Preliminary Evaluation Framework • Mix of qualitative & quantitative criteria
– Key Goals-identifies the issue – Evaluation Criteria-identifies the objective:
• Three Integrated Sets of Priority Settings: 1. Systemwide Network (operational, modal
capacity/priority, right of way reconfiguration, directional changes)
2. Neighborhood/specific (cross-walks, parking, loading, specific traffic calming)
3. Policies to aid street design/land-use (shuttles, parking, loading & travel demand management)

Preliminary Evaluation Framework • Evaluate the performance of the systems • Prioritize and rank projects/policies:
– Identify & Prioritize EN-TRIPS systems network packages
– Complete major environmental clearance
• Identify EN-TRIPS neighborhood projects that can be fast-tracked: – Low-cost/Street Innovative type pilots/trials
(develop toolkit) – Policies that can be implemented in short-term
(e.g. loading/ parking) – Complete with minor environmental clearance
