The Community

The Department

The City of Pleasanton has the well-deserved reputation of being one of Northern California’s premier communities in which to live, work, and raise a family. Pleasanton is a major suburb situated 45 minutes southeast of San Francisco in the Tri-Valley region of the Bay Area. In close proximity to two major highways (I-680 and I-580) and the BART system the City not only has its own thriving business community but also offers easy access to the major business markets of surrounding areas.

The City owns and operates the four major utility systems:

1. The water distribution system which supplies potable water to every residence and business within its service boundaries; approximately 22,000 customers, receiving a total of approximately 14,000 acre-feet of water annually. Approximately 75% of the water is purchased from Zone 7 (water wholesaler for the Tri-Valley), while the remainder is from four City-owned and operated groundwater wells.

2. The City’s sewer collection system consists of 270 miles of various sized pipelines and 11 pump stations.

The sewer system transports all sewage collected, dry weather average flow of 5.3 million gallons per day, within Pleasanton to the Dublin San Ramon Services District (DSRSD) who then accept it for treatment.

3. The City’s Recycled Water Distribution System consists of approximately ten miles of pipeline and a single 8-million-gallon reservoir tank. The system is used to deliver irrigation water to the Hacienda Business Park and several City parks, reducing their use of potable water for irrigation. Recycled Water is purchased from DSRSD and the City of Livermore sewage treatment plans.

4. The City’s storm drain systems convey stormwater from every business and residential area within the City’s jurisdictional boundaries to various natural and engineered channels, for eventual discharge through Niles Canyon to the San Francisco Bay. The City owns and operates all storm drain facilities upstream of the channels; the channels themselves are owned and operated by the Alameda County Flood Control District (Zone 7).

The Engineering Department is comprised of Capital Improvement, Land Development Services, Landscape Architecture, and Public Works Inspection. Capital Improvement prepares the contract documents for the construction of public improvements throughout the City. The four sections work closely under the supervision of the Director of Engineering/City Engineer and provide orderly development and project implementation. The Engineering Department’s Capital Improvement Project (CIP) Division staff includes a Senior Civil Engineer, three Associate Civil Engineers and two Engineering Technicians. The Division is seeking to fill a currently vacant Associate Civil Engineer position with an experienced Public Works Project Manager.

The PositionUnder the general direction of the Senior Civil Engineer, the Associate Civil Engineer will be responsible for the design and construction of projects involving major maintenance and/or expansion of each of the four utility systems described in “The Community” section of this brochure. Currently, projects total $3 to $4 million a year, but that dollar amount is expected to increase as the City’s Utility Planning Manager is updating both the Water and Sewer Master Plans. In general, the Associate Civil Engineer will:

• Assist in preparing and reviewing various codes and code amendments including staff reports and committee presentations and interprets code requirements and regulations for staff and customers.

• Assist in developing the most efficient and effective scope of work for each utility project assigned.

• Assist with the development of each utility project’s design and construction budgets.

• Be able to predict and identify service impacts the implementation of each assigned project will have on the community and customers.

• Be responsible for all public outreach necessary to successfully complete the design and construction of the projects.

• Be expected to manage the schedule and budget for each assigned project.

• Train and provide technical guidance to building inspection, plan check and permit staff.

• Work in close partnership with the Public Works Inspection Division, who will be the primary, day-to-day on-site City field representative during construction each project

• Be expected to frequent each job site and work closely with the Public Works Inspectors to resolve design issues, should they arise during construction.

The ideal candidate will be experienced guiding public infrastructure projects related to water distribution, sewer collection, recycled water distribution, and storm drain collection and discharge through design and construction. The Associate Civil Engineer is expected to able to work independently on assigned projects, with minimal supervision or guidance needed during the design and construction activities. While the Associate Civil Engineer may be required to do some design work, most projects will be designed by consultant engineers under the direction of the Associate Civil Engineer. The exact split between the two design alternatives is dynamic and will be based on the Associate Civil Engineer’s experience and workload, as well as various project specific requirements. Regardless of design method, the Associate Civil Engineer will be responsible for managing every project’s schedule and budget. Construction will follow the Public Works design-bid-build method of contractor selection in accordance with the California State Contractor Code for General Law Cities.

The ideal candidate will also possess knowledge of:• Public works contracts for professional services.• Team building and conflict resolution.• Local agencies standard specifications and details.• Water and sewer collection systems design/construction/

operation.• Water and sewer master plans.

Ability to:• Communicate effectively, verbally and in writing.• Work with the public. • Develop request for qualifications/proposals.• Develop consultant scopes, negotiate and manage

contracts.• Prepare, review and evaluate engineering designs.• Manage and oversee multiple projects at the same time.• Develop project plans and specifications.• Design water/sewer/recycled water/storm pipeline

projects.

Education and experience:A typical qualifying background would be a Bachelor’s Degree in Civil Engineering or related field and a minimum of four years of progressively responsible general public works experience related to municipal wet utilities.

License/Certificates:

• Possession of a valid California Driver’s License is required.

• A valid certificate of registration as a Registered Civil Engineer issued by California Board for Professional Engineers, Land Surveyors, and Geologists is required.

The salary for the Associate Civil Engineer is from $57.82 -

$70.28 per hour. The City also offers an excellent benefits package, including:
