    The Department of Justice (DOJ),Bureau of Alcohol, Tobacco, Firearmsand Explosives (ATF), will besubmitting the following informationcollection request to the Office ofManagement and Budget (OMB) forreview and approval in accordance withthe Paperwork Reduction Act of 1995.The proposed information collection ispublished to obtain comments from thepublic and affected agencies. Comments

    are encouraged and will be accepted forsixty days until January 22, 2013.This process is conducted in accordancewith 5 CFR 1320.10.

    Need for Collection:Any personprohibited from shipping ortransporting any explosive in oraffecting interstate or foreign commerceor from receiving or possessing anyexplosive which has been shipped or

    transported in or affecting interstate orforeign commerce may make applicationfor relief from disabilities.

    (5) An estimate of the total number ofrespondents and the amount of timeestimated for an average respondent torespond:It is estimated that 50respondents will take 1 minute tosupport documentation for relief.

    (6) An estimate of the total publicburden (in hours) associated with thecollection:The estimated annual total

    burden associated with this collection is1 hour.

    Need for Collection:The form is usedby a State to certify to the U.S.Department of Justice, Bureau ofAlcohol, Tobacco, Firearms andExplosives (ATF) that it has establisheda qualifying mental health relief from

    firearms disabilities program thatsatisfies certain minimum criteria underSection 105 of the National InstantCheck System Improvement Act.Changes to the form include changingthe form submission address andrequesting the citation for the reliefprogram.

    (5) An estimate of the total number ofrespondents and the amount of timeestimated for an average respondent torespond:It is estimated that 50respondents will complete a 15 minuteform.

    (6) An estimate of the total publicburden (in hours) associated with thecollection:There are an estimated 13annual total burden hours associatedwith this collection.

    SUPPLEMENTARY INFORMATION: In July,2011, the OMB approved a baseline datacollection ICR for the AmericanRecovery Reinvestment Act (ARRA)Green Jobs and Health Care GrantsImpact Evaluation (OMB 12050486),and in March, 2012, the OMB approveda subsequent ICR for a process studyincluding site visits and focus groups(OMB 12050487). This new ICR islimited to follow-up interviews planned

    for all study participants 18 months and36 months after the baseline collection.The overall aim of this evaluation is todetermine the extent to which enrolleesachieve increases in employment,earnings, and career advancement

    because of their participation in thetraining provided by Pathways Out ofPoverty and Healthcare Sector and other

    High Growth and Emerging Industrygrantees and to identify promising bestpractices and strategies for replication.

    This information collection is subjectto the PRA. A Federal agency generallycannot conduct or sponsor a collectionof information, and the public isgenerally not required to respond to aninformation collection, unless it isapproved by the OMB under the PRAand displays a currently valid OMBControl Number. In addition,notwithstanding any other provisions oflaw, no person shall generally be subjectto penalty for failing to comply with a
