METRO GOLDLINE FOOTHILL EXTENSION PHASE 2A- EARLY TURNOVER OF OPERATIONS AND MAINTENANCE FACILITY
The Monrovia Operations and Maintenance Facility (Metro Division 24), constructed as part of the Gold Line Foothill Extension Phase 2A Light Rail Project, has been completed ahead of schedule and was certified by Metro staff for turnover to Metro as of Monday, July 27, 2015.
DISCUSSION
The Monrovia Operations and Maintenance Facility being constructed as part of the Foothill Phase 2A Light Rail Project will function as Metro's Division 24 to provide maintenance and storage for up to 84 rail vehicles. Construction of the facility has progressed ahead of its September 2015 completion schedule and was certified by the Foothill Construction Authority as ready for turnover to Metro as of July 27, 2015. Metro staff have verified that all requirements for turnover have been fulfilled in accordance with the Master Cooperative Agreement. A Conditional Acceptance Certification (attached) was signed by the Metro Chief Executive Officer on July 27, 2015, and Metro Operations began moving in personnel and equipment for beneficial occupancy on July 28, 2015.
Early occupancy of Division 24 will be beneficial to Metro including early establishment of maintenance capabilities and our ability to accept and commission new vehicles for operations on the Foothill Extension and the Expo Phase 2 Line.
Cost impacts to Metro will be related to transferring of labor forces to operate the facility, providing security and standard utility costs. Insurance and warranties provided by the Foothill Construction Authority's Contractor will remain in place in accordance with the Master Cooperative Agreement between Metro and the Foothill Construction Authority and
also in accordance with the contract between the Foothill Construction Authority and the Contractor.
NEXT STEPS
Metro will assume beneficial use and control of the facility and begin commissioning, maintaining and storing rail vehicles. Metro will continue to coordinate with the Construction Authority through substantial completion and turnover of the mainline project for Revenue Operations.

STATUS OF METRO WORK TO BE COMPLETED.
Metro Rail Operations Strategic Planning and Metro Construction confirm that the stated level of completeness is accurate. As indicated, the facility has also received a Certificate of Occupancy from the Monrovia Fire Department.
In addition to the Foothill Contractor's work, there are several construction activities that are Metro's responsibility. Status of this Metro work is as follows:
Furniture Installation This is substantially complete.
Yard Radio Installation Equipment is installed, but is awaiting some communications wiring. Metro is using the Foothill test channel on a temporary basis.
ITS (Telephone, Network, etc) Metro ITS is currently working to complete the phone system for limited service and network access by Friday 7/24115, PA system operates from the phone system and will not be fully available until phone system is complete.
Traction Power Substation The Metro-furnished substation is substantially complete for the yard and shop. This substation also feeds to adjacent main line which will be substantially complete in September 2015. The Emergency Trip Switch-Fire (ETS-F) is operational, but not placed in the fire-Life Safety-approved orange box at this time, telephones will be available upon completion of the telephone system (see IT above).
Blue Light Stations (BLS/ETS) are awaiting completion of the phone system and are pending resolution of software issues with the Metro substation. Temporary signage and instructions are being posted in the BLS pending completion of pending Metro work.
SCADA (Remote control and Monitoring from Rail Operations Control) This is a mainline function and will not be fully operational until Substantial Completion of the entire project. Remote control/monitoring of the yard substation will be affected, however, fire-watch is not required, because the substation fire system is connected to the main yard fire detection system. In addition, the yard train control system is operated from the yard tower, and does not require SCADA.
Training Contractual (Foothill Contractor) training is complete. However, Metro subcontractor Balfour Beatty will be performing Power Substation Training, and Metro is continuing to train additional operations and maintenance staff using internal Instruction resources. This will be on-going through pre-revenue operations.
Additional Notes:
# OCS disconnect switch training for Rail Fleet Service personnel must be completed 7/24/15 as scheduled. OCS sectionalization training is scheduled (delayed per Metro request). Any removal of power must be total within the yard, pending sectionalization training. Appropriate training sign-offs are
required to remove this Metro restriction. Wheel True equipment training for P3010, Robo-Jac to be scheduled.
* Subject to safety certification prior to ROD for public use. Occupancy of Facility is for Rail Activation to achieve ROD.
** Subject to resolution of flangeway gap on pedestrian crossing (punch list item).

Further to the above-referenced correspondence, attached is a letter from the Metro Gold Line Foothill Extension Construction Authority's (Authority) contractor, Foothill Transit Constructors (FTC), certifying that Division 24 has been constructed in accordance with the contract and that the facility may be used without damage to property or injury to personnel. In support of this certification, the following items have been completed:
• A permanent Certificate of Occupancy has been obtained from the Monrovia Fire Department
• An extensive testing program on the facility and systems has been completed • Training has been provided to the appropriate Metro personnel • Operations and maintenance manuals have been reviewed and approved • An inspection of the facility has been performed by the Construction Authority
and Metro. A punch list was developed, and the items deemed critical have been completed
• Special tools necessary to operate the facility have been provided
The Authority has conducted an extensive oversight program of FTC's work and concurs with FTC's certification that Division 24 has been constructed in accordance with the contract and that the facility may be used without damage to property or injury to personnel.
As you are aware, we established a weekly meeting with Metro regarding the testing, commissioning, and turnover of Division 24 six months ago. Through this meeting, witness testing, and other participation, Metro has been closely involved throughout the process. I appreciate the involvement, cooperation, and input from the Metro personnel who participated.

As discussed in previous correspondence, the turnover of Division 24 is done so under the following terms and conditions:
• Metro will assume security responsibility for Division 24 after turnover • Metro will assume maintenance (other than landscape) of Division 24 after
turnover • Punch list items will not be added after turnover; however, warranty items will
be corrected • Landscape maintenance will remain as stated in the contract • Insurance requirements will remain as stated in the contract • Warranty will remain as outlined in the amended Master Cooperative
Agreement
As stated above, the Monrovia Fire Department has issued a permanent Certificate of Occupancy for Division 24. As such, the facility has been determined to be safe to occupy and use to its fullest extent. As directed by the California Public Utilities Commission, the safety and security certification is only needed for opening the project to the public, and will be done for the entire project prior to revenue operations.
Given the above and discussions we have had over the past several weeks, Division 24 is ready to be turned over to Metro. I recommend a turnover date and time be set for July 27, 2015 at 8:00AM.

In support of this certification, the following items have occurred:

As agreed to by the California Public Utilities Commission, safety certification of the Facility is not required for turnover to Metro. Spare parts for the project will be provided once the spare parts list is approved. The remaining non-critical punch list items will be completed prior to the contractual Punch List Completion Deadline.
FTC will maintain the Facilities Track Allocation, System Power up and down controls, Red Tag protocols and safety guidelines until July 2th. at 8:00am. If Metro needs to extend this period please contact myself or Matt Kelly at (626) 610-0300 prior to July 24th at 4:00 pm.

Starting June $0, 2015, Metro will take occupancy and begin moving personnel and equipment into the Facifity. Our expectation is for the turnover process to continue until July 15, 2015 as the public address, telephone and closed circuit television systems are compteted. The first 3010 Light Rail Vehicle is schedule for delivery on or about July 7th.
The Authority will provide security through the turnover process.

The Monrovia Operations and Maintenance Facility is being constructed as part of the Gold Line Foothill Extension Phase 2A Light Rail Project. This report is to advise the Board that progress on construction of the Monrovia Operations and Maintenance Facility is ahead of schedule and will be ready for turn over to Metro in June 2015.
DISCUSSION
The Foothill Gold Line Light Rail Extension Phase 2A is on schedule for substantial completion in September of 2015. After substantial completion, Metro will conduct prerevenue operations to prepare for revenue operations in early 2016.
The Operations and Maintenance Yard being constructed in Monrovia as part of the Foothill Phase 2A Project will function as Metro's Division 24 to provide maintenance and vehicle storage capacity for up to 84 rail vehicles. Construction of this facility has progressed ahead of its September 2015 completion schedule and is on track for early completion in June 2015.
Metro and the Construction Authority have been working together to coordinate early turnover of the Monrovia Yard Facility and concur that early turnover will be beneficial. Metro has evaluated the costs and benefits of accepting the facility upon completion and determined that early turnover has a number of advantages including early establishment of maintenance capabilities and our ability to accept and commission new vehicles for operations on the Foothill Extension and the Expo Phase 2 Line.
Additional Cost to Metro will be related to implementation of labor forces to operate the faciftty, provide security and standard utility costs. Insurance and warranties will remain in place in accordance with the Master Cooperative Agreement between Metro and the Foothill Construction Authority.
NEXT STEPS
Metro staff will review and evaluate all testing and completion of formal requirements for turnover of Division 24 Maintenance and Operations Facility. Upon Metro approval of requirements. Metro will accept the facility from the Foothill Construction Authority. Metro will continue to coordinate with the Authority through substantial completion and turnover of the project for Revenue Operations.
