    There is a minimum requirement at this terminal that the vessel complies at all times andin all respects with the latest edition of the international Safety Guide for Oil Tankers &Terminals (ISGOTT).

    If any non-compliance with ISGOTT is identified, whether prior to, during or after cargo operations,then the terminal reserves the right, at their absolute discretion, to (without limitation).

    These Regulations apply to all vessels calling at Jetties owned and operated by ATA in the Port ofMERSN.

    In addition to the observance of the Companys Regulations as printed herein Masters should notethat the Byelaws of Mersin Port control apply to the Port of ATA and its approaches; they shouldfamiliarise themselves with these Byelaws and must ensure that both Byelaws and Company

    Regulations are brought to the attention of officers and crew and their provisions strictly observed.

    In the event of any conflict between the Companys Regulations on the one hand and the Byelaws of

    Mersin port control on the other, the latter shall prevail to the extent that they are in conflict withthe Regulations.

    It will be appreciated that oil spillages and the dumping of garbage are seriously viewed by theAuthorities and the Company. Spillages will be investigated by the concerned authorities and apart

    from the Master being charged with the cost of cleaning up any spill for which the ship is

    responsible, prosecution and delay to the ship could result.

    Masters are therefore requested to ensure that every precaution is taken to prevent spillage ordumping while at Ata Terminal or in the approaches.

    Pilotage is compulsory from the Fairway Buoy and ship movements within the port area are

    controlled by MERSN PORT CONTROL.Gemiler iin pilotaj hizmetleri yaklam amandralarndan itibaren zorunludur ve Liman blgesiMERSN LMAN KONTROL tarafndan kontrol edilmektedir.ATA TERMNAL Operates three jetties handling a wide range of petroleum products, for bothimport and export.

    ATA TERMNALi eitli trde petrol ihracat ve ithalat iin 3 iskelenin iletmesini yapmaktadr.Jetty 25 and 26 are designed to accommodate vessels in the approximate range 2.500 100.000tonnes displacement. ( inc.berth criteria, pbl,draft,etc)

    25 ve 26 nolu iskeleler, 2.500 ile 100.000 ton deplasman ton aras ndaki gemilerin yanamas iindizayn edilmitir.(iskele yanama kriterlerine uygunsa,pbl,draft,trim vb..)Jetties 27 is designed to accommodate vessels up to 2000 tonnes deadweight.

    27 nolu iskele, maksimum 2000 ton deadweighte kadar gemiler iin dizayn edilmitir.Under Keel Clearance / Gemi omurgas alt boluu Except for situations described in Section 6below, the UKC Policy states after taking into account environmental and physical factorsand Squat experienced by the vessel, the Minimum UKC shall at no time be intentionally less than

    one point five per cent (1.5%) of the vessel's Extreme Breadth or thirty centimetres (30 cm),whichever is the greater.

    It is the responsibility of the vessels Master to ensure that under no circumstances shall the UKC

    2.APPLICATIONS/UYGULAMALAR

    3.CONDITIONS OF ACCEPTANCE/ KABUL KRTERLER

    3.1 BERTHING/YANAMA

    Vessels will normally berth when it has been determined by the Manager that a berth and the nominatedcargo / tankage is available.Ships approach speed is max. 0,14 m/sLimandaki yetkili klnan kii tarafndan geminin yanatrlmas ve kargonun nominasyonu yaplabilir.Gemininiskeleye yanama hz en fazla 0,14 m/s olacaktr.

    3.3 REMOVAL OF VESSEL /GEMNN SKELEDEN UZAKLATIRILMASI

    The Company reserves the right to suspend operations and require the removal of anyvessel from a jetty for;Ata terminali aada yazl sebeplerden dolay gemi operasyonlarn durdurmak veya gemiyi red etme hakknsakl tutar;

    3.3.1 Procedure / Prosedr

    Genel / GeneralIn this procedure rejecting to berth of a vessel or removal of a berthed vessel which creates a dangereoussituation to terminal is describing. If one or more situations described below happen, vessel will be rejected orberthed vessel will remove from jetty.

    3.3.1.1 Keeping the vessel stable during loading or discharging/Geminin Ykleme ve Tahliyesi esnasndastabilitesinin salanamamas.

    If stability of the vessel brakes due to a free surface effect, defect in construction or operational error, alloperations will be stopped and will start again after re-stabilizing of the vessel, after that if unstable position ofthe vessel occurs again, all operations will stop again and wait for the solution of the problem.     3.3.1.2 Nonworking inert gas system / Inert gaz sisteminin almamas.

    According to the ISGOTT regulations, properly working inert gas systems, below 8% oxygenlevels and positive pressure in the tanks will be requested from the vessel which is equippedwith inert gas system. In non working (or non properly working) inert gas system situation,operations wil stop and after starting the system properly again, operations will start,otherwise removal of the vessel from jetty will be requested by the terminal.

    3.3.1.3 Noncomformity to product acceptance criteria and /or ISGOTT regulations/rn kabul kriterlerine ve ISGOTT kurallarna uyulmamas.

    In case of out of standard cargo or noncomformity to product acceptance criteria, cargowill be rejected, removal of the vessel from jetty will be requested by the terminal.

    If nonconformity to the ISGOTT regulations and unsafe situation occurs on a berthed vesselall operations will be stopped and corrective actions will be requested from the vessel,otherwise removal of the vessel from jetty will be requested by the terminal.

    Gemi iskeleye yanak vaziyette iken ISGOTT kurallarna uyulmamas sonucu ortayakabilecek tehlikeli durumlarda operasyon derhal durdurulacak, dzeltici bir faaliyet olmaz isegeminin iskeleden ayrlmas istenecektir.

    3.3.1.4 Constructional deficiency of the vessel/Geminin yapsal eksiklikleri

    Machine, generator or pump failures that will hinder the vessel to remove by itself removal ofa problem will be requested, otherwise removal of the vessel from jetty will be requested bythe terminal.

    Geminin kendi bana hareketini engelleyecek veya gvenli operasyon yaplmasnkstlayacak, makina, jeneratr veya pompa arzalarnda, arzann giderilmesi beklenir.Arzanntamirinin uzamas veya tamirinin mmkn olmad durumlarda geminin iskeleden ayrlmasistenecektir.

    3.3.1.5 Lack in ISPS system / ISPS sisteminde olabilecek eksiklikler

    If the vessel is not in ISPS code system or unable to carry the necessities of ISPS removal ofa problem will be requested, otherwise removal of the vessel from jetty will be requested bythe terminal.

    3.4 OVERLOADING/AIRI YKLEME

    4. CHARGES/ MASRAFLAR

    4.1 POLLUTION/ KRLLK

    Charges will be levied against a vessel in respect of costs incurred for manpower, equipmentand supplies which may be used or mobilised in readiness to contain or remove oil or otherpollutants spilled, or caused to be spilled, by that vessel.

    4.2.1 ACCEPTING LIQUID WASTE FROM THE VESSEL /GEMDEN SIVI ATIKLARIN ALINMASI

    4.2.1.1 ACCEPTING SLOP AND WASTE BALLAST/SLOP VE KRL BALLASTIN ALINMASI:

    Slop is the waste which contains a small amount of product and flushing water that comes out after the tankflush of the vessel. Slop will be discharged to TK-871 ballast tank (in jetty area) by using 3 waste pipelinesat north and south of big jetty and 3 waste pipeline at small jetty.

    Geminin kargo tanklarn ykamas sonucu ortaya kan iinde bir miktar yk bula ile daha ok ykamasuyu olan atk SLOP olarak adlandrlmaktadr.Bu atklar, byk iskeleden kuzey ve gney tarafta bulunan

    4.2.1.2 ACCEPTING BILGE WATER/SNTNE SUYUNUN ALINMASI

    Geminin sintine suyu pompas kndan 3 hortum vastas ile kuzey ve gney tarafta bulunan 3 inchlikatk transfer hattna balanacak ve atk depolama sahasnda bulunan 15 m3 kapasiteli sintine suyu tanknatransfer edilecektir. 3lik atk transfer hatt kullanlamad zamanlarda yine atk depolama sahasnda

    bulunan 1m3lk ultz konteynerlere aktarlacak,dolan konteynerler forklift vastas ile atk depolama alannagetirildikten sonra wilden haval pompa ile 15 m3 kapasiteli sintine suyu tankna aktarlacaktr.

    Bilge water will be transferred to 15m bilge water tank with the bilge water pump of the vessel via 3waste pipeline. When 3 waste pipeline out of service, bilge water will be transferred to 1m shultz

    containers and after these containers transferred to 15m bilge water tank with wilden pump.

    4.2.1.3 ACCEPTING SLUDGE /SLA ALINMASI

    Geminin sla pompas kndan 3 hortum vastas ile kuzey ve gney tarafta bulunan 3 inchlik atktransfer hattna balanacak ve atk depolama sahasnda bulunan 10 m3 kapasiteli sla tankna transferedilecektir.3lik atk transfer hatt kullanlamad zamanlarda yine atk depolama sahasnda bulunan1m3lk ultz konteynerlere aktarlacak,dolan konteynerler forklift vastas ile atk depolama alanna

    getirildikten sonra wilden haval pompa ile 10 m3 kapasiteli sla tankna aktarlacaktr.Sludge will be transferred to 10m sludge tank with the sludge pump of the vessel via 3 waste pipeline.

    When 3 waste pipeline out of service, sludge will be transferred to 1m shultz containers and after these

    containers transferred to 10m sludge tank with wilden pump.

    4.2.1.4 / ACCEPTING SEWAGE /TUVALET ATIKLARI

    Geminin sewage (tuvalet sistemi) tahliye sisteminde bulunan pompann kna balanacak 3 apndahortum vastas ile terminalimize ait 12 m3 kapasiteli vidanjre aktarlacaktr.Sewage will be transferred to 12m truck with the sewage system pump of the vessel via 3 hose

    connection.

    4.2.2 ACCEPTING SOLID WASTE/GEMLERDEN KATI ATIKLARIN ALINMASI

    4.2.2.1 ACCEPTING FOOD WASTE/GIDA ATIKLARININ ALINMASI

    Waste burning boilers are available in some ships. The ashes will be stored separatelyand to be stored in tight bags and will be loaded to the containers located on the jettyby the ship staff, and the containers will be transferred by fork lift to 1 m ashcontainer located at waste storage area by the jetty personnel.

    4.2.2.3 ACCEPTING PLASTIC WASTES/ PLASTK ATIKLARIN ALINMASI

    Gemilerden kaynakl plastik atklar poetler iine konularak gemi personeli tarafndan

    aktarma konteynerine konulacak ve liman personeli tarafndan terminalimize aitforklift vastas ile 1 m3 kapasiteli plastik atk konteynerine aktarlacaktr.

    Plastic wastes will be stored in bags and will be loaded to the containers located onthe jetty by the ship staff, and the containers will be transferred by fork lift to 1 mplastic waste container located at waste storage area by the jetty personnel.

    4.2.2.4 ACCEPTING METALIC WASTES / METAL ATIKLARIN ALINMASI

    Gemiden kaynakl metal atklar ,aktarma konteynerine gemi personeli tarafndankonulacak ve liman personelimiz tarafndan terminalimize ait forklift vastas ile atkdepolama sahasnda bulunan 1m3 kapasiteli metal atk konteynerine aktarlacaktr.

    Metalic wastes will loaded to the containers located on the jetty by the ship staff, andthe containers will be transferred by fork lift to 1 m metalic waste container locatedat waste storage area by the jetty personnel.

    4.2.2.5 / ACCEPTING OILED SOLID WASTES / YALI KATI ATIKLARIN ALINMASI

    Gemiden kaynakl yal bezler veya temizlenemeyecek durumdaki yal kat atklarterminalimizin salayaca sar renkli,zerinde yal atk yazl poetlere konularakgemi personeli tarafndan aktarma konteynerine konulacak ve liman personelimiztarafndan terminalimize ait forklift vastas ile atk depolama sahasnda bulunan 1m3kapasiteli yal atk konteynerine aktarlacaktr.

    Oiled clothes and other oiled solid wastes will be stored in yellow and oily wasteindicated bags which will be supplied by the terminal and loaded to the containerslocated on the jetty by the ship staff, and the containers will be transferred by fork liftto 1 m oily waste container located at waste storage area by the jetty personnel.

    4.2.2.6 / ACCEPTING WASTE PAPER / KAIT ATIKLARININ ALINMASI

    5. PRE-ARRIVAL/ VARI NCES

    5.1 INFORMATION / BLGLER

    The pre arrival questionnaire that is sent to your vessel, must be completed and returned at least 24 hoursprior to your vessels arrival. Failure to do so may result in a delay in berthing your vessel, with costs associated

    with this delay being for Owners account. You must also detail any defects onboard, and any planned

    repairs/maintenance that you may wish to request to be carried out when alongside. You must also advise ofany impending Arrestment of the vessel or cargo of which the Master is or becomes aware.(for pre-arrival form

    and jetty informations see attachment-2)

    5.2 DAMAGE / HASAR

    The Master of an arriving vessel;Yanamakta olan gemi kaptan;

    5.2.1 Which has sustained damage outside the ATA Terminal and MERSN Port, which affects or is likely toaffect her sea-worthiness or ability to operate effectively, or from which oil or any dangerous or flammable or

    noxious substances is escaping or is likely to escape, must inform the Port Authority and the Manager. The

    vessel shall not proceed except with the permission of the Port Authority and in accordance with theirdirections.

    Gemisinde herhangi bir hasar veya arza var ise yanamadan nce Ata terminale ve Mersin limannabildirmelidir.Geminin denize elverililii ve operasyonun efektif yrtlmesi ile ilgili aksakl varsa ve tehlikeli,patlayc veya zehirli madde tayor ise liman bakanlna bilgi vermek zorundadr.Bu gibi gemiler limanbakanlnn izni ve talimatlar dorultusunda liman girii yapabilirler.

    5.2.2 The Master of a vessel, which sustains damage within the waters controlled by MERSN PORT CONTROL ,shall immediately notify the Port Authority of such damage and shall thereafter act as directed by the Port

    6. MOORING / SKELEYE BALAMA

    6.1 PROHIBITION / YASAKLAMALAR

    It is prohibited to moor a vessel at a jetty without the permission of the Manager.Master have to contact with

    ATA terminal VHF CH 68.

    6.2 CANCELLATION / DEKLK

    Under adverse conditions the Mersin Port Control, the Master of the vessel or the Manager may order the

    cancellation of a scheduled berthing at any stage of the operation.

    7.2 CARGO HANDLING REQUIREMENTS/YKN ELLELENMESLE LGLHTYALAR.

    Flexible cargo hoses to cross connect the vessels manifolds is not normally permitted. However under

    exceptional circumstances and only when agreed by the Manager, flexible hoses may be utilised. A number ofconditions will have to be met prior to use, as follows ;

    personnel directly, or by radio, or by calling ATA TERMNAL direct on VHF Ch. 68.

    Because of the potential for the presence of hydrocarbon gas in the pumproom, SOLAS (ChapterII-2, Regulation 59.3) requires the use of mechanical ventilation to maintain the atmosphere in asafe condition.The pumproom should be continuously ventilated during all cargo operations.Before anyone enters a pumproom it should be thoroughly ventilated, the oxygen content of theatmosphere should be verified and the atmosphere checked for the presence of hydrocarbon andtoxic gases.     Ventilators should be kept trimmed to prevent the entry of petroleum gas, particularly on tankers whichdepend on natural ventilation. If ventilators are located so that petroleum gas can enter regardless of the

    direction in which they are trimmed, they should be covered, plugged or closed.

    The cargo tank venting system should be set for the operation concerned and, if required, the outlets should

    be protected by a device to prevent the passage of flame.     9.8 FIRE PRECAUTIONS / YANGIN TEDBRLER

    The vessel's fire fighting equipment, including main and emergency fire pumps, shall be ready for

    immediate use. The fire main system should be pressurised or be capable of being pressurised at shortnotice. Fire hoses fitted with spray/jet nozzles shall be uncoiled and connected to the fire main on the

    maindeck, one ford and one aft of the ships manifold.

    An International Ship/Shore Connection shall be on the vessel's fire main in the vicinity of the gangway andthe fire fighting plan shall be available close to the gangway. At least two portable fire extinguishers,

    preferably of the Dry Chemical type, shall be placed adjacent to the cargo manifold. Where monitors are

    9.13 PORTABLE TELECOMMUNICATION SYSTEMS / PORTATF LETM SSTEMLER.

    9.16 GALLEY STOVES / MUTFAK OCAKLARI

    9.17 MOVEMENT OF TUGS AND OTHER CRAFT / RMORKR VE DER DENZ ARALARI

    10. AVOIDANCE OF OIL POLLUTION / YA DKLMESNN NLENMES.

    No oil or water which can possibly contain oil, shall be discharged overboard or allowed to escapeoverboard. All ballast water other than that contained in segregated ballast tanks shall be retained

    onboard for discharge via the ballast water system to the shore facilities. Discharge of cleansegregated ballast overboard is permitted subject to approval of ATA TERMINAL.     During operations all scuppers shall be effectively plugged and no leakage or spillage shall be

    swept or allowed to leak overboard, swabs or sawdust used for mopping up a spillage must be

    The Manager may mobilise resources to assist in the containment and cleanup of the pollutionwithout the authority of the Master, but in such action he shall be considered to be acting on behalf

    If for any reason an authorised TURKISH Government representative advises theCompany that

    the vessel to vacate the jetty. On receipt of written confirmation of intent to prosecute, theCompany shall have the right to refuse to load the vessel.

    12. WEATHER PRECAUTIONS / HAVA DURUMU UYARILARI

    Ship loading operations shall be stopped during severe electrical storms, high winds or still air conditions (less

    than 2 knots) at the discretion of either the Master or the Manager. During electrical storms the vessel's fixedventing system must be closed and all tank apertures battened down.

    13.2 HAZARDOUS MATERIAL / TEHLKEL MADDELER

    Arrangements for the disposal of hazardous material, (including filled or partly filled oil drums), either inbulk or in drums must be made with the vessel's agent. Contaminated waste must not under anycircumstance be deposited in the skips provided for general and domestic waste.     The handling of any form of packed or general cargo will be permitted only with the specific writtenapproval of the Manager and under such conditions as he may reasonably require. Small items of stores,capable of being handled via the gangway may be permitted during operations, provided that any metalobject or package is suitably wrapped to prevent any risk of metal to metal contact.     No entry will be permitted into any confined space whilst the vessel is alongside a jetty until the Manager hasconfirmed that the safety procedures adopted by the vessel are appropriate to the operation and in accordance

    Masters are particularly cautioned that certain of the products handled are subject to special precautions.Masters are responsible for ensuring that the hazards of such products are brought to the attention of crewmembers and that all applicable precautions are taken in their handling. Product Data sheets issued by theCompany for the grades being loaded must be on display in the cargo control room or other suitable locationonboard before product transfer commences. If the vessel already has a part cargo onboard, or is to discharge

    at the terminal, then a Product Data Sheet for each grade onboard must be made available by the Master priorto operations commencing.

    16.2 HYDROGEN SULPHIDE (H2S) / HDROJEN SLFR

    H2S is colourless and highly toxic.It is characterised by its distinctive odour of rotten eggs,which may bededected at vapour concentrations as low as 1 ppm.However,exposure to vapour concentrations in evcess of100 ppm can lead to loss of the sense of smell.At concentrations in excess of 500 ppm,the nerve centre in thebrain is affected,resulting in rapid loss of consciousness following which there may be interruption ofrespiration due to depression of the respiratory centres of the brain.Death may follow within a few minutesunless the victim is removed to a safe atmosphere and given artifical respiration.H2S concentrations will be different at your feet than up around your head,because H2S is heavier thanair.Odour cannot be relied upon to dedect the presence of dangerous concentrations of H2S.

    The time segment B applies in Trkiye.It is 2 hours ahead GMT. However,it may be 3 hours ahead whenthe time is increased by 1 hour on certain dates determined by Turkish government during summer time

    for energy saving purposes.

    19. ENTERING THE HARBOUR/ LMANA GEL

    All ships to enter ATA jetty should inform the jetty authorities and terminal planning department of their

    estimated time of arrival (ETA) through their agencies.The ships which arrived outside the harbour shouldinform the jetty authorities through VHF channel 16 of their final time of arrival,whether they have dirtyballast (if any),it is amount,howmany manifolds they have.

    20.1 General / GenelThe ships which arrived the outside the harbour are berthed under the responsibilitiy,schedule and

    organization of Mersin harbour operation management in accordance with Mersin harbour operating

    instructions.Local ships over 1000 (inclusive) gross tons and all ships with foreign flaq (>500 grt) are subject to the

    pilot.The ships subject to pilot are berthed by means of pilots and mooring boats of Mersin harbour andthose which are not subject to pilot by means of mooring boats only.

    The loading arms are isolated with isolated flange.Therefore,there is no need to install a grounding cablebetween the ship and coast and it is prohibited.

    Inside of the lines are always full of product of the up to the manifold.Water is never pumped in to the

    lines after loading and discharge.The jetties no 25 and 26 are equipped with total 6 loading arms 12 inch in diameter.

    ATA Terminal is controlled by operators working on 8 hours shift basis and their office is on the startof road access to the terminal.Ships and Mersin pilot are continuously in contact with each other.
