    Why Vote in School Board

    Elections?

    The budget of the Albuquerque Public Schools(APS) is about $1.27 billion and consists of

    operational and capital funds. This budget is animportant portion of the entire New Mexico statebudget and how thatm o n e y i s a l l o c a t e dsignificantly impacts everytaxpayer in New Mexico.The School Board makespolicy on how the budgeti s s p e n t . T h e l a s topportunity to vote in thisyears Schoo l BoardElections for Districts 1, 2,

    a n d 4 i s T u e s d a y ,February 1, 2011.

    T h e y w e r e c a l l e dspecial interest groups,but now seem to bereferred to as Stakeholders. Some recognizedStakeholders in APS are students, their parents,teachers, and teachers unions. Taxpayers arecommonly not recognized as Stakeholders andyet we are stron gly impact ed by APS

    expenditures. Candidates for Albuquerque SchoolBoard pay attention to groups (Stakeholders) thatpay attention to what is happening in APS.Historically that has been teacher's unions,teachers, and, to a lesser extent, parents.Usually these groups have to be organizedenough to impact an election before candidateslisten to them.

    Taxpayers and particularly conservativetaxpayers have not been well organized enoughto be much of a factor in School Board Elections.These elections are held at a time that manytaxpayers are not paying attention and

    consequently the teacher's and other publicsector unions have a disproportionate influenceon these elections. Iftaxpayers want to betaken seriously in the APSelections, then they mustvote and be organizedenough to vote for thosecandidates that reflecttheir views.

    Board members put in many long hours withoutdirect pay serving the community of Albuquerque.

    Existing and previous Board Members are civic-minded individuals and are usually motivated byaltruistic reasons. Although there is no questionthat their intentions are good, their effectivenessin being part of the process that producesstudents able to compete well on both the nationand international level might be questioned.

    By many measurements New Mexico Schoolsdo not do well. Although Census Informationindicates New Mexico ranks about 24th in perstudent expenditures, we rank in the bottom tenpercent (the best we do is a tie for 46th in the

    nation) in having students that are at or aboveproficient in reading and math.

    Some educators question the validity of thesemeasurements, but seem to be unable or at least

    reluctant to supply a measurement whereby wecan compare New Mexico's ranking andeffectiveness in educating our children to otherstates. In other words, these measurements arewhat are available and we don't do well comparedwith other states.

    Taxpayers in New Mexico don't seem to begetting their money's worth. Given how much isalready spent per student, the argument thatspending more money will produce a bettereducation for our children doesn't seem to be

    Districts Holding Elections

    Three School Districts are electing SchoolBoard Members and you can only vote for a

    candidate if you live in the same district as thecandidate.

    District 1: Seat is currently held by DoloresGriego the Board Secretary. District 1 containsRio Grande High School and Washington, Ernie

    Pyle, Harrison and Polk Middle Schools.District 2: Seat is currently held by Robert

    Lucero who is not running for re-election. District2 contains West Mesa High School and Monroe,LBJ, John Adams, Jimmy Carter, and TrumanMiddle Schools.

    District 4: Seat is currently held by MartinEsquivel who is the Board President. It containsHighland High School and Cleveland, McKinley,Jefferson, and Wilson Middle Schools.

    APS CandidatesThe Albuquerque Tea Party (ATP) does not

    endorse individual candidates running for publicoffice. A goal of the ATP is to educate the publicabout the views of candidates, not to endorseindividual candidates. Although individuals thatbelong to the ATP can work for individualcandidates, they do not do so as representativesof the ATP.

    Although I am the ATP Local Action TeamLeader covering the Albuquerque School Board,

    this reflects my personal views and not the viewsof the ATP. Some of the information presentedhere has been gathered from other individuals notnamed for privacy reasons.

    This information only covers what I consider tobe viable conservative candidates running for theAlbuquerque Public School Board and some oftheir more serious opponents. For a list of allcandidates running for Albuquerque School Boardpositions see the January 18th, 19th and 20th(Tuesday, Wednesday, and Thursday) 2011editions of the Albuquerque Journal. Again, this

    reflects my personal views of School BoardCandidates and does not reflect the views of theAlbuquerque Tea Party.     APS Candidate Districts

    District 1:

    The consensus of conservative groups that Ihave been in contact with is that Clara Pea is the

    best conservative candidate. Dolores Griego isthe incumbent in thisrace, but her handling ofthe Rio Grande HighS c h o o l s c h e d u l i n gproblems may have costher some support.

    District 2:

    The incumbent, RobertLucero, is not running inthis election. Two viable

    conservative candidatesa r e i n D i s t r i c t 2 ;Katherine Korte andGreg Snyder. Mr. Snyderis well-spoken and conservative. He is supportedby the Republican Party, but has no children atAPS. While he will be a valuable conservativecandidate in future races, my opinion is that hemay not be ready for this race. Ms. Korte isconservative, has children thatgo to APS, and is very active inher community including theParent-Teacher's Association(PTA). Ms. Korte has beenendorsed by Parents for QualityEducation and ConcernedCi t izens for APS Reform(CCAPSR) . CCAPSR hasseveral Tea Party supportersthat support Ms. Korte. Mypersonal favorite in this race isMs. Korte and my bias shows inhow I'm describing these two

    candidates.The main opposition in this

    race seems to be from PeterSanchez. Mr. Sanchez seems tobe well-funded. I've heardMr. Sanchez speak twice. Inone meeting he appeared tobe a conservative, but he hasapparently obtained the

    endorsement of four unions and advertises on theprogressive website:

    school.htmlIf the conservative vote issplit, then Mr. Sanchez isthe likely beneficiary.

    District 4:

    The incumbent in thisrace is Martin Esquivel.This race presents aproblem, because thereis no clearly conservativecandidate. Mr. Esquivelis able to work withexisting Board Members.He recused himself in arecent vote on suing the

    State of New Mexico to obtain increased fundingfor the school district, because his law firm couldbe involved with the case. Mr. Esquivel haschildren in APS and I believe that is his motivationfor seeking another term on the School Board.

    My personal concern is that Mr.Esqu ive l seems to have

    accepted the poor performanceby APS. The other potentiallyviable candidate is Charles(Ched) MacQuigg.

    Why We Should Abolish the

    Federal Reserve System and

    How To Do It

    America has tried creeping socialism andincremental inflation for 98 years. It does notwork. It has converted the United States ofAmerica from the largestcreditor nation in the worldto the largest debtor nationin history. No other nationhas ever turned economicsuccess into debt-riddenfailure on this order ofmagnitude in this short oftime.

    In 1913, under U.S.President Woodrow Wilson,t h e U . S . C o n g r e s sa b d i c a t e d t h e i rconstitutional mandate tocoin money and regulate the value thereof. Withthe Federal Reserve Act of 1913 the power, not tocoin money, but to print money was handed overto the Federal Reserve System. The FederalReserve System, The Fed, is neither federal norreserve but a private corporation, incorporated inthe state of Delaware, that has successfullyresisted every attempt at audit by members of theCongress of the UnitedStates. Karl Marx, in theCommunis t Mani festo ,made a central bank andthe graduated income taxt w o p l a n k s i n t h eCommunist Platform. Since1913 the U. S has both.

    The Federal ReserveSystem is an extension of

    the people who offer U.S.social ism (governmentcontrol of the economy).These people are called progressives. The Fedand the Progressives have a plan to socialize theU.S. Those who believe the U.S. should be undera rule of law (the Constitution) are calledConservatives. As long as the Fed creates themoney in the U.S. the Progressives will have the

    upper hand. The Conservatives plan should beto abolish the Fed as soon as possible.

    Congress created the Fed they can abolish it.This would place the creation of money and creditback into the hands of the Congress. The U.S.

    Constitution says the Congress shall, coin moneyand regulate the value thereof. Federal, stateand private debt are the most pressing problems

    in the U.S. today. If the Fedis abol ished and theinflation of U.S. currency isto be stopped the U.S. willneed to go back to gold andsilver money. Under thefree market there will beenough gold and silver toback the money.

    The U.S. owns 2 billionounces of silver and 250million ounces of gold. Byissuing gold and silver

    backed money the U.S. will have adequatebacking for their currency. When the Fedbecomes history their fiat money will disappearwith them.

    In 1913 the Fed and the Congress formed acartel whereby the U.S. Treasury Bonds are usedby the Fed to create fiat money. Each

    government bond adds to the U.S. debt, which is$14 trillion; state debt is $2trillion; private debt is $15trillion and stock derivativedebt $30 trillion. This totalsto $61 trillion. These debtsare unsustainable. There isno coherent plan to repaythem. The U.S. economy ison the verge of collapse. Ift h e U . S . e c o n o m ycollapses that will push the

    U.S. into the New WorldOrder, which is a socialist,global government directed

    by world bankers. This will be the end of freedomin the U.S.

    State Patriot Action Team Sets

    Its Agenda for2011

    The Albuquerque State PAT has set its agendafor 2011. The long term focus will be on

    increasing participation in the Tea Party throughthe use of Park Parties: weekly weekend picnicsin pa rk s a rou ndAlbuquerque for 25weeks starting inmid-May. To makethese successful, wewant to distributep a l m ca rd s topeople within threeblocks surroundingthe park of the week

    about three daysprior to the party toinvite people to theevent. The partywould be managedby 3-5 people andw o u l d l a s t f o rapproximately two hours. We would talk withguests, pass out literature about the Tea Party,register new participants in the Tea Party, andcollect donations.

    Ideally, we would have four teams of 5 peopleto distribute the invitations to neighborhoods andadminister the event on the next Saturday. The

    Park Party schedule will require 20 volunteers.With four teams, each team would only have toput on one event per month for six months.

    In addition to this long term goal, the State PATwill undertake several short term projects:

    1. Promoting the APS School Board Election onFebruary 1 through Roving Rallies.

    2. Tracking activity at theL e g i s l a t u r e s t a r t i n gJ a n u a r y 1 8 a n dparticipating in the January18 rally at the RoundHouse.

    3 . E n c o u r a g i n gconservative candidates torun for election to the

    Albuquerque City Councilnext fall.

    4. Starting late in 2011 toanalyze what State-levelpositions will be up forelection in 2012.

    December 1, 2010This was the initial run on the new meeting time

    schedule. The meeting started promptly at 0930with all commissioners in attendance. Themeeting was well attended in spite of the newtime. After all the agenda shuffle, we went by theoriginal agenda I sent you all to begin with so theitem numbers will match that agenda.

    Item 5a: Ron Marcus and another fellow, whosname I did not catch, presented information onthe upcoming Belen School District bond issue for

    the Feb. 1 election. In one ballot question theyare seeking an extension of the present 2.0 millevy which generates about $1 million a yearwhich is used for building maintenance, computerequipment, and purchasing activity vehicles forextracurricular activities. In the second ballotquestion they are seeking to issue generalobligation bonds in the amount of $23,750,000.The amount includes building renovations orimprovements but also $8 million for a swimmingpool at the high school and $4 million fortechnology, safety, security and miscellaneous.

    These bonds are supposed be replacingoutstanding bonds that are being retired andtherefore will not affect taxes. They handed outsome brochures containing the details so if youare interested contact the district and get one.505-966-1000.

    is a bill just introduced in the legislature as partof massive government restructuring proposals.This one combines a number of functions into theDepartment of Public Safety and would includethe E911 system. Shirleys concern is that if thathappens DPS will do some fund sweeping andtake away the local E911 funds that we just

    Item 5d: Eric covered a number of topics. Afew of the most significant are the following:

    He has been working with the Middle RioGrande Council of Governments on getting railroad signals at 3 crossings to create more quietzones. Apparently about $600,000 is availablebut the costs may have ballooned to over acouple million so more planning will have to bedone.

    The LL corridor study is moving along but nowUS Fish and Wildlife has gotten into the act withsome concerns on some of the crossings. TheSilvery Minnow will swim free while all the

    commuters are jammed like sardines on SH6!There was a metro area animal control meeting

    where it was proposed to go to a no kill modelbased on the Colorado model. A new facilitywould be built to serve the metro area. It lookslike there is a chance this may go forward.

    There will be a workshop to review the countyaudit. Apparently there are no major problemsbut there are a number of persistent smallerproblems that need to be worked out. There willalso be a workshop to review the budget.

    The NM Finance Authority has told VC that ourfinances are sound enough that we can borrowthe funds to build the new admin building that wasrejected in Nov. Paper work has started and thisissue will be coming up in future meetings.

    This was the maiden voyage for this newsystem. My view was that it went very well.

    Bob Gosticha was first up. He supported theConejos improvement proposal and pushed forgetting on with the mandatory trash pickup. Hesaid he could only support the new administrationbuilding if the site was firmly chosen in advance.He did not want to see another big hassle oversite like with the hospital.

    I was next and supported the recent retreat andthe new time. I again pushed for improvements to

    the web site with better contact information andinformation about agenda items. My fullcomments are attached. (None of the others hadmaterial I could attach).

    Mike Wood commented that any plans for anadministration building must include space for theDAs office so we can stop paying the huge rentwe are now paying. He complimented thecommission on this meeting but did bring up thecrowding issue again and Eric said they weregoing to remove the railing which should be doneby next meeting.

    Sue Moran wanted to make sure that roadviewers as just appointed include any home

    owner associations that include the area in theirdeliberations. She also wanted to know if themandatory trash ordinance is still in effect. It is.

    Melissa Martinez and David Lucero were last.They said they are green industry people that arepromoting technology developed in Israel withfinancing from Mexico to recycle trash. They claimthat on a 20 acre site they can 100% recycle alltrash. There is no separating and it is all dumpedinto one place and the process separates andprocesses everything. All the material gets sold asbio gas, fertilizer, recycled metal, plastic, paper,etc. They would use the bio gas to generateelectricity to put into the grid. Present haulerswould just back their compactor trucks up anddump them into their facility instead of going tothe land fill. They said their facility would costaround $200 million with $1million in planningcosts. This would all be paid by the Mexicaninvestor and there would be no costs to thecounty above what is already being spent. Ronsuggested they get all the municipalities in thecounty and the commission together for a detailed

    presentation.

    Insight

    In the early 1960s I was very fortunate to be

    able to sit in on several lectures given by agentleman who was teaching a course entitledCommunication in Agriculture at New Mexico A& M.

    Over a period of time, we became friends andhe told me that he had been a ghost writer forHarry Truman. It had been obvious to me for along time that he was far above the run of the millcollege professor, but I had not known that he hadsuch impressive credentials.

    One day during a conversation about how to

    evaluate political speeches, he told me that everysuccessful speech had the following premise:Always present facts as emotions andpresent emotions as facts.

    I did not forget his information although I didnot always use it until the other day, whilelistening to Mr. Obamas speech in Tucson.

    In my opinion, Obamas speech was almost apure recital of the professors instructions. Thespeech was a recitation of presenting facts asemotions and emotions as facts. It was designedpurely to reverse the public perception ofObamas ineptitude, and based upon currentpolls, it seems to have been at least partlysuccessful.

    Hope For a Dramatic Change

    January heralded a dramatic change in NewMexico. For the first time in my 30 years in NewMexico, the state government has substantialconservative representation. New Mexico has achance to stop or roll back policies that arebankrupting our state financially and ethically.

    This chance is due to voters, many of them TeaParty supporters, who elected conservativerepresentatives. Not enough to attain a majority,but enough to affect legislation by makingcoalitions within the state legislature.

    One such legislative coalition emerged beforethe start of the session to defeat RepresentativeBen Lujan's bid to retain the powerful HouseSpeaker position. The House Speaker largely

    controls the legislative agenda, assignsrepresentatives to committees, appointscommittee chairs, assigns offices, and even

    parking spaces. The compromise for conservativeRepublicans was to support a different liberalDemocrat.

    The Albuquerque Tea Party joined other NewMexico Tea Parties in a knee-jerk reaction toissue a decree that any legislative coalition withprogressives would not be supported. Theunderlying implication was that retribution wouldbe taken on any legislator who participated insuch a coalition. Whether due to the pressurefrom the Tea Parties or failure to get adequateconcessions, the legislative coalition dealevaporated.

    On the opening day of the current legislativesession Tea Party executives collectively poundedtheir chests and strutted on the Round Housesteps boasting of their victory. And what for theTea Party supportersthe real power behind theTea Party movement? Another two years ofSpeaker Lujan, his ability to effect legislation byappointing hard-line progressive colleagues tocommittee chairs, and to protect his son's positionin Congress during the redistricting process.

    The onus is now on Governor Martinez to reinin progressive legislative excesses. The hope isthat New Mexico Tea Parties will support her byfocusing on key conservative issues andlegislation rather than process.
