INTRODUCTION
TheExaminationforProfessionalPracticeinPsychology(EPPP)isdevelopedandownedbytheAssociationofStateandProvincialPsychologyBoards(ASPPB).TheEPPPisprovidedtostateandprovincialboardsofpsychologytoassistthemintheirevaluationofthequalificationsofapplicantsforlicensureandcertification.Thisstandardizedknowledge-basedexaminationisconstructedbyASPPBwiththeassistanceofitstestvendor,PearsonVUE.TheEPPPiscontinuouslyadministeredinacomputerizeddeliveryformatthroughthePearsonVUEnetworkofcomputertestingcenters.StateandprovincialpsychologyboardsactingcollectivelythroughASPPBprovidesupportforthetestingformat.PearsonVUEmaintainsanetworkofmorethan275PearsonProfessionalCenters(PPCs)intheUnitedStatesandCanadainordertoprovideaccesstocomputer-basedtesting(CBT)forcandidates.
Theresourcesofindividualpsychologists,ASPPBanditstestvendorareusedintheongoingdevelopmentofandimprovementstotheEPPP.Thesecombinedresourcesare
greaterthanthoseavailabletoanyindividualpsychologylicensing.TheEPPPisonlyonepartoftheevaluationproceduresusedbystateandprovincialboardstodeterminecandidates’readinesstopracticetheprofessionofpsychology.MostboardssupplementtheEPPPwithotherrequirementsand/orassessmentprocedures.TheEPPPisintendedtoevaluatetheknowledgethatthemostrecentpracticeanalysishasdeterminedasfoundationaltothecompetentpracticeofpsychology.MostcandidatestakingtheEPPPhaveobtainedadoctoraldegreeinpsychology,ayearofpre-doctoralsupervisedexperienceandappropriatepostdoctoralexperience.Candidatesareexpectedtohaveacquiredabroadbasicknowledgeofpsychology,regardlessofindividualareasofconcentration.Thisknowledge,andthecandidate’sabilitytoapplyit,areassessedthroughthecandidate’sresponsestoobjective,multiple-choicequestionsthatarerepresentativeofthefieldatlarge.Theaveragepass-ratefordoctorallevelcandidateswhoaretakingtheexamforthefirsttimeexceeds80%inthemostrecentsampleyears.
CONTENT OF THE EPPP
TheEPPPcoverseightcontentareas:biologicalbasesofbehavior;cognitive-affectivebasesofbehavior;socialandculturalbasesofbehavior;growthandlifespandevelopment;assessmentanddiagnosis;treatment,intervention,preventionandsupervision;researchmethodsandstatistics;andethical,legal,andprofessionalissues.ThepercentageofexamquestionsforeachoftheeightcontentareasisdeterminedthroughaPracticeAnalysis.Thosepercentages,andthespecificsub-areasforeachdomain,makeuptheTestSpecifications,whichareprovidedinAppendixA.SampleEPPP-typequestionsareprovidedinAppendixB.
EachformoftheEPPPcontains225items,ofwhich175arescoredand50arepretestitems.Thepretestitemsdonotcountinacandidate’sfinalscore.Eachitemhasfourpossibleresponses,onlyoneofwhichisthecorrectanswer.

APPLYING TO TAKE THE EPPP
AlthoughtheproceduresforapplyingtositfortheEPPPvarysomewhatbyjurisdiction,thefollowingrepresentcommonalitiesacrossjurisdictions.
FirstSteps
Regardlessofthejurisdiction,inordertositfortheEPPP,individualsseekinglicensuremustfirstapplyforlicensuretothelicensingauthorityinthestate,provinceorterritoryinwhichtheywishtobelicensed.Thelicensingauthorityreviewsapplicants’credentialsanddeterminesiftheymeettherequirementsestablishedinthelawsofthestate,provinceorterritory.
Candidateswhomeettheirlicensingauthorities’requirementswillbepre-approvedbytheboardtotaketheEPPP.Theboardwillenterthecandidate’sidentifyinginformationintoanonlineEPPPregistrationsystemthatwillenablethecandidatetologonandverifyher/hisaccount,andthatgivesaccesstotheapplicationmaterials.Candidateswillbesenttwoconsecutiveemails,the1stadvisingthemthattheirlicensingauthorityhasuploadedtheirinformationintothesystem,andthe2ndwithinformationforthemtoverifytheiraccountandbegintheregistrationprocess.
u Candidateswillnotbeabletologintotheregistrationsystemuntiltheirlicensingauthorityhasuploadedtheirinformation.CandidatesmustcontacttheirboardtoadvisethattheyarereadytotestandneedtobeuploadedtotheEPPPregistrationsystem.
u Oncecandidatesreceivethose1stemailstheyhave90daystoverifytheiraccount.ThisdoesnotmeanthattheEPPPmustbetakenwithin3monthsofreceivingtheemails,butrather,theaccountmustbeverifiedinthatfirst3months.Ifacandidatefailstoverifyhisorheraccountwithinthattimeframe,thelicensingauthoritywillhavetore-uploadthecandidate’sinformation.
u Thefirstandlastnameintheregistrationsystemmustmatchthenameonthetwoformsofidentificationthatcandidateswillberequiredtopresentwhenchecking-inatthetestingcenter.
Aftercandidateshaveverifiedtheiraccount,theywillberequiredtoreadandacknowledgetheirreviewoftheCandidateAcknowledgmentStatement.
AuthorizationtoTest
AuthorizationtoTakePracticeExamsTheCandidateAcknowledgmentStatementcontainsimportantrulesfortakingtheEPPPandshouldbereadinitsentiretybeforeacknowledgingthatithasbeenread.TheCandidateAcknowledgmentStatementispresentedinAppendixC.
OncetheCandidateAcknowledgmentStatementhasbeencompleted,candidateswillreceiveanemailauthorizingthemtotakePracticeExams.Atthatpoint,candidatesareeligibletotaketheEPPPPracticeExamsandcompletetheEPPPApplicationFormtotaketheEPPP.
AuthorizationtoTaketheEPPPTheEPPPApplicationFormisStep2ofthe2-partregistrationprocess,andcompletionofthesecondstep,theEPPPApplicationForm,willgeneratetheEPPPAuthorizationtoTestemail.
WhentheEPPPApplicationFormhasbeencompleted,candidateswillreceiveanemailoutliningtheschedulingprocess.CandidatesmustsetupasecondloginaccountatthePearsonVUEwebsite.OnceinthePearsonVUEsystem,candidatescanpayfor/schedulePracticeExams,paytheEPPPfee,scheduletheirEPPPappointment,andpaythetestcenterappointmentfee.BoththeEPPPfeeandthetestcenterappointmentfeearepaidatthesametime.
u Oncethefeesarepaid,the90-daywindowofeligibilitytocompletetheExambegins.
ForinstructionstoaccessthePearsonVUEschedulingportal,candidatesshouldrefertotheAuthorizationtoTest(ATT)emailreceivedfromPearsonVUE.

TAKING THE EPPP

Privatemodularworkstationsprovideampleworkspace,comfortableseating,andproperlighting.Proctorsmonitorthetestingprocessthroughanobservationwindowandfromwithinthetestingroom.Parabolicmirrorsmountedonthewallsassistproctorsinobservingthetestingprocess.Alltestingsessionsarevideotapedandaudio-monitored,andadigitizedimageofallcandidatestakingtheEPPPwillberetained.
Computerknowledgeisnotrequiredtotakeacomputerizedexamination.Beforetheexaminationbegins,abasicintroductorylesson(tutorial)ispresentedthatexplainstheprocessofselectinganswersandmovingfromquestiontoquestion.Candidateshave5minutestocompletethetutorial,andarestronglyencouragedtoreviewitcarefully.
Candidatesmayselecttheiranswersusingeitherthekeyboardorthemouse.Duringthetutorial,candidateswilllearnhowtheycanskipforwardorbackwardthroughtheEPPPtoreviewquestions.Candidatesshouldbesuretheyunderstandhowtoreviewquestionswhentheytakethetutorial.
Thetestingsoftwarecontainsafeaturethatallowscandidatestoflagquestionstheymightwishtoreviewlater,iftimepermits.Anyquestioncanbeflagged,regardlessofwhetherithasbeenleftblankoranswered,andwillbescoredevenifitisstillmarkeduponcompletionoftheExam.

SCALED SCORES AND PASSING SCORES
ThescaledscoresutilizedbyASPPBareanarithmeticconversionofrawscores(thenumberofquestionsacandidateanswerscorrectly)toascalethatrangesfrom200to800.ConvertingrawscorestoscaledscoresensuresthatscoresondifferentformsoftheExaminationhavethesamemeaningandthatpasspointsrepresentthesamelevelofdifficulty.Regardlessoftheexamformtaken,thescaledscoresrepresentequallevelsofachievement.Forexample,whiletheASPPBrecommendedpassingscoresof500forindependentpracticeand450forsupervisedpracticedonotchange,thenumberofquestionsthathavetobeansweredcorrectlytoachieveapassingscorecanchange.IfaformoftheEPPPwereeasierthantheformonwhichthepassingscorewasset,morequestionswouldhavetobeansweredcorrectlytoobtainascaledscoreof450or500.IftheformoftheEPPPweremoredifficult,fewerquestionswouldhavetobeansweredcorrectlytopass.Thus,candidatesarenotrewardedbecausetheirexamwaseasiernorpenalizedbecauseitwasmoredifficult.
Afterequating,theASPPBrecommendedpassingscoreof500isequivalenttothecriterion-referencedpassingscorestandardestablishedinASPPB’s2011StandardSettingprocedure.ThelevelofknowledgerepresentedbythisscorewasadoptedbytheASPPBasarecommendedminimumstandardforindependentpracticeasapsychologist.
Asnoted,theASPPBrecommendedpassingscoresaresetat500forindependentpracticeand450forsupervisedpractice.However,eachboardsetsthestandardforpassinginitsrespectivestate,provinceorterritoryandreportstheresulttothecandidates.Atthepresenttime,alljurisdictionsaccepttheASPPBrecommendedpassingscoreforindependentpractice,butthereissomevariationamongjurisdictionsregardingthepassingscoreforsupervisedpractice.

ThefollowinglistisareviewofpoliciesandproceduresregardingapplyingforandtakingtheEPPPthatshouldbekeptinmindbyprospectivetesttakers.FailuretoreadandunderstandthesepoliciescouldleadtounnecessarydifficultyinschedulingortakingtheExamination.
1. Whencandidatesreceivethe1stemailallowingthemaccesstotheironlineaccount,theymustlogonandverifytheaccountwithin3months.ThisdoesnotmeanthattheEPPPmustbetakenwithin3monthsofreceivingthatfirstemail,butrather,theiraccountmustbeverifiedinthatfirst3months.Ifcandidatesfailtoverifytheiraccountwithinthattimeframe,theirlicensingauthoritywillhavetore-uploadtheirinformation.
2. WhentheEPPPfeehasbeenpaid,acandidate’s90-daywindowstartsinwhichtheEPPPmustbetaken.CandidateswhodonotanticipatebeingreadytotaketheEPPPwithin90daysshouldnotscheduletheirexamuntiltheyfeelprepared.

10. TheFrenchEPPPisonlyavailabletoapplicantsfor
jurisdictionsinCanadathatlegallyrequireaFrenchversionoftheexam.
11. TherearenoscheduledbreaksduringtheExam.Candidatesareallowedtotakeunscheduledbreakswhenevertheywish;however,theclockfortheExamcontinuestorun.Candidatesonbreakmaygotothewashroomorretrievesnacksfromtheirtestcenterlocker;butcandidatesmaynotleavethetestingcenter.
12. Candidatesmaystoresnacksandwaterintheirtestingcenterlockersforaccessduringbreaks,butallsuchitemsmustbeunwrapped,andinclearplasticbaggies.Watermustbeinaclearplasticbottlewithnolabel.
13. Questionsthatare“flagged”forreviewdonotneedtobe“unflagged”inordertocountinthescoringoftheExam.
14. Candidates’scoresaredeterminedsolelybythenumberofcorrectresponsesontheExam.Therefore,itistothecandidate’sadvantagetoanswereveryitem,evenwhenuncertainofthecorrectresponse.
15. Acandidatewhoexperiencestechnicaldifficulties(e.g.,amalfunctioningcomputer)whiletakingtheexaminationmustalerttestcenterstaffimmediately.IfPearsonVUEstaffcannotremedythesituationwithin30minutes,oriftheproblempersistsdespiteattemptstoremedyit,thePearsonVUETestAdministratoronsitewilltellthecandidatehowtoproceed.

Validation of the Examination
SincetheinaugurationoftheEPPPin1964,everyefforthasbeenmadetoensureitsvalidity.Themeticuloustestdevelopmentprocessconstitutesonemajorfacetofthevalidationeffortdevotedtotheassuranceofcontentvalidity.Therelationshipbetweenthetestscoresandcertaincandidates’characteristicsisperiodicallyreviewed.Adigestofvalidationresearch,TheResearchDigestfortheEPPP,isavailablefromASPPB.
ASPPBhasconductedfivesetsofinvestigationsthatformthebasisofthecontentvalidityoftheExamination.Thefirst,aroledelineationstudy,wasperformedin1982toclarifythecontentmostappropriatefortheEPPP.AnewcontentoutlinefortheEPPPwasdevelopedfromthatinformation.Acontentvalidationstudyfollowedin1984toassesstheclarityofthecontentoutline,thequalityoftheitems,andtherelationshipbetweencontentcategoriesanditems.
In1983,ASPPBcontractedforthesecondsetofstudies,ajobanalysisdefiningtheworkandresponsibilitiesofpsychologistsintheUnitedStatesandCanada.Theresultsofthejobanalysiswereintegratedwiththefindingsoftheearlierroledelineationstudy,anditemsintheASPPBitembankwerereclassifiedonthebasisofthecategoriesinthenewtestspecifications.Acontentvalidationstudywasconductedin1988asanindependentcheckthatthefirsttwoformsoftheEPPPbasedonthenewtestspecificationsreflectedthesespecifications,andthattheitemswerefreeofanydiscernablecontentbiaswithregardtoethnicity,genderandage.
Thethirdmajorstudy,afull-scalePracticeAnalysisconductedin1995,examinedwhatlicensedpsychologistsdidandwhattheyneededtoknowinordertosafelypracticeintheUnitedStatesandCanada.Process-basedandcontent-basedapproacheswereusedtodelineaterolesandresponsibilitiesperformedbypsychologistsandthecontentareasandknowledgerequiredinpractice.A
surveywasdevelopedandsenttoapproximately7,500licensedpsychologistsintheUnitedStatesandCanadatovalidateallelementsinthedelineations.Analysisofcompletedsurveysyieldedeightcontentdomains,whichwereusedtoformthecontentoutlineoftheEPPP,andfourrolesthatlicensedpsychologistsperforminconductingtheirwork.TheroleswerenotusedasguidelinesforconstructingtheEPPPbutwereusedtoaiditemwritersinproducingjob-relevantexaminationquestions.
AfourthstudytoconductatargetedupdatePracticeAnalysiswascompletedin2003.Existingareasofpsychologyhadevolvedandnewareashademerged.Thespecificbodiesofknowledgeassociatedwiththeseareaswereexpandedand/orweretheobjectofrefocusing.Criticalincidentinterviewsandfocuspanelswereusedtocollectdatafromlicensedpsychologistswithexpertiseinthekeyperspectivesofthestudyinordertoidentifychangesinpracticepatternsthathadoccurredandintheknowledgebaserequiredforpractice.Theresultingupdatingofthetestspecificationsrefinedtheexistingtaskandknowledgestatements,ratherthancreateanewstructure.
In2010,a24-monthlongAnalysisofProfessionalPracticewithaFocusontheValidationandAssessmentofCompetencies,wascompletedandadoptedbytheASPPBBoardofDirectorsinJanuary2011.ThatpracticeanalysisresultedinrevisedtestspecificationsfortheEPPPupdatingtheknowledgebase.
ThePracticeAnalysisalsoidentifiedandvalidatedunderlyingprofessionalcompetencies,andidentifiedpossiblefutureassessmentmethodstobestmeasureunderlyingprofessionalcompetencies.

3. ItemsthatareapprovedbyIDCsubject-matterexpertsarethenenteredintotheEPPPPretestItemBank.
4. AdraftExaminationisconstructedonthebasisofacontentoutlinederivedfromajobanalysisandroledelineationstudyoftheprofessionofpsychology(seebelow).AtameetingoftheExC,thepreliminarydraftisrevieweditem-by-item.Itemsarereviewed,validated,and/orreplacedwithbankquestionsinaccordancewiththetestspecificationsandtheExC’sexpertjudgment.ThisdraftistakenfromtheOperationalItemBankandsoismadeuponlyofitemswithknownpsychometricproperties.
5. ASPPB’stestvendorstaffconstructsaseconddraftoftheEPPPinaccordancewiththeExCreviewofandcommentsonthefirstdraft,andatthenextmeetingoftheExC,thisseconddraftoftheExaminationisrevieweditem-by-item.CommitteemembersusetheircontentexpertiseandtheitemstatisticstodraftafinalformoftheExamination.
6. AfinalformoftheExaminationisconstructedonthebasisoftheExC’ssecondreviewandcomments,andisthenuploadedintothePearsonVUE’ssystem.ThefinalizedformoftheEPPPissupplementedwith50itemsforpre-testing.Thesepre-testitemsarerandomlydistributedthroughoutthetestandarenotcountedaspartofacandidate’sscore.ThetotalnumberofitemsontheEPPPwillbe225,175ofwhichareoperational(andwillbescored)and50ofwhicharepretestitems(andwillnotcountinthescoringoftheExam
