Established in 1980, Associated Contracting Services is a general contracting concern emphasizingsuperior customer service and quality workmanship. Under the direction of its president, J. KennethJolley, ACS has evolved into an innovative leader in the area of New Urban Development in theHampton Roads area. The company has provided quality-housing solutions for local HousingAuthorities and progressive ideas to revitalize communities. Along with their development work theyhave expanded construction operations to include design/build capabilities that ensure the customerreceives the quality and service originally envisioned byMr. Jolley.

The staff at ACS follows the leadership of Mr. Jolley in providing individual customer support. TheCompany’s Customer Service Department is committed to responding quickly and professionally toeach client, resolving any perceived warranty problems as quickly and satisfactorily as possible. TheCompany’s project management staff understands the importance of timely production schedulesand good communication with the client. Staff members use Value Engineering methods, newtechnologies and innovative materials to improve customers’ projects and provide a quality productin a timely manner. Development TeamJ. Kenneth JolleyPresident and Managing Principal

Mr. Jolley began his career in the construction industry working for Boyette & Company Builders. Heestablished ACS in 1980 to provide quality products supported by excellent customer service. Since itsinception, the company has grown to over 20 employees. With over 30 years experience, Mr. Jolley’s innovativework in the urban housing arena has made him a leader in the Hampton Roads area. His strong commitment tocustomer service excellence is evidenced by the personal involvement and interest he takes in every projectundertaken by ACS. Mr. Jolley recently served as President of the Portsmouth Partnership, and is currently onthe Board of Directors, and is actively involved in the redevelopment of downtown Portsmouth.

Gary J. Haste, P.E.Director of Development

Gary has served as Director of Engineering and as a project manager for several regional civil engineering designfirms. His experience extends to the fields of sewage collection and treatment, water supply and distribution,storm water management, site development and roadway design. He is qualified in all phases of residential,industrial, and commercial design and development as well as public infrastructure improvements to serve entiredevelopment districts. His current responsibilities include: coordination and design of commercial, industrial,single family and multifamily site developments, and public/private projects for municipal and institutional use.overall coordination of activities with clients, subcontractors, attorneys, reviewing agencies, and our staff toachieve successful completion of projects; preparing and participating in presentations to clients and publicbodies; implementing quality assurance and control measures on assigned projects; and participating in marketingand business development activities of the firm. Gary has qualified as an expert witness.

Joel E. KetchumVice President, Director of Construction

Mr. Ketchum has over 31 years of hands-on experience working in all aspects of commercial and residentialconstruction. Joe brought his extensive field knowledge to the estimating department at ACS in 1997. Hisresponsibilities include coordination of all field construction activities, superintendents, and subcontractors forindividual homes as well as development of entire multi family/multi-unit communities. His work in this areahas significantly contributed to ACS’ recent success in the design build arena. His tireless efforts to continuebuilding an excellent subcontractor base resulted in Joe being named the ACS Employee of the Year for 2002.

John T. YarboroughGeneral Superintendent

John has over 38 years of construction experience working in all aspects of commercial and residentialconstruction. John joined ACS in 2007. He has held positions ranging across all aspects of the constructionindustry, including on site supervisor of a small specialty subcontractor, Project Management with a largeGeneral Contractor, to owning and operating his own custom homebuilding firm. He has been responsible forfield operations, multiple crew management, project scheduling, material submittals, project safety, estimating,and purchasing. Current responsibilities include management of commercial construction activities.

ACS is developing and providing management services for this 45 acre Mixed UseDevelopment located in the busy Isle of Wight Route 17 Corridor. It is designed to fill theneed for quality commercial space and affordable rental housing in the northern part of theCounty. The development also has to meet specific design requirements as required by theCounty’s Comprehensive Plan and the recently adopted Route 17 Master Plan. The project iscurrently going through the regulatory review process and is anticipated to start construction inthe 2nd quarter, 2009.

Habitat for Humanity 20085016 Huntersville Place, Suffolk, VA

ACS acted as developer and owner of this Sixteen Lot Subdivision through a sistercompany, HDG, LLC and as builder with fourteen other premier builders and adedicated team of volunteers to build sixteen new homes in five days!This project would not have been possible without the support both financially and withthe close working relationship with the City staff. This was the largest build for Habitatfor Humanity in 2008; a tribute to what a team effort can achieve.

Our ten homes were built on in-fill urban lots in the Prentis Park section of Portsmouth. Thiswas the first new construction in this neighborhood in more than Thirty years; now more thantwenty home starts have followed.
