‘Yolanda’ Comprehensive Rehabilitation and Recovery Plan (CRRP) by Secretary Panfilo Lacson, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said on Friday. The President received the eight-volume report from Lacson after the memorial mass in honor of the late

About 100 government information officers and local media

practitioners from Samar and Leyte provinces are expected to join in a two-day workshop on Disaster Preparedness and the Right to Information on August 6-7 at the Ritz Tower here. The workshop is intended to enhance the capacity of selected government information officers, communications focal points and media practitioners on the Right to Information related to RA 10121 or the Philippine Disaster Risk Reduction and Management (PDRRM) Act which includes response to preparedness, to recovery/rehabilitation, to prevention/mitigation.

In line with the rebuilding efforts carried out by the government, the Pag-ibig

Home Development Mutual Fund is providing a new housing financial assistance to its members in Yolanda affected areas. The new housing program dubbed as “Home Rehabilitation/ Reconstruction Loan Program” offers very minimal interest rates for those who want to avail the loan. Jacqueline O. Constantino, Chief of Division, Business Development Department, Pag-Ibig Tacloban Branch said during a press conference, active members with 24 months savings/contributions are eligible to apply for loan provided he/she is a resident of a calamity-stricken area by typhoon Yolanda and must show proof that his residential property was damaged by said typhoon.

Whenever the highest official of the land mentions one particular person

or place in his rarely said State of the Nation Address(SONA), there is no other reaction of the concerned party but to be proud of the unexpected recognition. This was the common reaction of the people here, when His Excellency President Benigno Aquino III included in his 2014 SONA, Eastern Samar as one of the provinces whose Rehabilitation Programs he has recently approved. Engineer Enrico Banario, Provincial TESDA Head was one who gave the President a thumbs up. Said over the state owned radio station DYES, Banario expressed elation at the President’s statement, to continue the fund support to TESDA’s Training for Work Program. According to Banario, he is proud of their trainees, because 60% of them have landed in highly skilled jobs here. This he referred to a number of out-of-school youths and previously jobless and unproductive individuals in “Yolanda” hard-hit areas. In earlier interviews, the TESDA Head said they have given trainings in

carpentry and electrical installations among others and these have given the beneficiaries substantial livelihood activities not to mention the Carpentry Kits given them. Banario looks forward to continue the same training for work programs as publicly announced by the highest official of the land. Moreover, Dr. Andrecita Cuna, owner, manager of Domsowir Hotel and Restaurant gave 80% score to PNOY’s SONA, saying, the President cannot please everybody, as she referred to the President’s endless critics. According to her, it is good that the President has effected reforms in the Cabinet, even accepting the resignation of former Customs Head, Biazon who was his friend and ally. On the DAP and Butz Abad, Dr. Cuna said that it is better that the President has this budget to finance emergency projects and services, because, knowing bureaucracy with the voluminous required documents and procedures, responding promptly to emergency conditions is close to impossible.

8th ID marks 26th anniversary of serving the people in disaster while securing the land

City marked its 26th anniversary drumbeating its service to the people especially the victims of calamities and disaster. In an audio-visual presentation, it underscored the significant role of the Storm troopers Division during rescue operations in disasters that hit Eastern Visayas. The elements of 8th ID with its different battalions and units all over Samar, Leyte and Biliran responded first in calamities like the flashflood in Ormoc City (Leyte) in 1991, the Guinsaugon, St Bernard, S Leyte, landslide tragedy in 2006 and the super typhoon Yolanda in Tacloban, Samar and Leyte in 2013. “In all of these tragedies, our 8th ID storm troopers braved them all,” said the AVP. Central Command Chief LtGen John Bonafos who served as Guest of Honor praised the “Storm troopers”

T he Yolanda affected families in Naval have something

positive to look forward to as the local officials of the capital town of Bil iran province is currently in the thick of preparations for the establishment of their proposed resettlement site. Naval Mayor Susan V. Paril la said in an interview that they are preparing the documents required by the National Housing Authority (NHA) for the establishment of a resettlement site for the past two months already. “ We already identified the lower part of Barangay Haguikhikan, an area with a sl ightly slopy terrain, as the proposed resettlement site of the municipality ” Paril la added. The lady mayor further said that she personally conducted an ocular inspection to other

identified proposed sites for the establishment of resettlement site in town but unfortunately it did not pass the standards set by NHA. She added that LGU-Naval has set the safety of the area as the top priority in the selection of the resettlement site for the town. However, Paril la clarif ied that she also consider accommodating the families l iving in hazardous places in the municipality l ike in flood and landslide prone areas and those l iving within the 40 meters no-build zone as identified, based on a survey conducted by the provincial office of the Department of Environment and Natural Resources (DENR) aside from the victims of super typhoon Yolanda. I t was learned that the housing agency of the government

allocated some 1,000 housing units for the resettlement site in the municipality of Naval based on the document submitted by the agency to the Office of the Presidential Recovery and Reconstruction (OPARR) led by former senator Panfilo Lacson. NHA has also allocated 559 housing units for Almeria, 777 housing units for Bil iran, 900 housing units for Cabucgayan, 788 housing units for Caibiran and 360 housing units for Culaba based on the document submitted to OPARR. I t was learned from Flordeliza Trani, provincial social welfare and development officer in Bil iran province that the provincial government of Bil iran has requested OPARR for more than 11,000 housing units for the province. The Philippine Red Cross (PRC)- Southern Leyte Chapter recently

established the Red Cross 143/Volunteer Service- Southern Leyte Chapter to intensify its working force down at the grassroots level in the province and organized its officers, as well. “ Red Cross 143 is one of the major program of the PRC that teaches the people to look after and care for their respective community,” OIC Administrator Jonas Maco disclosed. He added that said Red Cross 143 is a movement that empowers each barangay to be prepared to respond to any calamity and disaster that may strike at any given time. He added that 143 will recruit 44 volunteers in one barangay with one leader and 43 members that serves as its eyes, ears, hands and feet of Red Cross in each barangay. He said further that 143 volunteer will be harnessed in three aspects – disaster preparedness and response, health and welfare and voluntary blood donations to effective and compassionate in extending assistance in their areas of responsibilities. Meanwhile, the local Red Cross 143 set of officers were also organized as follows: President– Karl Pete Francis Carayo, Vice-President – Eric Villafuerte, Secretary– Eula Mae Maquelabit, Treasurer- Rosario Pejoles, Auditor- Lito Serenio and PIO- Bong Pedalino. The economy of Eastern Visayas managed to grow better in 2013

despite the wide-scale destruction brought by super typhoon Yolanda, the National Economic Development Authority said in a statement Friday. In a press conference, the National Statistical Coordination Board (NSCB) revealed that the region posted a 5.7 percent growth last year due to the fast recovery in manufacturing subsector which offset the previous year’s contraction of 6.4 percent. “This is an indication that we are still on track in terms of attaining a resilient, inclusive and sustained high growth path,” NEDA regional director Bonifacio Uy said. Director Uy noted that the brisk performance was a result of the resumption of operation of the Philippine Associated Smelting and Refining Corporation (PASAR) which was temporarily shutdown for six months in 2012 due to a fire incident. “The manufacturing subsector recovered with a 33.5 percent growth rate, making it the top contributor to the regional economy as well as registering the highest growth nationwide,” Uy said. Despite the challenges that the region is facing in terms of economic development, Uy was optimistic that the efforts now being undertaken by the government in partnership with the private sector and non-government organizations will hasten the economic recovery of the region.

One of these is the intensified implementation of Yolanda rehabilitation and recovery projects by the Office of the Presidential Assistance for Rehabilitation and Recovery along housing, infrastructure, livelihood and social services. Included also in the economic development outlook this year for Eastern Visayas is the P4.2 billion anti-poverty programs under the expanded version of the KALAHI-CIDSS-National Community Driven Development Project on top of the 4Ps program of the government; major strategies in improved agricultural production and productivity; implementation of the Fisheries, Coastal Resources and Livelihood Projects (FishCORAL); the proposed Philippine Component Better Rice Initiative – Fostering Agriculture and Rice Marketing by Improved Education and Rural Advisory Services Project and Abaca Sustainability Project; and the newly BOI-registered investments for 2014 namely Aviva Global Marine

Corporation, Biliran Geothermal Incorporated and Sea Cage Industries. Economic growth this year, Uy added, will also be fuelled with the rehabilitation and reconstruction of government buildings, infrastructure projects and resettlements; the ongoing Millennium Challenge Corporation –Secondary National Roads Development Project as well as the Samar Pacific Coastal Road Project; rehabilitation and upgrading of the DZR Airport in Tacloban; and the declaration of Eastern Samar as Manageable Conflict-Affected and Development Ready province. Meanwhile, NSCB regional head Evangeline Paran revealed that the region’s Gross Regional Domestic Product, the aggregate of the gross value added or income originating from each sector of the regional economy, stood at P152.2 billion in 2013 while the per capita GRDP increased by 4.5 percent from P34,019 in 2012 to P35,535 in 2013. DBM procurement service opens in So. Leyte

The Department of Budget and Management (DBM) has opened

its procurement service outlet in this province and housed inside the provincial engineering office compound. In a blessing ceremony two weeks ago, DBM Regional Director Imelda Laceras was grateful to the present administration of Gov. Roger Mercado and the provincial Board Members for allowing the DBM to have a store in the province, reported Diego Dain Credo, provincial Media Consultant, reported.

She recalled there were three previous attempts to have the outlet opened and this year was lucky enough for the Governor made sure it can happen and it did happen, Credo quoted the DBM Regional head as saying. Offices and employees will find ease and comfort with the DBM depot, as prices are 30% to 40% lower than those in commercial outlets, with the same quality of supplies. Credo reported that the provincial government will also be

benefitted, inasmuch as one-third of the depot’s gains on its sales will be shared with the provincial local government unit. For now, the DBM depot is managed by Provincial Administrator Jesse Quilantang together with the personnel of the Provincial Budget Office led by OIC Budget Officer Sylvia Toredes, Credo also said. EV top health official lauds Naval BHW ordinance

The top official of the health department in Eastern Visayas region

lauded the municipality of Naval for enacting an ordinance granting benefits and incentives to its accredited barangay health workers (BHWs). Dr. Jose R. Llacuna, regional director, Department of Health (DOH) in Region 8, was present during the ceremonial signing of the implementing rules and regulations of municipal ordinance no. 19 series of 2012 otherwise known as “An Ordinance Granting Benefits and Incentives to Accredited Barangay Health Workers and for other purposes” as amended . The ceremonial signing which was held recently at the old session hall of the Sangguniang Bayan of Naval was witnessed by Naval local officials and employees led by Mayor Susan V. Parilla including the BHWS of the 26 barangays of the town. Llacuna said the ordinance was the first local legislation he knew which granted the partner of the health department at the grassroots level in the delivery of different health programs, projects and activities. “I salute Naval”, Llacuna emphasized in his message recognizing

the efforts of the town’s local officials especially to councilor Gabino S. Velasquez, IV, who is a medical doctor by profession, the principal author of said ordinance. He also said he would like that other local government units (LGUs) in EasternVisayas and even in the whole

country to replicate the ordinance on BHWS enacted by Naval. “It is high time for LGUs to recognize the volunteer health workers whose benefits and incentives have been neglected for some time” he said further. (PIA 8 Biliran)

released by the Budget Department for various rehabilitation projects. The CRRP is a complete master plan that covers infrastructure, livelihood, resettlement, social services, and support. The Office of the Presidential Assistant for Rehabilitation and Recovery (OPARR), headed by Secretary Lacson, serves as the chief coordinator of the programs, activities and projects being undertaken by all Cabinet departments, national government agencies and local government units. The total cost for the CRRP is estimated at P171 billion, which will cover rehabilitation and reconstruction projects, as well as social services and livelihood. The rehabilitation plan will also involve the relocation of 200,000 families displaced by Typhoon Yolanda to resettle them in safer zones.
