It is my pleasure to introduce thisyear’s inaugural issue of PlayTrue, in which we recap the majorachievements of the Third WorldConference on Doping in Sport,hosted last November in Madrid,and outline what they mean foran even stronger, more robustfight against doping in sport.

First, let me acknowledge thetremendous progress that hasbeen achieved on the global frontin the fight against doping in sportsince Governments and the SportMovement joined efforts in 1999

and established WADA. Thesuccess in laying the foundationand building the framework for an international collaborativecampaign against doping is aresult of the commitment of allstakeholders. I am inspired by theachievements and rapid progresssince 1999, and delighted to beentrusted with the opportunity toserve as a driving force in the anti-doping movement’s next phase.

We begin this next phase with an impressive list of assets. Theagency’s foundations are firm. The commitment of Sport andGovernment stakeholders to themission is solid. The World Anti-Doping Code (Code) has been put to the test and has provenitself to be both fair and effective.The network of anti-dopingorganizations is well-established.The Agency’s management andstaff are highly skilled andexperienced. Clean athletes, and all those who are dedicated

to clean sport, can be confident thatwe are moving in the right direction.

In fact, as I see it, we are evenmore focused and better equippedthan ever before given twosignificant outcomes from theWorld Conference.

First, through the “MadridResolution,” members of theWorld Conference recognized the“excellent work” of WADA andbolstered their commitment to itand the fight against doping insport. The World Conference,

including more than 1,500stakeholders representinggovernments, sports, anti-dopingorganizations, athletes, thescientific community and anti-doping laboratories, and manyothers, noted the “urgent need formore effective harmonization in all countries and for all sports,including professional leagues,”and urged all stakeholders tointensify efforts to combat doping.

Second, the Code became aneven more robust tool in the fightfor clean sport with the WADAFoundation Board’s unanimousapproval of its revision. The revision,the elements of which are outlinedwithin these pages, is the result of anextensive 18-month review andconsultation with all stakeholdersand based on the experiencegained through the practicalimplementation of the Code.

The renewed commitment ofstakeholders and a stronger Code,

combined with the cumulativeprogress since 1999, put us ingood stead for confronting theharsh reality of doping and thechallenges on the horizon.

The harsh reality is that dopingthreatens public health. Doping is not limited to elite-level sport.Its tentacles spread to youtharound the world and thereforemust be addressed from a publichealth perspective. Already thegovernments of the world haveacknowledged this through theCopenhagen Declaration, their

partnership in WADA and theUNESCO International Conventionagainst Doping in Sport.

In my capacity as WADAPresident, and as a representativeof governments with intimateknowledge and experience indriving initiatives at thegovernmental level, I will work to further engage governments in their many aspects relating tothe fight against doping in sport to ensure that the important workthat has been accomplished, suchas the adoption of the UNESCOConvention, is carried through to fruition on a universal basis.

As for the Sport Movement, I seethe work there, again, to be inbuilding on progress. There needsto be worldwide implementationof strong anti-doping programsand initiatives in respect of theCode. Monitoring and reporting on Code compliance will be amajor focus of ours in 2008,

in addition to preparing for theJanuary 2009 implementation ofthe revised Code. Both WADA andthe Olympic Movement are firmlyrooted in the principle that athleteshave the fundamental right toparticipate in competition that issafe and fair, and we will continueto coordinate and collaborate withSport to this end.

An area that is a new focus is thatof funding. WADA’s current budgetis paid in a 50-50 partnershipbetween the Olympic Movementand Governments of the world.The issue of doping has becomeubiquitous, and the funds currentlyavailable to this international agency(approximately US$25 million)are not adequate to address all ofthe activities required of this fight.I commend the recent initiative inthe United States led by the U.S.Olympic Committee and Anti-Doping Agency in partnershipwith the major sports to poolsignificant funds for advancinganti-doping research. This type of nationwide partnership servesas an important multiplier ofresources and might. I willencourage its replication in otherdeveloped countries, in addition to seeking other strategies forsupplementing funding of theglobal anti-doping fight andbuilding partnerships for greatersynergies and progress.

There is much to be done in thisnext phase of anti-doping, and weare prepared thanks to the hardwork and progress since 1999.The anti-doping movement’sfoundations are firm and thenetwork is well-established. Now,with stakeholders committed tobolstering their efforts and with astrengthened Code to marshal thatcommitment, collectively we areon the right path.

On November 17, 2007,the Sports Movement andGovernments of the world,adopted a resolution (MadridResolution) in which theyrenewed their joint commitment to a rigorous fight against dopingin sport and approved thestrengthening of the Code. (Seepage 11 for Resolution text.)

The World Conference endorsedthe Revised Code in a move toadvance anti-doping harmonizationand programs worldwide. Sinceits initial adoption in 2003 bySport and Governments as theframework for the globalharmonized fight against dopingin sport, the Code has proven tobe a fair and effective tool for

combating doping. In ameeting held prior to the WorldConference's adoption of theMadrid Resolution, WADA’sFoundation Board unanimouslyapproved the revisions to enhancethe Code, which will come intoforce on January 1, 2009.

Two general themes emergefrom the revisions approved bythe Foundation Board: firmnessand fairness. For example, nowsanctions can be increased wheninvolving aggravating circumstances,such as being part of a largerdoping scheme or the athletehaving used multiple substances.At the same time, a lessenedsanction is possible for instancewhen the athlete can prove that

The World Conference wasorganized by WADA with thesupport of the Spanish HighCouncil for Sport from November15–17, 2007, and involved theparticipation of more than1,500 representatives of publicauthorities, the Sport Movement,the anti-doping community,athletes, observers, and themedia to review the majoradvances that have been madein the fight against doping sinceWADA's inception in late 1999,and what strategies will beneeded in the future.

On April 1–2, 2008, WADA willhost its fifth annual Anti-DopingSymposium for InternationalFederations (IFs) and NationalAnti-Doping Organizations(NADOs) at the Olympic Museumin Lausanne (Switzerland). Thissymposium will enable expertsfrom IFs, NADOs and WADAto exchange information andstrategies primarily relating tothe actions that anti-dopingorganizations must take in 2008in order to achieve compliancewith the Code and subsequentlyimplement the revisions to the

World Anti-Doping Code andInternational Standards in theirrespective organizations. OnApril 1, WADA will meet withIFs only; on April 2, WADA willconvene a joint program withIFs and NADOs. Following thesymposium, WADA will hold atwo-day ADAMS training as wellas two half-day training seminarsfor IFs on the Coach’s Toolkitcrafted by the WADA Educationand Development Department.

Everyone with an interest inethical sport and the health ofathletes had the opportunity tocontribute to the strengtheningof the Code through a whollytransparent and consultativeprocess. WADA launched theCode revision process in April2006. Consultations extendedover 18 months and involved3 rounds of review with 3successive draft revisions of

the Code distributed to allstakeholders for feedback. Inaddition, WADA sought inputfrom various stakeholder groups,which included initiating 40individual meetings and 70presentations. The process forparticipating in the consultationswas made public and transparentvia WADA's Web site andcommunications to stakeholders.Each draft revision of the Code

was published online along withthe official submissions madeby stakeholders in response tothe drafts. The InternationalStandards, which are an integralpart of the World Anti-DopingProgram organized under theCode, are also being revisedthrough stakeholder consultation.(See page 9 for more on theInternational Standards.)

Why did WADA decide to revise theWorld Anti-Doping Code (Code)?

The Code—the core documentthat provides the framework forharmonized anti-doping policies,rules, and regulations within sportorganizations and among publicauthorities—has proven to be avery powerful and effective tool inthe harmonization of anti-dopingefforts worldwide since its cominginto force on January 1, 2004.This has been demonstrated bythe overwhelming support ofgovernments and sports in adoptingthe Code, in addition to the growingbody of jurisprudence from theCourt of Arbitration for Sport (CAS)supporting the Code’s tenets.

As outlined in Article 23.6, theCode was always intended toserve as a living document,evolving to meet needs.

To this end, WADA initiated aconsultation process beginning in2006 for a practical review of theCode’s provisions and their fine-tuning to enhance anti-dopingprograms, building on theexperience gained by the Agencyand its stakeholders in theapplication of the Code.

At the same time, in cooperationwith its stakeholders, WADAlaunched a review of theInternational Standards to improveall anti-doping protocols andprocesses. (See page 9.)

How did the revisions occur?

The Code consultation processwas similar to that used in theoriginal drafting of the documentbetween 2001 and 2003.

The consultation process began inApril 2006, included three stagesof consultation, and culminated atthe Third World Conference onDoping in Sport, which took placein November 2007. The revisedCode was endorsed by delegatesat the World Conference onNovember 17, 2007, andunanim ously adopted by WADA’sFoundation Board.

Throughout this process, WADAsolicited and carefully consideredstakeholders’ recommendationson various matters resulting fromseveral years’ experience ofoperating under andimplementing the Code.

All stakeholders were urged toconsider their experiences inproviding suggestions for anyamendments. In view of thesuccessful and harmoniousoperation to date, stakeholderswere asked to look carefully at the areas which would benefitfrom changes, and reflect on thebenefits to the global communityof athletes arising from anysuggested alteration.

Who could submit comments aspart of the consultation process?

Anyone. All stakeholders wereencouraged to send theirsuggestions. Comments receivedincluded feedback from athletes,governments, internationalorganizations, national anti-doping organizations, theInternational Olympic Committee,the International ParalympicCommittee, international sportsfederations, national Olympiccommittees, and many otherorganizations and individuals.In addition, WADA initiated 40individual meetings with and 70presentations to variousstakeholder groups.

Who oversaw this process?

The consultation process was managed by an expert project management team which was overseen by WADA’sExecutive Committee.

Who approved the changesto the Code?

WADA’s Executive Committee and Foundation Board reviewedcomments from stakeholders fromeach phase of the consultationprocess and, on November 17,2007, the Foundation Boardunanimously approved therevised Code.

A Stronger Fight against Doping in Sport

While the World Anti-Doping Code (Code), approved in 2003 and effective since 2004,maintains its key principles and elements, several revisions were approved by the WADAFoundation Board for implementation by January 2009. The following provides responses tofrequently asked questions on the process for making the revisions and what these revisions are.

When will the revised Code enter in force?

WADA stakeholders mustimplement the revisions to theCode by January 1, 2009.

What major changes does therevised Code include?

FFiirrmmnneessss && FFaaiirrnneessssTwo general themes emerge—firmness and fairness—bothtargeted at strengthening the fightagainst doping in sport.

IInnccrreeaasseedd SSaannccttiioonnssThe revised Code provides for anincrease of sanctions in dopingcases involving aggravatingcircumstances such as being partof a large doping scheme, theathlete having used multipleprohibited substances or a prohibitedsubstance on multiple occasions,or the athlete engaging in deceptiveor obstructing conduct to avoid thedetection or adjudication of an anti-doping rule violation. Aggravatingcircumstances also includesituations in which a normalindividual would be likely to enjoythe performance-enhancing effectsof the anti-doping rule violation(s)beyond the otherwise applicableperiod of ineligibility. While thecurrent Code allows for a four-yearban for a first serious anti-dopingrule violation only in cases oftrafficking or administration of aprohibited substance or method,the revised Code thus broadensthe spectrum of anti-doping ruleviolations that can lead to a four-yearban for a first serious doping offence.

GGrreeaatteerr FFlleexxiibbiilliittyyAt the same time, a greaterflexibility is introduced as relatesto sanctions in general. While thisflexibility provides for enhancedsanctions, for example in casesinvolving aggravatingcircumstances (see above),lessened sanctions are possiblewhere the athlete can establish

that the substance involved was notintended to enhance performance.

SSppeecciiffiieedd SSuubbssttaanncceessFor this purpose, the definition of“specified substances” changeswith the coming into force of therevised Code. The current Codestates that “The Prohibited List mayidentify specified substances whichare particularly susceptible tounintentional anti-doping ruleviolations because of their generalavailability in medicinal productsor which are less likely to besuccessfully abused as dopingagents.” Where an athlete canestablish that the use of such aspecified substance was notintended to enhance sportperformance, a doping violationmay result in a reduced sanction(at a minimum a warning andreprimand and no period ofineligibility, and at a maximuma one-year ban). The revised Codenow provides that all prohibitedsubstances, except substances inthe classes of anabolic agents andhormones and those stimulants soidentified on the Prohibited List,shall be “specified substances” forthe purposes of sanctions. Thismeans that where an athlete canestablish how a specified substanceentered his/her body or came intohis/her possession and that suchspecified substance was not

intended to enhance sportperformance, the sanction maybe reduced to a reprimand and noperiod of ineligibility at a minimum,and a two-year ban at a maximum.It is important to note that the newlydefined specified substances are notnecessarily less serious agents forpurposes of sports doping thanother prohibited substances (forexample, a stimulant that is listed asa specified substance could beeffective to an athlete in competition).For tha t reason, an athlete whodoes not meet the reductioncriteria could receive up to a four-year period of ineligibility incase of aggravating circumstances.However, there is a greaterlikelihood that specified substances,as opposed to other prohibitedsubstances, could be susceptible toa credible, non-doping explanation.

IInncceennttiivveess ttoo CCoommee FFoorrwwaarrddIncentives to come forward havealso been strengthened. Thepotential extent of the suspensionof an ineligibility period (one-halfof the otherwise applicableineligibility period in the currentCode) has been enhanced tothree-quarters of the otherwiseapplicable ineligibility period inthe revised Code, for substantialassistance to an anti-dopingorganization, criminal authorityor professional disciplinary body

which results in the anti-dopingorganization discovering orestablishing an anti-doping ruleviolation by another person or whichresults in a criminal or disciplinarybody discovering a criminal offenceor the breach of professional rulesby another person. In addition,where an athlete or other personvoluntarily admits the commissionof an anti-doping rule violationprior to receiving notice of a samplecollection which could establishan anti-doping rule violation, orin circumstances where no anti-doping organization is aware thatan anti-doping rule violation mighthave been committed, the periodof ineligibility may be reduced, butnot below one-half of the period ofineligibility otherwise applicable.

FFiinnaanncciiaall SSaannccttiioonnssThe revised Code does not precludeanti-doping organizations fromproviding, in their own rules, forfinancial sanctions against cheaters,in addition to the period of ineligibilityor other sanction imposed.

AAcccceelleerraatteedd MMaannaaggeemmeennttooff DDooppiinngg CCaasseessThe revised Code addressesdelays and calls for theacceleration of the process andmanagement of doping cases(e.g., reduced period betweenanalysis of the A- and B-samples,and mandatory provisionalsuspension following an adverseanalytical finding throughanalysis of the A-sample).

WWAADDAA’’ss RRiigghhtt ooff AAppppeeaallThe revised Code also clarifiesWADA’s right to appeal directly tothe Court of Arbitration for Sporta case in which an anti-dopingorganization fails to render adecision with respect to whetheran anti-doping rule violation wascommitted within a reasonabledeadline, as if the anti-dopingorganization had rendered adecision finding no anti-dopingrule violation.

GGrreeaatteerr HHaarrmmoonniizzaattiioonnStakeholders have requestedgreater harmonization, nowincluded in the revised Code, in some areas where stakeholdershad initially wanted someflexibility in the original draftingof the 2003 Code. For example,the current Code does not setrequirements as to the numberof missed tests that should leadto a potential anti-doping ruleviolation, leaving it to anti-dopingorganizations to determine thisnumber based upon varyingcircumstances encountered indifferent sports and countries.These rules were harmonizedand made more uniform andmandatory as part of the Codereview. The revised Codeformalizes the current WADArecommendation that anycombination of three missedtests and/or failures by an athleteto provide accurate whereaboutsinformation within an 18-monthperiod as determined by the anti-doping organizations withjurisdiction over the athlete shall constitute an anti-dopingrule violation.

UUNNEESSCCOO CCoonnvveennttiioonnAs relates to the UNESCOInternational Convention againstDoping in Sport, the InternationalOlympic Committee will accept bidsfor the Olympic Games only fromcountries where the government hasratified, accepted, approved oracceded to the UNESCO Conventionand where the National OlympicCommittee, National ParalympicCommittee and National Anti-Doping Organization are incompliance with the Code.Starting on January 1, 2010,International Federations will doeverything possible to awardWorld Championships only tocountries where the governmenthas ratified, accepted, approvedor acceded to the UNESCOConvention and where theNational Olympic Committee,

National Paralympic Committeeand National Anti-DopingOrganization are in compliancewith the Code.

Were changes in relation to thestrict liability principle introducedas part of the Code review?

No. The strict liability has beenmaintained in the revised Code.

Strict liability means that eachathlete is strictly liable for thesubstance found in his or herbodily specimen, and that an anti-doping rule violation occurswhenever a prohibited substance(or its metabolites or markers) is found in a bodily specimen,whether or not the athleteintentionally or unintentionallyused a prohibited substance orwas negligent or otherwise at fault.

As consistently confirmed byCAS, the strict liability rule for thefinding of a prohibited substancein an athlete’s specimen, with apossibility that sanctions may bemodified based on specific criteria,provides a reasonable balancebetween effective anti-dopingenforcement for the benefit ofclean athletes and fairness in theexceptional circumstances wherea prohibited substance entered anathlete’s system through no faultor negligence on the athlete’s part.

Was the List of ProhibitedSubstances and Methods reviewed as part of the Code review?

No. The Code review and theannual updating of the ProhibitedList are two separate processes.

The Prohibited List is reviewedand updated annually by WADAthrough a year-long consultativeprocess involving groups ofinternational scientific and anti-doping experts andstakeholders’ feedback.

Prohibited List

The List of Prohibited Substancesand Methods (List) specifies whichsubstances and methods arebanned in and out-of-competition,as well as in specific sports.

The List is revised and updatedon an annual basis by WADAfollowing an extensive year-longprocess of consultation. It isapproved by the WADA ExecutiveCommittee during its annualSeptember meeting.

The 2009 List will thereforebe approved by the Agency’sExecutive Committee in September2008, in order to come into forceon January 1, 2009. The 2009List will take into account thechange in definition of “specifiedsubstances” in the revised Code.All banned substances—with theexception of those in the anabolicagents and hormones categoriesas well as specific stimulantsidentified by the List—willbe considered as “specifiedsubstances” in the contextof assigning sanctions.(For more information,see page 6.)

International Standard for Laboratories

The purpose of the InternationalStandard for Laboratories (ISL) isto ensure production of valid testresults and evidentiary data andto achieve uniform and harmonizedresults and reporting from all

accredited laboratories. The newversion of the ISL went into forceon January 1, 2008, following anextensive consultation process andits adoption by WADA’s ExecutiveCommittee at its meeting in Madridin November 2007. This revisedstandard includes a certainnumber of technical changes, aswell as some major modifications.For example, the delay betweenthe analysis of the A sample andthe B sample by accreditedlaboratories should not extendbeyond seven working days inorder to accelerate the managementof cases. Also, the oversight oflaboratory performance has beenenhanced. From now on, thequality of routine analysis

performed by the laboratorieswill be taken into account in theannual reaccreditation proceduremanaged by WADA, in additionto the results of proficiency testingcarried out throughout the yearby WADA and the InternationalLaboratory AccreditationCooperative (ILAC).

International Standard for TUE

The purpose of the InternationalStandard for Therapeutic UseExemptions (TUE) is to ensureharmonization in all sports and

all countries in the proceduresfollowed for granting TUEs.

This standard has undergone twoconsultation phases. The mostrecent draft revision is currentlyin circulation among WADAstakeholders, with the intent topresent a final version of thestandard to the Executive Committeeat its May 2008 meeting.

International Standard for theProtection of Privacy

The revised Code calls for anadditional International Standard:the International Standard for theProtection of Privacy (ISPP). Thepurpose of the ISPP is to ensurethat all relevant parties involved inanti-doping in sport apply suitableprivacy protection in relation tothe collection and use of personaldata—such as that relating to

whereabouts, doping control, andTUEs. WADA led an extensiveconsultation among legal experts,international organizations (forexample, the Council of Europe)and the commissions on privacyprotection from different countriesin order to develop thisInternational Standard.

WADA published a draft ISPP forconsultation in January 2008.The goal is for the standard tocome into force on January 1,2009, at the same time as therevised Code.

You’ve been President of the World Anti-DopingAgency for a few weeks, what’s your first impression?

I’m very impressed with the dedication, commitmentand professional skills of the WADA team. WADA hasmade tremendous progress in the fight against dopingin sport in its brief existence. The strategies are soundand the foundation is firm to ensure that WADA becomeseven more effective in its leadership of eliminatingdrug cheats.

Leading the global fight against doping in sport is a pretty hefty task. Any first-day jitters?

I’m conscious of the enormity of the challenge andthe level of responsibility my role entails. I do have a few butterflies in the stomach but I suspect theystem from recognition of the need for WADA tosucceed in its work rather than any personal nerves.I know that if athletes and fans lose confidence inany sport, that sport will wither. Failure to eradicatedrug cheats is therefore not an option.

There are a lot of challenges facing the anti-dopingmovement. What do you think is the biggestchallenge facing WADA as its internationalcoordinator and you personally?

The changes made to create an even more robustWorld Anti-Doping Code, endorsed at the WorldConference in November, will be implemented as

from January 2009. Sport and Government haveclearly indicated their desire to work togetherthrough this strengthened Code to ensure they areeffective in dealing with cheats and returning theculture of sport to an overwhelming dominance of fair play. We must capitalize on the momentum and continue to push for further actions on the part of both the Sports and Governments. My role as President is to make sure the opportunity is notlost. In relation to public authorities in particular, I will press upon them the need for domestic laws, regulations and policies that are in line with the principles of the Code and that they are enforced accordingly.

You have a very impressive career in government.How did you become interested in sport and the fightagainst doping?

My earliest memories of having fun involved a rugbyball. Growing up in a climate conducive to playingsport 12 months of the year with an abundance offacilities from great surf beaches to tennis and squashcourts in every town and suburb meant that the nextsporting contest was always only days away. As anavid fan of most sports I read with growing disquietthe rumors of performance enhancing drugs in theseventies in a number of eastern European countries.I became increasingly exposed to the drug problemboth from a public health and cheating perspectivefollowing my election to Parliament in 1984.

What is the significance of having a governmentrepresentative as the president of WADA? And how does your background in government contribute to your ability to provide leadership to both the Sport Movement and Governments to combat doping in sport?

The Founding Fathers of WADA had the good senseto recognize that Sport and Government separatelycould achieve only so much. A partnership of both,however, could achieve so much more. Havingextensive knowledge and experience in howGovernment works, I hope to extract a greater effortfrom the Governments of Code compliant nations.Some countries have gone a long way to facilitatingcooperation between their law enforcement agenciesand anti-drug agencies. The wheels of governmentsometimes turn slowly but I will endeavor to persuadeGovernments around the world to maximize the obviousbenefits that can be achieved through informationsharing, targeted investigations, complimentaryeducation programs and effective laws.

I would hope that such roles as Premier of Australia’slargest state, National Finance Minister, Head ofAustralia’s delegation to the fourth Ministerial Meeting of the World Trade Organization in Doha (Qatar) and Chairman of Sydney’s successful bid for the2000 Olympics would signify a capacity and abilitythat would assist the new challenge so vital to thefuture of World Sport.

What can we expect to see from WADA in the nextyear with you at the helm?

I have always believed in consultation andfacilitating the collective wisdom and talents of those you work with to maximize the organization’soutcomes. The Board and management of WADAare impressive with a diverse range of experienceand I will pay great attention to their counsel andguidance. At the same time, I will not be afraid totake the lead when necessary on any issue and to engage in the public arena in the interests ofWADA’s objectives.

We have an impressive slate of priorities for 2008. To name a few: we are actively preparing for theNovember report of stakeholders’ compliance withthe Code; an even stronger, revised Code and itsrelated International Standards will come into forceon the first day of 2009, so there is a great deal ofoutreach and education of stakeholders to ensurethat they are prepared come January 1, 2009; thedevelopment program will continue to forge aheadcoordinating the establishment of Regional Anti-Doping Organizations until there is worldwideeffective engagement in the fight for clean sport.And, of course, we are urging public authoritiesto accelerate their ratification of the UNESCOConvention, now at 75 countries, so that publicand athlete health worldwide are no longer underthe threat of performance enhancing drugs.

Sport and Government have clearly indicated their desire to work togetherthrough this strengthened Code to ensure they are effective in dealing withcheats and returning the culture of sport to an overwhelming dominance offair play. We must capitalize on the momentum and continue to push forfurther actions on the part of both the Sports and Governments.

How can the Athlete’s Passport help in the detectionof doping practices?

The fundamental principle of theAthlete’s Passport is based on themonitoring of selected parameterswhich indirectly reveal the effectsof doping, as opposed to thetraditional direct detection ofdoping. Biological tracingthroughout an athlete’s sportingcareer should make any illegalpreparation far harder to implement.

From a medical point of view, thisbiological monitoring is also likelyto illustrate biological disturbanceslinked to pathological processes,whether or not these are the resultof doping manipulation. If necessary,early and effective medicalintervention can thus take place.

In its final form, the Athlete’sPassport will be used to meet thetwo-fold objective of improvingthe effectiveness of the fightagainst doping and protecting thehealth of athletes. At the sametime, it shall also further supportthe intelligent targeting of athletesfor doping control.

How has this concept developed?

The concept of an Athlete’sPassport has been discussed byWADA since 2002. It gainedfurther momentum as a result ofquestions raised during the 2006Olympic Winter Games surrounding

“no start” suspensions of athletesby their federations followinghealth checks that reported highhaemoglobin levels. Some concernswere expressed at the time regardingthe results and their potentialrelation to doping.

Cognizant of the varying approachesto blood parameters amongdifferent sports, WADA conveneda meeting to foster exchange ofinformation and to develop aconsensus on the topic. Theparticipants (representatives ofinternational sports federationsincluding FIS, IBU, ISU, UCI,and IAAF) agreed that the analysisof blood parameters should beconsidered as part of the anti-doping process itself as it canhelp to identify abnormal profiles,and that WADA should take thelead in convening furthermeetings of relevant expertsin the field of haematology.

The group, through a series ofmeetings, came to the consensusthat the longitudinal analysis ofathlete blood parameters shouldbe registered in a database, andshould be used in target testingand sanctioning when abnormalvalues are observed.

How close is WADA to approvingthe widespread implementation of the Athlete’s Passport?

Although the concept is simple, inthat different models have already

been validated for widespread usein other scientific fields, such asepidemiology, legal medicine oreven veterinary monitoring,several key considerations mustbe taken prior to its widespreaduse in the field of anti-doping.

In order to respond to the complexityof this situation, WADA hasdeveloped a multi-level strategythat includes the examinationof legal issues and the nature ofpossible disciplinary decisions,as well as a feasibility study andimplementation of strategies thattake into account the features andspecificities of different sports(the monitoring parameters couldvary from one discipline to another).

What is the status of the proposeduse of the Athlete’s Passport inthe sport of cycling?

How will the 2008 project in cycling bemonitored, and what are its expectedcontributions to the development ofthe Athlete’s Passport?

An independent committee ofmedical experts will be put into placein order to review the blood dataand to make recommendations to UCI for decision.

The pilot project in cycling signalsthe next phase in the developmentof the Athlete’s Passport as it willtest its implementation on a largerand more practical scale. It is anopportunity to evaluate the conceptprior to considering its applicabilityto other sports on an even broaderscale. An independent evaluationprocess will be established toreview the project throughout itsimplementation for the purpose offurther refinements, development,harmonization and dissemination.

An overall assessment of theproject will be conducted at theend of 2008 in order to leveragethe experience and knowledgegained for the benefit of otheranti-doping organizations.

WADA’s duty is to monitor andcoordinate the global harmonizedfight against doping in sport, andwill therefore monitor carefully theroll out of this project, as with anyother anti-doping endeavour, andwill consider its outcomes for itsfuture harmonization and benefitto global anti-doping programs.

Can athletes be sanctioned under this program for anti-dopingrule violations for abnormalindirect parameters?

Yes, depending on therecommendation made to UCIby the independent commission,the result management processand the specificities of the case,the decision could potentiallyrange from a no-start suspensionto an anti-doping rule violation.The World Anti-Doping Code(2003) provides the possibility forsanctions in this respect, and therevised Code (2009) strengthensthis possibility. However, this is a pilot project, and it might takesome time before the first case is brought forward.

What are the key recentdevelopments that are nowincorporated into the Athlete’sPassport model?

The longitudinal analysis of bloodparameters is now included in anti-doping rules (with the possibilityfor sanction); the data collectedunder the Athlete’s Passport model

are reviewed by an independentpanel of experts; and themathematical model used foranalysis compares referencevalues obtained per individual as opposed to population-basedreference values.

Will the Athlete’s Passport replacetraditional anti-doping testing?

If the urine and blood tests,which are essentially toxicologytests, are to be maintained andimproved through increasinglysophisticated analytical methods,these will inevitably have to berapidly combined with effectivetools such as biological monitoring.In view of the challenges posed bycurrent and future biotechnologicalmethods, an increasingly globaland biological approach, similarto that used in forensic science,is necessary in order to respondwith the expected efficiency.

The fight against doping relieson several strategies, includingthe direct testing of athletes aswell as evidence gathered in thecontext of non-analytical dopingviolations. By combining thesestrategies, and seeking new onesto address emerging threats,the global fight against dopingis more effective.

The Code

The year 2008 is the first yearthat signatories to the 2003 WorldAnti-Doping Code (Code) mustofficially report their status vis-à-vis Code compliance. Indeed, notonly is compliance with the Codemandatory for signatories of theCode (Article 23.2.1) but also

signatories are required, underArticle 23.4.2, to report toWADA on Code compliance:“To facilitate monitoring, eachSignatory shall report to WADAon its compliance with the Codeevery second year and shall explainreasons for non-compliance.”

There are three steps in thecompliance continuum that arerequired of Code signatories:acceptance, implementation andcompliance. By accepting theCode, an organization agrees to the principles of the Code.Acceptance is followed byimplementation, when anorganization amends its rules

and policies to include themandatory articles and principlesof the Code. The signatorydetermines how the Code is to be best implemented into its rules,regulations and/or policies, andthese anti-doping rules must besubmitted to WADA for review, in

either English or French, in orderfor the rules to be pronounced inline with the Code. The final step,Code compliance, means that theamended organization rules andpolicies are actively enforced inaccordance with the Code.

To facilitate the reporting obligationof signatories, WADA has developedan online aannttii--ddooppiinngg ssuurrvveeyy ttooooll(available at www.wada-ama.org).The questionnaire consists ofmultiple choice questions whichrefer to requirements andstipulations within the rulesadopted by the Anti-DopingOrganization or InternationalFederation and to the actions

taken or not taken by the sameorganizations. This online tool will assist WADA in evaluating the status of each signatory withregards to compliance with theCode and enable WADA to provideguidance, if needed, to achievecomplete compliance.

WADA Committees and Their 2008 Memberships

This expertise and leadership is organized through WADA’s governance structure, includinga Foundation Board, an Executive Committee,and several Committees.

The 38-member Foundation Board is WADA’ssupreme decision-making body. It is composedequally of representatives from the OlympicMovement and governments of the world. TheFoundation Board delegates the actual managementand running of the Agency, including the performanceof activities and the administration of assets, to theExecutive Committee, WADA’s ultimate policy-makingbody. The 12-member Executive Committee is alsocomposed equally of representatives from the OlympicMovement and governments.

WADA’s Working Committees act as advisory bodiesand provide guidance for WADA’s programs, and in

many cases help the Agency meet its responsibilitiesunder the World Anti-Doping Code. Committeeappointments are made pursuant to the conditionscontained in WADA’s Constitution which provide thatcommittees must be composed having a regard torepresentation from sport and governments, regionalrepresentation, gender representation, and that sucha process must be conducted with a view to equalityas much as possible. Stakeholders nominatecandidates for the committees, and the allocationsare then made in accordance with the aboveconditions by the President of WADA, the Chair ofthe respective committee, and the Director General.The subcommittee and panel members are thenappointed by the respective committee chairs. TheWADA Foundation Board accepted the proposedcomposition for 2008 Working Committeememberships at its November 17, 2007,meeting in Madrid (Spain).

While WADA’s day-to-day work is carried out by a relatively small but highly dedicatedstaff who are specialists in their respective domains, WADA, founded on the principlesof cooperation, consultation and transparency, regularly seeks and relies upon the expertiseand experience of individuals and organizations from around the globe in the developmentof programs and activities to combat doping in sport.

Athlete interaction and feedback is a top priority for WADA. For Sara, her sporthelped her grow as a personwhile also giving her opportunitiesto visit different countries andcultures she would never hadotherwise seen. "It was a privilegeto have the experience and careeras a top-level athlete. It was hard,hard work and took total focus,but it was a privilege to be the one to do it," said Sara.

After competing at the 2002Olympic Games in Salt Lake City,Sara decided to regain somebalance in her life, realizing thatnot everything is racing and sport.With that decision she started hermedical degree and even kept upwith those studies while training forthe 2006 Olympic Games in Torino.

Today Sara is retired andconcentrating full-time oncompleting school. She plans tobe a medical doctor by June 2009.

In January 2008, Sara joinedWADA's Athlete Committee andtook some time to introduce herperspective to Play True readers.

Play True (PT): What is yourgreatest Olympic experience?

Sara Fischer (SF): Walking intothe stadium in Salt Lake City atthe Opening Ceremony in 2002.

It was incredible! The atmosphereand spirit there was indescribable.I still get goose bumps thinking of it!

PT: What is your opinion aboutWADA and anti-doping today?

SF: WADA has done a great jobwith anti-doping and I believe itis important to continue thatwork. Investing in research todetect cheaters and investing inathlete outreach give athletes of the world knowledge aboutdoping side effects and thedangers in using doping.

PT: Have you noticed progressin anti-doping during yoursporting career?

SF: Yes, the anti-doping outreachintensified during my sports careerand I experienced more and moredoping tests at the races.

PT: What are your thoughtsregarding WADA’s AthleteCommittee and what do youhope to achieve?

SF: I hope to be a spokespersonfor the athletes of the world. I willtry to help in their everyday livesas clean sportsmen.

PT: How important is it for eliteathletes to be role models in sport?

SF: It is the most important thingin anti-doping work! Elite athletesmust stand up and tell the youngabout fair play which is thefoundation of sport.

Sara started racing and wentto a snowboard high school inSweden. Her brother went to thesame school, and together theyspent plenty of time at the hills."My brother is one of my bestfriends and it has been great forus to experience so much togetherthanks to our sport," said Sara.

The Olympic Council of Asia(OCA) is the apex sports bodycontrolling the sports in Asia.It is one of the five continentalassociations recognized by theInternational Olympic Committee(IOC). Formed in 1982, withpermanent headquarters inKuwait, OCA is led by the Presidenthis Royal Highness Sheikh AhmadAl-Fahad Al-Sabah. OCA’s mainobjective is to develop sport,culture and education of Asianyouth and to promote internationalrespect, friendship, goodwilland peace through sports.

OCA is responsible for running four major events in Asia: AsianGames, Asian Winter Games,Asian Indoor Games and AsianBeach Games.

In December 2004, prior to theWest Asian Games and as a leadup to OCA’s flagship event in the2006 Asian Doha Games, OCA

scheduled a meeting with WADAto discuss the implementation of theWorld Anti-Doping Code (Code). Atthe same time, WADA introducedthe concept of a Regional Anti-Doping Organization (RADO)among seven countries in the GulfStates and Yemen—a conceptbased on sharing resources for thedevelopment of anti-dopingprograms within the region. WADAprovided the outmost assistance inhelping develop OCA’s new anti-doping rules which govern all OCAevents throughout Asia. OCA alsorelied heavily on existing rulesdeveloped by the IOC.

One of the key objectives after theinitial meeting with WADA was tospread the anti-doping messageto all countries in Asia. This wasaccomplished by allocating timeat the OCA regional forums toinform the leaders of each NationalOlympic Committee of their rolesand responsibilities. OCA also

invited WADA to address keyissues related to the Code and theassistance being offered to developanti-doping programs through theestablishment of the RADOs.

As time evolved OCA saw theneed to expand the establishmentof anti-doping programs in Asiaand served as a driving force inassisting WADA develop anti-doping programs throughout theregion. OCA hosted a strategicplanning meeting with WADA todiscuss how to organize theregions that would work besttogether in the formation of theRADOs throughout Asia. To datewe are proud to say that we haveworked with WADA in developing5 RADOs involving more than 37countries. OCA has participated inevery RADO meeting in Asia sinceits inception and believes the workbeing carried out in each of theRADOs will benefit youth andfacilitate doping-free sport in Asia.

Another mechanism OCA hasused to support the region’s RADOis to invite Doping Control Officers(DCOs) that have been trainedby OCA’s and WADA’s partners(UK Sport, Australian Sports Anti-Doping Authority, Anti-DopingNorway and the Japan Anti-DopingAgency), to one of the four OCAMajor Games. By affording theseDCOs the opportunity to be engagedin international events we willonly help in their development andcreate greater capacity in the region.

OCA has also invited WADA toseveral of its events to carryoutinternal audits, including the 2004West Asia Games (Doha) and2007 Asian Indoor Games (Macau).WADA was also present at the2006 Asian Games in Doha withboth its Independent Observer andOutreach Programs. “The OCA hasbeen very fortunate to have WADApresent at the Asian Games inDoha as it provided an opportunityfor its doping control committeeto improve it operations based onfeedback from the IO Programand more importantly the OutreachProgram touched thousand ofathletes on the issues of dopingfree sport,” said OCA DirectorGeneral Husain Al-Musallam.

Based on the success of theOutreach Program in 2006 OCAhas now planned to adopt theWADA Outreach Model at its majorevents by engaging those involvedwith the RADOs and other anti-doping programs throughout Asia.

To further assist and increase theknowledge of the WADA ProhibitedList and the Therapeutic UseExemption process, OCA partneredwith UK Sport and the CanadianCentre for Ethics and Sport inimplementing a licence for theglobal Drug Information Databaseknown as "DID." The DID™provides easily accessible andaccurate responses to queriesabout the status in sport oflicensed pharmaceutical andover-the-counter medicinalproducts in relation to the WADAProhibited List. OCA is encouragingathletes to always check the DIDprior to consuming any substancefor its WADA Prohibited List status.OCA intends to have the databasetranslated into the primarylanguages of Asia.

OCA wants to continue its proactiveapproach in the fight againstdoping sport and sees a need tointegrate OCA’s and WADA’smessage of doping-free sport in allof our activities. As such, OCA nowrequires each host city of the Major

Games to allocate rooms, mealsand accreditation for the WADAteams attending the Events. Webelieve by facilitating such costs,more emphasis can be placed onthe delivery of programs that fosterthe doping-free sport message andadvance the anti-doping movement.

As a result of the successfulpartnership with WADA since2004, the OCA ExecutiveCommittee, on May 28, 2007,in Almaty, Kazakhstan, passed aresolution to offer WADA an officeat OCA headquarters in Kuwait toact as a sub-regional office in Asiato assist the operation being carriedout by the WADA Asia-OceaniaRegional Office. The OCA offer,which includes the free usageof all meeting facilities at its newheadquarters in Kuwait, wasunanimously accepted by theWADA Executive Committee inNovember 2007 in Madrid (Spain).

While much has been done,OCA believes that the efforts mustcontinue to further increase theknowledge of the risks of doping,and to further develop educationalmessages with prevention amongyouth as a key target. No one cando this alone and we believe thatby working together with the sameobjectives we will get closer to ourgoal of a doping-free sport.

How far have we come? With anti-doping education becoming a mandatorycomponent of the revised World Anti-Doping Code (Code), it is an opportune timeto portray the evolution that has occurred in the area of anti-doping education.During the implementation phaseof the Code, many anti-dopingorganizations were focused onachieving Code compliance.To assist those organizationsWADA’s education efforts initiallyincluded running lecture-stylesymposia, and producinginformation materials (onAthlete Whereabouts, Athletesand Medications, DietarySupplements, and DopingControl). WADA’s EducationDepartment then turned itsattention to running interactiveseminars based on the train-the-trainer model, developing theuse of pedagogical tool kitsfor coaches and teachers,and building a strong socialsciences research program.

The interactive seminar, knownas a Traveling Seminar, waspiloted in Nicaragua andColumbia in September 2006.Given the positive outcomes ofthe pilot project, the TravelingSeminars continued in 2007in Africa (Seychelles, Mauritius,Madagascar, Niger, Morocco,Nigeria, Ghana and Mali),Caribbean (Barbados, Trinidad

and Tobago, and Aruba) andLatin America (Bolivia, Panamaand Venezuela). For moreinformation regarding the TravelingSeminars, please refer to our Website (www.wada-ama.org) and toIssue 2–2007 of Play True.

“Tool Kits” were initially developedto assist three main target groupsin the fight against doping:teachers, program officers(people in charge within anorganization of setting up aneducation program) and coaches.The Teacher’s Tool Kit consistsof a series of lesson plans andvarious educational materialsthat a teacher can use in theclassroom. It is the main supportmaterial during the TravelingSeminars along with the ProgramOfficer’s Tool Kit, which contains acollection of information materialsand presentations.

The Coach’s Tool Kit, launchedin early 2007, is aimed at elitecoaches. It contains material thatwill allow coaches to becomefamiliar with anti-doping rulesand also help them to reflect onthe problem of doping in sport.

In November 2007 the Coach’sTool Kit was piloted in Lausanne,Switzerland, with variousInternational Federations (IFs).The aim of the pilot project wasto see how the material could either be integrated into existingcurricula for coach education orassist with creating new coaches’education programs. The pilotproject received a warm welcomefrom the IFs and many have asked to have a downloadable version ofthe Tool Kit on their Web site.

In addition, the pilot projectprovided a forum for IFs to express their views andchallenges regarding anti-dopingeducation for coaches. An initialconcern expressed by IFs wasensuring that those coaching elite athletes were aware of therules and regulations. However it appears that it is now urgent to address the community- andyouth-level coaches who represent a much larger contingent. TheEducation Department aims todeliver the new component to the Coach’s Tool Kit, addressingcommunity- and youth-level coaches,during the summer of 2008.

Two additional Tool Kits arecurrently under development,namely for doping control officersand health care practitioners.Given the specific needs of thesetwo groups, development is beingdone in consultation with expertsin the respective fields.

The Social Science ResearchGrant Program has grownsignificantly since its creation in2005. Applications for the 2008Program tripled since the launchof the program in 2005, with36 project proposals received. The WADA Education Committee,which has as its mandateto provide expert advice,recommendations and guidanceto WADA management withrespect to both short-termeducation strategies and activities,and long-term approaches to

WADA’s education programs,recommended that the SocialScience Research Grant Programfollow the lead of the ScientificResearch Grant Program by, inaddition to the regular program,engaging in a targeted researchprogram. The Committeeidentified a need for acomprehensive review of effectivepreventative education initiativesacross a variety of social issues.This is based on the premisethat considerable learning canbe drawn from successfulinterventions in a range of relatedbehaviours, such as the inter-and intra-personal factors thatplay an active role in thesequences linked to bothprevention and remediation.Following this recommendation,a team of academics from LeedsMetropolitan University in the

United Kingdom will undertakea comprehensive review of theresearch literature with a widerspan than that of a typicalsport-based review. The leaderof the team, Dr. Susan Backhouse,completed a WADA fundedproject under the 2006 Program,whose final report can be foundon our Web site.

The end of 2007 also sawa change in name for theEducation Department, whichis now known as Education andProgram Development, withits merger with the anti-dopingdevelopment program.Anti-doping development,responsible for the developmentof the Regional Anti-DopingOrganizations (RADOs), previouslyresided in the Standards andHarmonization Department.

UNESCO Convention Now Ratified by 75 NationsSome 75 countries have nowratified the UNESCO InternationalConvention against Doping in Sport,adopted unanimously by the 191governments present at the UNESCOGeneral Conference in October2005, and which came intoforce on February 1, 2007.

The UNESCO Convention—the firstuniversal treaty against doping insport—is the practical instrument bywhich governments formalize theircommitment to the fight againstdoping. Because many governmentscannot be bound by a

non-governmental document suchas the World Anti-Doping Code (thedocument harmonizing anti-dopingrules in all sports and all countries),this Convention permits governmentsto align their domestic policies withthe Code and to thus harmonize therules governing anti-doping in sportand public legislation.

WADA is in permanent contactwith UNESCO and the differentgovernments that have not yetratified the treaty in order to facilitateand encourage its rapid ratification.

WADA Updates

The fight against doping in sportcontinues to expand to newregions of the world with thecreation, in November 2007,of the fourteenth Regional Anti-Doping Organization (RADO)worldwide, established in AfricaZone VII. This RADO, locatedin the Indian Ocean, bringstogether the Comores, Djibouti,Madagascar, Mauritius and theSeychelles. Its office is based inthe Seychelles, where the

government and National OlympicCommittee have offered to providethe office and employees in orderto coordinate the development ofanti-doping in the region.

Another RADO project will belaunched in the coming weeksin Arica Zone I (North Africa),with a project group meetingin Tunisia conveningrepresentatives of Tunisia,Morocco, Libya and Algeria.

Through the RADO developmentprogram, WADA facilitates thecreation of independent anti-dopingorganizations in regions of theworld where exist limited or noanti-doping activity. Since thelaunch of WADA's developmentprogram, 119 countries havebeen brought into the fightagainst doping in sport. Theobjective is for all countries ofthe world to be actively engagedin anti-doping by 2010.

NNeeww RRAADDOOss AAddddeedd

Several stakeholders—InternationalFederations (IFs), NationalAnti-Doping Organizations (NADOs),major games organizers and others—continue to adopt ADAMS, theWeb-based database managementsystem created by WADA to helpstakeholders coordinate theiranti-doping activities around the world.

Among the many IFs who havedecided to use the ADAMS system,the UCI (cycling), notably, hasdecided to use it within the contextof the development of its AthletePassport in cooperation with WADA.The Olympic Council of Asia and the

Pan-American SportsOrganization—very satisfied withthe implementation of ADAMSrespectively at the 2006 AsianGames and the 2007 PanAmerican Games—will use thesystem for all of their competitionsin 2008. In addition, the anti-dopinglaboratories accredited by WADAwill report the results of theirproficiency tests this year, initiatedby WADA, via ADAMS.

By the end of February, WADA's scientific researchprogram will issue its 2008 call for applications forresearch projects. Interested scientific teams will haveuntil May to submit their request for grants.

WADA allocates a significant portion of its annual budgetto research in order to enhance existing methods fordetecting prohibited substances and methods. Since2001, WADA has dedicated more than US$31 million

to scientific research. In 2008, an additionalUS$6.5 million is assigned for this purpose.

Some examples of publicized outcomes includethe development and validation of detection methodsfor haemoglobin based oxygen carriers (HBOCs),homologous blood transfusions and human growthhormone, as well as the demonstration of themasking properties of finasteride.

At its November 17, 2007, meeting, held during the Third WorldConference on Doping in Sport in Madrid, WADA’s Foundation Boardelected the Honorable John Fahey as president and Professor Arne Ljungqvist as vice president. (Read also the editorial, page 1, andinterview with John Fahey, page 13.) Their three-year terms began on January 1, 2008.

John Fahey, who succeeds Richard W. Pound in the voluntary positionof WADA president, previously served as Finance Minister of Australia andPremier of New South Wales, the largest state in Australia. He has extensiveexperience in government and sports administration, notably as head of theAustralian delegation at the fourth Ministerial Meeting of the World TradeOrganization and chairman of Sydney’s successful Olympic bid. Fahey isthe first government representative to hold the post of WADA president.

Prof. Arne Ljungqvist, who succeeds former French Sports MinisterJean-François Lamour as vice president, represented Sweden in highjump at the Helsinki Olympic Games in 1952. With a career dedicated tothe health of athletes, Prof. Ljungqvist has held several important positionsin the field of sport and the fight against doping, including chairmanshipof the medical commissions of both the International Olympic Committee(IOC) and the International Association of Athletics Federations (IAAF).As chairman of WADA’s Health, Medical and Research Committee anda member of WADA’s Executive Committee, he has also played a keyrole in promoting anti-doping scientific research. Prof. Ljungqvist is arepresentative of the Sport Movement in the vice presidency of WADA.

According to WADA’s statutes, the presidency and vice presidencyalternate between the Sport Movement and public authorities.
