The Aruba Customs has an-nounced changes in the ordi-nance regarding private planesand pleasure boats/yachts. Thechanges have to do with thecustoms process and are basedon the International CustomsTreaty of May 18, 1956 as wellas on the existing law with re-spect to the temporary importa-tion of these means oftransportation.

As of October 1st 2012 itwill be imperative to make awritten declaration of tempo-rary importation upon enteringAruba either with a privateplane or pleasure yacht.

Under the caption of “per-sonal use” is the understandingthat the private plane or pleas-ure boat is being used by theowner or person borrowing orrenting same from anotherunder whose control it is at the

moment. Use of the transporta-tion means for commercial useand in particular for paid trans-portation of persons or for thetransportation of merchandiseagainst or without paymentdoes not fall under “personaluse.”

A document for temporaryimportation is a customs docu-ment related to a private planeor pleasure boat which servesas a guarantee of payment oftaxes for the right to import.

Temporary importation doc-uments must be made out inname of the person in posses-sion of the private plane or boatunder whose control the vehicleis. These are natural persons orjudicial persons. There is a dif-ference when one of these vehi-cles are remaining on Aruba for90 or less days, and when they

Several weeks ago the firstgroup of young men in the So-cial Formation Program com-pleted the internship phase oftheir training at both APA andValero. (AFP)--Tobacco use is mas-sively entrenched in develop-ing countries, where one ofthe biggest worries is the riseof smoking among women,according to a study pub-lished on Friday in TheLancet.

A survey of 16 countriesthat are home to three billionpeople found that 48.6 per-cent of all men and 11.3 per-cent of women are tobaccousers, especially in poorereconomies, where more girlsare starting to smoke early

and often at the same age asboys.

The data trawl covered asurvey of tobacco habitsamong people aged over 15in Bangladesh, Brazil, China,Egypt, India, Mexico, thePhilippines, Thailand,Turkey, Ukraine, Uruguayand Vietnam, as well asBritain, Poland, Russia andthe United States, from 2008to 2010.

The surveys coveredsmoking as well as chewingtobacco -- an oral carcino-genic that is especially popu-lar in India, with 205 millionusers -- and snuff.

Topping the table wasRussia, where 39.1 percent ofall over-15s used tobacco,followed by Turkey (31.2percent), Poland (30.3 per-cent), the Philippines (28.2percent) and China, with 28.1percent.

By comparison, preva-lence in Britain was 21.7 per-cent and 19.9 percent in theUnited States.

Policies to discourage or

restrict tobacco use are fewand flawed in many coun-tries, according to the study,headed by Gary Giovinofrom the University at Buf-falo in New York state.

In low-income countries,for every $9,100 received intobacco taxes, only $1 wasspent on tobacco control.

At present, the proportionof deaths from tobacco isgreatest in rich countries,where 18 percent of deathsare attributable to tobaccouse, compared to 11 percentin middle-income countriesand four percent in low-in-come countries.

But smoking rates havebeen rising steadily in poorercountries and falling in richones, so these positions arelikely to change, the studysaid.

On current trends, asmany as a billion peoplecould die prematurely fromtobacco use during this cen-tury, the study said, citing es-timates by World HealthOrganisation (WHO) experts.

HAVANA (AFP) - US en-durance swimmer DianaNyad pressed on Sunday inher bid to swim from Cuba toFlorida after a night of beingswarmed and stung by jelly-fish as she paddling throughchoppy seas.

"Today is more like swim-ming. I don't know what youwould call last night... proba-bly surviving," she said, ac-cording to a blog run by hersupport crew. As of 12:16 am

(1616 GMT), she had swummore than 22 miles in 18hours, it said.

The jellyfish began plagu-ing Nyad about five hoursinto her 165-kilometer (103-mile) endeavor, stinging herseveral times on her face,neck and hands, and forcingher to swim backstroke tokeep her face out of the water.

By Sunday morning, how-ever, the crew accompanyingher reported that the currentwas with her and the jellyfishswarms had subsided.

The swimmer, who turns63 on Wednesday, hit thewater on Saturday afternoonafter her departure waspushed up a day over fears ofpoor weather.

"Thanks for coming," shesaid, adding the single word,"courage," before she jumpedin for the trek that she projectswill take at least 60 hours.

Before setting off, Nyadreflected on her motivation tomake the crossing betweenCuba and the United States,which have been at odds formost of her life.

"When I was five yearsold, I used to stand on thebeach (in Florida) and I saidto my mother: I wonder ifanybody could swim overthere" to Cuba, she said.

The swimmer's first failedbid to cross the Florida Straitswas 34 years ago in 1978. Hercomeback in August 2011 washobbled by shoulder pain,asthma and ocean swells.

In September 2011, Nyadwas forced to abandon her at-tempt 40 hours in, aftermedics warned that she hadsuffered dangerous jellyfishstings.

The Rockledge Junior LittleLeague team had come frombehind time and time againduring the Junior LittleLeague World Series.

In the title game, it wasAruba who came back toforce extra innings.

But Rockledge was notgoing to be denied on thisSaturday, scoring two runs inthe top of the eighth and heldon to win the Junior LittleLeague World Series title 12-10.

Rockledge had a 9-4 leadheading to the bottom of thesixth inning, but Arubascored four in the sixth andanother two in the seventh totie the game.

Aruba kept battling backthough, cutting the lead from9-4 to a one-run lead in afour-run sixth inning beforeHall got the final out of theinning with the bases loaded.
