Nyquist Theorem states that 22,050 Hz sample rate can produce frequencies up to 11,000Hz..... plenty good for voice (300-3500 Hz)

Why not sample at max possible?22-44 kHz just capturing noise
The more info you present to the encoder, the more bandwidth it must utilize to reproduce it.

Recommendation for Podcasting
Bit Depth 16
Sample Rate 22,050 Hz (some MP3 players do not play files recorded at sample rates of 22 or 48 kHz) = 5 mbytes/min
Encode to MP3 at 64 Kbps = 0.5 mbytes/min
