Allotment 4 and Allotment E5 Parish of Wainuiototo, New Chums Beach, Whangapaoua: archaeological assessment

Ross Mear proposes to subdivide 60.7 ha of land at New Chums Beach, Whangapoua (Allotment 4 and Allotment E5 Parish of Wainuiototo). Th e development will consist of four house lots with defi ned house and ancillary building platforms. A revegetation programme is proposed for the properties that includes gorse removal and planting with suitable native species. Four archaeological sites are recorded within the proposed subdivision in the New Zealand Archaeological Association (NZAA) Site Recording Scheme (SRS): T10/1000, T10/1080, T10/211 and T10/261. An archaeological assessment of the sites is required for the subdivision plan in order to avoid the sites or minimise eff ects of construction on them. Th is assessment was commissioned from CFG Heritage Ltd by Russell De Luca Consultancy Ltd on behalf of Ross Mear.

Statutory background

All archaeological sites are protected by the provisions of the Heritage New Zealand Pouhere Taonga Act 2014 and may not be destroyed, damaged or modifi ed without an authority issued by Heritage New Zealand Pouhere Taonga (Heritage NZ).An archaeological site is defi ned in the Heritage New Zealand Pouhere Taonga Act as:

(a) any place in New Zealand, including any building or structure (or part of a building or structure), that —

(i) was associated with human activity that occurred before 1900 or is the site of the wreck of any vessel where the wreck occurred before 1900; and

(ii) provides or may provide, through investigation by archaeological methods, evidence relating to the history of New Zealand; and

(b) includes a site for which a declaration is made under section 43(1).Th e Resource Management Act 1991 requires City, District and Regional Councils to

manage the use, development, and protection of natural and physical resources in a way that provides for the wellbeing of today’s communities while safeguarding the options of future generations. Th e protection of historic heritage from inappropriate subdivision, use, and devel-opment is identifi ed as a matter of national importance (Section 6f).

Historic heritage is defi ned as those natural and physical resources that contribute to an understanding and appreciation of New Zealand’s history and cultures, derived from archaeo-logical, architectural, cultural, historic, scientifi c, or technological qualities.

Historic heritage includes: • historic sites, structures, places, and areas • archaeological sites; • sites of signifi cance to Maori, including wahi tapu; • surroundings associated with the natural and physical resources (RMA Section 2). Th ese categories are not mutually exclusive and some archaeological sites may include above

ground structures or may also be places that are of signifi cance to Maori. Where resource consent is required for any activity the assessment of eff ects is required to

address cultural and historic heritage matters.

Method

Records of archaeological sites in the general vicinity were accessed from the SRS database through ArchSite (archsite.org.nz) and incorporated into the project GIS. Old maps and survey plans held by Land Information New Zealand (LINZ) were accessed using QuickMap. Soil data was obtained from LandCare Research’s online S-map database (http://smap.landcar-eresearch.co.nz/home). Previous archaeological survey reports for the property were accessed (Lawlor 1998; Furey 2006). Th e property was visited and assessed by Matthew Campbell of CFG Heritage on 16 July 2014, and 11 March 2015 in company of Ross Mear. Th is was a visual inspection only and no intrusive survey methods were used.

Landscape

Th e proposed subdivision is a mixture of pasture grass, coastal forest, regenerating native bush, gorse and fl annel fl ower. At the southern end of New Chums Beach there is a level coastal terrace approximately 1–1.5 m high. A steep slope covered in coastal bush dominated by pohutukawa rises steeply from the rear of the coastal platform. Nikau groves dominate the vegetation on

the approximately 10 metre wide coastal terrace. Breccia outcrops intermittently interrupt the coastal platform. A boulder beach is present at the southern end of the bay and protects the front scarp of the coastal platform from erosion. Th e central part of the beach has more recent dunes, with a swale at the rear of the dune abutting the escarpment face. Th e Wainuiototo Steam discharges into the centre of the bay and gives the only easy access to the beach from the land behind. To the north of the stream mouth there is a low coastal platform, again backed by steep slopes. At this northern end of the bay the sand beach merges to a boulder beach at the base of the cliff s which continue uninterrupted to Kennedy Bay.

Th e coastal platform to the north of Wainuiototo Stream is covered in fl ax and other low species and ground visibility is poor. During a site visit in 2006 it was noted that disturbance from pig rooting was evident all along this northern platform and unlike the coastal platform at the southern end of the beach, the ground surface was very wet and poorly drained in early winter (Furey 2008). A stream identifi ed as Te Awaiti on the 1858 survey plan discharges into the bay across this platform. A narrow, deep, steep sided channel carries the water out of the hill country behind.

Th ere is little fl at land in the valley bottom behind New Chums Beach, and the north facing slopes are, in places, boulder strewn. Small basins are present above shallow gullies, and these are poorly drained and wet underfoot in winter. Unlike the landscape on the Whangapoua side of the development area, there are no spurs descending from the main ridge separating the catchments, so that there is little defi nition to the landscape or changes in slope angle close to the base of the hill-slope.

Th e slopes facing Whangapoua are steep, with short narrow spurs ending above the coast at the northeast end of the property, close to Motuto Point. Further to the south, beyond the mouth of the Pungapunga River, the spurs are longer and end above the fl ood plain formed by the river.

Soils are predominantly Te Toa soils, described as deep, well-drained loam over clay, with some Te Ki soils to the north and behind the beach, described as moderately deep, well-drained acidic loams.

Land history

Information on land block histories is derived from Alexander (1997) and from LINZ deeds and Certifi cate of Titles. Th e Pungapunga block of 365 acres encompasses the slope front-ing the Pungapunga River and the coast to the north of the river mouth and includes part of Motuto Point. Th e block was sold to the Crown for £93 15s in February 1865 by eight named individuals from Ngati Pare. Survey plan SO 918A, Land at Te Punga-punga, dated 1858, shows the land to be predominantly in bush (Figure 3). Th e adjoining Wainuiototo block of 1568 acres, which includes the catchment of New Chums, was sold to the Crown for £255 by its owners on behalf of Patukirikiri, Ngati Karaua and Ngati Pare in August 1858. Th e land was then divided into 11 allotments. Lots were issued as Crown grants from 1863 onwards. All of the allotments passed through several owners, sometimes in quick succession before being col-lectively purchased by Smith from 1912 to 1920. Th e rapid turnover in owners is typical of the speculative land sales occurring elsewhere on the Coromandel Peninsula in the mid-late 19th century and strongly suggests that absentee landowners did not reside here. All the blocks were on sold to Alberta McLean in May 1928. Bertram Denize purchased the land from McLean in 1944.

Wainuiototo West 5 was the only allotment where a timber company was registered as the owner. Th e A. [Auckland?] Timber Company purchased this allotment in 1887, transferring ownership to the Kauri Timber Company in 1888. Th is suggests that at least part of the land

was still in primary forest at that time. According to Robi n Denize, the previous landowner, the blocks on the northern side of the New Chums catchment (Wainuiototo North East 2 and Wainuiototo South West 2) were also logged in the late 19th century, and the timber was rafted out from New Chums Beach to scows.

Archaeological survey

An archaeological survey was carried out by Louise Furey of CFG Heritage on behalf of Coastal Land Trust Holdings in May 2006. Each ridge and spur was walked and probes were used to detect the presence of shell on level areas, ridge tops, spur crests and ends, plus any other places where there were irregularities in the land surface which might indicate the presence of Maori occupation. All stock tracks on ridges and slopes were inspected for exposed shell, and cuttings in farm tracks and roads were also looked at for any alteration to the natural soil profi le. Th e location of each archaeological site was fi xed with a Garmin hand held GPS with an accuracy of ± 5 m. Previously recorded sites were revisited, and new, more accurate, grid references given on updated site record forms.

Four sites were identifi ed within the proposed development, T10/211, T10/261, T10/1000 and T10/1080. Th ree of the sites, T10/211, T10/261 and T10/1080, were identifi ed as being pre-European in origin and are likely to be associated with other archaeological sites within the area. Th e fourth site, T10/1000 cannot be interpreted based solely on surface evidence, but is likely to be related to Maori horticulture.

Although the allotments in Parish of Wainuiototo were acquired by a timber company and initial land allocation occurred the 1860s, no archaeological evidence related to early European historic occupation or the timber industry has been found in the surveyed land. It is likely there are historic access tracks and timber haul roads higher in the Wainuiototo catchment but as this area was in regenerating bush and gorse, and was outside the assessment area, it wasn’t inspected for sites.

Th e three sites mentioned above occur on the southern and northern boundaries of the pro-posed subdivision. Th e land is steep, and as a result, there is limited access to the beach, with the only easily accessible place in the valley bottom adjacent to the Wainuiototo Stream. In addition, the sparse shells of limited species in the inter-tidal zone suggest that the sandy shore at New Chums may be impoverished of preferred shellfi sh relative to Whangapoua Beach and the nearby harbour.

Th e four sites recorded on the property were relocated (T10/261 was located in the SRS on an adjoining property but was re-located with handheld GPS on Allotment 4) and re-recorded. All house and ancillary building platforms were inspected, and current and proposed access-ways inspected.

T10/211

Th is site was fi rst recorded by Molly Nicholls as a midden in good condition in 1965. In 1980 J. Peirce recorded it as an eroding midden on either side of the Wainuiototo Stream mouth, a larger midden south of the stream and a smaller midden north of the stream. In 2002 Brenda

Sewell described a defl ating midden covering 15 x 6 m to the south of the creek but she could not relocate the midden to the north – she thought that it may have been obscured by long grass and recent planting.

Th is midden was visited on 16 July 2014 and reassessed, as it was recorded within 20 m of the defi ned building platform for Lot 1 (Figure 2) – the grid reference in the site record form contains an error and has been corrected to place the site 70 m east of the proposed building platform for Lot 1. Th e site is a defl ating midden on the seaward face of the beach dune about 50 m south east of a stream mouth. Th e main area of midden is visible over 12 m along the dune face and 7 m up it, with a smaller patch of midden 12 m south east. Th e shell is pri-marily tuatua (Paphies subtriangulata) with occasional tuangi (Austrovenus stutchburyi), limpet (Patella sp.), whelk (Cominella sp.), cat’s eye (Turbo smaragdus) and mudsnail (Amphibola crenata). Numerous heat cracked rocks are present, gathered from the beach about 20 m away. Charcoal was recorded in 1980 but is no longer visible, nor was evidence of fi re scoops. Th e midden is too sparse to probe and is probably all located on the dune surface. It may survive better beneath a patch of gorse uphill from the exposed midden but could not be detected with the probe and the record of previous visits indicates it does not extend as far. Th is patch of gorse is 7–8 m wide and very occasional shell was visible on the surface above it. When it was revisited on 11 March 2015 its condition was observed to have deteriorated further in the intervening few months. Th is midden will probably completely erode away in the next few years. Th e patch of midden north of the stream mouth was not relocated.

T10/261

Th is site was originally recorded in 1974 by J.C. Greenwood, Lands and Survey Department Ranger, as pits, terraces and midden. It was revisited by Lawlor (1998) who recorded that the pits were still distinct but the midden recorded by Greenwood could not be seen. Lawlor described possible terraces at the north east and south of the site. It was revisited by Furey (2006) who described Lawlor’s Pits 1 and 2 as possibly still visible as faint depressions. Th e SRS data for the site plotted it in the adjoining property to the south (Lot 37 DPS 87447) but

it is located on a knoll inside the southern boundary of Allotment 4 Parish of Wainuiototo (the site record has been corrected). It was inspected on 11 March 2015 and remains much as it was when fi rst recorded although the pits are not as clearly visible as the site descriptions suggest they were in 1974 and 1997, but are certainly clearer than the 2006 update suggests, and the terraces described by Greenwood and Lawlor are more likely to be natural slump features. Th e pits are clearly outlined but not particularly deep (they don’t show up well in photographs) and there is rough ground to the south of the ridge top that may indicate further pits. Lawlor’s map in the site record is more accurate than Greenwoods sketch. Th e site is located 30 m south of and at a higher elevation than the proposed building platform for Lot 4.

T10/1000

Th is site was recorded by Lawlor (1998) as two stone alignments down either side of the ridge line in Lot 4, 70 m north of T10/261. Th e alignment on the western face of the ridge could not be relocated as it is now under dense gorse. Th e alignment on the eastern face of the ridge is as described by Lawlor although soil creep and longer grass mean the stones are not as clearly visible as in his Figures 8 and 9. Th e visible part of site consist of a dozen stones in a general alignment running downhill from the lip of the fl at area within the proposed Lot 4 building platform for 14 m. Th e site was revisited by Furey (2006) who was unsure whether the site was pre-European Maori or historic period farming in origin. She recorded that probing indicated the alignment ran for up to 32 m. Lawlor’s ‘best guess, based on present evidence’ was that the alignment was pre-European Maori site and, while this remains uncertain, a conservative approach is adopted here and it is regarded as pre-European. Th e site is unlikely to be an outline for a structure, rather it represents garden or fi eld clearance. Th e surrounding ground may have been gardened but archaeological evidence of this is likely to be ephemeral – the soils, while fertile, appear to be mobile, with slumping and soil creep exacerbated by historic farming, and it is unlikely that recognisable garden soils survive.

Th e alignment was surveyed accurately by RMS surveyors (Figure 8).

Th e site was fi rst recorded by Furey (2006) as a displaced midden on a stock track. She could not locate the source of the midden (it could potentially be the midden originally recorded at T10/261 by Greenwood in 1974). Th e grid reference supplied in the site record could not be accessed as it was now under dense gorse. It can be considered accurate to ± 5 m as it was ini-tially recorded with handheld GPS. Th e site was not relocated. Similar stock tracks for a radius of about 100 m from the recorded site location were inspected but no midden was observed.

Building platforms and accessways

No archaeology was observed on any house or ancillary building platforms or along any access-ways, including the existing accessway that is to be upgraded and the alternative accessway to Lot 1 that is currently an overgrown farm track or the alternative accessway to Lot 4, not shown in Figure 2.

Bridge

As part of the resource consent it is proposed that a bridge be constructed to replace the ford across the Pungapunga Stream off Te Punga Road, approximately 50 m upstream from the ford. Th e nearest archaeological site is T10/1008, located on a ridge top approximately 70 m north west of the proposed bridge. Bridge construction will not aff ect the site although care should be taken not to cut into the base of the ridge.

Discussion

While recorded archaeological sites are relatively sparse on the property the wider archaeolog-ical landscape is somewhat denser (Figure 1). It may be that there are few sites on the property

but it is also possible that sites are small in scale and, like T10/1000 and T10/1080, obscured by gorse, or like T10/211 and T10/261, damaged or destroyed. Soils are relatively fertile although most of the ground is steep and would not have been suitable for pre-European Maori garden-ing on anything but a small scale – the small scale of the recorded storage site T10/261 and other storage sites in the vicinity also indicate that this is likely. Only one beach midden is recorded, and this is actively eroding. It seems probable that there would have been more mid-dens but these are no longer extant.

Taken these sites indicate short term, or a series of short term, occupation, gardening and storing the associated produce. Lawlor suggested that the nearby pa, T10/177, was occupied by a small extended family group. Th is group may have been responsible for the small-scale evidence of occupation throughout the New Chums Beach catchment, although none of the sites have been dated and they may represent several hundred years of intermittent occupation.

Assessment

Th e following assessments of values and signifi cance relate only to archaeological values. Other interested parties, in particular mana whenua, may hold diff erent values regarding the proposed development. Th e values assessments are assessed separately and an assessment of the signifi -cance of the sites is discussed at the end.

Condition Th is site is in reasonable condition, although it is diffi cult to interpret from only a surface study.

T10/1000 has moderate condition values.Rarity Stone arrangements are not common in New Zealand, although stone used in

horticultural practices is reasonably common. T10/1000 has moderate rarity.Context Th is site is part of a much more extensive archaeological landscape in the

Whangapoua region. While much of this landscape, especially in the Whangapoua township has been developed, enough remains to provide good context for the sites.

T10/1000 has moderate context values.Information Th e investigation and excavation of this site could provide useful information

about the timing, use and development of Whangapoua and Wainuiototo bay during pre-European Maori occupation of the Coromandel Peninsula. Th e nature of the site is not fully understood and could be resolved through archae-ological excavation.

T10/1000 has high information values.Amenity Th e site is not very visible and could not be easily interpreted to the public. T10/1000 has low amenity values.Cultural Th e cultural values of the sites can only be determined by the mana whenua.

T10/1080

T10/1080 could not be relocated beneath dense gorse and could not be assessed during fi eld visit. Th e following assessment of values relies on Furey 2008.Condition Th e site is redeposited midden, and is no longer in its original place of deposition. T10/1080 has low condition values.Rarity Shell midden’s are the most common type of site in New Zealand. T10/10180 has low rarity values.Context Th is site is part of a much more extensive archaeological landscape in the

Assessment of eff ects

T10/211 is located on Lot 1 approximately 70 m from the proposed building platform. It will not be aff ected by the development.

T10/261 is located 30 m south of and above the proposed building platform in Lot 4. it will not be aff ected by the development.

T10/1000 was partly located within the proposed building platform in Lot 4. Following the archaeological fuield survey, the building platform has been adjusted and house construction has been designed to avoid the visible parts of the site including a 5 m buff er (Figure 8). If the ground surrounding the alignment had been gardened then house construction may potentially aff ect evidence of this, although archaeological evidence of gardening is likely to be ephemeral and its survival is unlikely.

T10/1080 is located in Lot 4, 70 m from the proposed building platform and will not be aff ected by the development.

Track upgrade and house platform preparation throughout the property may potentially uncover evidence of pre-European Maori gardening or middens, although the likelihood of this must be assessed as low – while these places may have been gardened the evidence for this is likely to be ephemeral. Clearance of gorse for revegetation programmes may expose storage sites on ridge tops and middens in any location.

Th e revegetation programme has the potential to adversely aff ect archaeological sites. In order to avoid these eff ects management recommendations are made below.

Recommendations

Th ese recommendations are only made on the basis of the archaeological values that have been outlined above. Any other values associated with other interested parties, including tangata whenua, can only be determined by them. It is recommended that, while the vegetation of the properties with suitable native species, including gorse and other weed clearance, has positive benefi ts, it has the potential to adversely aff ect the archaeological sites. A Management Plan is therefore required to manage these eff ects. Such a plan should include, but not be limited to:

the development of protocols for avoiding directly planting onto archaeological sites; T10/211 should be planted in pingiao or marram in order to stabilise the defl ating

surface and preserve the remnant of the site; the establishment of suitable buff ers around archaeological sites; the development of protocols for recording new sites that are encountered during the

planting programme, particularly during gorse clearance; the inclusion of new sites in the management plan; the scheduling or covenanting of sites in the Th ames–Coromandel District Plan.

Also, T10/1000 was located within the proposed Lot 4 building platform but this has bene redesigned to avoid the site, including a 5 m buff er. Suitable protocols should be developed to avoid adverse eff ects on the site, including, but not limited to:

that no building, including utilities installation, occur within the 5 m buff er; that no heavy machinery be placed within the 5 m buff er.

Protocols should be developed to manage any archaeological evidence that is discovered during earthworks, including outside the T10/1000 buff er, including, but not limited to:

all work within the vicinity of the discovery should cease immediately; all machinery and plant should be removed from the buff er zone where this is possible; the Heritage NZ, Project Archaeologist and, if relevant, tangata whenua, should be informed;

the Project Archaeologist and / or Heritage NZ will advise on the relevant steps to take;

appropriate tikanga (protocols) should be followed during works – mana whenua may make recommendations outlining these;

if further modifi cation of the site cannot be avoided an authority to modify or destroy the site be applied for from the Heritage New Zealand Pouhere Taonga (Heritage NZ) under Section 44 of the Heritage New Zealand Pouhere Taonga Act (2014);
