember that the REALTOR® trademark means something. It means that you are working with a real estate agent who is being held to a higher standard of conduct and training. That you are working with an agent who is investing in themselves financially to make sure that you as the consumer have the best experience possible when you buy or sell a home, second home, investment or com-mercial property. You are working with a person who gives back to their community because giving back matters.

Did you know that for over 100 years REALTORS® have been helping people just like you and me turn a house into our dream home? What does that mean exactly - Isn’t everyone who sells real estate a REALTOR®? No, is the short answer. The National Associa-tion of REALTORS® adopted the term “REALTOR®” 100 years ago in order to identify that its members are set apart through their commitment to protecting property ownership. “In 2016, we were proud to celebrate 100 years of distinc-tion of REALTORS® and the power they hold in protecting the American dream, advocating for property owner-ship and healthy communities, and making tomorrow a better place to live.” Only those real estate professionals who choose to be members of the National
Association of REALTORS® are able to brand themselves as a REALTOR®. Take a moment and look up the word “REALTOR®” in the dictionary. Interesting isn’t it? The word is actually owned by the National Association of REALTORS® to designate its members.
The REALTOR® brand has been strong in the Cowlitz County area since January 27, 1945. In the begin-ning, membership began with only 19 members. The group continued to grow and served to keep the American dream alive and well in our local communities. Fast forward to today when the Lower Columbia Association of REALTORS®
(LoCAR) represents more than 220 REALTORS® and 21 Affiliate members working in Cowlitz, Pacific and Wah-kiakum counties. Our membership is composed of residential and commercial REALTORS®, who are brokers, sales-people, property managers, appraisers, counselors and others engaged in all aspects of the real estate industry. Our Affiliate Members are loan officers, title experts, escrow officers, financial advisors, insurance agents, septic com-panies and other business professionals related to the purchase and sale of real
property. Our REALTOR® members are pledged to and honor a strict Code of Ethics that has been in place for over 100 years.
One of our primary missions as an association is to promote and protect private property rights and to preserve the free enterprise system, the right to own real property, and to keep the American dream of home ownership within the reach of all. REALTORS®
know the business-side of real estate, the ins and outs of an often complex, jargon and form-filled process. Let someone who knows the market guide you through, so you can get back to what you do best – take care of your family and go to work. A Homebuyers One Stop Shop
Originally constructed in 1924, the “Pickle” building at 1322 Commerce has housed a number of businesses in its lifetime. Realty ONE Group Pacifica’s Brad and MaryAnn Whittaker began a remodel of this brick building in March of 2018.
Following the remodel, the lower level has an industrial theme with repurposed wood and steel to pay homage to Longview’s history as a mill city. The remodeled second and third floors have offices for tenants and real estate agents, and feature a large room with lots of natural light that can be used for meetings and trainings. The Cowlitz PUD assisted with the energy and lighting retrofit, which improves the energy efficiency of the building.
This project has created a “one-stop shop” for prospective homebuyers. The remodel also brings convenience to shopping for a home with its Win-dow Vision Interactive Storefront. In the front window, potential homebuy-ers can stop and engage with current home listings, calculate an estimated mortgage payment, and connect with a broker, even when the building is closed. The bright illuminated display makes the home searching process interactive and fun.

Guide to Buying a Home
If you are thinking of buying a new home, you must pay close attention to many details to ensure that you find one that will suit your needs and preferences. Before you start shopping, you should sit down with the members of your household to discuss your preferences and the many options available to you. Here are some things you should consider:
Step 1: Financing Your Home
The first step in the home buying process is determining how much you can afford. To ensure that the financing process goes smoothly, buyers should consider pre-qualifying for a mortgage and having a financing commitment in place before shopping for a new home.
Step 2: Prioritizing Most-Wanted Features
Before you start shopping, you should sit down with the members of your household to discuss your preferences and the many options available to you.
An easy way to organize your thoughts is to write each separate feature that you want on a 3X5 card, and arrange the cards in order of their importance to you. For instance, if you like to cook, you may want a home with a large, well-equipped kitchen. Or you may settle for a small kitchen, so that you can have extra space for a library, office or playroom.
Some home buyers seek large, open interior spaces, while others prefer traditional rooms that afford more privacy.
While looking for a home, consider whether your needs are likely to change over time. If you plan to add rooms, find out if there is enough space on your site for such expansion and whether such additions are permitted by your local jurisdiction.
Step 3: Selecting the Type of Home
Options include single-family homes and condominiums. Some home buyers prefer homes with large yards. Others opt for condominiums where they can avoid yard maintenance entirely.
With a single-family home in a development, you’ll be responsible for your own yard and home, but may be restricted to certain design elements or other regulations if there is a home owners association.
A condominium is a home in a multi-unit complex, such as an apartment building or a townhouse cluster. You own the home, and you and your neighbors jointly own the common elements, such as the land around the complex, the parking areas, building exteriors, hallways, utility pipes and recreational facilities. A condominium owners association is responsible for maintaining the jointly owned elements. The day-to-day business of the complex is generally handled by a managing agency.

Now that you know the type of home and features you are looking for, and how much home you can afford, you’re ready to begin searching for your perfect home. Whether you use a REALTOR® to find an existing home or work with a builder to buy a new home, you’ll be more focused with your search.

If you are planning to put your house on the market this summer, it goes without saying that you are hoping to sell your home as quickly as possible and get your asking price. Set the stage for success with these 21 tips for styling and upgrading your home, and see results — fast.
1. Boost curb appeal. This is something you always hear, and with very good reason. Many people thinking of touring your home will do a quick drive-by first, often deciding on the spot if it is even worth a look inside.
2. Welcome visitors with an inviting porch. Even if you have only a tiny stoop, make it say “welcome home” with a clean doormat, potted plants in bloom and — if you have room — one or two pieces of neat porch furniture. Keep your porch lightson in the evenings, in case potential buyers drive by. Illuminating the front walk with solar lights is a nice extra touch, especially if you will be showing the house during the evening.
3. Get your house sparkling clean. From shining floors and gleaming windows to clean counters and scrubbed grout, every surface should sparkle. This is the easiest (well, maybe not easiest, but certainly the cheapest) way to help your home put its best foot forward. You may want to hire pros to do some of the really tough stuff, especially if you have a
large house. Don’t skimp — this step is key!
4. Clear away all clutter. If you are serious about staging your home, all clutter must go, end of story. It’s not easy, and it may even require utilizing offsite storage (or a nice relative’s garage) temporarily, but it is well worth the trouble. Clean and clear surfaces, floors, cupboards and closets equal more space in the eyes of potential buyers, so purge anything unnecessary or unsightly.
But it’s my style! Guess what? It may not be the style of those seeking to buy a house in your neighborhood. So even if you have an awesome vintage-chic look going on, rein it in for the sake of appealing to the most number of people. You can bring your personal style back into play in your new home.
5. Strike a balance between clean and lived-in. Yes, I know
I just said to get rid of all your clutter (and you deserve a big pat on the back if you did it), but now it’s time to judiciously bring back a few elements that will really make your home appealing. Think vases of cut flowers, a basket of fresh farmer’s market produce on the kitchen counter or a bowl of lemons beside the sink.
6. Style your dining room table. The dining room is often a blind spot in decorating the home. Between dinners, a large dining table can look bare and uninviting, so styling it up with visitors in mind can increase the appeal. An oversize arrangement can look too stiff and formal, so try lining up a series of smaller vessels down the center of the table instead.
7. Take a good look at your floors. At the bare minimum, give all floors a thorough cleaning (and steam clean carpets), but consider having wood floors refinished if they are in poor shape. If you don’t
want to invest in refinishing floors, the strategic placement of area rugs can go a long way.
8. Rearrange your furniture. In the living room, symmetrical arrangements usually work well. Pull your furniture off the walls and use pairs (of sofas, chairs, lamps) to create an inviting conversation area.
9. Choose sophisticated neutral colors. Now is not the time to experiment with that “fun”-looking lime green. But that doesn’t mean you need to go all white, either. Rich midtone neutrals like mocha and “greige” create a sophisticated backdrop that makes everything look more pulled together.
10. Create a gender-neutral master bedroom. Appeal to everyone with a clean, tailored master bedroom, free of personal items and clutter. You can’t go wrong with clean, crisp linens, tasteful artwork and a blanket folded at the foot of the bed.

11. Open those closets! Open-house visitors will peek inside your closets. Closet space can be a make-it-or-break-it selling point for buyers, so show yours off to their full advantage by giving excess stuff the heave-ho. Again, this is really important, so even if you need to store a few boxes elsewhere, it’s worth it. Aim to have 20 to 30 percent open space in each closet to give the impression of spaciousness.
12. Clean up toys. Of course there will be families with children looking at your home, but just because they have kids too doesn’t mean seeing toys strewn everywhere will sell them on the place. When people are house hunting, they are imagining a fresh start. Show them that in this house, it is possible to have a beautifully organized kids’ room, and they might be swayed.
13. Use “extra” rooms wisely. If you have been using a spare bedroom as a dumping ground for odd pieces of furniture and boxes of junk, it’s time to clean up your act. Each room should have a clearly defined purpose, so think about what potential buyers might like to see here. An office? A guest room? Another kids’ room? Whether you buy inexpensive furnishings, rent them, or borrow some from friends, making a real room out of a junk room will have a big payoff.
14. Try a pedestal sink to maximize space. If you have a small bathroom but a huge cabinet-style sink, consider swapping it out for a simple pedestal version. Your bathroom will appear instantly bigger.
15. Use only perfect personal accents. Especially in the bathroom, it is important that anything left out for visitors to see is pristine. If you have a gorgeous fluffy white bathrobe, hanging it on a decorative hook on the door can be an attractive accent —but if your robe is more of the nubby blue floral variety, you might want to hide it away. Look at every detail with a visitor’s eye — bars of soap should be fresh and clean, towels spotless, the garbage always emptied (you get the idea).
16. Entice people to explore the whole house. By placing something that draws the eye at the top of the stairs, in hallways or in corners, you can pique curiosity and keep potential buyers interested throughout a whole home tour. A piece of artwork, a painted accent wall, a window seat, a vase of flowers, a hanging light or even a small, colorful rug can
all work to draw the eye.
17. Show how you can use awkward areas. If you have any room beneath the stairs, or a nook or alcove anywhere in your home, try to find a unique way to show it off. By setting up a small work station, a home command center with a bulletin board, or built-in shelving, your awkward spot becomes another selling point.
18. Beware pet odors. Really, this can be a big one! If you have pets, get all rugs steam cleaned and be extra vigilant about vacuuming and washing surfaces. Also be sure to keep any extra-loved pet toys and doggie bones hidden when tours are scheduled.
19. Create a lifestyle people are looking for. Generally speaking, you want to play up what your neighborhood or area is known for. Have a house in a quiet, grassy suburb? Hanging a hammock in your backyard and a bench
swing on your porch could be the perfect touch.
20. Stage the outdoors too. Even if your condo has only a teensy postage stamp–size balcony, play it up with a cute café table and chairs, a cheerful tablecloth and even a little tray of dishes or a vase of flowers. When people look at this scene, they won’t be thinking “small,” they will be thinking, “What a charming spot to have breakfast!”
21. Think seasonally. Make sure your garden is in beautiful shape in the summer, and that any extra features you have, like a pool or a fire pit, are cleaned and ready to go. Take advantage of the cozy vibe of the season in autumn and winter, by building a fire in the fireplace and simmering hot apple cider on the stove.

allow moisture to escape. To install attic insulation, unroll the insulation with the paper side out. Install small pieces of insulation between the joists on the attic floor. Be careful not to step between the joists.
Fall Garden Maintenance • Fall is the perfect time to divide or move perennials. Remove dead annuals and mulch hardy perennials. Annuals typically die when temperatures drop below freezing. But perennials often appear as though they too have bitten the bullet. That’s because their top growth dies back, although in most cases the root ball is hardy enough to survive even extreme temperatures, especially if it’s covered with a layer of mulch.• The best time to mulch perennials is after the first hard freeze. Just make sure you don’t cover the crown or center of the plant, be-cause that can lead to rot.• Clean garden tools be-fore storing for the winter.• Trim dead branches out the trees to prevent them from coming down and causing damage in a win-ter storm.• Rake up the thick layers of leaves that settle on lawn surfaces. Large leaves in particular, especially when they get wet, can compact to the point where they suffocate the grass below and lead to all
kinds of insect and disease problems. So it’s a good idea to routinely rake or blow them off the lawn or, better yet, use a mulching mower to shred them into fine pieces.• Put the raked leaves in the compost pile or use as a mulch. Whatever you do, don’t waste fallen leaves because they’re an excellent source of nutri-ents and organic matter. You can also add them to flower beds to put a winter blanket on your garden.• Fall is a good time to aer-ate your lawn; it will allow moisture and nutrients to get into the roots. When you’re done, spread fertil-izer then grass seed.• This will be the ideal time to sow cool-season grasses such as fescue and rye - it will give them the opportunity to germinate and develop a good root system before freezing temperatures arrive. It’s also the right time to fertil-ize turf grasses, preferably with slow-release, all-nat-ural fertilizer. When given adequate nutrients, turf grasses have the ability to store food in the form of carbohydrates during the winter months. That will mean a better-looking lawn come spring.
Check for Pests
• Pests love attics because they are full of nice warm insulation for nesting, and they offer easy access to
the rest of the house. With gable vents that lead into the attic it is a good idea to install a screen behind them to keep those critters out.• Even after closing off those entryways, pests can still find a way in. The first place to check for any unwanted guests is under the kitchen cupboards and appliances.
Safety Checks • Each fall, check carbon monoxide detectors and smoke alarms and put in fresh batteries. These are very important detec-tors to have in a home. A smoke alarm can save lives in a house fire. A carbon monoxide detector can also save lives if a home has oil or gas-burning ap-pliances, like a furnace or water heater.• Carbon monoxide is an invisible, odorless byproduct of burning oil or natural gas, and it can be deadly. For just a few
dollars, a carbon monox-ide detector will sound an alarm if the levels get too high.• Always install carbon monoxide detectors ac-cording to manufacturer’s instructions. Generally they should be installed near each potential source of carbon monoxide, and within ear shot of the liv-ing and sleeping areas.• Have your wood-burn-ing fireplace inspected, cleaned and repaired to prevent chimney fires and carbon monoxide poison-ing.

VERY IMPORTANT: The Residential Weatherization Program is provided through the Bonneville Power Administration. Funds are currently available but can change or end at any time. If funds are not available, the owner’s name will be placed on a waiting list and contacted when and if
they become available. Only homeowners can place a residence on the waiting list.
Guidelines and RequirementsProgram funding is available to residential, owner-occupied, as well as rental dwellings. The funding is available in the form of a rebate and not as a loan.
Residential Building Eligibility: The following criteria must be met to be eligible for program rebates:
1. Both existing site-built and manufactured homes are eligible. 2. The residence must have permanently installed electric heat prior to authorization of
weatherization work. Some portable electric heating systems may meet this requirement. If the home is partially heated by oil, gas or wood, only the portion of the home with permanently installed electric heat will qualify. However, a home with an operable central ducted gas, oil or wood heat system and no permanently installed electric heat will not qualify under any conditions. 3. An energy audit must be performed on the residence by a PUD Energy Efficiency Specialist prior to the installation of weatherization measures in order to be eligible for rebates.
Rotten or Pest-infested Building Members: Insulation and any other authorized weatherization-related work must not be installed over or under rotten or pest-infested spaces and/or building components (i.e. wall studs, joists, etc.). Any needed repair work must be done at the homeowner’s expense prior to weatherization. A routine crawl space inspection by a qualified pest inspection contractor is highly recommended by the PUD prior to weatherization.

Listed below are the rebates available for an eligible residence.
Low-income status is determined by the Lower Columbia Community Action Program (CAP) and is based on the total gross income of the individual(s) living in the home. To qualify for low-income rebates, Cowlitz PUD must receive verification of low-income status from CAP prior to approval of any weatherization work.
If you think you or your tenant may qualify for low-income funding, please call CAP’s Weatherization Department at (360) 425-3430 Extension 226 for an appointment to review your financial situation.

Residential Weatherization ProgramResidential Weatherization Program
Courtesy Contractor ListAny independent contractor or building/general contractor currently licensed and bonded in the State of Washington is eligible to perform installation of weatherization measures under the Residential Weatherization Program. Contractors must comply with the PUD’s/BPA’s installation and material standards and specifications. To assure program standards and specifications are met, all weatherization work must be inspected by the PUD.
Rebates are only available for PUD-pre-authorized weatherization measures installed by contractors currently licensed and bonded in the State of Washington.Cowlitz PUD cannot be held responsible for contractor-caused damages or work done beyond the scope of the weatherization specifications, nor for any lien(s) placed on your property by your contractor’s supplier(s).
Cowlitz PUD does not specifically endorse or recommend any one contractor or any one product over another. It should be understood that the contractor selected is the homeowner’s choice of contractor, and the work performed is for the homeowner. The PUD merely acts as an agent for the rebate to be provided to the contractor or homeowner. However, if you have challenging problems with your contractor, please contact the PUD’s Energy Efficiency Services as soon as you can.
If your home was built prior to 1978, consider contacting a Lead-Safe Certified contractor. More information is available from the Washington State Department of Commerce (http://www.commerce.wa.gov/Programs/services/Paint/Pages/LeadBasedPaintLawsandRules.aspx).Please do not request bids from contractors unless you intend to proceed in a timely manner. Bid proposals older than 1-year will not be accepted by the PUD.

1. Call Energy Efficiency Services to determine eligibility for our program.
2. Request bids from contractors that are licensed and bonded in the state of Washington. We recommend getting at least two bids. You can verify that a contractor is licensed at: https://secure.lni.wa.gov/verify/. 3. Call Energy Efficiency Services to schedule an appointment to review your bid(s) at the PUD’s main office. During the appointment, you will select the contractor of your choice.
4. The Energy Efficiency staff member will inform the contractor that they’ve been chosen if they are on the PUD “Courtesy Contractor List.” If the selected contractor is not on the “Courtesy Contractor List,” the homeowner is responsible to inform the chosen contractor. In both cases, letters and related documents will be sent by the PUD to the homeowners and contractors, allowing for those parties to communicate and schedule the pre-authorized weatherization work.
5. Rebates will be issued after weatherization measure(s) has passed a PUD inspection.

what happens next?The utility companies will send a worker to locate buried lines (for FREE) that might be near your proposed digging area. They will only mark the lines they own. They will not mark any private lines, such as: lines going to fire pits, BBQ’s, fountains, spas, yard lights, out buildings, etc.
Each utility company will mark their lines (for FREE) using paint, chalk, flags or whiskers using a standard color code.
what will it cost me?Nothing! The entire process is paid for by the utility companies to help PREVENT DAMAGE to their buried lines. Do I need a permit to call 811 to get buried lines located and marked? – NO!How long will the process take? - Ex-cept in cases of extreme acts of nature, workers will be out within 2 business days (not including weekends or holi-days) after you call 811 or complete the process online.
