    SUBJECT: REVISED GUIDELINES ON THEACCREDITATION AND ASSIGNMENTOF DPWH PROJECT ENGINEERS ANDINSPECTORS

    In order to ensure that only qualified and competent field engineers will be assigned tosupervise DPWH projects, the hereto attached revised guidelines on the accreditation andassignment of DPWH Project Engineers and Inspectors are hereby prescribed.

    GUIDELINES ON THE ACCREDITATION AND ASSIGNMENT OF DPWH .PROJECTENGINEERS AND INSPECTORS

    1.0 CRITERIA FOR ACCREDITATION

    The following criteria shall be applied in the evaluation for the accreditation of FieldEngineers.

    a. Education and Eligibility

    b. Training and Experience

    1.1 EDUCATION AND ELIGIBILITY

    The applicant must be a Registered Civil Engineer or Registered Architect eRA1080).

    Education and eligibility are a Pass/Fail criterion. Those who fail this criterionshall be disqualified outright.

    1.2 TRAINING AND EXPERIENCE

    Training and experience shall be evaluated as follows:

    1.2.1 Training

    35 points

    10 points

    The rating for this criterion shall be based on the relevant trainingsattended by the field engineers. The relevant trainings and theircorresponding points are as follows:

    a. Planning, Design, ConstructionMethods &. Techniques 4 points

    Credit 1 point for the training on Construction Methods andTechniques and another 1 point each for any three trainings relatedto the construction aspect of project implementation as indicated inExhibit "A", to obtain the total points, which shall not exceed 4 points.

    b. Materials Quality Control 4 points

    Credit 2 points for completing the On-the-Job Training on MaterialsQuality Control (with duration of 176 hours) or Materials QualityControl in Project Implementation (with duration of 176 hours) andanother 1 point each for any two (2) trainings related to the qualitycontrol aspect of project implementation as shown in Exhibit "A", toget the total points, which shall not exceed4 points.

    c. Project Management and Supervision 2 points

    Credit 1 point each for any two trainings on project management asshown in Exhibit "A", to get the total points, which shall not exceed 2points.

    Trainings conducted by agencies/offices other than the Department withequivalent or longer duration than in-house seminars/trainings and thosenot included in Exhibit "A" shall be evaluated by the AccreditationCommittee and subject to approval by the Secretary prior to inclusion inthe list of trainings credited under Section 1.2.1-Training, of thisGuidelines.

    1.2.2 Experience

    The rating for this criterion shall be basedon:

    25 points

    a) The number of contractsA handled by the applicant in a capacity asProvisional Project Engineer, Provisional Project Inspector, ProjectManager, Junior Project Engineer, Project Engineer, ResidentEngineer, Materials Engineer or Project Inspector, whether in thegovernment or private sector, and

    b) The number of years that the applicant has been handling contractsas Provisional Project Engineer, Provisional Project Inspector, ProjectManager, Junior Project Engineer, Project Engineer, ResidentEngineer, Materials Engineer or Project Inspector whether in thegovernment or private sector; or the number of years that theapplicant has been involved in QAU related activities, i.e.assessments, investigation and final inspection forcompletion/acceptance

    c) For non-accredited Materials Engineers, no credit shall be given forcontracts handled after January 02, 2015.

    Points for this criterion shall be the highest point earned based on thenumber of contracts using columns 1, 2, 3 and 4 of the above table.

    Submission of proofs/evidences, such as Project Designation Orders (indicatingName of Contract, Contract Amount, Start and Completion Dates) to act asJunior Project Engineer, Provisional Project Engineer, Provisional ProjectInspector, Project Engineer, Project Inspector and Materials Engineer,certification from the head of office with job description, memorandumdesignation or any other documents, e.g. Statement of Work Accomplished andproject billings/vouchers bearing the applicant's signature and authenticated bythe head of office, memoranda/directives in any QAU related activities, UPMODesignation Order to act as Project Manager for UPMO projects are required asbasis for evaluation of work experience.

    For accredited DPWH Materials Engineers, submission of Project DesignationOrders effective January 02, 2015 for contracts handled as Materials Engineershall be credited as work experience.

    Submitted proofs/evidences as supporting documents for traiQings/seminarsattended and relevant experiences shall be certified as true copies of the originaldocuments by the concerned Administrative or Records Officer of the concernedimplementing office.

    1.3 PERFORMANCE 30 points

    The criterion rating shall be based on the performance evaluation using theDepartment's Strategic Performance Management System (SPMS) as indicated inthe Individual Performance Commitment and Review (IPCR) form.

    The criterion rating shall be obtained by multiplying the performance rating bythe weight factor of 30%. Performance rating shall be based on the average ofequivalent points of SPMS numerical rating for the last two (2) semestersimmediately preceding the time of application for accreditation or upgrading ofclassification rank.

    For each rating period, the equivalent points of the SPMS numerical rating areshown in Exhibit "B".

    1.4 ACCREDITATION EXAMINATION 35 points

    The rating for this criterion shall be based on the results of the examinationadministered at the end of the Comprehensive Training for DPWH· FieldEngineers or Project Manager's Course. The raw score obtained in theexamination shall be multiplied by the factor weight of 35% to obtain the earnedpoints for this criterion.

    2.0 CLASSIFICATION OF FIELD ENGINEERS

    Field engineers shall be classified according to their total rating. The total rating shallbe the sum of the ratings obtained in training and experience, performance and theaccreditation examination.The classification of field engineers shall be as follows:

    a. The designation of Project Engineer shall be given to those holding permanentitems, with classification ranks determined as follows:

    b. Classification ranks may be upgraded individually upon the request of each fieldengineer who acquires additional qualification requirements after the initialaccreditation.

    3.0 CRITERIA FOR ASSIGNMENT OF PROJECT ENGINEERS/INSF!ECTORS TODPWH PROJECTS

    3.1 The head of the implementing office shall assign Project Engineers within his areaof jurisdiction, subject to the following limitations of assignment:

    3.2 The assignment of Project Engineers shall be subject to the following conditions:

    a. All contracts to be assigned simultaneously shall be located within the sameprovince except for UPMO foreign-assisted projects.

    b. Division Chiefs of the Regional Offices and Section Chiefs of the DistrictEngineering Offices of the Department whether in a permanent or OICcapacity, shall not act as Project Engineers. However, in the case of DistrictOffices with insufficient Project Engineers, exemption for Chiefs ofMaintenance and Planning and Design Sections should be requested forapproval of the Secretary.

    c. Assignment of registered architects as Project Engineers shall beJimited to four(4)-storey public/school buildings.

    d. A DPWH field engineer, who is both an accredited Project Engineer andMaterials Engineer, may be assigned to act as both Project Engineer andMaterials Engineer on the same contract but shall be limited to a maximumnumber of five (5) contracts within the same province, each costing not morethan 20 Million Pesos.

    3.3 The head of the implementing office shall assign Project Inspectors within his areaof jurisdiction, subject to the following conditions:

    a. An accredited Project Engineer may act as Project Inspector in other on-goingDPWH contract where he is not the designated Project Engineer. However,his/her rank shall be lower than the assigned Project Engineer for the contract(e.g. Project Engineer II/I, Provisional/Junior Project Engineer as ProjectInspector if assigned PE is an accredited Project Engineer III).

    b. All DPWH registered civil engineers, holding non-engineering positions i.e.,Engineering Assistant, Construction and Maintenance Foreman/Capataz,Laboratory Technician, Surveyman among others, who have applied andpassed the said accreditation will be accredited and designated only as ProjectInspectors (PIs). Said classification ranks may be upgraded only if they haveacquired an engineering position and met other qualification criteria requiredfor the upgrading of rank.

    3.4 Regional Directors/District Engineers may request the designation of ProjectEngineers/Inspectors from the pool of accredited field engineers in the CentralOffice as the need arises.

    3.5 UPMO Directors may also request from the pool of accredited field engineers inthe Regional/District Offices with jurisdiction over their implemented projects.

    4.0 DUTIES AND RESPONSIBILITIES OF FIELD ENGINEERS

    Project Engineer

    a) In-charge of the overall planning and control of the project.

    b) Ensures that materials and workmanship are at all times in accordance withplans and specifications.

    c) Ensures that inspections and tests are carried out promptly and timely.

    d) Witnesses critical activities of the project. Signs-off at hold points prior toproceeding with the next activity.

    e) Checks/verifies physical and financial status of the project.

    f) Checks/verifies statement of work accomplished.

    g) Approves concrete pouring permit and other job control forms.

    h) Issues' work suspension orders and other site instructions.

    i) Prepares proposed Change Order, Extra Work Order or Supplemental WorkAgreement, when necessary.

    j) Maintains and/or updates field documentation such as log book, plans andprogram of works, schedules,S-curve, laboratory test results, etc.

    k) Resolvesproblems encountered in the implementation of the project.I) Coordinates with Project Consultants, NGOs and other officials concerned in

    project implementation.

    Project Inspector

    a) Assists the Project Engineer in the overall direction and supervision of the fieldoperation.

    b) Ensures that the works being inspected are in accordance with the plans andspecifications.

    c) Witnessescritical activities of the project.d) Notifies the Project Engineer in case there are deviations from approved plans

    and specifications.e) Conducts and monitors daily activities including weather conditions and

    maintains a logbook to record such activities.f) Preparesand submits Statement of Work Accomplished.g) Preparesand submits physical/financial status to the project engineer.h) Carriesout instructions/orders of the project engineer.

    5.0 PROCEDUREFORACCREDITATION

    5.1 Who may be Accredited

    All DPWH registered Civil Engineers occupying an engineering position fromEngineer II to EngineerV and Project Manager I to Project Manager III includingthose occupying non-engineering positions such as Engineering Assistant,Laboratory Technician, Construction and MaintenanceForeman/Capataz,etc. andregistered Architects occupying a position title of Architect II may apply foraccreditation.

    5.2 Accreditation Requirements

    The following must be submitted to the Bureau of Quality and Safety (BQS) forvalidation and evaluation.

    a) Duly accomplished application form (Exhibit "C"), certified by the Head ofOffice. Applications will be accepted online thru the electronic FieldEngineers Accreditation (eFEA) application when it is launched by theDepartment.

    b) Certified true copy of SPMS Individual Performance Commitment andReview Rating for the last two (2) semesters.

    c) Certified true copy of Certificate of Comprehensive Training for FieldEngineers or Certificate of Training for Project Manager's Course.

    d) Certified true copy of Appointment.

    e) Certified true copy of PRCID as registered Civil Engineer/Architect.

    f) Attachments required under Section 1.2 of these guidelines.

    5.3 Validation/Evaluation of DocumentsSubmitted

    a) Only valid, complete and authentic documents shall be considered by theAccreditation Committee for evaluation.

    b) The applicants will be evaluated strictly in accordance with the criteria setforth in the preceding sections of these Guidelines.

    5.4 Issuance of Certificate and Identification Card.

    a) A Certificate of Accreditation and Identification Card will be issued to thosewho will meet the requirements for accreditation.

    b) The Certificate of Accreditation and Identification Card shall indicate theclassification rank and accreditation number of field engineers based ontheir overall rating.

    6.0 TESTIMONIAL ACCREDITATION

    The requirements for testimonial accreditation are as follows:

    a) The applicant must be a BSCE graduate and a registered Civil Engineer (RA1080).

    b) The applicant should be at least 50 years of age.

    c) The applicant should meet any of the following:

    c.l) Minimum 15 years experience in handling projects/contracts as ProjectEngineer/Materials Engineer/Project Inspector/Project Manager

    c.2) Served as contributor/examiner in the qualifying examination foraccreditation of DPWH Project Engineers/Materials Engineers

    c.3) Acted as resource person in the Comprehensive Training for DPWH FieldEngineers or Project Manager's Course

    d) The applicant must have obtained Very Satisfactory rating for the last two (2)consecutive rating periods.

    The Accreditation Committee shall evaluate the applicant's qualification and if foundacceptable, recommend testimonial accreditation for approval of the Secretary.
