ADS-B IMPLEMENTATION IN TAHITI FIR

(Presented by SEAC French Polynesia)

SUMMARY

This paper provides information on the ADS-B project in Tahiti FIR.

1. INTRODUCTION

1.1 Currently French Polynesia domestic airspace surveillance is provided through a

Secondary Radar located on the main Island Tahiti. This radar covers only the part of the controlled

area which is most frequently used. The current radar has an expected life of 15 years.

1.2. The ADS-B project has been launched to improve safety, surveillance, and efficiency.

2. DISCUSSION

2.1 A first project was undertaken in 2002. It has been abandoned in favour of radar

which implementation took place in 2009.

2.1 Implementation of 9 ADS-B receivers is scheduled to allow traffic surveillance on the

domestic network. Report to ADS-B slideshow on attached document.

3. ACTION BY THE MEETING

3.1 The meeting is invited to note the information contained in this paper.

Initial need : VHF coverage extension

Pros Communication quality improvement

 Possible frequencies consolidation

Methods harmonization and simplification Decrease of emergency phases activation

Non dependence on solar radiation (HF)

 RNAV/GNSS separations

Cons Limited range compared to HF, involving more frequencies

changes

1313ADS-B SITF / April 2014 / Hong Kong

Other need: surveillance extension

Safety enhancement“ Radar-like” separation ability

 Airspace capacity improvement

 Flight profiles optimization

 Delays decreasing

SSR spare to face Maintenance program

 Failure

End of life expected in 2030

Search And Rescue Service improvement

How many receivers? Which sites?

9 ADS-B receivers (2 in 2014, 3 in 2015 et 4 in 2016)

Start on existing VHF sites : easy spreading at low cost

Other criteria Fit to main domestic flows

Fit to experimentation (ATM system interoperability)
