BACKGROUND

1. The Governor General declared the Australian Service Medal with clasp "Special Operations" (ASM with clasp "SO") on 29 Jun 01, for recognition of members who undertake service in undeclared operations of a hazardous nature. The Governor General declared the Australian Service Medal with clasp "Counter Terrorism/Special Recovery" (ASM with clasp "CT/SR") on 11 Mar 11 for recognition of members who serve in a Tactical Assault Group or a Recovery Force.

2. Previous SOCAUST Directives covering the ASM with clasp "CT/SR" (ref A and B) are cancelled and superseded by the issue of this revised Directive.

AIM

3. To coordinate the further issue of the ASM with clasp "SO" and ASM with clasp "CT/SR"* to current members of SOCOMD and to assist with the review and vetting of medals for other current and former members of the ADF.

Commander's Intent

4. My intent is to:

a. oversee the rapid assessment and submission of details for those current members of SOCOMD who meet the medal criteria in accordance with the ASM Determinations for the clasp "SO" and "CT/SR";

b. assist Defence Honours and Awards (DH&A) with the vetting and approval of other members and former members of the ADF;

c. engage with DH&A on matters relating to the qualifying criteria of the medal; and

d. ensure key groups of qualifying personnel are suitably recognised at appropriate ceremonial activities.

GUIDANCE ON ASM WITH CLASP "SO" ELIGIBLE MEMBERS

5. For the ASM with clasp "SO" the eligibility criteria reflect the recommendations made by CDF in his request to create the medal (ref C). To be eligible, members must have undertaken service that is both:

a. Sensitive. A special operation is considered to be sensitive if:

( 1) the Operational Directive enforced a low profile on the operation; or

(2) the Operational Directive detailed the requirement to conceal the SF FE unit of ongm; or

(3) the nature of the tasking implies that SF involvement in the conduct of the operation should be protected; and

(4) compromise of the operation could have adverse strategic impact.

b. Hazardous. The service must meet the hazardous criteria as per the ASM non­warlike service standard. For the award of the ASM with clasp "SO" this is met if:

(1) the operation was conducted in a declared operational area; or

(2) the operation was conducted in or adjacent to an area experiencing instability, internal unrest, or conflict; and

(3) the operation involved the risk of direct confrontation with an armed opponent; or

( 4) the environmental conditions exposed the operator to significant risk; or

(5) compromise of the operation could have adverse implications for the operator.

Further Guidance

6. The ASM with clasp "SO" is not awarded where the member is eligible for a separate award of ASM or AASM for the same period. Therefore, special operations conducted within a military AO recognised by the award of an ASM or AASM with another clasp, ie AASM with clasp "ICAT", are not eligible. Activities that are recognised under the ASM with clasp "CT/SR" medal are not eligible for the award of the ASM with clasp "SO".

7. Members must meet the eligibility for the awarding of the ASM before consideration is given to the issue of the clasp "SO".

8. Eligibility for clasp "SO" and "CT/SR" will be reviewed once the Operational Service Medal formally replaces the ASM and AASM. There will be no additional entitlement to the OSM if a member has already received an ASM with clasp "SO".

9. Annexes A and B provide a decision support process flow and go/no go matrix to support consideration. The SOCOMD Honours, Awards, Recognition and Decorations (HARD) Board will evaluate individual or group circumstances that require further consideration.

GUIDANCE ON ASM WITH CLASP "CT/SR" ELIGIBLE MEMBERS

Tribunal Recommendations

10. The DHAA T Report (ref D) made the following recommendations for awarding the ASM with clasp "CT/SR":

a. Recommendation 1: Service in an online Tactical Assault Group (TAG) since its inception in 1980, as well as service in the interim TAG in 1979 should be recognised by the award of the ASM with a new clasp, to be entitled Clasp "CT /SR".

b. Recommendation 2: To be eligible for a medal, recipients should:

Eligibility

(1) Have served in the online TAG for a minimum of 60 days continuous;

(2) Have been a member of the TAG, which comprises a Special Operations Command and Control Element signallers, intelligence staff and other specialists

and

(3) Have been a specialist member of the ADF, e.g. Special Operations aviation personnel in support of the TAG, as long as they meet the requirement to serve continuously online for 60 days.

11. For the ASM with clasp "CT/SR" the eligibility criteria reflect the recommendations and intent of the DHAAT Report (ref A). The three key eligibility criteria are:

a. Directly Force Assigned to a TAG or Recovery Force. To be eligible, a person must have been a member of a recognised TAG in either SASR or 2 Cdo Regt. To establish a baseline of the TAG composition, it will consist only of the following Force Assigned elements:

(1) Members of the directly assigned to TAG and/or

(2)

b. Must have served in the specified position for the required 60 days continuous. There is a specific qualifying period for this award as well as a minimum period of service requirement. The detail of these are:

(1) Service in the SASR TAG or Recovery Force, including the Interim TAG, which commenced from 31 Aug 79;

(2) Service in 4 RAR (Cdo) I 2 Cdo Regt following TAG (E) coming on-line from 22 Jul 02; and

(3) It should be noted that the qualifying period 1s 60 days continuous, not cumulative service.

c. Require specialised training to operate effectively at the incident site. Eligible members must be tasked with moving forward of the mounting base as part of the TAG/Recovery Force and must be specifically trained to operate in a CT environment. This training requirement will change as new threats and procedures emerge, but examples are:

( 1) CBRN training;

(2) Incident site procedures; and

(3) Insertion methods.

12. Annexes C and D provide a decision support and go/no go matrix. The SOCOMD HARD Board will evaluate individual or group circumstances that require further consideration.

Further Guidance

13. At the HARD Board Meeting on 14 Dec 10 it was recognised that the intent of the ASM with clasp "CT/SR" is primarily to recognise the considerable undertaking of core members of the TAG, specifically the significant dedication, commitment and training requirements that these individuals undertake and endure. In addition, the award aims to recognise the significant efforts of those involved in the early development of the capability, which incurred both injury and death.

14. The key consideration for eligibility is force assignment to a specific TAG for a continuous period of 60 days. This is consistent with the qualifying requirements referred to by the DHAAT in the recommendations of their Report. Consequently, Liaison Officer, Support Force and other staff who are 'on call' to support the TAG and/or posted to SASR or 2 Cdo Regt but not Force Assigned or dedicated to TAG duties are not eligible. Those supporting elements involved in support of a wider operation consisting of a TAG element, but not force assigned to the TAG Task Force/Group, do not qualify. t If however the TAG is activated for a live mission and that mission endures for less than 60 days, individual eligibility will be considered on a case-by-case basis by the SOCOMD Subject Matter Expert (SME).

t An example: Only those force assigned to specific TAG as part of OP GOLD, as most of OP GOLD members where in support of the Olympics by conducting ceremonial, administration, crowd control (through VCP/CCP) and V AP (via search or static protection) etc not directly supporting the CT role.

THE APPLICATION PROCESS

ASM with Clasp "SO"

15. Units who consider their members as eligible for award of the ASM with clasp "SO" are to send applications to the SOHQ Branch for consideration. Other members or former members are to apply through DH&A. DH&A will then refer the application to SOHQ for HARD Board consideration.

16. The staff will coordinate SME advice on the eligibility and provide a recommendation to the HARD Board for their endorsement. If the HARD Board recommends that the member/s are eligible for the ASM with clasp "SO", a brief to the CDF through DOPERS-A and CA will be raised requesting CDF to authorise award of the medal. CDF' s approval or non-approval will be advised to DH&A who will then advise the individuals of the outcome, issue the medal or clasp as required, and make the appropriate entry in PMKeyS.

ASM with Clasp "CT /SR"

17. SOCOMD is engaged with both Army and DH&A to expedite the issuing of the ASM with clasp "CT/SR" and to provide oversight of to whom and in what circumstances medals are awarded.

18. The processes to be adopted are:

a. SOCOMD members currently performing TAG duties:

(1) A verified list of those currently committed to TAG duties that have completed 60 days continuous service is to be raised by SOCOMD units, reviewed and verified by the CO and submitted to SOHQ;

(2) SOHQ will review and submit the list to SOCOMD HARD Board for review and SOCAUST endorsement. The endorsed list is submitted to DH&A; and

(3) DH&A will pass the list (schedule) for approval to the Governor General. Advice on acceptance of the list is then returned to SOCOMD and subsequently passed down to units. DH&A will then issue medals and complete the PMKeyS entry.

b. SOCOMD members assigned to parent unit but not currently performing TAG duties: A separate list is to be raised by the SOCOMD parent unit and staffed as detailed above for those members who qualify for the CT/SR clasp, but were omitted from previous lists.

c. Other members or former members of the ADF:

(1) This group, which includes current serving members of the Army, Navy and RAAP, including Standby and Active Reserve, and members of the ex-service community, are to apply utilising form AD807 available through the DH&A website Chttp://www.defence.gov.au/medal ;

(2) DH&A will then research and compile lists of potentially eligible persons, consulting records at CARO and other data bases as required. These lists will then be submitted to SOHQ;

(3) The SOCOMD SME will conduct an initial review utilising Annexes C and D and based on policy and past clearances, will submit the list/individual back to DH&A, advising the reasons why an application will not be considered further or to the relevant TAG unit CO for review and comment;

(4) The reviewed lists from units will then be returned to SOHQ for a second review by SOCOMD SME and then passed to the SOCOMD HARD Board and SOCAUST for endorsement; and

(5) The endorsed lists will be then passed to DH&A. DH&A then advises the individuals of outcomes, issues the medal or clasp as required, and makes the appropriate entry in PMKeyS.

ROLES AND RESPONSIBILITIES

19. Key staff Roles and Responsibilities are as follows:

a. SOHQ Staff Lead: DSOS.

b. Staff responsibilities:

(1) ASM with clasp "SO" SOCOMD SME. The is appointed as the SOCOMD SME and is to coordinate and provide advice on the eligibility of the ASM with clasp "SO".

(2) ASM with clasp "CT/SR" SOCOMD Subject Matter Expert (SME). The SOCOMD is appointed as the SOCOMD SME and is to coordinate and provide advice on the eligibility of the ASM with clasp "CT/SR".

(3) HARD Board. The staffing of lists between DH&A, units and the SOCOMD HARD Board is to be facilitated by the SOHQ

Unit Tasking

20. ASM with Clasp CT/SR: Unit specific tasking is as follows:

a. All SOCOMD Units less SASR and 2 CDO:

(1) Raise a list of any members who have completed TAG service to the relevant TAG unit CO for comment;

(2) Conduct medal presentation ceremonies as required to recognise current and past SOCOMD members; and

(3) Maintain an agreed OMD for TAG and load onto PMKeyS.

b. SASR and 2 CDO:

(1) Raise and staff a list of current members serving as part of the unit TAG to the Unit CO for clearance as they qualify (60 days) and submit to SOHQ;

(2) Raise and staff a list of current posted members who have previously served as part of the unit TAG and submit to SOHQ; and

(3) Review lists of TAG members from DH&A and other SOCOMD units as required.

c. SOHQ:

(1) Oversee all aspects of the implementation of this medal;

(2) Collate lists from units and staff for review by SME ;

(3) Submit lists to the SOCOMD HARD Board and SOCAUST for endorsement;

(4) Submit SOCOMD's endorsed lists to DH&A; and

(5) Conduct communications or Public Affairs activities as required.

AHQ OVERSIGHT

21. DGPERS-A is responsible for Honours and Awards policy. DCOORD-A is responsible for the coordination and oversight of ceremonial activities.

RESOURCING

22. No specific resources have been set aside for this activity. Resourcing to support the conduct of the required ceremonial activities should be identified and met within current unit allocations in the first instance. Requests for additional resources are to be forwarded to Staff effort should be supplemented through the use of Part Time personnel (ARTDs) where needed.

COMMUNICATIONS AND PUBLIC AFFAIRS

23. A SOCOMD Communications and Public Affairs Plan is to be raised by the PAO m consultation with when required.

CONCLUSION

24. The awarding of the ASM with clasp "CT/SR" is recognition of the significant undertaking individuals accept when performing CT/SRO roles. Similarly, the ASM with clasp "SO" is awarded to members undertaking sensitive and hazardous operations. The appropriate and well executed administration, review and presentation of medals is essential to ensure that this effort and sacrifice is appropriately recognised.

INTENT STATEMENT (04109) FOR RAISING OF 2 CDO REGT

1. Introduction. 4RAR was first raised as a light infantry battalion in 1964. With the reorganisation of the Army in 1973, 4RAR was linked with 2RAR to form 214RAR. They remained linked until 1995 when the units were delinked to again become independent light infantry battalions. In 1996 the Government directed that 'a second commando regiment be established to redress a shortfall in the ADF's ability to conduct special recovery and strike operations.' The CGS achieved this by directing the conversion of 4RAR from an infantry battalion to a commando regiment and, in Feb 97, the unit commenced its conversion and was renamed 4RAR (Cdo).

2. Through the development of four commando company groups, the recent DFRT valuation of commando qualifications and the establishment of a purpose built Special Operations working area, 4RAR (Cdo) has reached its near mature state as a special operations unit. Retitling of the unit stands as the only task still to be achieved in satisfying the government direction to raise a 'commando regiment'. Furthermore, the base trade of 4RAR (Cdo) consists of soldiers who are commandos (ECN 079) compared to conventional infantry battalions (ECN 343). The differential between the skills of these two related trades was formally established and accepted during an extensive DFRT submission. This ECN difference, manifest in different skills and selection for service, has produced a very strong esprit-de-corps and unit identity. This has been reinforced through operational service as a commando unit in East Timor, Iraq and Afghanistan.

3. On the basis of research and consultation, CA has decided that the time has come to finalise the raising of the second commando regiment. The unit, like the 1st Commando Regiment, will draw upon the history of the WWII commandos. The second commando regiment to be raised by Army will be named the 2nd Commando Regiment (2 Cdo Regt) acknowledging both its order of raising and the history of the 212nd Cdo Sqn (also known as the 2nd Australian Independent Company). The 212nd Cdo Sqn was arguably the most famous and operationally committed of the commando squadrons in WWII. Additionally, the 212nd Cdo Sqn was heavily involved in the 'special operations' conducted in Timor during 1942, thereby reflective of the initial operational experiences of the current regular commando unit.

4. Aim. The aim of this intent statement is to provide guidance on preparatory staff action in order to raise 2 Cdo Regt.

INTENT STATEMENT

5 . Purpose: Army is to conduct complete staff, ceremonial and public affairs actions in order to retain 4 RAR on the order of battle, without unit entitlement, and raise 2 Cdo Regt.

6. Method: The following guidance is provided:

a. 2 Cdo Regt is authorised to assume the 'commando' history and memorabilia associated with 4 RAR (Cdo); in particular the OP SLIPPER Unit Citation for Gallantry (UCG).

b. 4 RAR is to remain on Army's ORBAT although the unit is to be 'laid up' in exactly the same way that 819 RAR was. All history and memorabilia associated with 4 RAR is to be handed back to the RAR. The 'Rock' is to be returned to the 4 RAR Association. A CA Directive is to articulate precisely what 'laid up' entails.

c. The 'chop' date is to be no earlier than 1 May and no later than 1 Jul09.

d. HCD-A is to prepare Army's advice to government (through CDF to MINDEF). SOCOMD and COFS AHQ supporting. Target date 20 Feb.

e. HCD-A is to lead the drafting of the supporting CA Directive. SOCOMD and HOC RAInf supporting. Target date 20 Mar.

f. At least ten days prior to the chop date, CA will require personal assurance from HOC RAInf that 4 RAR has been properly and appropriately 'laid up'.

g. SOCAUST is to lead the PAIcomms strategy. HOC RAInf and COFS AHQ supporting. This is to include, as a minimum, correspondence with the RAR Association, 4 RAR Association, RAR Honorary Colonel, RAR Foundation and other interested parties, in order to convey the rationale and decision.

h. This intent is sensitive information, given that CDF and MINDEF have yet to be briefed. Accordingly all addressees are to treat the information as caveated material.

i. SOCAUST is to back brief CASAC a minimum of one month prior to the 'chop' date on key issues1concerns.
