Arizona State Parks Infrastructure Consent Order, AZ

order issued by the Arizona Department of Environmental Quality, Arizona State Parks (ASP) began the process of evaluating, and upgrading water and wastewater facilities at 26 parks located throughout the State. Successful completion of this undertaking required experience and expertise in a wide range of disciplines. Our staff of engineers, environmental scientists, surveyors and architects were all instrumental in meeting the challenges of this project. After completing an assessment of the facilities at each park, we helped ASP prioritize the work that needed to be done. Once the priority list was established, we tackled the specific needs of each project. The work completed included upgrading/repairing on-site treatment plants, septic and leach fields, evapotranspiration beds, effluent re-use facilities, as well as drinking water infrastructure. Though this project is on-going, we have met many of the goals set forth by ASP.

4,700 linear feet of 8” ductile iron pipe looped through the park along with 1,100 linear feet of 6” ductile iron pipe feeding 8 new fire hydrants and 3 new fire cabinets.
NEI’s scope of work included collecting field data for the topographic survey, performing a water pressure analysis, drafting up improvement plans illustrating the horizontal alignment and the profile of the new fire main, developing an erosion sediment control plan, and obtaining the approval to construct by the Arizona Department of Environmental Quality.
The new fire main system traverses numerous utilities, existing roadways and wash areas. NEI developed an alignment based on the needs of the park, and engineered proper trenching and cross sections for all crossings. Based on the final horizontal and vertical alignment, NEI authored a design report to be attached to the final plans. NEI will be assisted in the bidding process, performed all construction administration and conducted all quality control materials testing services. The project is complete and the system is currently in use.

was to be utilized as one of the tools used by Arizona State Parks during the acquisition process of the facilities located at the site.
The Sandpoint Marina & RV Resort is located within Cattail Cove State Park along Highway 95, approximately 10 miles south of Lake Havasu City, Arizona. In general, Sandpoint Marina & RV Resort accommodates the camping and boating community by providing RV sites, a boat launching ramp, a marina, as well as other amenities. Sandpoint Marina & RV Resort also includes other infrastructure convenient to the camping and boating community. NEI’s scope of work included the inspections / investigations of the buildings and site work systems components and subcomponents located at Sandpoint Marina & RV Resort. This included, but was not limited to, documenting existing Conditions, providing an opinion of compliance, providing an estimated replacement cost, as well as, providing the remaining useful life and remaining depreciated value for each of the components and subcomponents.

relevant permits. NEI also conducted a field investigation; cataloging components and subcomponents of each system along with associated photos and opinion(s) of code compliance. In addition, NEI organized collected data and assigned industry costs to each component and subcomponent while developing individual deficiency reports and deficiency priority lists for each facility. Finally, NEI reviewed assigned industry cost data and deficiency reports for formulation of a Facility Assessment Report. The Facility Assessment Report is complete and in review with Arizona State Parks and associated stakeholders.
Lake Havasu State Park New Restrooms & Concession Stand

New construction will include 2 restroom only buildings, 2 restroom buildings with showers and 1 new restroom building with concession stand. Windsor Beach; used heavily during Spring Break.
NEI provided architectural elevations and floor plans, specifying the buildings as pre-engineered and prefabricated cast concrete structural systems. These modules will be prefabricated at a shop and will include all finish work, plumbing and electrical utilities and equipment. After construction they will be trucked to the site as a series of modules of no more than 10 foot wide x 26 foot long. The modules are will be craned into place and attached to each other by metal plates and bolt connectors to form the final building. As designed, some of the restroom buildings will be divided into 5 different segments. The prefabrication process allows for an efficient erection time, reduction in direct labor required at site, a complete reduction of waste materials at the site, and an increased level of quality control on the finished product.
NEI also provided all the civil design services, which included the design of a new sewer lift station, site planning, grading and detailing. Water laterals were connected to a recently constructed 8” waterline designed by NEI two years prior to the design of the new restrooms. the City of Lake Havasu. NEI also performed all the topographic survey and geotechnical testing services with in-house personnel and equipment. The Lake Havasu Restrooms project is in the process of going out to bid. NEI is under contract to provide bidding support services, and construction administration and inspection services during the duration of the constructionof the project.
Water Treatment Plant Expansion

Nicklaus Engineering Inc. (NEI) has been the town engineer for the Town of Wellton for over 20 years. As such NEI has designed numerous infrastructure facilities for the town, including water treatment plant upgrades. One of these is the expansion of the Town of Wellton Treatment Plant. The expansion included the addition of a 600,000 gallon storage tank with all related appurtenances including foundation design, steel tank, site piping and connection to the existing filtration water system. Also included was the addition of a new filtration system for a total of six new filtration tanks with related piping for connection to clarified water, pumping station and backwash connection. The project included a topographic survey, geotechnical investigation, pipping plan, and all related details for tank and filter system. Israel Boycott Form
All materials submitted as part of a response to a solicitation are subject to Arizona public records law and will be disclosed if there
is an appropriate public records request at the time of or after the award of the contract. Recently legislation has been enacted to
prohibit the state from contracting with companies currently engaged in a boycott of Israel. To ensure compliance with A.R.S. §35-
393.01. This form must be completed and returned with the response to the solicitation and any supporting information to assist the
State in making its determination of compliance.
As defined by A.R.S. §35-393.01:
1."Boycott" means engaging in a refusal to deal, terminating business activities or performing other actions that are intended to limit commercial relations with Israel or with persons or entities doing business in Israel or in territories controlled by Israel, if those actions are taken either:
(a) In compliance with or adherence to calls for a boycott of Israel other than those boycotts to which 50 United States Code section 4607(c) applies.
(b) In a manner that discriminates on the basis of nationality, national origin or religion and that is not based on a valid business reason.
2. "Company" means a sole proprietorship, organization, association, corporation, partnership, joint venture, limited partnership, limited liability partnership, limited liability company or other entity or business association, and includes a wholly owned subsidiary, majority-owned subsidiary, parent company or affiliate.
3. "Direct holdings" means all publicly traded securities of a company that are held directly by the state treasurer or a retirement system in an actively managed account or fund in which the retirement system owns all shares or interests.
4."Indirect holdings" means all securities of a company that are held in an account or fund, including a mutual fund, that is managed by one or more persons who are not employed by the state treasurer or a retirement system, if the state treasurer or retirement system owns shares or interests either:
(a) together with other investors that are not subject to this section. (b) that are held in an index fund.
5.”Public entity" means this State, a political subdivision of this STATE or an agency, board, commission or department of this state or a political subdivision of this state.
6. ”Public fund" means the state treasurer or a retirement system. 7. "Restricted companies" means companies that boycott Israel. 8. "Retirement system" means a retirement plan or system that is established by or pursuant to title 38.
All offerors must select one of the following:

in accordance with A.R.S. §35-393.01. I understand that my entire response will become public record in accordance
with A.A.C. R2-7-C317.

By submitting this response, proposer agrees to indemnify and hold the State, its agents and employees, harmless from any claims
or causes of action relating to the State’s action based upon reliance on the above representations, including the payment of all
costs and attorney fees incurred by the State in defending such an action.

Confidential Information Designation
All materials submitted as part of a response to a solicitation are subject to Arizona public records law and will be
disclosed if there is an appropriate public records request at the time of or after the award of the contract.
Recognizing there may be materials included in a solicitation response that are proprietary or a trade secret, a
process is set out in A.A.C. R2-7-103 (copy attached) that will allow qualifying materials to be designated as
confidential and excluded from disclosure. For purposes of this process the definition of “trade secret” will be the
same as that set out in A.A.C. R2-7-101(52).
Complete this form return it with your Offer along with the appropriate supporting information to assist State in making
its determination as to whether any of the materials submitted as part of your Offer should be designated confidential
because the material is proprietary or a trade secret and therefore not subject to disclosure.

If State agrees with Offeror’s designation of trade secret or confidentiality and the determination is challenged, the
undersigned hereby agrees to cooperate and support the defense of the determination with all interested parties,
including legal counsel or other necessary assistance.
By submitting this response, Offeror agrees that the entire Offer, including confidential, trade secret and proprietary
information may be shared with an evaluation committee and technical advisors during the evaluation process.
Offeror agrees to indemnify and hold State, its agents and employees, harmless from any claims or causes of action
relating to State’s withholding of information based upon reliance on the above representations, including the
payment of all costs and attorney fees incurred by State in defending such an action.
