EXECUTIVE SUMMARY
The purpose of this annex to the document ‘ATCO Rating Training – Training Plans:Aerodrome Training’ (see EATM, 2004 – T36) is to state how each objective is taught to thelearner (Lesson, Part-Task Practice, Simulation, etc).
The training plan indicates for each subject, topic and objective the most efficient type oftraining event.
In order to further detail the training plans, two tables, ‘training event allocation’ and‘training event coverage’, are proposed for each training. They present the same data fromtwo different points of view:
• ‘Training event allocation’ follows the Subject - Topic - Sub-topic - Objective order, inorder to specify for each objective the type, code and duration of the training events inwhich the objective is addressed.
• ‘Training event coverage’ follows the alphabetic order of the training event codes tospecify the title and duration of each training event, the list of addressed objectives, thematerials used, and the references.
‘Training event allocation’ is to be used when searching how an objective is addressed, while‘training event coverage’ indicates the global content of a training.
The purpose of these tables is to present all the information needed to develop thecourseware and to implement the training in a clear and concise manner.

1. SEQUENCE OF OBJECTIVES AND TRAINING EVENTS
The order in which the objectives or the training events are written andnumbered is a compromise to ensure that the training plan is readable,exhaustive and traceable.
The teaching sequence is not indicated in this document.
This order is subject to local training design. In order to sequence the trainingevents, the training designer will have to develop a list of prerequisites.A prerequisite is an objective that should be achieved before addressinganother one. The prerequisite links are between objectives only and can easilybe used to build the training programme, particularly the sequence of trainingevents. So the freedom of the training designer is limited by the prerequisitelinks. A training event should not be planned before the learner has achievedthe prerequisites of any of its objectives. The typical example is the counter-productivity of scheduling a simulation before the learner has achieved theobjectives regarding standard phraseology or the airspace structure.
Specific case of ATM objectives
The full mastering of level 3 ATM objectives requires that most of the otherobjectives have been taught before. This does not prevent the practising ofparts of the level 3 objectives with only parts of the prerequisites. On thecontrary, the integration of the step-by-step practice facilitates the learningprocess.
Additional detailed features
When looking at several ATM objectives of level 3, or higher, it appears thatthe prerequisites are strongly dependent on the content items. So according tothe choice of the content, the list of prerequisites will vary.

The analysis of the objectives to determine the prerequisites is not included inthis document.
Training content references
Although this document represents continuum and further application ofCommon Core Content (CCC) Guidelines (see EATMP, 2000a – T14,Module 2), some of the reference documents in the ‘training content’ column(ICAO Doc 4444, in particular), being updated in the meantime, are given withthe actual chapters, and therefore, may be in discrepancy with the earlierpublished CCC Guidelines.
