We believe that the essence of celebrating our Independence is in realizing that we all share in the toil of nation building towards a better, safer & ~ stronger country. In the odyssey of nation building, we must march ahead in unison.

Independence must not only be maintained but it must also be systematically nurtured and progressively strengthened. THE COMMANDER SPEAKS ...

WESCOM's politico-economic significance hinges primarily on the country's claims at the Ka!ayaan Island Group (KIG) as well as the security requirements of the ongoing exploration and production projects in the Command's Area of Responsibility (AOR).

Despite the governing treaties and codes of conduct with other claimant countries at the KIG, our initiatives to strengthen our defense capabilities to defend our country's sovereignty must in no way be hampered as this is the basic foundation of our strength for bargaining and gaining respectable position to our claims.

Additionally, the dwindling resources worldwide coupled with the increasing demands for oil and gas resources as a major source of energy to fuel the industrialization makes it a challenge for us to invest in defense.

On the other hand, the ongoing oil exploration projects in the AOR have been giving promises to our nation. Palawan's significant contribution to the energy sector of our economy cannot be discounted.

Indicators point to the fact that five (5) of the 16 sedimentary basins in the country are located in Palawan. Thus, it is highly evident that Palawan has a significant contribution to the energy sector output of the country considering that 15 of the 33 Service Contracts are located in this part of the country, covering a total area of 11.85 million hectares or 47% of the total service contract areas.

The birth of the Malampaya-Natural-Gas-to- Power Project (MNGPP) in 2001, the country's most expensive economic investment, and the future prospects of West Balabac Oil Contract (Service Contract 59) and Reed Bank (Service Contract 72) could further boost the country's economy.

Aside from these prospects, Palawan's economic growth is also boosted by the heavy influx of tourists -both locals and overseas, since the Dos Palmas incident in 2001. The National Geographic survey for 2011 rated Palawan as one of the Best Traveled Destinations in the World.

On the least therefore, the political attention to WESCOM should be placed at par with other important concerns of the Philippine Government since the security challenges in this part of the country have direct implications on the country's sovereignty and survival as a nation. Our self determination as a sovereign nation rests on our will to protect our territories.

Its runway extension on both sides is about to be completely

detached from the island due to erosion. Although there is an

ongoing project to repair the airstrip, such is not adequate. It

cannot even be restored to operational condition. In fact, the

project has temporarily stopped since the transport of materials,

which was taken over by the AFP, led to the agrounding of BRP

Lanao del Norte (LT 504). The loss of LT 504 costs more than

the repair of the airstrip. Hence, the proposed development of

Another important component of this proposal is the

development of facilities in the eight RP-held islands at the

KIG, excluding Pag-asa. It covers the construction of

operations buildings, billeting facilities, lighthouses, power

production systems and water systems in the islands. Ayungin

shoal, where LT 57 (BRP Sierra Madre) was agrounded

in 1998, requires a huge budget. Moreover, LT 57 is already

deteriorating and no effort has been made to restore its hull

and its main frames. Hence, its continued deterioration requires the AFP to build structures if its occupation has

To date, there is a clear manifestation of military build-up and related activities that underscores the strong determination of other claimant countries to permanently establish their respective footholds within the disputed islands, We are now facing these security challenges in guarding the country's prime boomer, the province of Palawan.

For 2010-2011 alone, 14 incidents were reported relative to the build-up of other claimant countries at the KIG. The following are the significant developments from Aug 2010 to date:

• On 26 Aug 2010, China openly announced that it successfully sent a manned submarine to the bottom of the South China Sea at 3.76 kilometers below sea level.

• Sometime in the 3rd week of Sept 2010, the survey ship of BHP Billiton Petroleum Corporation (BHPBPC) that was conducting seismic survey at the DOE Service Contract 59 (50 NM West off Balabac), got entangled with an alleged Vietnamese fishing vessel. The incident caused damage to the equipment and delay in its operations.

• On 29 Sept 2010, elements of Quezon Municipal Police Station (MPS) and Bantay Dagat personnel, while conducting seaborne patrol at the vicinity of Malapacun Island, were fired upon by unidentified men believed to be Vietnamese aboard two {2) black Volvo-type speed boats. Subsequently, Quezon MPS elements retaliated but the two (2) speedboats managed II to escape heading towards Apurawan, Aborlan, Palawan.

• On 28 Feb 2011, Filipino fishermen on board F/B Maricris Ann were fired upon by Chinese naval vessel Dongguan ""' 560 at the vicinity of Jackson atoll. Jackson atoll is 145nm from Tarampitao, Palawan and 60 nm from Reed bank.

• On 02 March 2011, MN Veritas Voyager suddenly stopped its operations due to the presence of two (2) Chinese reconnaissance vessels - Zhonggo 71 and 7 5.

One hundred twenty-two (122) Vietnamese Nationals illegally fishing/ poaching within the territorial waters of the Philippines off Balabac Island, the southernmost municipality of Palawan, aboard seven boats have been succesfully apprehended by Naval troops. The apprehended poachers were brought to Puerto Princesa City on 01 Jun 2011 for the filing of appropriate charges.

It was, by far, the largest number of foreign illegal poachers caught by the authorities in a single operation this year.

The apprehended Vietnamese fishermen will be facing violations of Sec 87 (Poaching in Philippine Waters) under RA 8550 (The Philippine Fisheries Code of 1998), with the Palawan Council for Sustainable Development (PCSD), acting as the lead agency in filing the charges against them.

The Vietnamese and their fishing vessels were escorted to the city by two naval ships. As stated in the law, that, "It shall be unlawful for any foreign person, corporation or entity to fish or operate any fishing vessel in Philippine waters. The entry of any foreign fishing vessel in Philippine waters shall constitute a prima facie evidence that the vessel is engaged in fishing in Philippine waters".

Violation of the above shall be punished by a fine of One hundred thousand U.S. Dollars (US$100,000.00), in addition to the confiscation of its catch, fishing equipment and fishing vessel: Provided, That the Department is empowered to impose an administrative fine of not less than Fifty thousand U.S. Dollars (US$50,000.00) but not more than Two hundred thousand U.S. Dollars (US$200,000.00) or its equivalent in the Philippine Currency".

An inquest proceeding has been held immediately after the foreign nationals docked port in the city.

The Vietnamese fishermen were spotted by a naval patrol boat in the vicinity of Brgy Tamburok, Balabac at 0930H on 30 May 2011.

Trying to avoid the attention of Philippine authorities patrolling the area-to apparently escape detection and

arrest- the Vietnamese fishermen have even reportedly hoisted Philippine flags on their boats.

However, the apprehended foreign nationals could not answer back when the Naval troops ask them for identification. Vietnamese flags were also found folded and tied in their fishing boats.

In addition to several fishing paraphernalia, assorted species of fish were also discovered in the boats' cargo hatches.

With the assistance of the local police and elements from the Department of Environment and Natural Resources (DENR), Philippine Coast Guard (PCG) and Bureau of Fisheries and Aquatic Resources (BFAR), the Naval operatives arrested the Vietnamese fishers and subsequently brought them to the local Police Headquarters.

The boats were identified through their marks: FN Z-MOOl (with 17 crew members), F/V Z-M002 (17), FN Z-M003 (18), FN Z-M004 (20), FN Z-M005 (16), FN Z-M006 (18) and FN Z-M007 (16).

"The Naval Forces West, as an advocate of Palawan in environmental preservation and protection, shall continue to strictly enforce laws, perform its mandate as the Navy in the West and as partner of Palawan towards peace and development," NFW COMMANDER COMMO EDGARDO D TAMAYO said.

He also noted that, true to the spirit of Bayanihan, the success of the said operation was due to "inter-agency operability/ joint efforts, close coordination and participation among involved agencies and the community".

VADM BUSKIRK said more challenging locations were selected and more difficult training exercises were designed for CARAT 2011 to improve the military capabilities of both countries' Naval Fleet.

Three US navy ships, guided-missile destroyers USS Chung Hoon and USS Howard and diving and salvage ship USNS Safeguard, arrived in Puerto Princesa City on 28 June 2011 to participate in the 10-day joint military exercises.

The exercises include both ashore and at-sea training activities. Visit, board, search and seizure (VBSS) exercises diver training, salvage operations, joint medical, dental and civic action projects, and aircrew familiarization are part of the ashore phase while the at-sea activities include maritime interdiction, information sharing, and combined operations at sea, patrol operations and gunnery training and anti-piracy and anti-smuggling exercises.

Symposia on operations planning, search and rescue practices, humanitarian assistance and disaster relief missions interagency cooperation and public affairs will also be held a~ part of the activity.

The bilateral military exercises between the US and the Philippines are yet another proof of the long-standing foundation of the diplomatic relations of both countries, VADM BUSKIRK said during the opening of CARAT 2011.

He added that the relations between the two countries are not merely a matter of economy and security; they are rooted in tradition, people and shared history.

Held annually, CARAT is part of the US-RP Mutual Defense Treaty of 1951. This was the second time Palawan hosted the joint military training. The first one was in 2008.

of the US Naval Contingent already started the construction of a social hall and comfort rooms in West Elementary School in Brgy Mangingisda of this city.

The American Navy personnel, together with the troops from the Naval Task Group Palawan CSEABEES) and Naval Forces West (NFW) started conducting excavation, site preparation and layout on 22 June 2011 in preparation for the said construction. The project is expected to be finished before the end of the exercise.

Other civil military operations scheduled as part of CARAT 2011 with the aim of reaching out to the residents of Palawan are: Medical and Dental Civic Action at Brgy Tagabinet and Community Relations Activity at Tagburos Elementary School and Gregorio Oquendo Memorial Elementary School. Free music lessons will also be given to the students of Palawan State University Laboratory High School and Palawan National High School.

The Philippine Marine Corps and the US 7th Fleet Band will hold a free band concert at the People's Amphitheater in Mendoza Park, Puerto Princesa City and at the NCCC mall to cap off the activity.

demonstrate to our young people the values of team spirit,

concern, compassion, and charity," remarks Western Command

Chief LTG EN JUANCHO M SABBAN during the conduct of this

year's Brigada Eskwela here from 23-25 May 2011.

Since its beginning in 2003, Brigada Eskwela has become

a movement that has ensured the readiness of public schools,

enjoining the participation of the whole community to take

part, contribute their time and effort, and chip in labor and

resources with teachers, parents, and the students to ascertain

that school facilities are set in time tor the forthcoming school

opening.

LTGEN SABBAN explained that by working with other

community stakeholders in preparing the school, the students

are able to experience a sense of camaraderie and unity.

"This week-long activity has become the current-day

version of our tradition of volunteerism, conveying the essence

of community and of humanity, which forms the core of the

Filipino spirit. This is, in fact, relative to the military's current

peace and security campaign plan, which is dubbed as

Bayanihan that puts more emphasis on non-combat aspects

by involving government agencies, NGOs, civil society and the

entire citizenry, thus, making it a whole nation approach,"

As envisioned, IPSP "Bayanihan" is a partnership between

and among the participating agencies and stakeholders, which

responds to the need of a profound development of an overall

guide towards enhancing the quality of peace and development

efforts, which shall be executed in conjunction and harmony

with the existing government strategic policies.

According to him, while government is tasked to provide

free and quality education to every Filipino child and youth,

the community where they grow is an important stakeholder

in their education.

"Brigada Eskwela, which is one of the government's

frontline initiatives, reminds us that we are all education

stakeholders. Thus, the youth's education is everybody's

concern," he stressed. The military's participation, he added, evidently shows

its strong support and oneness to the said cause. This must

encourage everyone to utilize existing partnerships in finally

concluding the agonizing conflict and poverty between and

among people caused by illiteracy and ignorance, and affording

them a new beginning. "As parents ourselves; we are our children's keepers. We

are the decision makers who reflect on the impact of our choices

way, by meeting together, by committing ourselves to protect

our youth's right to education, we are as well defending the

bright future of our children," he advised.

"Let us then continue to bring together our efforts for this

cause, protect the gains of the previous hard work, and sustain

our collaborative efforts in maximizing the strength of Brigada

Eskwela," he closed.

Driven by the noble intent to hefp the Palawefio children achieve better education, the Western Command {WESCOM), Armed Forces of the Philippines (AFP) partnered with ABS-CBN, in the distribution of school supplies on 13 June 2011 to the pupils of Simpucan and Buai-Bua!an Elementary Schools in Brgy Simpucan, Puerto Princesa City.

Broadcaster and correspondent Ces Drilon, together with WESCOM Commander LTGEN JUANCHO M SABBAN, handed out sets of notebooks, stationeries, lunchboxes and plastic envelopes to 304 grade school pupils and pre-schoolers of the mentioned schools. The children also received new pair of slippers, tooth brush and tooth pastes. The project was made possible through the

These problems, combined with malnutrition and less family support result to failing grades. Simpucan Elementary School Principal Mrs. Imelda Oblan, shared her sentiments on the ratio between enrollees of Grade I and graduating pupils of Grade VI.

Many of their students, she said, walk considerable distance from home to school and back everyday. Others do not even have food for snacks and lunch. These students would instead play on the swing during their lunch to surpass hunger.

Based on the Filipinos' inherent virtue of cooperation more commonly known as "Bayanihan," WESCOM has conducted various peace and development initiatives in the province in collaboration with all concerned stakeholders. This is in order to attain peace and order and to help the constituents create an environment conducive for sustainable development and a just and lasting peace.

The implemented programs are committed to improve the quality of life of every Palawef\o by bringing the government doser to the people. It also recognizes the importance of shared responsibility and the vital role each and everyone has to perform to improve the quality of life of every member of the community.

These are also the underlying principles of the current Internal Peace and Security Plan (IPSP) "Bayanihan" of the Armed Forces of the Philippines (AFP), which underscores the importance of unified and collective effort of every member of the society in winning the peace, improving the lives of everybody and attaining progress for the community.

Along the concept and spirit of Bayanihan, key players and users in the community pool their resources to deliver basic services to the community members.

From 08 March - 15 June 2011, this Command has undertaken seven separate occasions of medical and dental mission and minor surgery that benefited 2,039 medical patients, 547 dental patients and 153 young males who were circumcised in the following barangays: Napsan, Bancao-Bancao, Maruyugon, Tlniguiban and Macarascas all of PPCity; Ransang, Rizal; and Port Barton, San Vicente.

It also conducted 21 separate occasions of small scale "Operation Tuli" that benefited 65 young males from the rural barangays of Southern Palawan. Moreover, it extended medical assistance to 11 indigent residents from Southern Palawan.

The Command's personnel donated 25,400 cc of various blood types to the Philippine National Red Cross (PNRC) and to the civilians in need on seven separate occasions.

On the other hand, WESCOM conducted one occasion of veterinary mission in Port Barton, San Vicente that

vaccinated 97 dogs from 27-29 May 2011. Three (3) separate occasions of disaster response

operations: two occasions of provision of medical personnel to quarantine the diarrhea outbreak in Latud, Rizal and Culandanum, Bataraza; and one occasion of sea rescue operation in Espanola, Palawan, were conducted.

Moreover, this Command carried out ten environmental protection activities: two mangrove plantings; four tree plantings; and four coastal cleanups.

Aside from medical initiatives, WESCOM likewise supported various activities initiated by its civilian partners. Command's representatives were sent to attend regular or special meetings and sessions of the following: Provincial Government's Sangguniang Panlalawigan; Provincial Disaster Risk Reduction and Management Council; Palawan Council for Sustainable Development; Tubbataha Protected Area Management Board; and Provincial Comprehensive Agrarian Reform Program Implementation Team.

Meanwhile, this Command joined the Provincial Government of Palawan's "LakBayan" on five separate occasions that benefited 4, 243 medical patients, 491 dental patients, and circumcised 377 young males from the municipalities of El Nido, Dumaran , Espanola, Brooke's Point and Narra.

Also, it took part in the Puerto Princesa City Health Office's Operation BARAKO on five separate occasions that circumcised 252 young males from the various barangays of the said city.

This Command supported the local government units' dental mission on two separate occasions that benefited 171 dental patients and one occasion of medical mission that benefited 351 medical patients, and circumcised 21

young males. It participated in the dental missions of the religious

non-government entities on six separate occasions that benefited 788 dental patients and four separate occasions of medica{ missions . that benefited 356 medical patients, and circumcised 17 young males.

ABS-CBN Foundation partnered with this Command during the surgical mission organized by the said foundation that benefited 115 surgicat patients.

As part of the Command's environmental advocacy, it supported and participated in the environmental protection programs of various non-government entities on three separate occasions: 13th Tour of the Fireflies Bicycle Run; the Junior Chamber International Philippines' Juan Ride and the "Kasanagan sa Oalan" street parade; and the Environmental legal Assistance Center {ELAC) activities.

Four separate occasions of commun{ty dean up with the local residents of Atimanguhan, San Vicente; Princess Urduja, Narra; and Apurawan, Abortan, were conducted by this Command.

It also supported the community public sanitation project and donated 18 empty drums on one occasion for the construction of five public toilets in Sitio Catitang,

Bucana, El Nido on 16 April 2011. Three separate occasions of Operation Gupit to the

residents of Sowangan, Quezon; Sta. Teresita, Dumaran; Port Barton, San Vicente and Ransang, Rizat, that benefited 228 locals, were conducted.

The Command also conducted two separate occasions of mass feeding to the residents of Sta. Teresita, Dumaran and Port Barton, San Vicente and distributed 200 pieces of rubber slippers during the lakBayan medical and dentat mission in Sta. Teresita, Dumaran on 09 April2011. Moreover, it gave out 430 pairs of sUppers and 139 pairs of assorted sandals and shoes during the medical and dental mission of the Command in Ransang, Rizat on 25 May 2011. Over 200 pieces of toothbrush to the residents of Port Barton, San Vicente were also distributed from 27-29 May 2011.

CAPT SARMIENTO assumes CUCS post CAPT ROSAURO M SARMIENTO JR PN (GSC) was

assigned to this Command on 13 June 2011 and assumed as Chief Unified Command Staff.

He occupied various positions in the Navy. To name a few, he was the Commander of Naval Special Warfare Group and commanded BRP Rajah Humabon, PF-11. Moreover, he commanded BRP Emilio Jacinto, PS-35; BRP GEN MARIANO ALVAREZ, PS-38; and BRP Rafael Pargas, PG-39.

Prior to his assignment to WESCOM, he was the Director of Naval Operations Center of the Headquarters Philippine Navy. Based on records, he has undergone both local and foreign schoolings and he is a recipient of numerous awards and string of letters of commendation. He belongs to PMA class 1987.

Senior NCO Club President MSg Samuel G Miguel PA said that the project serves as an alternative venue for formal and informal meetings, gatherings and other occasions.

"To my co-enlisted personnel, I would like to ask your cooperation and support by patronizing our NCO Club," he urged.

The club, created in February this year, was established to develop esprit de corps, foster brotherhood, cherish the spirit of common devotion to the service, promote general welfare of the members, cooperation, camaraderie and harmonious relationship among the enlisted personnel of the Command.

The ACUCS for Personnel is the principal adviser of the WESCOM's Senior NCO Club.

I would like to express my thanks and sincere gratitude to the Commander, Western

Command for giving me the opportunity to serve this coveted position. His gesture of support has given me a feeling of great elation since I was given of something more than what I expect.

Command Sergeant Major is a key position for he serves as the personal adviser of the Commander

on the status of morale and welfare of the enlisted personnel and also serves as the direct link of the

enlisted personnel to the Commander. Moreover, he serves as a role model to the enlisted corps.

I would like therefore to solicit the full support and cooperation of every enlisted member towards

. the successful realization of the lined-up plans and programs aimed to uplift the morale and welfare of

the enlisted corps including the dependents.

Likewise, I would like to encourage all of you to strive hard and always aim high with excellence in

all undertakings particularly in support to the AFP's "Internal Peace and Security Plan", more so, to the

Command's strategic goals in defending our sovereignty as a growing nation.

As members of the HTeam WESCOM" and backbone of this Command, we can contribute much to

With regards to the newly created WESCOM Senior NCO Club, we will push through with its full operation once we receive the requested funds from AFPSLAI, including the goat raising project.

For this venture, I fully appreciate the efforts of my predecessor. Likewise, I will closely supervise and

monitor the mud crab project.

As to the disbursement of funds, it will be transparent and judicious. The book of accounts and

financial statements will be opened to all on 24/7 basis.

On leadership aspect, I would like to empower the Senior Enlisted Personnel to exercise their

leadership so as to ensure the effective governance of our men. Lastly, as your Command Sgt Major, we will do what is right, what is good for the majority, and what

The colorful float parade, which showcased the diverse cultures and rich natural resources of the province of Patawan, highlighted the annual activity.

In unity with the celebration of . the 1 09th Baragatan founding anniversary, soldiers of the Western Command (WESCOM) participated in the parade with the static display themed for Internal Peace and Security Plan {IPSP) which promulgates the cooperation and unity of the citizenry to bring progress and development to the community and win lasting peace through the spirit of "Bayanihan."

Baragatan is a celebration of the convergence of the people of Palawan, displaying their unique cultures and traditions, arts and crafts produced from abundant natural resources of the province.

In its thirty three years, the Marine Battalion has been to many conflict areas, since its activation on 28 July 1978 with its first Commanding Officer MAJ EFREN E BERNARDO PN (M) and its first Sergeant Major MSgt Pio B Custodi: PN(M).

The unit's first deployment is in the province of Palawan, followed by its initiation of fire in the southernmost province c" Tawi-Tawi. Few months later, it was deployed to Tuburan, Basilan, where it conducted offensive operation against heavily armec jissidents on 20 Feb 1980.

Originally named 7th Marine Battalion, it was renamed to 8th Marine Battalion after its original numerical designation wac: giver: tc the Marine Guard Battalion stationed in Malacanang Palace.

The livelihood program will provide financial and marketing assistance to the Tao't Bato and other natives who will engage in cassava farming.

At the launch of the livelihood program held on 25 May 2011 at Brgy Plaza of Ransang, a hundred indigenous individuals received an initial financial assistance amounting to P3,000 to help them set up their cassava farm.

Under the program, the partner companies of RAM Foundation will provide market for their agricultural products.

Cassava is the primary agricultural product supported by the program because an informal survey conducted in the barangay revealed that the root crop is the most suitable to grow in the kind of soil the barangay has.

"This livelihood program can provide a means for our indigenous constituents to uplift their status in life and achieve their dreams," Ransang Punong Barangay Wilfreda Taba said during the launch.

He conveyed his gratitude to the leadership of WESCOM and the people behind RAM Foundation for giving primary importance to the welfare of the indigenous community in their barangay.

"It has always been our cause to fight for the welfare of our people," WESCOM Commander LTGEN JUANCHO M SABBAN told the beneficiaries of the program.

On 31 May 2011, IT507 departed Balabac pier to ferry aoprehended 122 Vietnamese Nationals to Puerto Princesa City. While PG 392 also departed at Balabac pier to escort the seven (7) apprehended Vietnamese FN to PPC.

• On 04 June 2011, report from Coast Watch Center­West revealed that while F/8 Liberty was lying at the vicinity of Rizal reef detachment, it noticed that a foreign flagged fighter jet roared over their position.

Additional report states that a partly submerged steel bar was noticed at Boxall Reef or at vicinity of Ayungin shoal. The said object bears the same description of the steel bars recovered at Amy Douglas shoal.

Navforwest directed PS74 to remove the reported erected post.

Unlike in the previous years when most of the unusual incidents and sightings were located west of mischief reef, the recent incidents were already located east of the said reef, hence, getting closer to mainland of Palawan.

Given the current state of our defense capabilities, the probability for them to occupy more islets, reefs and shoals closer to Palawan is very high.

The unit was since known as "Peacemaker" for effectively bringing services, progress and peace to where it was needed. But its heart has been wrought first in the serene and captivating Palawan in the earlier years when it was vulnerable to many threats.
