PCA “On Tap” was a hit! A combined total of over 125 people filled the room (over 60 PCA and Plumbing Council contractors and guests and 29 exhibitors) as they enjoyed a casual, yet informative evening of networking and socializing activities. Twenty-four PCA Associate members and five industry partners arrived early to set up expo booths around the perimeter of the ballroom as the evening’s event replaced the regularly-scheduled September PCA Membership Meeting. Following brief business and welcoming remarks from PCA President Dave Ariano and Executive Director S.J. Peters, guests were treated to an autumn themed buffet featuring brats, chili, hot pretzels and a sweet table filled with pumpkin cheesecakes, apple cider donuts and more. Leinenkugel craft beers were also available for tasting as company representatives were brought in to discuss the new line up of four different fall favorites to the brewery’s long list of beverage selections. The PCA hosted its first-ever Associate Membership Expo and Autumn Fest to rave reviews on September 13, 2016 at Harry Carey’s in Lombard, Illinois. PCA “On Tap” was a hit!

A combined total of over 125 people filled the room (over 60 PCA and Plumbing Council contractors and guests and 29 exhibitors) as they enjoyed a casual, yet informative evening of networking and socializing activities.

Twenty-four PCA Associate members and five industry partners arrived early to set up expo booths around the perimeter of the ballroom as the evening’s event replaced the regularly-scheduled September PCA Membership Meeting.

Following brief business and welcoming remarks from PCA President Dave Ariano and Executive Director S.J. Peters, guests were treated to an autumn themed buffet featuring brats, chili, hot pretzels and a sweet table filled with pumpkin cheesecakes, apple cider donuts and more.

Leinenkugel craft beers were also available for tasting as company representatives were brought in to discuss the new line up of four different fall favorites to the brewery’s long list of beverage selections.

Once everyone had their entire fill of food and drinks, the official start of the PCA Associate Member Expo began.

To entice our plumbing contractors and guests to visit each booth, the PCA distributed a “passport” style card with all of the exhibitors listed. After talking with each Expo participant, the passport was initialized and later turned in upon completion to win raffle prizes donated by our PCA Associate members.

While the “passport” concept helped ensure steady booth traffic, our PCA member contractors, Plumbing Council affili-ates and invited guests didn’t need much reward to want to learn more about all of the valuable services and useful

products available from each one of our exhibiting PCA Associate members and industry partners.

New Lead Safety Brochure Available to PCA & Plumbing Council Contractors

The PCA and the Illinois PHCC have collaborated to develop a new brochure on lead safety in drinking water. This informative 8-panel brochure helps educate the public on this timely safety issue and releases PCA, Plumbing Council and PHCC contractors from potential liability when performing work on lead pipes. The brochure drafted by Illinois PHCC Executive Director Bev Potts (who also serves on the Illinois Lead Poisoning Elimination Advisory Council) along with contributions from PCA and Plumbing Council Executive Director S.J. Peters was thoroughly reviewed by PCA Associate Member and attorney Jason Loebach. It explains what consumers can do to reduce their exposure to lead in their home; offers advice on hiring licensed plumbing contrac-tors to test the lead in water systems; provides helpful industry website links; and includes a consumer acknowledgement and release form for our contractors to keep for their own records. Why is lead in water a problem?

Too much lead entering your body from drinking water can cause health issues, especially in children. Children 6 years old and younger are the most susceptible. The greatest risk is to infants (particularly if they are drinking formula prepared with tap water), young children, and pregnant women. The effects of lead have been linked to lower IQs, and behavioral issues in children. Water that may contain lead would only be a danger if it is used for drinking or cooking. Human skin does not absorb lead in water.

How do I know if there is lead in my water?

The only way to know whether your water contains lead is to have it tested. You cannot see, taste, or smell lead in drinking water. A laboratory certified by the Illinois EPA can be hired to analyze the water in your home. A list of those labs is available by contacting your local IEPA Regional Office, or your local water purveyor. When sampling drinking water, the water should be drawn from a kitchen faucet that has not been used for at least 6 hours. The aerator on the faucet should be removed and cleaned before the test sample is drawn. Special containers are used to collect the samples so that false readings are not given due to any contamination that may already be in a container.

You should consult with a licensed plumbing contractor if your water tests higher than the allowable level. For referrals of licensed, registered professional plumbing contractors in greater Chicago and the surrounding suburbs, visit www.plumbingcouncil.org or phone 800-76-VALVE. In downstate Illinois call the Illinois PHCC 217-522-7219.

What can you do to reduce your exposure to lead?

Under the Safe Drinking Water Act, the current USEPA action level for lead in drinking water is 15 parts per billion (ppb). If your water has continually tested above that level you may want to consider replacing your water service and/or plumbing system components that contain lead. If you have recently had work done on your plumbing system or water service that contains lead, you may want to do the following:

Run your water to flush the system for at least 3 minutes before using it to drink or cook. This will help flush water that may contain lead from the pipes. Use cold water for drinking, cooking, or preparing baby formula. Do not cook with or drink hot water from the tap. Lead dissolves more easily in hot water. Boiling the water will not reduce the lead.

Remove the aerator from the faucet and clean it. While the aerator is off, run the water to flush any debris.

Lead in Drinking Water

Could there be lead in your drinking water?

Yes, there could be. The main sources of lead exposure for most children are lead-based paint, lead contaminated dust, and lead contaminated residential soil. Lead is rarely found in source water, but can enter tap water through corrosion of plumbing materials found in water services and premise plumbing systems. Homes built before 1986 are more likely to have lead pipes, fittings, fixtures, valves, meters, and solder. Elevated lead levels may occur if water is left standing in the pipes for several hours, or if the lead pipes are disturbed for repair work.

UA Local 130 Breaks Ground on New JAC Training Center

Local 130 JAC Trustees join with UA union leaders and elected officials to ceremonially break ground on the new JAC Training Center in Chicago. building a new training center, but decided to scrap the project

due to the harsh economic recession facing the nation. Now fast forward to almost ten years later, and the

revitalized Local 130 JAC plans to design and construct a “state-of-the-art” training center have come to fruition.

According to PCA Officer and Plumbing Council Director Matt Erickson (C.J. Erickson Plumbing Co.) who serves on the JAC building sub-committee as a JAC Trustee along with Local 130 JAC Co-Chairman Craig Thomas (Warren F. Thomas Plumbing Company, Inc.) the two of them have spent hundreds of volunteer hours on the planning, design, budgeting and pre-construction process.

With an estimated $20 million dollar budget, Erickson believes that the JAC investment, paid for by contractor contributions along with the contractor-financed UA Local 130 Building Fund and various grants and donations, is expected to yield a high return as the next generation of union apprentices will become proficient in new plumbing technologies.

Anticipated course selections, according to Majerowicz, will include green courses for plumbing, piping and tube joining processes; greywater harvesting, installation of solar vacuum tube water heater systems; as well maintaining underground water supply, storm water, sewer drainage, and

When the UA Local 130 JAC building (1400 West Washington Boulevard) first opened its doors to its apprentices in 1976, our nation celebrated its bicentennial year; Jimmy Carter defeated Gerald Ford for U.S. President; and Thomas V. Berardino (A.J. Lowe & Son, Inc.) began his two-year term as PCA President.

Since then, the Chicago JAC campus building has enjoyed a rich history of training union plumbers for over 40 years until its recent demolition this past summer.

According to UA Local 130 JAC Training Director Jim Majerowicz, when education for the plumbing trade was first conceptualized in the early 1900’s, apprentices attended plumbing and math and science courses (related to the industry) at Lane Technical High School which eventually evolved into the Washburne Continuation and Apprentice School. While no shop work was available at the time, representatives from the Master Plumber Association and the UA Local 130 spoke once a week, sharing practical talks on plumbing and used charts for illustrations.

Much has changed over the years including educational standards established and amended by the UA Local 130 Plumbers Joint Apprenticeship Committee (JAC), which was (and still is) comprised of management and union leadership.

These initial JAC decisions in the early 1950s led to the 5-year apprenticeship term; apprenticeship compensation (paid by signatory contractors) for training; and ensuring that all of its apprentices would no longer perform tasks foreign to and not related to the plumbing trade. The JAC also brought forth, with the oversight of the Board of Education, the enrollment of Local 130 plumbers into the Journeyman Training Program, again funded by the PCA contractor “CBA” contributions, for the practice of continuing education for Journeymen Plumbers that continues to this day for all union members.

Many other developments occurred, including the eventual move of the apprenticeship classes to the Chicago JAC campus. However, over the next four decades, the limited constraints of the building (originally constructed in 1922) could not keep pace with the technological advancements in the industry. In fact, in 2007, the JAC Trustees came close to

vent piping inside and outside of commercial buildings and residential homes.

Erickson noted that over 67% of the classroom space will be dedicated to hands-on lab training.

He added that the new Local 130 JAC building will also include open space concept workshops; a 3-story vertical construction training area; a hot works lab for welding, soldering and brazing; and the option to expand classrooms into a large multi-purpose room that seats over 200 people.

Majerowicz further added that beyond continuing with basic education for plumbing, this facility will rival any other educational institution today with its design and function.

Erickson agreed and said that our PCA and Plumbing Council contractors should be pleased with the end result that, in his opinion, will attract many new candidates into our industry and develop sharper and better trained apprentices.

The new Local 130 JAC training center is scheduled to open in July of 2017.

Numerous Illinois elected officials including Speaker of the House Michael Madigan; Illinois Senate Leader John Cullerton; and Chicago Mayor Rahm Emanuel joined with UA Local 130 Business Manager Jim Coyne and several PCA contractors serving on the Local 130 JAC Committee including Matt Erickson (C.J. Erickson Plumbing Co.); Brian Kennedy (Gehrett Plumbing, Inc.) and Rick Kuhn (R.J. Kuhn Plumbing, Heating & Cooling, Inc.) who were present during the JAC ground-breaking ceremony on June 28, 2016. The other PCA appointed JAC Trustees who could not attend due to business conflicts are Chris Buddy (Paul L. Buddy Plumbing & Heating); Derek Biba (Backflow Testing Services, Inc.); and Ed Pientka (Pientka Plumbing Contractors, Inc.).

Many local, regional and national industry partners have already lined up to work with Local 130 JAC to make this train-ing center the pride of the UA. UA Industry Day 2016: Training the Next Generation of UA Members

“The UA out trains everyone else!” So claimed UA General President in his opening remarks to a packed auditorium of union signatory contractors, industry owners, union officials and association staff at the UA’s annual “Industry Day” in Ann Arbor, Michigan. The annual event was held on August 17, 2016 at the Morris Lawrence Building on the campus of Washtenaw Community College.

The expansive UA training facility at Washtenaw Community College is quite an impressive sight as a delegation of PCA and Plumbing Council contractors can attest to as they traveled to Michigan this past August to tour the UA state-of-the-art training classes and mobile units including the well-attended plumbing service classes led by PCA contractor Bob Melko and PCA Board Director Brian Wilk of Bishop Plumbing, Heating & Cooling, Inc.

The PCA’s presence at Industry Day was ample, and included Local 130 JAC Trustee Derek Biba (Backflow Testing Services, Inc.) and Local 130 JAC Trustee and PCA Board Treasurer Brian Kennedy (Gehrett Plumbing, Inc.), who both also attended the JAC Trustees’ Meeting held in Ann Arbor. Also visiting on “Industry Day” were PCA member and past PCA President Lori Abbott (Abbott Industries, Inc.), PCA member Patrick Birk (Birk Plumbing, Inc.); and PCA & Plumb-ing Council Director of Communications & Public Affairs Jeff Weiss. Finally, Bob Abbott (Abbott Industries, Inc.) once again served as a judge for and on behalf of the UA International’s Apprentice Contest.

Our PCA delegation also came to cheer on UA Local 130 member Wade Blocker (Birk Plumbing, Inc.) who competed against six other plumbing apprentices representing the U.S., Canada and Australia to win the highest apprentice skills’ honor in our plumbing industry.

Blocker was one of 32 apprentices competing in the UA International Apprentice Contest after winning both his local and regional contests. It’s quite an impressive achievement to be named the top plumbing apprentice considering there are over 42,000 UA apprentices in the U.S. and Canada alone. Blocker joins UA Local 130 plumbing apprentice Brian Lundy as the past two consecutive winners of this contest.

All of our contractors should feel extremely proud that their JAC contributions are helping to train some of the best

plumbing apprentices in the world. The UA also takes extreme pride in its apprentice and

journeymen training commitment by spending over $270 million contractor-funded dollars a year. These training funds equate to the biggest educational investment by any union skilled building trade in the labor movement today.

UA General President Bill Hite, who is retiring at the end of this year, considers this pledge of providing the best education to the UA membership one of his greatest accomplishments during his 12 years at the helm of the union. He commended his entire administration including UA Director of Training Chris Haslinger for leading this charge.

“The people who stay abreast of the latest technology are the people who will secure the jobs of tomorrow,” said Hite in his remarks. “You either stay on top or you get pushed aside.”

Getting pushed aside is not an option for either Hite or UA General President-Elect Mark McManus or UA General Secretary-Elect Patrick Kellett as over 1,800 JATC instructors spent the entire week learning the latest technology and advanced class offerings for the plumbing, pipe fitting, welding, HVACR and sprinkler-fitter trades.

In addition, a record number of first-time instructors, 300 in total, registered for an extensive course load of classes in pursuit of their UA master JATC instructor classification with some earning a nationally accredited Bachelor of Arts degree.

A sampling of the newest courses held in Ann Arbor included: “Methods in Teaching the Green Professional Building Skills Training.” “Copper Piping Systems, Advanced Installations, Specialized Design, and Safe Operation,” “Adapting Apprenticeship to the 21st Century Students,” and “Utilizing Jobsite Technology.”

Hopefully some of these classes and many others weighted toward new technologies in our industry will find their way to the UA Local 130 JAC program in the coming years.

Meet Your New Trust Fund Administrator: Joe Ohm

The Local 130 Pension and Welfare Trustees (comprised of management and labor appointees) recently hired Joe Ohm (pictured above) to succeed Terry Musto as its new Trust Fund Administrator effective August 1, 2016.

With over 22 years of experience in the multi-employer benefits industry, Ohm assumes his new role with the financial expertise and professional confidence to manage the over $1.4 billion dollar total fund assets including $900 million in the Local 130 Pension Fund; $142 million in the Local 130 Welfare Fund; $263 million in the Local 130 Retirement Savings Fund; $34 million in the Local 130 Retirees Welfare Fund; and over $68 million in the Technical Engineers Pension Fund and Education Fund.

According to Ohm, both of the Pension Plans are considered in the “Green Zone” with the Local 130 Pension Plan at approximately 86% funded and the Technical Engineers Pension Fund at approximately 120% funded.

Most recently, Ohm served as the Fund Administrator for the Sheet Metal Workers’ (SMW) Local 73 Pension, Welfare and Annuity Funds for the past twelve years. The SMW 73 Funds represent a group of Taft-Hartley multi-employer plans (somewhat similar to UA Local 130) that provides health and welfare, pension and annuity benefits to approximately a total of 10,500 participants.

Prior to that, he worked as the Assistant Administrative

Manager of the Midwest Operating Engineers Fringe Benefit Funds with over 40,000 participants. Here he managed the work of seven departments with a total staff of over 100 employees. He assisted with the administration of the Midwest Benefit Pharmacy; served as a human resource liaison for the Fund Office; and also participated in the office union contract negotiations.

Ohm earned a Bachelor of Science Degree in Business (Finance and Marketing) and a Master’s Degree in Business Administration as a graduate of Eastern Illinois. He was born and raised in Mattoon, Illinois and currently resides in La Grange, Illinois with his wife, Jody, and three children.

Ohm is grateful to have the opportunity to serve as the new Local 130 Fund Administrator.

One of his main objectives in working closely with both the management and labor trustees of Local 130 is to remain neutral and keep both sides constantly informed by disclosing all financial information in a timely manner.

Note: Mike Kerrigan (F.J. Kerrigan Plumbing Co. Inc.) currently serves as the PCA-appointed Pension Co-Chairman and Dave Ariano (Ravinia Plumbing & Heating Co., Inc.) serves as the Welfare Co-Chairman.

“Gaining the trust of the Trustees is imperative in this job,” said Ohm. “The Trustees are ultimately responsible to make all of the crucial benefit and plan changes and I, as the Administrator, am responsible to properly implement those decisions through the Fund Office Staff.”

Ohm’s other main focus will be to continue to maintain the financial stability of the Funds so that all of the participants can look forward to an outstanding level of benefits during their active working lives and well into retirement.

Keeping the Trustees actively involved in the decision-making process and cultivating a cooperative working relationship between both parties (management and labor) will go a long way in achieving this goal.

Ohm stressed that he will work on behalf of both PCA members and Plumbing Council contractors who have individual concerns over mandatory audits of their books and any misunderstanding they might have when it comes to unfunded liability if and when they decide to retire, close shop or sell their business.

His advice to each one of our signatory contractors is to familiarize themselves with the audit procedures covered under Section 3.3 of the Local 130 collective bargaining agreement; seek legal advice when considering selling or passing on their business to family members; and of course consult with him and his office whenever in doubt over any Trust Fund issues.

Regulatory Update: OSHA’s Hard Stance on Retaliation:

By Roger Paveza, President, Vista Safety Consulting The following is a regulatory update on OSHA’s new regulations regarding drug testing, incident reporting and incentive programs. Any information and/or recommendations contained herein have been compiled from sources believed to be reliable and represent the best current opinion on the subject. While significant focus has been paid to the new amendments and the obligations of covered employers to come into compliance with the electronic reporting requirements, there have been several developments at OSHA that are much less talked about and that apply to all employers. Specifically, OSHA has articulated new expectations and requirements with regard to employer policies that relate to reporting workplace injuries and illnesses. In the preamble to OSHA’s new amendments is language explaining what the agency believes would be an “unreasonable reporting policy” or that would constitute “discrimination.” Based upon this language, OSHA expects employers to revise policies in three different areas to come into compliance with its new expectations: Work-Related Injury Reporting. While most employers

today have a policy in their handbook instructing that employees report workplace injuries or illnesses immediately, OSHA now expects employers to include an explicit statements advising employees that they have a right to report any injury or illness without fear of discrimination or discharge for making such a report.

Currently, an employee must file a complaint with OSHA within 30 days of an employer’s retaliatory act in order for that employee to pursue a whistleblower claim. Under the new requirement, OSHA will be able to cite an employer for alleged retaliation or discrimination up to 180 days after the occurrence without any employee having filed a claim.

Post-Accident Drug and Alcohol Testing Requirements.

OSHA has now taken the position that a blanket post-accident testing policy discourages employees from reporting work-related injuries or illnesses. OSHA expects employers to revise such policies to make the testing discretionary depending on the facts of the case and to account for the possibility that no testing will occur where the incident was unlikely to have been caused by drug or alcohol use (i.e., injuries caused by repetitive strain).

Safety Incentive Programs. Similar to its position on

post-accident drug and alcohol testing, OSHA also has taken the position that programs that provide economic incentive to employees based on low injury or illness reporting rates, or achieving a certain number of days without a recordable injury, discourage accident and illness reporting. OSHA explains that such programs would likely be considered “retaliatory.” OSHA expects employers with such policies to revise them in a manner that they are clear in encouraging safety and a safe work environment but do not discourage reporting workplace injuries and illnesses when they do occur.

Again, these developments are particularly notable because they apply to all employers and they require employer action by August 10, 2016. Employers should be sure to review their handbooks and/or safety manuals to confirm that their workplace injury and illness-related policies comply with OSHA’s new expectations. Combine all of this with OSHA fines going up approximately 78% on August 1, 2016, and we have quite the perfect storm. News Briefs PCA President Ariano Addresses UA Local 130 Concerns over Reclaimed Water

Earlier this summer, UA Local 130 requested that PCA members and Plumbing Council contractors provide them with any Rain Harvesting, Grey Water Systems and Solar Heating Systems that they have installed or done work on in the past. Information requests were also directed to many of our signatory contractors’ plumbers by Local 130 Business Agents. At the request of UA Local 130 Business Manager Jim Coyne, PCA President David Ariano issued a letter in mid-August to address a jurisdictional dispute between UA Local 130 and UA Local 597. In his letter, Ariano noted that the first project UA Local 597 is contesting involves the new construction of our UA Local 130 JAC Training Center in Chicago. He further went on to say that: “while we should respect the skills and hard work of UA Local 597 members, many of whom we employ ourselves, there’s no doubt in my mind, nor should there be in yours, that these “green” projects clearly fall into the scope of our plumbers’ expertise. The consequences of inaction at this stage could result in the loss of significant hours to our employees; our UA Local 130 Trust Funds, and our bottom line as these jobs continue to increase in demand.” Ariano concluded by stating that: “ultimately, this matter will be decided by the UA International. News Briefs Confirm Your Illinois Plumbing License Online Have you been constantly checking the mail for your 2016 Illinois Plumbing License? If so, you’re not alone and by the way, you won’t receive it in your mailbox…at least not yet. After investigating this situation on behalf of our affiliated plumbing contractors, the PCA was informed by the Illinois Department of Public Health (IDPH) that due to budgetary constraints affecting the State of Illinois, the IDPH is currently unable to print plumbing license hard wallet cards. While the IDPH states that it is taking “all possible steps to ensure your ability to work is not adversely affected by this decision,” the responsibility to prove your current license status now falls upon you. Therefore, the IDPH recommends that you find your license verification on its website at: https://plumblicv5pub.dph.illinois.gov/Clients/ILDOHPlumb/Public/Verification/Plumber_License_Verification.aspx Suggestion: It would be wise to carry a print-out and also take a “screen shot” of your plumbing license verification and keep it on your mobile phone and/or other device that you carry with you on the job site. In addition, if you plan on attending any upcoming C.E. classes, please make sure to bring in the latest plumbing license you were issued by the state, even if expired, so that your instructor can verify your current license status on the IDPH website. Chicago Department of Water Management to Conduct First of its Kind Water Quality Study

As part of the Chicago Department of Water Management’s (DWM) proactive approach to water quality research, the DMW will be conducting a first of its kind study to determine the possible impacts of water main construction on water quality for single family and two-flat residences with lead service lines. Chicago has an excellent water source –

Lake Michigan – and this fresh water is virtually lead-free when it leaves DWM’s water treatment plants. However, many older single family and two-flat residences built before 1986 are likely to have lead service lines connecting the individual home to the water main. These older homes may also have lead solder and older interior household plumbing containing lead. To mitigate the effects of these potential sources of lead expo-sure, DWM has an anti-corrosion program in which a blended phosphate is added to the water, forming a coating on the pipes from the treatment center to the faucet, minimizing the risk that lead and other contaminants will leach into the water. As a re-sult of this successful program, Chicago’s residential water has consistently met and exceeded state, federal and industry stand-ards. DWM is launching this study due to the lack of current research around water main installation – specifically, there are no scientific studies that have explored the possible impacts associated with water main construction on water quality in residences with lead service lines, which are traditionally older single family and two-flat homes. DWM has begun contacting

residents who live in homes near upcoming water main replacement projects to find volunteers willing to participate in this study. At each participating residence, DWM will obtain two sets of water samples from a faucet in the home – the first set before construction begins and the second set within a month of the water main installation. A smaller number of participating residences will then be randomly selected to continue in a second phase of the study, with sampling conducted on a monthly basis for another five months. Once collected, water samples will be analyzed by an independent, third-party lab. DWM will contact residents with their individual data when available, and the broader results will be posted online. Plumbing Council “Job Log” Books One of the more popular requests the Plumbing Council receives from our signatory contractors is for copies of our “Job Log” books. DuPage County Storm Water Management Releases Residential Flood-Proofing Guidebook DuPage County Storm Water Management recently released a flood-proofing guidebook intended to help homeowners resolve common localized flooding issues from both underground and overland sources. Developed in partnership with Bluestem Communications, the guidebook helps homeowners identify the source of their flooding, as well as various ways to combat this flooding. Depending on the type of flooding incurred, solutions range from installing overhead sewer systems to nature-based solutions that homeowners can tackle themselves. The guidebook also includes resources for during and after a flood. To better understand these flooding issues, DuPage County and Bluestem polled residents who frequently experience varying types of flooding on their property. Common issues and concerns were compiled, and experts were then consulted to formulate effective and simple actions homeowners could take to reduce flooding. Contact the PCA with Plumbing License Display or Advertising Infractions The Illinois Plumbing License Law (225 ILCS 320/5) requires that a plumbing license number be included on all plumbing contractor advertising and displayed on all of its company vehicles. The law further states that any person who advertises plumbing services who fails to display the license number required by subsection (a), (b) or (iii) is guilty of a Class A misdemeanor with a fine of $1,000. Make sure that as a reputable PCA/Plumbing Council contractor that you adhere to this law. If you spot a plumbing competitor (or a company or individual that is not authorized to perform plumbing work) that isn’t compliant with this law (aimed at protecting the health and safety of the public), call us at 312-563-9526 or contact our office by email to [email protected]. We will take down all of the infor-mation in confidence, contact the offender so the license gets posted and/or submit the case to the Illinois Department of Public Health (IDPH) and, if necessary, notify the Illinois Attorney General. It often happens that a legitimate licensed and registered plumbing contractor is genuinely unaware of the law, but it’s a simple fix and professional courtesy to contact them so they are informed/educated and to help them avoid fines and other penalties. However, anyone performing plumbing work unlawfully deserves to face the appropriate consequences, and should also not be allowed to put thepublic’s well-being at risk anyway. Plus, it’s unfair to those who abide by the rules and regulations of our industry. Again, let us do the work so you can focus on your business.

News Briefs Birk's Plumbing, Inc. Apprentice Wins UA International Plumbing Apprentice Contest Congratulations are in order for UA Local 130 Apprentice Wade Blocker (pictured below) who recently won the UA International Plumbing Apprentice Contest at the Washtenaw Community College in Ann Arbor, Michigan this past August.

Many of our contractors may recall that Wade (employed at Birk Plumbing, Inc.) earned top honors at the UA Local 130 JAC apprentice contest back in 2015 and he

won the UA Region 4 Apprentice contest earlier this year. Wade competed in a challenging four and a half day series of theoretical and practical skills’ tests culminating in a complex lavatory fixture build out platform that was critiqued by returning UA International Apprentice Contest judges Bob Abbott (Abbott Industries, Inc.) and ASSE International Executive Director Scott Hamilton. Wade competed against the top six plumbing apprentices in the U.S., Canada and Australia to earn the UA International title of “most skilled” plumbing apprentice in 2016. A delegation of PCA and Plumbing Council contractors cheered him on during the UA Instructor Training Program’s Industry Day on August 17, 2016 including Local 130 JAC Trustee Derek Biba (Backflow Testing Services, Inc.); Local 130 JAC Trustee and PCA Board Treasurer Brian Kennedy (Gehrett Plumbing, Inc.); PCA member Lori Abbott (Abbott Industries, Inc.); PCA member Patrick Birk (Birk Plumbing, Inc.); and PCA and Plumbing Council Director of Communications & Public Affairs Jeff Weiss. Final Rule on Overtime: Q&A President Barack Obama and U.S. Secretary of Labor Thomas Perez announced the publication of the Department of Labor’s (DOL) final rule updating the overtime regulations earlier this year, which will automatically extend overtime pay protections

to over 4 million workers within the first year of implementation. The effective date of the final rule is December 1, 2016. The initial in-creases to the standard salary level (from $455 to $913 per week) and

HCE (highly compensated employees) total annual compensa-tion requirement (from $100,000 to $134,004 per year) will be effective on that date.
