• Benefits of a true or clean feeder pattern:• Builds strong communities as neighborhood students and

families continue educational pathways together, from elementary through high school

• Allows articulation between educators, from elementary to middle school and from middle school to high school, and provides consistent/cohesive educational plan for students

• Promotes “branding” of schools, and school pathways, from primary grades throughout high school; builds school pride and positive reputations

• Builds parent and community confidence in our schools

Goal # 1 – Clean Feeder Patterns

5

Page 6: Attendance Boundary Task Force Report...• Lois Graham – Community • Mary Hardin Young – Area Assistant Superintendent • Olivia Caballero – Parent • Peter Lambert –

• Criteria for consideration in creating clean feeder patterns:• Split feeder• Impediments to safe travel• Proximity to nearby schools• Natural pathways from neighborhoods• Site capacities• Self-identification of neighborhoods with schools

Goal # 3 - Review Decisions for Over-Crowding / Under-Enrollment

17

Page 18: Attendance Boundary Task Force Report...• Lois Graham – Community • Mary Hardin Young – Area Assistant Superintendent • Olivia Caballero – Parent • Peter Lambert –

• Task Force reviewed process for Schools of Choice and impact on enrollment

• The review of information led the Task Force to conclude that Schools of Choice draw students district-wide with no one School of Choice impacting an individual attendance area

Goal # 4 - Impact from Schools of Choice

18

Page 19: Attendance Boundary Task Force Report...• Lois Graham – Community • Mary Hardin Young – Area Assistant Superintendent • Olivia Caballero – Parent • Peter Lambert –

• Many families prefer a neighborhood school• Navigating the system could be challenging and

costly for parents• Opportunity to attend School of Choice may

not be priority• Desirability of program could impact

enrollment• Concerns about equity of access and fairness of

enrollment process• Current open enrollment process already gives

options for parents

Discussion of No Boundary Policy

19

Page 20: Attendance Boundary Task Force Report...• Lois Graham – Community • Mary Hardin Young – Area Assistant Superintendent • Olivia Caballero – Parent • Peter Lambert –

• Creating clean feeder patterns does not alter the reality of district enrollment and capacity challenges, but can affect the sites that are over and/or under enrolled through loss or addition of students

• Seeing the full impact of boundary changes may take time as families/neighborhoods adjust and schools continue to build connections to families

Implications from Proposed Changes

20

Page 21: Attendance Boundary Task Force Report...• Lois Graham – Community • Mary Hardin Young – Area Assistant Superintendent • Olivia Caballero – Parent • Peter Lambert –

• School staff should put transition support in place for neighborhoods and students new to the school

• While the Boundary Task Force has created clean feeder patterns for most schools, there are Schools of Choice that lay outside of the paradigm

Implications from Proposed Changes

21

Page 22: Attendance Boundary Task Force Report...• Lois Graham – Community • Mary Hardin Young – Area Assistant Superintendent • Olivia Caballero – Parent • Peter Lambert –

• Two Year Phase-In• Year 1: 2012-2013

• Community input (allow 3 months)• Notifications to impacted schools &

communities• Parents may enroll in new school now• Educate parents on options for 2013-2014

• Students remain with parent transportation

• Students to neighborhood school• Year 2: 2013-2014

• Implement changes to boundaries

Timeline for Implementation

22

Page 23: Attendance Boundary Task Force Report...• Lois Graham – Community • Mary Hardin Young – Area Assistant Superintendent • Olivia Caballero – Parent • Peter Lambert –

• Approve timeframe to implement changes in 2013-2014

• District staff to create communication and community engagement plan

• Begin gathering community input in August• Bring back to Board as Conference/Action in

Fall
