Welcome to eFiling!

The Appointed Counsel Department has put together this guide to give you step-by-step

instructions on how to e-File fee applications and various other billing documents. If you do not

already have an eFlex account, you will need to visit www.franklincounty.ohio.gov/clerks to

request an account.

SUBMITTING A FEE APPLICATION & FINANCIAL AFFIDAVIT

Prior to following the steps on the next page, complete the “Appointed Counsel Fee Application” (www.fccourts.org – Domestic Relations/Juvenile – Court Forms – Appointed Counsel Fee Application) and save to your computer in a location where you will be able to retrieve it. In addition, scan both sides of the original financial affidavit (given to you either at a preliminary hearing or placed in your mailbox) and save to your computer in a location where you will be able to retrieve it. IF YOU DO NOT HAVE A FINANCIAL AFFIDAVIT – Complete the “Appointed Counsel Financial

Affidavit” (www.fccourts.org – Domestic Relations/Juvenile – Court Forms – Appointed Counsel Financial Affidavit) and save to your computer in a location where you will be able to retrieve it. Required fields are “Applicant’s Name”, “Party Represented”, “Case No.”, and the reason for needing a Judge/Magistrate’s signature (i.e. applicant is a minor, unavailable, etc.).

IF A JUDGE/MAGISTRATE’S SIGNATURE IS NEEDED – Fill in the reason for needing a Judge/Magistrate’s signature and indicate “Signature Page Attached” on the signature line. Scan both sides of the form (in order) and save to your computer (as one document) in a location where you will be able to retrieve it.

1. Log in to the Filer’s Interface.

2. Click “File to Existing Case”.

3. Enter the HIGHEST/MOST RECENT Case Number and Participant’s Last Name and click “Submit”.

4. Using the “Document Category” dropdown box, select “Assigned Counsel”.

5. Using the “Document Type” select “Filing Submitted to Assigned Counsel Department: Award

Court Appointed Attorney Fees”.

6. Click “Browse” to find the document you saved.

7. Click “Add” to upload the form.

8. Using the “Document Category” dropdown box, select “Assigned Counsel”.

9. Using the “Document Type” select “Filing Submitted to Assigned Counsel Department:

Appointed Counsel Financial Affidavit”.

10. Click “Browse” to find the document you saved.

11. Click “Add” to upload the form.

12. If applicable, continue to page 6 (step 2) for “Submitting Receipts” and page 7 (step 2) for

“Submitting a Motion for Extraordinary Fees”.

13. Once the filing is complete, click “Next”.

14. You will be taken to a new screen. Select “Submit the Filing”.

SUBMITTING RECEIPTS (FOR EXPENSES EXCEEDING $1.00)

Prior to following the steps below, scan and save all receipts to your computer as one document in a location where you will be able to retrieve them.

1. Complete Steps 1-11 for “Submitting a Fee Application & Financial Affidavit”.

2. Using the “Document Category” dropdown box, select “Assigned Counsel”.

3. Using the “Document Type” select “Attachment”.

4. Click “Browse” to find the document you saved.

5. Click “Add” to upload the form.

6. Once the filing is complete, click “Next”.

7. You will be taken to a new screen. Select “Submit the Filing”.

SUBMITTING A MOTION FOR EXTRAORDINARY FEES

Prior to following the steps below, you will need to prepare a motion (and an itemized time log) and save them to your computer (as one document) in a location where you will be able to retrieve it. DO NOT ADD AN ENTRY TO YOUR SUBMISSION. THE ENTRY IS PREPARED AND ADDED BY COURT STAFF BASED UPON THE RECOMMENDATION OF THE ADMINISTRATIVE MAGISTRATE.

1. Complete Steps 1-11 for “Submitting a Fee Application & Financial Affidavit”.

2. Using the Document Category” dropdown box, select “Assigned Counsel”.

3. Using the “Document Type” select “Motion: Extraordinary Fees”.

4. Click “Browse” to find the document you saved.

5. Click “Add” to upload the motion.

6. You will be directed to a new screen. Please complete all required fields and click “Next”

7. Once the filing is complete, click “Next”.

8. You will be taken to a new screen. Select “Submit the Filing”.

SUBMITTING A JUDGMENT ENTRY (FOR EXPENSES EXCEEDING $100)

Prior to following the steps below, you will need to prepare a motion and an entry and save them to your computer in a location where you will be able to retrieve them. PLEASE NOTE THAT AN ENTRY FOR EXPENSES MUST BE FILED AND APPROVED PRIOR TO THE SUBMISSION OF YOUR BILL.

1. Log in to the Filer’s Interface.

2. Click “File to Existing Case”.

3. Enter the HIGHEST/MOST RECENT Case Number and Participant’s Last Name and click “Submit”.

4. Using the “Document Category” dropdown box, select “Assigned Counsel”.

5. Using the “Document Type” select “Filing Submitted to Assigned Counsel Department:

Judgment Entry”.

6. Click “Browse” to find the document you saved.

7. Click “Add” to upload the entry.

8. Using the “Document Category” dropdown box, select “Motions/Objections”.

9. Using the “Document Type” select “Motion”.

10. Repeat steps 6 and 7.

11. Once the filing is complete, click “Next”.

12. You will be taken to a new screen. Select “Submit the Filing”.

PROCESSING A “REJECTED” FEE APPLICATION

Attorneys will receive an email notification of a rejected filing.

1. Log in to the Filer’s Interface.

2. Select “Filing Status”.

3. Select “Correct for Resubmittance”.

4. Make the necessary corrections, and save the document in a location on your computer where

you will be able to retrieve it. **Please note that if you click “Correct for Resubmittance” and do not make the corrections right away, this button will disappear and you will have to re-file all documents as a brand new filing.

5. When replacing (or removing) a document click on the image under the tab labeled “Remove”.

6. Using the “Document Category” dropdown box, select the desired category.

7. Using the “Document Type” select the desired document type you are replacing.

8. INDICATE “RETURN” IN THE “ADDITIONAL DOCKET TEXT” BOX.

9. Click “Browse” to find the document you saved.

10. Click “Add” to upload the document.

11. Complete steps 5-10 for each document that needs replaced.

12. Once corrections have been completed select “Next”.

TROUBLESHOOTING TIPS

Do not access the forms through the Clerk of Court’s website. Please use the forms on the Domestic/Juvenile Court’s website (www.fccourts.org – Domestic Relations/Juvenile – Court Forms).

Make sure you are using Internet Explorer (version 9 or newer) or Safari as your web browser (not Firefox, Google Chrome, etc.).

Attempt to reinstall Adobe Reader (XI is the newest version). When you reinstall the application, if prompted, set Adobe Reader as your default reader. (This reinstall should override any other program that has become your default reader (i.e. Preview, Nitro, etc.).

Go to the Domestic/Juvenile Court’s website, right-click on the form you want to complete, and select “Save Target As”. Save the document to your computer (making sure the file type is Adobe Acrobat) and begin using this form rather than accessing it from the Internet.

Do not try to create a digital signature. Typing /s/ and then your name is the acceptable way to sign a document electronically.
