GENERAL RULES OF THE ASSOCIATION OF WEST MIDLAND MOTOR CLUBS

1. TITLE The name of the association shall be '' The Association of West Midland Motor Clubs''

hereafter referred to as the Association. 2. OBJECT The object of the Association shall be liaison and mutual consultation within the

prescribed area on all matters connected with Motor Sport. 3. CONSTITUTION Membership shall be open to any MSA recognised Motor Club whose

application for membership has been accepted at a Committee Meeting. Individual life members may be appointed at the Committee's discretion. The Association reserves the right to refuse membership without reason.

4. MANAGEMENT The authority and responsibility for the transactions of the business of the

Association and for it's management shall be vested in the committee. 5. ELECTION OF OFFICERS The Chairman, Vice Chairman, Secretary, Treasurer, Championship

Secretaries and the Year Book Editor, shall be elected at the October meeting of the Association and subject to termination of the office by resignation or otherwise, shall remain in office until their successors are appointed at the following Octobers Extraordinary Meeting. The retiring Officers shall be eligible for re - election. One person may occupy more than one post if so selected. Rules for voting are as per General Committee Meetings.

6. COMMITTEE The Committee shall consist of the elected Officers of the Association who are ex -

officio members and two delegates from each club. A quorum consists of one fifth of member clubs in attendance. The Committee shall have the power to appoint a Sub - Committee of not less than five persons (two of whom must be Officers of the Association) to investigate on it's behalf any matter which is specially referred to such a Sub - Committee.

7. COMMITTEE MEETINGS A dates meeting will be held to conform with the MSA requirements to

produce the Association calendar prior to the submission to them for inclusion into their Year Book. Member Clubs shall specify at this time their requirements for their National B plus events to be considered for inclusion in the prescribed Association Championships. Other meetings will be held during the year prior to the holding of the MSA Regional Committee meetings. The venue and dates of the Association Committee meetings will be advised in advance of the meeting.

8. DUTIES OF THE SECRETARY The Secretary should attend all meetings of the Association.

Minutes must be circulated to all member clubs and presented for confirmation at the following meeting.

9. BANKING All Monies of the Association shall be banked by the Treasurer in the name of the

Association. Two signatures shall be required for any disbursements and these signatures will be nominated by the Committee as and when the Committee sees fit.

10. MEMBERSHIP Each club wishing to join the Association shall pay the annual subscription by

Standing Order Mandate. The renewal subscription shall become due on the 1st January each year and expire on the 31st December following. Any Club not remitting the renewal fee within three months of the date on which it became due, shall be notified of the fact by the Treasurer. If the club fails to make payment within a further calendar month their name may, unless in the sole view of the Committee sufficient reason is shown for not doing so, be taken from the register of membership forthwith. Members of the non - complying club will not be eligible to take part in any competitions promoted by the Association.

11. VOTING Each member club shall be allowed two delegates to attend committee meetings but

only one vote for any proposition. The Chairman shall not vote, except in the exercise of a casting vote. Other Officers who are not nominated representatives of their club shall have no vote.

12. CLUB DUTIES The onus shall be on member clubs to notify the Secretary of the Association of

any changes of their Club Officials, namely their Secretary, Competition Secretary Treasurer, and delegates to the Association.

13. CIRCULARS/MINUTES/AGENDA All Association communications shall normally be sent to

Club Delegates unless other names are requested in writing. 14. EXPULSION OF MEMBERS The Committee may expel any club from the Association providing

that two thirds of the clubs attending the Committee meeting so agree, and that the club concerned has had fourteen days notice of the agenda for that meeting, and is allowed to state it's case against such expulsion at the meeting in question before a vote takes place.

15. ANNUAL GENERAL MEETING The AGM of the Association shall be held during January,

February or March of each year on a date and time to be fixed by the Committee. The AGM shall :- a) Receive from the Chairman a report on the Association's activities. b) Receive and approve from the Secretary a report on the business activities of the

Association. c) Receive and approve from the Treasurer a full statement of accounts showing

receipts and expenditure for the year ending the previous December.

16. SPECIAL GENERAL MEETINGS A Special General meeting may be convened by the direction the Chairman, Secretary, or by a requisition to the Secretary stating the business for which a Special General Meeting is required and signed by an Officer of each of not less than six member clubs. The said meeting shall be held within a minimum notice of 21 days within a calendar month of the requisition. The non receipt of such notice by any member club shall not invalidate the proceedings providing that a quorum is present.

17. CHAMPIONSHIPS Each Championship Secretary shall be responsible for the collation of the

Championship fixtures, amendments of rules. and collection of fees. All Association Championships should endeavour to be self financing.

18. LIFE MEMBERS The Association shall at its discretion circularise all ex Chairman and

Secretaries with the Year Book and all other relevant material. Life Members may attend all meetings but not vote.

19. RESIGNATION Any member club wishing to resign it's membership of the Association shall give

notice in writing of such a desire to the Association Secretary prior to the renewal of it's subscription. Otherwise it shall be liable to pay it's subscription for the coming year.

20. DISSOLUTION Any funds or liabilities upon dissolution of the Association shall be the

responsibility in equal shares of all paid up member clubs.

The number of qualifying events will be decided by the Championship Secretary. All clubs affiliated to the AWMMC are entitled to apply to the Secretary of the Association to have their event(s) included in the Championship for the following year. A copy of the regulations for the event should be sent to the Secretary for the Championship and the AWMMC Eligibility Scrutineer as soon as they are published. A copy of the final entry list and a copy of the results MUST be sent within seven days of the event taking place. All Championship contenders are asked to mark their entry form with their individual championship registration number, and organisers are requested to provide room for this on the entry form. Regulations should be sent to all registered Championship contenders and a list of these will be available from the Championship Secretary. The Class Structure for 2015 will be: - Class1 Saloons under 1100cc under 11 feet in length Class2 Saloons over 1100cc under 11 feet in length Class3 Saloons any capacity 11 feet to 13 feet in length Class4 Saloons any capacity over 13 feet in length Class 5 Sports Cars Class 6 Specials If the organisers of any event included in the Championship use different class descriptions the Championship Secretary reserves the right to amend or alter as necessary for the benefit of class positions and awards etc. Classes may be amalgamated at the organisers discretion if less than three registrations per class are received. Championship No: 54/2015 Competitors The Championship is open to all fully paid up members of any Motor Club affiliated to the Association. A competitors registration fee of £7.00 per person is payable to the Association before points will be awarded. A maximum of 14 events may be included in the 2015 Championship and only a competitor’s best results from 70% of events will count towards final positions. The classes will be defined as above. If a competitor changes class during the year the total number of points will be unaffected on an overall basis, but for class positions only points scored in one class may be used.

The Secretary reserves the right to amalgamate classes as necessary if the minimum registrations are not received. Points will be awarded for all registered contenders as follows ;- Overall Championship Table 20 points for 1st place down to 2 points for 19th and remaining places. A retirement will be awarded 1 point, as defined in the MSA Regulations. Class Table 10 points for 1st place down to 2 points for 9th and any remaining places. Retirements as above. Ties will be decided on the most number of highest scores. In the event of a tie still existing the competitor with the highest score on the first scoring round will win, Competitors will be required to carry Championship decals. These must be displayed on the competing vehicle before any points are awarded. The number of qualifying events will be decided by the Championship Secretary and all clubs affiliated to the AWMMC are entitled to apply to the Secretary of the Association to have their event(s) included in the Championship for the following year. Regulations MUST be sent to all registered Championship contenders, and a list of these will be available from the Championship Secretary. A copy of the regulations issued for each event MUST be sent to the Championship Secretary as soon as they are published. A copy of the final entry list and a copy of the results MUST be forwarded within seven days of the event taking place. ELIGIBILITY The Championship is open to all registered contenders

All competitors will be required to hold a valid MSA Competition licence Clubmans grade or higher. All classes for the Championship will be to MSA Classes 1 to 5 as stated in the MSA Competitors Year Book (T 11)

REGISTRATION Competitors wishing to register for the Championship should send a cheque for £5.00 (made payable to the AWMMC) to the Championship Secretary together with the entry form from this Year Book. SCORING Points will be awarded on Class Positions as follows 1st in Class 10 Points 2nd in Class 9 Points 3rd in Class 8 points etc. If there are less than 4 starters in the class then the points will be reduced by one. Tie Breakers will be resolved by taking the competitor with the greatest number of 1st in class and 2nd in class and so on until the tie is resolved. The winner will be the competitor with the highest total points from 6 events

AWARDS A Trophy and an Award will be presented to the Best RWD Car and to the Best FWD Car at a location, of which, competitors will be advised at the conclusion of the season’s trialling.

NB All named trophies remain the property of the AWMMC and must be returned on demand. EVENTS There will be a spread of Trials broadly in the Midlands Region. The Championship will comprise of nine events with a competitor’s best six results to count. If more than two events fail to run then the number of qualifying rounds will be reduced by one etc.

Announcement 1.1 The Association of West Midland Motor Clubs will organise a Regional Association Championship known as the “Association of West Midland Motor Clubs Road Rally Championship 2015”. Championship Registration Number: TBA 1.2 The championship will be held under the General Regulations of the MSA (incorporating the provisions of the International Sporting code of the FIA), these supplementary regulations, and any written instructions that the Series Administrator may issue. 1.3 The Series Administrator has the powers of an Organiser as specified in the MSA Yearbook. The Service Administrator reserves the right to alter and amend these championship regulations in accordance with W1.1.8 of the MSA yearbook. 1.4 Results and bulletins will be issued at regular intervals throughout the season. 1.5 Contenders have seven days from the receipt of results to make a query, after which they will become final, unless any query or protest leads to a change of the results, after which a further seven days will elapse before the results become final. 1.6 The Championship Stewards will comprise three members drawn from the following: Barry Guess, Mike Sones, John Trevethick and Bob Milloy. 2. General 2.1 If through Force Majeure any event dates are altered or cancelled, the Series Administrator reserves the right to accept a change of date, (in accordance with W1.1.8) or cancel that particular qualifying event and alter the number of events which score points but, no substitute events will be used. 2.2 Any changes agreed will be confirmed to all Championship Contenders as soon as it is deemed possible. Postponement of an event does not carry automatic retention of Championship status. 2.3 Bulletins issued by the Series Administrator during the year will have the same authority as those within the current yearbook. 3. Championship Contenders Information 3.1 It is the competitors responsibility to obtain regulations for each individual event. The Series Administrator will not be responsible for any entries refused. 3.2 The Championship is open to all fully paid up members of any Motor Club affiliated to the AWMMC. 3.3 A registration fee of £10.00 per contender payable to “AWMMC” and this fee must be paid before any points will be awarded.

3.4 Registration for the Championship will close at midnight on the 30th June 2015. No points can be claimed retrospectively. 3.5 Contenders must register in either the Drivers or Navigators Championship to score points. It is not necessary for a Driver and Navigator to remain as a team throughout the duration of the season. 3.6 Contenders must state that they are Championship contenders on any entry form of any event by quoting their registration number. 3.7 Championship registration cards and decals will be provided by the Series Administrator upon completion of registration. 3.8 Final Championship positions will be issued within fourteen days of the results of the final event. 3.9 Contenders have seven days from the receipt of results to make a query after which they become final, unless any query or protest leads to a change of the results, after which a further seven days will elapse before the results become final. 3.10 In order to collect Championship trophies at the end of the season, all contenders are required to score points by competing on a minimum of 2 events. 4. 5.2 A Championship contender will be awarded an extra 5 points for an outright Event win.

5.3 In addition, if a contender starts but does not finish an event, 10 points will be awarded to show that a contender has taken part in an event. 5.4 In the event of a tie between two or more contenders, the contender who has gained the most points first will be deemed the Winner or by other means deemed to be fair. 6. Class Structure Drivers & Navigators

A Expert - Having finished in the top ten of a “National B” status road rally on 3 separate occasions B Semi-Expert - Having finished outside the top ten, but in the top 25 of a “National B” status road rally on 3 separate occasions C Novice - Having never achieved the above results.

6.1 A contender will maintain the status declared on the Championship registration form for the current season. Once a competitor has achieved Expert or Semi–Expert finishes on 3 separate occasions, he / she will automatically move up to that class the following season. 7. Championship Eligibility Scrutineer (National B) 7.1 The AWMMC has appointed a series Scrutineer who will act as “Judge of Fact” as to the compliance with both the letter and the spirit of the definitions of the MSA Technical Regulations. Eligible Vehicles 8.1 Any vehicle that conforms to current MSA Road Rally Vehicle Regulations and event specific Supplementary Regulations is allowed. 8.2 All vehicles must be presented in a Clean and Tidy condition as befits the nature of the sport / championship. 9. Event Organisers Regulations All events within the championship calendar MUST be of National B status. All AWMMC affiliated clubs are entitled to apply to the Series Administrator for an event to be included in the championship. On publication of regulations a set must be sent to the Series Administrator, by post or Email. Final instructions and an entry list must be sent to the Series Administrator in the week prior to the event-taking place, by post or Email. A final entry list and a full set of results must be sent to the Series Administrator within seven days of the event-taking place, by post or Email. All event Entry Forms must allow space for contenders to signify entry in the Championship and Championship Registration Number. The Series Administrator must be informed at the earliest possible time giving notification of cancellation.

Association of West Midland Motor Clubs Heart of England Rally Championship 2015 In association with DMack Tyres and Cobra Seats

General Regulations 1. The Association of West Midland Motor Clubs [AWMMC] will organise a Regional Association Championship known as the “Heart of England Rally Championship 2015”. The Heart of England Rally Championship 2015 hereinafter referred to as “the Championship” will be run in accordance with the General Regulations of the Motor Sports Association [MSA], [incorporating the provisions of the International Sporting Code of the FIA], these supplementary regulations, any written instructions issued by the Championship Secretary. MSA Permit No: 42 / 2015 2. The Championship is open to fully paid up members of a Motor Club which is affiliated to the AWMMC. The registration fee is £50 per crew registering at the same time or £30 per individual registering separately. [Cheques are preferred made payable to the AWMMC]. Competitors must register on the official registration form. Registration will open on the publication of these regulations and close at the conclusion of signing-on of Round four. A registered contender may compete with a non-registered competitor and still score points. 3. The Championship will be decided from the final points tables based on a competitors best 5 scores from the 8 qualifying rounds. This applies to both the overall positions and the classes. If through “force majeure” any of the qualifying rounds cannot take place then the AWMMC reserves the right to either include another event on the same date or to alter the number of best scores to count as follows. 8 events = 5 best scores ~ 7 events = 5 best scores ~ 6 events = 4 best scores ~ 5 events = 4 best scores. If less than 5 events take place then the final positions will be based on the total number of events run. Qualifying events will be of National B status. 4. The allocation of Championship points will be based on the final results of the qualifying events. The provisional points will be published on the AWMMC website [www.awmmc.org.uk] as soon as possible after the event. Queries should be addressed to the Championship Secretary whose details are on page 4. Subject to no protests being received, these points will be come final 7 days after publication and no further alteration to the points can be made. Similarly, at the end of the year, the Championship points will become final 7 days after the provisional points are published on the website. Communication with registered competitors will be through email, website or other electronic means. 5. Any ties will be decided in favour of the competitor with the greatest number of maximum scores within their best 5 scores. In the event of a further tie the greatest number of second highest scores shall decide and so on. Should this fail to resolve the tie then reference will be made to the fastest time on the first stage of the last event in which both or all the competitors who have tied take part. If this fails to resolve the tie then joint awards will be presented. 6. The Championship is open to Two Wheel Drive cars only. All vehicles must comply with the 2015 MSA “Safety and Technical Regulations for Special Stage rallies. 7. Any vehicles used by registered contenders may be subject to random eligibility and capacity checks throughout the year. These checks will be carried out by the Championship Scrutineer and/or members of the MSA Technical Commission, who shall be considered Judges of Fact in

matters of eligibility. In the event of a car being found ineligible for any reason, then the penalties specified in MSA Regulations [C:3.5.3] shall apply. The competitor will be responsible for any costs they incur as a result of eligibility checking, whether found eligible or otherwise. The Championship organisers reserve the right to reclassify any vehicle if they consider it appropriate to do so.

8. Championship registration does not guarantee an entry on events. It is the responsibility of competitors to enter events in sufficient time. The AWMMC will not have any control over seeding as that is at the discretion of the event organisers. 9. Any query concerning these regulations or the running of the Championship must firstly be referred to the Championship Secretary. Any subsequent protest must be referred in writing to the AWMMC Panel of Stewards via the AWMMC Secretary within the time limits set out in the MSA Yearbook, together with the appropriate fee (Competition Fees Appendix 1). The AWMMC Panel of Stewards comprises any three from Barry Guess, Mike Sones, John Trevethick and Bob Milloy. 10. In the event of a variance between these Regulations and the AWMMC General Championship Rules, these Regulations take precedence. The Championship organisers reserve the right to grant waivers to disabled competitors. 11. Competitors must display the Championship decals as specified by the AWMMC from the start of every qualifying event. Decals must not be modified or altered. They can be trimmed where exceptionally necessary to fit the vehicle but this must be approved by the Championship Secretary and / or the Eligibility scrutineer. Decals my include [but not limited to] 1x championship screen strip – to be applied either on the top edge of the windscreen or the leading edge of the bonnet so as to be visible from the front of the car; 2x championship sponsor panels to be applied one each side of the vehicle immediately in front of the white number squares on the front doors. It is the competitors responsibility to ensure the decals remain on the car and the Championship Secretary must be informed immediately if any decals are lost, to avoid the loss of points. 12. Once a competitor has registered for the Series it is not possible to de-register. Even if the Championship decals are removed, either member of the crew may still be counted as an AWMMC registered competitor for the allocation points, even though they may not be awarded any individual points. Points will not be reallocated to other registered contenders. Registered co-drivers accompanying non-registered drivers must notify the Championship Secretary before or at Signing On and display a minimum of two AWMMC decals on the car to be eligible to score points.

Heart of England Rally Championship 1. The Championship is open to Two Wheel Drive cars only. All vehicles must comply with the 2015 MSA “Safety and Technical Regulations for Special Stage rallies. 2. The Championship will be divided into 5 vehicle classes: Class A – Up to 1400cc Class B – 1401cc to 1600cc Class C – 1601cc to 2000cc Class D – 2001cc and over Class E – Historic cars complying with eligibility requirements set out in R49 of the 2015 MSA Yearbook. All vehicles must have a Historic Rally Vehicle Identity Form (HRVIF) available for inspection. Category 3 and 4 cars must also present the appropriate homologation form or any other documentation listed in 2015 MSA Yearbook. Only period modifications used in rallying on the particular make and model of car are permitted. All forced induction engines (except diesel engines) are subject to an additional capacity coefficient of 1.7 to 1. [J 5.4.1].

No overbore beyond a class limit is permitted. Twin cam and multiple valve engines will run within their nominated capacity class. Production car engines with a maximum of 2 rotors. a) Rotary engine equivalence 1.7. Forced induction rotary engines equivalence [1.7 x 1.7] = 2.89. b) Rotary engines will be considered equivalent to 4 valves per cylinder petrol engines in respect of the maximum engine capacity including the application of equivalency fact (a) above. Permitted Fuels: Competitors are permitted to use fuel that conforms to the definitions of Pump Fuel in the 2015 MSA Yearbook or fuel that complies with FIA Appendix J, Article 252, Art 9. Historic Rally cars may only use MSA Pump Fuel. No other fuels are permitted. 3. Scoring The winners of the Overall Championship or individual classes will be the Driver / Co-Driver who score the highest number of overall or class points from their best 5 scores from the 8 qualifying rounds or whatever is the final number of events held as detailed in GR3. a). Overall Points Each registered driver/co-driver will score points according to the position they gain against other registered competitors on each qualifying event. Non-registered competitors will not affect the points awarded. Overall Points will be awarded as follows:- 30 points to the highest placed registered driver/co-driver, 28 points to the second, 27 points to the third and so on down to 2 points to the twenty-eighth placed driver/co-driver and every subsequent driver/co-driver who finish the event. 1 point will be awarded to every non-finisher provided they have officially started the event. In addition to the above 10 additional points will be given to a registered driver and co-driver who finish the final event of the Championship. b). Class Points 10 points will be awarded to the 1st registered contender [driver and co-driver] down to 1 point for the 10th registered contender in each class. 1 point will also be awarded to every non-finisher provided they have officially started the event. NB. Class points will be awarded based on the Class entered on each event. If these do not match the Championship classes as shown at 2 above then the Championship Secretary will determine the relevant Championship class where points will be awarded. It is the contenders responsibility to ensure they are entered in the correct class on every event. Category Awards Points for the Category Award will be given on the same basis as the Overall Points. CHAMPIONSHIP AWARDS Overall Drivers

Ladies Award Highest placed female competitor - driver or co-driver – an Award Junior Award Highest placed Driver and Co-driver under the age of 25 as at the 1st January 2015 – an Award Category Award Highest placed Front Wheel Drive car where both crew are registered contenders – an Award Media Award Presented to the competitor or crew, who in the opinion of the Championship Secretary and Championship Media Officer creates the best publicity for themselves and the Championship. Competitors must submit and press releases or published articles to the Championship Secretary for consideration by the 15th December 2015. To qualify for a Championship or individual awards a competitor must have started at least 2 qualifying events. Winners of Ladies, Juniors, Category or Media Awards can also win class awards [driver and co-driver] Additional awards may be announced during the year. Perpetual awards must be returned in November of each year to the Championship Secretary. Awards will be presented at the annual AWMMC Awards Evening, the date and venue of which will be announced during the year.
