“FOCUS on Young Children’s Learning” is New Mexico’s third generation Tiered Quality Rating and Improvement System (TQRIS). The goal of FOCUS is to foster program leadership, cultivate teacher quality, and support positive outcomes for all children. Through the use of a program improvement and quality rating system, early learning programs will increase their ability to focus on children’s learning, improve their practice, and as a result of that improvement in practice, improve each child’s growth, development and learning, which will provide opportunities for children’s future success. All current 3-Star, 4-Star, and some 5-Star programs will be required to transition into the FOCUS program. Programs will have until December 31, 2017 to work on the new criteria and successfully demonstrate that the program is meeting their current star level so that their child care subsidy rates are not affected. 2-Star programs are also encouraged to apply.
