1. WelcomefromPresidentandHost

EZwelcomedand thanked theEC forbeingpresentduring the35th editionof FATEJ.Heinformed the EC they would be meeting with authorities from Yaoundé, but it wasn’tconcrete;hewrote to fivedifferentministriesandreceivedanswers fromfour.EZ talkedabouttheworkshopsandmeetingsthatwouldbehappeningthatweek.SGaskedwhatthesupportwasfromtheauthorities.EZinformedtheyhadlentthespaceandtheMinistryofCulturehadalsopromised3,000EUR.YHaskediftheywouldbesupportingCameroontoattendtheCongress inCapeTowntowhichEZsaidthiswasthetimetotalkabouttheCongresswiththem.YHsharedthattherewould be a Next Generation participant from Cameroon, as well as the CamerooniancoproductionwithMagnetTheatre,intheCongress.She then asked if the EC was being hosted mainly with the ASSITEJ grant that ASSITEJCameroonreceivedandEZaffirmedthiswas thesituationat themoment,buthehopedthevisittotheMinisterofArtsandCulturewouldhelpwithfundingasitdidin2008whenIvicaSimicvisitedCameroon.

ApologiesfromSFFwhowouldbearrivingtwodayslate.DKTwasnotable toattenddueto the lackof financial support for travelexpenses fromfundinginSerbia.

YHattendedtheIATCcongressinBelgradetostrengthenthetieswithASSITEJ.IATCagreedtohostapanelduringASSITEJ’sCongressnextyear.-Support toASSITEJSerbiaatBITEFPolyphony,aswellasmeetings inAfricanmuseuminSerbialookingintosomecollaborationfortheCongress.-CorrespondencewithmembersandfollowinguponAfricanmembershipstatus.-MainfocusatthemomentisCongress.-Participated inWebinar with TYA USA with about 15 participants, and which is now apodcastthatpeoplecandownloadandlistento.Travels:-Romaniafor100,1000,1000000StoriesFestivaltotakepartinthejury.ThereseemedtobealittleofestrangementbetweenthecompanyleadingthefestivalandASSITEJ,buttheconversationsuccessfullyopenedupandreconnectedthem.-ManytravelswithinSouthAfrica.ASSITEJSouthAfricaNews:-KickstarterProjectcomingtoanendandwillbereportedonatCongress.ASSITEJSouthAfricainaprecariouspositionasallfundingforprojectswillcometoanendin<December2016.-CradleofCreativity:Uncertaintyoffundinghasmadetheprocessofnegotiatingwithcompaniesdifficultaswellasacceptingconferenceproposals,but the funder that supportedKickstarterProjectwillbe supporting Cradle of Creativity, and the Department of Arts and Culture has nowconfirmedtheirgrant.Thereisalsostrongsupportfromculturalagenciesandembassies.Conference selectionprocess ismoving forwardwitha lotofpeople involved.Therehasbeenanonlineprocessofreviewingabstracts,anddecidingifandwheretheyshouldgo.VJ asked what proportion of the proposals did not seem to be useful, to which YHrespondedthataverysmallone,sinceoutofabout270applications,150-180havebeenshortlisted.YH mentioned that since the National Research Foundation support is for Africanparticipation,there isnoconfirmedfundingforanyonewho isn’tAfricanatthemoment,and they may know only in February/March. People may be invited and asked tounderstand that the Congress may not be able to support them, so they may need tosourcetheirownfunding.Call for productions and festival has been extremely challenging with almost 1,000applicationsandaverysmallstaffofwhichseveralarepart-timeandvolunteers.ReceivingthismanyapplicationshasbeenspectacularandhasgivenanideaofwhoiscreatingTYAin

theworldaswellashavingaccesstotheirwork.ItcreatesasignificantarchivetobesenttoGermany,butitalsopresentsawiderangeofworktobeshowcasedattheCongress.Thereisnowabasicprogramof50productions,15fromSouthAfrica,10fromtherestofAfrica and 25 from the rest of the world, although not necessarily all will be able toperform;therearemanythingstotakeintoconsiderationliketheSouthAfricanaudience,showcaseforSouthAfricanartists,regionalrepresentation,disciplines,howthingsrelatetoFocusDays,representingallages,possibilitiesofstagingwithinbudget,etc.YHproposed that theProtocols,PoliciesandFundraisingworkinggroupshould lookatacuratorialprotocolforfuturecongresses.RegardingNextGeneration, therewere270applications received for30availableplaces.TenparticipantswillbefromSouthAfrica,8fromtherestofAfricaand12fromtherestoftheworld.VJinquiredaboutthepossibilitiesoftheECtohelpwithfundraising.YHsaidthatthevisitthatMGCwillmakerightafterthemeetinginCameroonwillbeveryimportant,becauseitmakesadifferencetohaveaninternationalpresence.ShealsosaidthatanofficialletterfromMGC,afterhervisit,tovariousfunderswouldbehelpful.YH said the EC could help in finding support fromnational institutions to support thosewantingtoattendtheevent.She mentioned that for now, the majority of funding comes from different levels ofgovernment, there is one corporate funder, hotels and other companies have offereddiscounts,andoneofthemaintheatreshasdonatedthetheatreanditsstaff.MvdWaskedtohavealistofpeopleandcountriesinordertosendlettersofinvitationthatcouldhelptoobtaingovernment funding.YHsaidshewouldsendout initial lettersafterthemeetingiftheECagreedontheinabilitytocommittosupportatthispoint.

4.3 Treasurer’sReport(SeefullreportasAddendumC)RFgavehisreport,whichconsistedofthefollowingpoints:BudgetandAccounting:-RFclarifiedthattheaccountingisinEUR,butthebudgetisinUSD.-Positiveresultsarestilltrue.-A grantof about3,000USDwas transferred to FATEJbyWesternUnion to support thecostsoftheECmeetinginYaoundé.-TheonlycostnotyetincludedistheRegionalWorkshopthatwillbeheldinUruguay.-ASSITEJ can guarantee its members that we take care of our reserves and are able toeventuallypaydebtsandsolvethings.-The2017Secretariatgrantwillbeincludedinthe2017profit.-Theprojectionformemberfees2015onlyincludes30%ofthegroupthathastopaymorethanoneyear.2016includesthegroupwhoonlyhavetopay2016,aswellaspartofthosewhohavetopay1-2years.2017is90%ofthetotalamountfor2016.-Theprojectionforthe2017magazineisthesameamountasthe2016magazine.

-Donations increased since Friends of ASSITEJ received support from Kim Sookhee andKatariinaMetsalampiafterBirmingham.-FouroutoffiveNextGenerationgrantshavebeenpaid.-The2016WorldDayvideowaspaidtoJeremiah Ikongo,butwasacomplicatedtransferandlongprocess.-Archivedigitalizationshouldbeformalizedtoseeifitwillbepaidandhowmuchtherealamountis.-Thereisanetprofitof8,000USDinthegeneralbudget.Whereandwhentoallocatethemoneymuststillbediscussed.YHmentionedthatsomeofthenetprofitcouldbeusedtocovercostsoftheCongress.FFexplainedthatthewebsite’sonlyexpensethisyearwillbehosting,whichislessthanthe6,000 EUR allocated. For now, the website is on a collective web server that lessensactivities,butitcanbeputonaproperwebserverthatwouldincreasecapacity.Thiswouldcostabout500EUR.RFagreedtochangethisinthebudgetto550USD.MembershipandMemberFees:-Currentlythereare103members,whicharemadeupof78NationalCenters,5Networks,and20IndividualMembers,from95countries.-Group 1 (thosewho still owe 2016) has twomembers in critical situations; Turkey andSerbia.Chinahassaidtheywillpay.-ThereisnosenseinkeepingGroup3(thosewhoowemorethan3years);thisamountisnotinouraccount.TheResourcesforASSITEJ:-Nextbudgetmustbebuilt,andRFwillpresentanewproposalforleveloffees.75%ofthebudgetissupportedbyonly77members.RF showed the currentamountofpaymentsandproposednew increasedamounts. Thisnewstructurewouldcovertheunpaidamountwiththosemembersthatdopay.Heaskedto evaluate if the change is appropriate or not because members belong to differentfinancial levels.Membersmaynotaccepttheproposal,but it is importanttodefine itbythenextECmeetinginSeoul.MvdWsuggestedthat insteadof increasingallthefeesby$50USDthat itcouldbedonepercentage-wise.Itwouldbesimplerforsmallercenterstopayapercentincreasebecause$50couldbetoomuch,whilebiggercenterscouldprobablyaffordtopaymore.YHthensuggestedthattheminimumlevelcouldremainthesameandonlyincreasetherestofthefees, although SG pointed out that theminimumpayment level is the largest group. RF

expressed it is important to reduce the level of fees between full members andcorresponding members. They could be unified, since there are only 10 correspondingmembersofwhom4makeregularpayments.AllmembersmusthavethesamerightsandopportunitiesaccordingtotheItalianlawregardingnon-commercialstructures.RF explained that the current constitution lacks a requisite to be considered under theItalianlawascompletelynon-commercial.Theactualstructureispartiallynon-commercialand it would be better to be considered non-commercial and close the VAT position.If/whenthetreasurerisoutofItaly,itwon’tbeeasytofollowtheItalianlawsoitisbettertosimplifythebureaucracynow.MvdWinquiredabouttheadvantagesofbeingafullversusacorrespondingmemberandRFsaidtherewouldn’tbeany;itwouldjustbetheconfigurationofthestructure.YH asked for the EC’s opinion of RF’s proposals. Should the increase be by the sameamount or in proportion? Should ASSITEJ remain as a partially non-commercialorganization or become completely non-profit? If there is a reconstitution, RF suggestscorresponding members have three votes and individual members become known asobservers.RAobservedthat thebiggestgroupofmembers is theonethatpays$150,andtheycanhardlypaythisfeealready.Undertheseisagroupthatdoesn’tpayatall,sotheminimumshouldnotberaised. Iftherearestructures,rulesandformstheneveryoneshouldknowmoneyisakeypart.MGCsuggestedmaking itoptional topaymore,sincesomeof thesecenterscouldeasilypay$50more.SGstatedthat itwasreasonabletoraisethe feessincetheyhaven’tbeenchangedsince2008.YHclarifiedthatunderthisscheme,acorrespondingmemberwouldpay$100,thosewhocould not afford to go up from $150 to $200 could become corresponding. If theconstitution is not changed then this would onlymean theywould have less of a vote.Membershavebeenable to change the statusof theirmembership in thepast, so theycouldalwaysbecomefullmemberslateron.YHalsocommentedthattherearemanymembersthatcouldbefullmembersonthebasisoftheirmembership,butdecidetobecomecorrespondingonlybecauseofthefee.FFalsoaskedconsideringdoingsomethingtowardsbettermanagementandYHagreedandsaidthisspeakstowardtheideaoftheNationalCenter’sHandbook.

Whatever decision ismade, theGeneral Assemblywill have to approve it and generallythere is not much change that gets accepted. It is very important for the EC to becommittedtothefinaldecisionandtoexplainitclearlyattheCongress.MvdWstressedthattheincreaseshouldbeproportional.Regarding the organization’s status YH inquired what the percentage for commercialpurposeswas for a partial status. RF explained that all the income that does not comedirectlyfrommembersoragrantiscommercial.Ifyouareanon-commercialorganizationthenyoucannotgobeyondthe limitof200,000EURofcommercialactivityperyear.Healso mentioned that bureaucracy and levels of revision are different, and when noteverythingiscompletelyclear,theresponsibilityfallsonthepresident.Thiswouldnotbeaproblemifwewereanon-commercialorganization.RFwouldsupportthischange.YHaskedforideasofcommercialactivityifASSITEJremainswithapartialstatus.VJ mentioned publishing a handbook for TYA companies, to which SG agreed and alsosuggestedabooksale.RFsaiditwouldbebettertofindapublisherthatpaysanincomeandifthereisanetprofit,thenhecouldmakeadonationtoASSITEJ.MGCexpressedthosememberswhopaymorewouldprobablynotagreetohavethesamerightsasthosewhopaymuchless,towhichRFrespondedthatitisamatterofsolidarity.MvdWthensaidthatifso,thetermofcorrespondingmembershouldjustberemovedandAGagreedthat iftherightsarethesameit isbettertosimplyclubeveryonetogetherasfullmembers.VJsuggestedpresentingtheraiseinadifferentwaybyraisingthetopthreelevelsby$50,whichwouldgodirectlytotheSolidarityFundthatstrugglingmemberscouldapplyfor.YHsaidthegreaterproblemwasincallingindividualmembers‘observers’becausetheideabehindthistypeofmembershipwastomakethemfeelpartoftheorganizationandhelpthemtowardsbuildingaNationalCenter.Theterminologyshouldbediscussed.VJaskedaboutdivertingindividualmembersbyengagingthemthroughnetworksandYHagreed this could be a possibility, althoughwemust then ensure the newnetworks canhappen (producers, dance, education, music), so there can be a place for everyone.Individuals should be directed into a network if there is no center, while they are alsoencouragedtobuildaNationalCenterwithpeople fromtheirnation.YHthenraisedthecounter-argument that individualmembers have had a direct link with ASSITEJ and thiswouldbelostwiththenetworks.YHthenremindedeveryonethatindividualmembersareonlymembersforonetermandthentheymustreapplyorstartbuildingacenter,sothestrategyhastobeclear.

The documents would be created after themeetingandthensignedatthefollowingmeetingandkeptinItaly,aswellasuploadedtothewebsite. RF insisted this was something important and simple that could be shownduringinspections,aswellastosimplifytheEChandover.YHsaid that ineachmeeting the idea is to sign thedocuments fromthe lastmeetingaswell as from the period in between so that RF would constantly receive an updatedhardcopyateachmeeting.RFproposedstartingwiththefirstECmeetinginWarsaw.YHsaid theProtocols,PoliciesandFundraisingworkinggroupwouldworkona templateandthenallocatevolunteerstoworkongatheringtheinformationfromeachmeeting.YHpointedoutthatthisdoesn’taddresshowtotreatconfidentialorsensitiveinformation;theideaisnottohideanything,buttoseehowmuchweareobligedtorevealandhowtopresentit.MvdWsuggestedusingclosedsessionswithoutminutetaking,butsimplyhavingpersonalnotestaken.VJ explained she was on a Board where they use two separate documents; one is theminutesandanotherabookofconfidentiality;theminutesonlymentiontopicsthatwerediscussed and the actual discussion is in the confidential book. 6. “ShapingStories–Construiredeshistoires”LaboratoryThe speakers of the Cameroon RegionalWorkshop on playwriting, Karin Serres, PascaleGrillandiniandGustaveAkakpoattendedthemeetingtoreportonthisworkshopthatwasalreadyhalfwaythrough.KSexplainedthattheworkshopiscalled“ShapingStories”soitisnot only aboutwriting dialogues but any kind of stagewriting. The general aims of theworkshopwere developing a research group and building a network in French-speakingWesternAfrica.Thisresearchgroupismeanttobedevelopedinotherpartsoftheworld.Dailyaimsoftheworkshop-Firstday(2.5hours):Makeacquaintances;experimentalgroupwithquestionsandskillstoshare.Itismeanttobe a circle of people working together and not a teaching structure. KS said their firstsurprisewasthatthetalksbecamequestionsanditwasnotaboutpresentingthemselves,butaboutsharingwhatisdeepinsideandfindingequals.Thesecondsurprisewasfindingout how low theatre is perceived, especially TYA, and how brave the peoplewhomaketheatre are. Everyone has a different job apart from theatre, and there are very fewwomenbecause in some cultures it is not allowed for them tobeon stageordo thingsconnectedtostage.Themain issuewasthequestionof languageandhowtocombinethe intimateneedsofthe artist and the young audience addressed, in an area where there are differentlanguages spoken. Some years ago, it was prohibited for children to speak Africanlanguages so they grew up not knowing them and now the governmentwants them tolearnthese.Thereisalostgenerationinthere,soifaperformanceisdoneinanyoftheselanguages, theparentswouldunderstand itandbuytickets for thechildrenwhowillnotunderstand.There is a huge need for encounters and being a part of networks, and a need formaterials, especially books. A long-term proposition is to build a network of books andlibraries.Therewasadiscoveryintherichnessofinteractivityandthedialogueyoucanhavewithayoungaudience.

have mutual translation moments, help each other and connect people to createinteractivityandcreativity.KSalsosharedthattheyareworkingonaresourcepageforFrench-speakingTYAthatcouldbeontheASSITEJ,ASSITEJFranceandWLPGwebsites.Asaconclusion,KSsaidthiswasawaytomeasurestrengthsofsharedartisticexperiences,alwayscaringabouttheequityamongsteveryone.Tothis,VJcommentedthatitwasexactlywhataRegionalWorkshopwasmeanttodo.ThisisASSITEJ’s firstRegionalWorkshop,althoughmostly fundedbyASSITEJFrance,and it isimportanttopromoteitlikethis.MvdWsuggestedhavingafeatureinthenewsletter.VJalsomentionedthattheProjectsworkinggrouphadworkedonaquestionnairefortheworkshopparticipants about the shape and formof theworkshop, to help in organizingfutureworkshops,andtoldthespeakerstheywouldalsobeaskedforsomefeedback.FFsaidthenextstepwashavingasecondsessionatCapeTown,sotherewillbeanopencall for this to try and reach and involve people from other countries and build arepresentativeandbalancedgroup.TheideaisforthecalltobelaunchedthroughWLPG.FF mentioned there were participants from 1 day 1 play that could be invited to CapeTown.MGC proposed including Equatorial Guinea since they are the only Spanish-speakingcountryinWestAfricaandprobablysomespeakFrenchaswell.FF also shared that the French Ministry of Culture supports the project, which isrecognitionofinternationalprojectsinsupportofourorganization.For2016and2017theysupportedwith20,000EURandthereisalsoaspecificprogramtosupportmobilityinsideAfricaforartists.About4,500EURwerecollectedinplaysfromfivedifferentpublishersofFranceandBelgium.ThequestionishowtomakethissupportusefultoallofASSITEJandhowtoproceedsothedevelopmentbenefitsmorepeople.YH also added that the bigger question is with WLPG because at the moment it is aninternationalassociationofindividualsthatdoesnotgobeyondinternetactivityandeventsat theASSITEJannualmeetings.Shesuggestedmaybestart thinkingof regional/linguisticsubstructures,mechanismsthatcouldhelpinlinkingpeopletogether.KScommentedthatthe Anglo predominance comes from a huge amount of work being done by Englishorganizers,soweneedto findothercommittedpeopleaswell.FFsuggested itmightbeimportanttohaveaproperFrench-speakingnetworkinAfricasotheydon’tfeelisolated.RFsaidtheroleofthetranslatorwasveryimportant,sinceliterarytranslationalsohastodowithcultureandcontext,notonly languageandYHagreedthat thisshouldbewithinWLPGasafocusarea.

FF said therewas a blank spacewithin theprojectwhereAfricanNational Centerswereconcerned.Many young artists have said they need a new generation ofmanagers andrepresentation in the centers. It would also be good to involve the centers because toapply for an international commission of French-speaking theatre, there must be twopartners fromdifferent countries so this could be away for them to be involved in theproject.

7. AfricanCounselorPresentation

Hamadi Dimassi, from Tunisia presented himself and his festival “Festival InternationalNeapolis du Théâtre pour Enfants”, which began in 1985 and is one of the biggestchildren’s festivals in Africa. The government in Tunisia mainly supports the festival,althoughthere isalsoprivatesponsoring.Thishelpstohostprofessionalcompaniesfromaround theworldprovidingeverythingbut flights,aswell as internationalguests to leadtrainingsessions. ThefestivaltakesplaceeveryyearinDecemberandhasfivevenuesofwhichthreeareprivatespacesandtwoarepublic;theyseatfrom150to750people.YHaskedaboutTYAworkoutsideofthefestival.HDsharedthattheatreuniversitiesinTunisiahaveadepartmentforTYAandthereisalsoatheatre program in high schools. About 100-200 professional companies are playing forchildreninTunisia,aswellasseveralnon-professionalcompanies.YH thenasked if the theatrecompanieswouldbe interested in joiningASSITEJand if so,whyithasn’thappeneduntilnow.HD said they had tried to join for a long time with help from Paul Harman and NiclasMalmcrona, but themain problem is that they are not able to sendmoney out of thecountryeasily.However,theystillfollowASSITEJ’sactivityandHDwouldliketopresentacandidacyasindividualmembertoseeifitcanbetheseedtobuildingaNationalCenter.FF asked if there is any group of professionals who have joined an international TYAorganization and HD clarified that as Honorary President of the Neapolis Festival, hesynthesizeslinkstoallthefestivalsandthisishowrelationsarepossible;TYAinTunisiaiswellsupportedandhasseveralinternationallinks.Since there is support from the government, YH asked if there was any possibility ofTunisianparticipationattheCongress,maybeasfestivaldelegatesorastudentgroup.HDagreedtodispatchinformationinordertohavemoreparticipationwithASSITEJ,notonlyintheCongress.

8. ReportsfromtheRegionalandProfessionalNetworks

IIAN(InternationalInclusiveArtsNetwork)SGreadtheIIANDeclaration,whichthenetworkhadpreviouslysentfortheECtodiscuss.MGC pointed out that many countries couldn’t afford to have accessibleinstallations/facilities, so there shouldbeaproposalonwhat these countries cando. SGexpressedtheopinionthattherewerealsoculturalcontextswheredisabilitywasnotevenofficiallyrecognized.YH indicated thiswas a vision statement andnot something that has to happen;maybetherecanbeanoteaboutfindingcreativesolutions.MvdWidentifiedthatthelanguageshouldbemodifiedandVJagreedthatitwasnotveryaccessible to a limited English-speaker so it should be shorter, in a simple language andwithconcreteexamples.RF also indicated that not everything is applicable to all countries; for example, in Italythere are no special schools (as mentioned in the Declaration) because all children areincluded in regular schools. He then inquired about psychological problems and if thesewereincluded.YHexpressedthiswasherbiggestissuewiththestatement,thatitspeaksspecificallytophysicaldisabilityonly.MGC expressed theDeclarationwas very complete and a very good starting point,withmanythingsthatcould inspireothers,butthetrick is in integratingotherpeopletohavethisdiscussion.MvdW stated there are also different levels of awareness in each culture. For this, YHsuggested separating the principle/vision from the specifics. Protocols,PoliciesandFundraising-NationalCentersHandbook:The members’ handbook should be a simple online document that does not prescribeanything,butgivesexamplesandselectsdifferenttypesofcenterstotalkabouttheirprosandcons. Itmustalsoshowexamplesofprojects thatacentercouldrunandhowtodothis;casestudieswithinformationbeingassimpleandstraightforwardaspossible.-MembershipFeeProposal:Therationaleofthefirstideaofapolicychangetoincreasethemembershipsisthattherehas been no increase since 2011, and 75% of the funds arrive from these fees and godirectlytoprojectsandpromotion.TheECthereforesuggestsincreasingacrossalllevelstosupport direct action, specifically Solidarity Funds, Regional Workshops and NextGeneration.Themotion is that theEC recommendsan increaseacross all levels tobe ratifiedat theGeneralAssemblybyASSITEJmembers.The rationale for the constitutional change is that ASSITEJ is currently partially non-commercialandthisdoubleactivityisproblematic.Ifthetreasurerchanged,thehandoverwouldbeverycomplex.Themagazine isASSITEJ’sonlyproductionand isgivenaway forfree and available online. The EC intends to make the accountability as transparent aspossible, becoming entirely non-commercial. Currently, ASSITEJ is subject to Italian legalsystems,andthelegalrequirementistohaveequalvotingrights.The motion is that ASSITEJ becomes completely non-commercial and all members arecalledmemberswithequalvotingrights.Thiswouldmeanthatthestatusofcorrespondingmembersfallsawayandweareleftwithonlyfullmembershiporindividualparticipation.Current correspondingmemberswill have the choice to become either fullmembers orindividualparticipantswithnorightsandnofee.Ifmembersareunabletopay,theywillbeable toapply for theSolidarityFund. Individualmemberswillno longerhave topay,butmaydonateiftheywishtodoso.Some actions that need to be taken are exploring the commercial possibilities beforerelinquishing the current status. RF will provide details on administration of currentfinancialsystemandthedifferenceifASSITEJbecomesnon-commercial.Each corresponding would be asked if they want to become full members or individualparticipants.Itwouldstillbeamotivationtorenewindividualparticipationineverytermorworktowardsamembershipthroughacenterornetwork.IfASSITEJdecidesonthisroute,thenallthiswouldbeaninformalbackofficeprocess,andtheinformationwouldbesentoutinFebruaryontheproposedconstitutionalchanges.Wemustalsoprovideatemplateforthenewconstitutionthataccommodatesthechanges,aswellasinthePolicies&ProtocolsHandbook.

RegardingtheSolidarityFund,ASSITEJwouldinformhowmuchthereisavailableandthosecountries that need it can apply for it, keeping inmind theymust pay back 50%beforebeingabletoreceivethefundagain.DF disagreed on increasing the minimum for membership fees since there are manycountriesthatpaytheminimumanditwon’tbepossibleforthemtokeepbeingmembers;theyshouldpaythe$50moreonlyifitiswithintheirpossibilities.YHexplained that themajorityofwhatwillbe in the fund isgoing tobe raisedby thosewhowillbegoingfrom$150to$200.MvdWagreedthata25%increasecouldbetoomuchforsomecountries.YHthensaidthatstrategically$150wouldnothelpwiththefundalthoughitmayhelpinkeepingthosecountriesasmembers.VJsuggestedtakingDF’sideaandaskingthememberstosendinsomekindofjustificationiftheywishtoremainintheloweststep;thosecentersthatcanpaywon’tgothroughthelengthofsendingaletter.MPinquiredaboutthepossibilityofaskingthetoppayerstopayabovethe$50extra,orgive them the option of paying an extra if they are in the possibility of doing it. Forexample, if TYAUK asked itsmembers to donate for the Solidarity Fund and thiswoulddemonstratetheirsolidarityandthefund’spolitics.RF said that in this case it would be better to keep the old system and have a goal of$22,000insteadof$25,000andkeeptheSolidarityFundcompletelyvoluntary.DFsaid thatanotherpossibilitycouldbe tokeep theminimumfeeof$150but raise therestby20%,butRF said that currently9members support32%of the feesand it isnotcorrecttoaskthemtopay20%more.MvdWontheotherhandagreed,andsaiditwaslikeprogressedtax,themoreyouearn,themoreyoupay,soapercentageincreasewouldbefair.YHmentionedthatifcorrespondingmembersareremoveditmightbeusefulnottohaveanotherdiscussionabout fees.Perhaps itwouldbebetter tohavea statement that saysfee increases were discussed and we noticed they haven’t changed since 2011 butcountrieswillonlybeinvitedtopaymoretowardstheSolidarityFund.Thefirsttargetofthefundshouldbetoassistthosecorrespondingmemberswhoarenotable tobecome fullmembers, and then think aboutworkshops, attending theCongress,NextGeneration,etc.RFsaidthiscouldbedonebuttheregulationsstudiedinBirminghamwouldhavetochange.SFF expressed that maybe members could give money towards the development of aregion, because youmay not know that amember is proving that they can pay or not;

IranandTurkey:An independent Iranian company, member of ASSITEJ Iran, sent a letter to ASSITEJcomplaining of a very bad experience. Therewas a call through theirwebsite about theBursafestivalinTurkeytowhichtheysentdocumentsandweretoldtheirshowhadbeenaccepted. They received a formal invitation so they translated their script and tourinformationandbookedflighttickets.Later, theyreceivedacall fromASSITEJ Iransayinganother non-ASSITEJ group had replaced them in the Festival program. After this, theywrotealettertothepresidentoftheInternationalBursaTheatreFestivalforChildrenandYoung People in Turkeywho told them to speakwithASSITEJ Iran instead of them. Thefestivalmanagertoldthemitwasduetocontactproblemsandtheyconfirmedadifferentgroupwhohadpaidtheirflights;theyhadnotbeenrejectedbutbecauseofthesituationof the country they had to finish the program quickly. Korea:YH informed that Young Ai proposed a student group to attend the Congress from theUniversity of Korea, and the organizers said they would arrange a showcase as a sideprogram and maybe their performance could be shown at a school. Kim Sookhee isuncomfortablebecauseYoungAihasnotpaidthefeeformanyyearsandisnotamemberofASSITEJKorea.However,sheisontheboardofITYARNsosheisamemberofASSITEJ,andshehasalsobeenveryactiveinresearchandthenetwork.TheUniversityofKoreaisone of the fewwho offer anMFA in TYA and engagement with them could encouragestudentstobecomemembers.Another complaint from Kim Sookhee was that many Korean applicants for NextGenerationwere notmembers of ASSITEJ Korea and she felt that only thosewhoweremembers should be put foward. Sookhee said that many non-ASSITEJ members hadparticipatedinPolandandthenneverjoined.YHaskedtheECfortheirviewsonthis.AGexpressed that itwasnotaproblemofnon-membersparticipating,but thatat timesnobody knew who the participants were and it becomes and individual applying in thenameofASSITEJ,gettingselectedandthecenterdoesn’tevenknow.RFsaidthatforofficialevents liketheArtisticGatheringsandCongressASSITEJdelegatesthe role of promoting ASSITEJ to the organizers. It is not correct for the center to beinvolvedintheselection.Forthehosttocreatethebestprogram,ASSITEJdelegatestothehost and for promotion projects like Next Generation, it is good for new people to beinvolved.YouonlyhavetobeanASSITEJmemberforthePlacementprogram,butnotfortheResidency.RAcommented itwasveryhardtorunaNationalCenter,andthat it’snotaquestionofcontrolling,butweshouldhelpcentersstayunitedandnotlosetheirfunctions.YHsaidtheproblem is when centers act as gatekeepers and this gives them license to cherry-pickpeople.Thistime,theCradleofCreativityorganizersaskedforfeedbackwhentherewerevariousapplicantsfromonecountry,butdidnotletthempick.AFexpressedthatsinceSookheewouldbesteppingdownfromherpositionsoon,she isprobablytryingtoprotectthemembersandjustifytheirmembership.VJmentionedthereistensionbetweenbeingopenandwelcomingeveryone,andwantingpeopletopaymemberships.Sherememberedthatinthepast,othercenterswouldalwaysinquireaboutIcelandicparticipants.

Although MGC said she would’ve probably recommendedsomeone else, two ASSITEJ experiencesmay be a great experience for this girl tomoveforwardwithTYAinMexico.YH disagreed specifically for the Next Generation program. She proposed that theparticipants could be endorsed by their center, network or by an institution or theatrecompany,thiswouldbepartoftheapplicationsincethebeginning,sotheapplicantwouldbeinchargeofobtainingtheletterofendorsement,andthenthehostwouldcommunicatewiththecenter.FFthenproposedhavingalistofpeopleorinstitutionsthatcouldendorseparticipants,orthatthehostsimplyvalidatestheapplicationbycheckingtheparticipant’sbackground.FFandRFagreedthatinprinciple,whenonecountryischosentoorganizeaninternationalevent,othercountriesshouldnotinterfere.DFexpressedthateachprojecthaditsownrequirements.TheTabooWorkshopdoesnotrequirepeopletobemembersofASSITEJ,butitbecameageneratorforASSITEJcentersindifferent countries.On the other hand, the RegionalWorkshop inUruguaywas only forASSITEJ members. 13. NextECMeetingsa. SouthKorea–ASSITEJKoreaWinterFestival,January2017

MGCsharedtheteamfromASSITEJKoreaseemtobeverywellorganizedandhavealreadysentafirstdraftofschedulefortheEC.TherewassomeconfusionbecauseSookheehadwrittensayingtheycouldextendtheECstay to two more nights but then stepped back. The dates remain the same as wereestablishedinthebeginning;January4isarrivaldateandJanuary10isdeparturedate.MGC announced she would be staying an extra day to work on next year’s SummerFestival,whichwillhaveafocusonMexico.ASSITEJKoreawillbesubmittingacandidateforthenextEC.

CapeTown,SouthAfrica–ASSITEJCongress,May2017ArrivaldateisMay16anddeparturedateMay25,forthosewhodon’tstandforanothertermandwouldliketoleavebeforetheend(May27).SolidarityFundwillbeproposedinCongresstotheGeneralAssembly,soitwillbepartofthennewmembershipsystem.YHsuggestedusingtheprofitthatRFmentionedinhisreport,towardstheCongress.Thiswouldbeparticularlyusefulforsupportingthosememberswhofinditdifficulttoattend,orpaytheregistrationforthosewhocan’tpayitbutcancometotheCongress.VJaskedhowthesememberswouldbeselected.YH used Cuba’s example. Their vice-president has been chosen for the Next GenerationResidencyandtheyhaveaskedforhelpwiththeregistration fee,soASSITEJCubawouldapplyforsupport.MGCaddedthattheywerealsoaskingforsupportwithaccommodationandmeals.YHsaidthatthisparticularcasewasnoproblemsinceNextGenerationwouldtakecareofaccommodationandperdiems,butthereshouldbecriteriaforsimilarcases.Thisoptionwillonlybefordevelopingcountriesorthosewithdifficultiesatthemoment(likepoliticalissues).YH said delegates from developing countries would need to pay about $215 forregistration,somaybeASSITEJcouldsupportwith$500tocoverthisfeeandsomeothercosts. The criteria could be: first- developing countries or those in difficulties, second-officialdelegatestotheCongress, third-onlyonepersonpercountry,andfourth- ifyourcountrywon’tbeotherwiserepresented.RAproposedaskingfortheflightasareceiptandawayofensuringthepersonwouldshowup. FunctionofNetworksYHreadthecurrentrequirementsandprerequisitesofASSITEJnetworks.VJexpressed ithadalwaysbeenclear thatNextGenerationwasnotanetworkby thesestandards.YHsuggestedspeakingtothenetworkandsayingtheyhavebeengiventimeandthereisno evidence of them working as a network, so while we encourage them to keepnetworking as a community within ASSITEJ, we would like to remove them as officialnetworkofASSITEJ.RF saidhehad talkedwithNinaafterBerlin about thedifferencebetweena communityand a network in common action, which needs a strong external focus that can beaccessibleforoutsiders.RFagreedtosharehisreflectiononnetworkswiththeEC.YHsuggestedfortheECtodecideifNextGenerationhasn’tmetthestandardsofanetworkandgive themuntil Seoul to saywhy theyshould remainasanetwork.Then theECwilltakeadecisioninJanuary.

RFmentionedTheatreduChocolathadpreviouslyaskedfor$5,000USDofsupport fromASSITEJ.Sincethebudgetdoesnotpermitthis,theanswerwasthatwewouldsupportwith$3,000.ASSITEJCameroonhasalotofeconomicalproblemsandtheyareveryactiveandalwayspaytheirfees.Because of this, RF proposed increasing the grant by $500more,which he could pay incash,andsuggestingASSITEJcouldcoverpartofCameroon’sfeefornextyear.YHagreedthatthiswasakindofthankyouforhavinghostedthemeeting.FFinformedtheECthathehadspokenwithEZandASSITEJFrancewouldbecoveringthepriceofthehotelroomsfortheworkshopleaders,whichwasabout$800.YHexpressedthatifpeoplehadfinancialdifficultiesresultingofhavingtopaymealsduringtheirstayatCameroon,RFcouldreimbursethecosts.

RoleoftheNetworkswithintheECMvdW raised the issue bymentioning she had been appointed to the EC as an ITYARNrepresentative,andalthoughshewouldliketostandagain,bytheconstitutionshecannotrunforanotherperiod.Shesaidthere isalreadyademocraticallychosencandidate fromtheUSAandshedoesnotwishtocompetewithhimbecausetherecan’tbesomeonefroma network if there is already someone from the same country.MvdW expressed that ittakes time to learn thingswithinASSITEJ andRA agreed that the second term is usuallymoreproductiveforECmembers.YH reminded theEC that thishadbeena strategy togetcenters to supportnetworksasmembers.WhenlookingattheITYARNboard,allrepresentedcountriesareputtingforthacandidate,sotheywouldhavenopotentialforrepresentation.Thismaybeaconstitutionalissueinthelong-term.RFaskedaboutcreatinganamendmentforhavingtwopeoplefromonecountrysincetheywould be separate entities. YH agreed this could be a potential change and should beproposed to the General Assembly for the longer term, althoughMvdW could not be acandidateunderthecurrentconstitution.SFF suggested that ITYARN should outline the problem formally, saying they would likeMvdWtorepresentthemsothereisaproblemtobesolved.SGexpressedthattheinclusionofnetworksbringsabroadvoicetodiscussionsbecauseit’saboutareasofexplorationandnotonlycountries;itwouldbeashametomissitacrossallnetworks.YHagreedandsaiditwouldbegoodtohaveatleastonenetworkrepresented.

§ Theuncertaintyaroundfundinghasbeenextremelydifficultandhasinfluencedprocessesconsiderably.ThishasbeenexacerbatedbythefactthatASSITEJSAiscomingtotheendofvariousprojectsallatthesametime,andthereforealsototheendoffundingtimelines,andwehaveputalleffortsintoCradleofCreativitywithlittlefocusonourownsustainabilityoutsideofthat.Thishasmeantuncertaintyforstaff,lackofincomeforsomeofus(myself,primarily)andalossoffocusduetothechallengesofkeepinggoing.

§ However,thereisgoodnews.FundingfromtheDepartmentofArtsandCulture(national)aswellasfromtheprovincialartscouncilhasbeensecured.WehavealsosecuredagrantfromRandMerchantBankwhichwillsupportourcoreexpensesthrough2017,aswellascertainaspectsofSouthAfricanparticipationintheCongress.Wehavesecuredcertainin-kinddonationsanddiscountsontechnicalequipmentandhotels,whichishelpfultothebudget.WeareawaitingnewsonfundingfromtheCityofCapeTown,theNationalLotteriesCommission,theNationalHeritageCouncilandUNESCO’sIFCPfund,amongstothers.

§ Conferenceselectionsareinprocess,andinvitationswillstarttogooutinthenextweek.IhopetoworkwithManonontheprogrammewhilewearehereinCameroon.Wehavehadstrongengagementwiththevariousuniversitiesthatarepartneringontheproject,andwithITYARN.

§ Callforproductions:Itwasverychallengingdealingwithalmost1000applicationswithaverysmallstaffandwithseveralofthembeingparttimeandvolunteer.TheSouthAfricanadvisorycommitteewasbusyandoftenhardtoaccess,andtheirinputwaserratic.TheInternationaladvisorycommitteewaswillingandresponsive,mostly,buttherewassomedissatisfactionwiththewaytheprocesshasworked.Ithascertainlybeenlessthanperfect.Wehavebeendictatedtotosomeextentbytheneedtomakesomechoicesbasedonwherewehavereasonableanticipationoffundingsupport.Ithasbeenajuggletoconstructaprogrammethatweallfeelhappywith,butwearepleasedwithmanyofthechoices,andwhilethereisstillnofinalclarityastowhichproductionswillcomewearelookingataround20productionsfromoutsideofAfricaand25fromAfrica(includingofcourse,SouthAfrica).Thefocusdaysarecomingtogetherquitenicelyandmostofthemhavestrongworkintheprogrammetocomplementthedays.

We have been translating the most important material into Spanish as well. Magazine/Leaflet Magazine information is detailed in the publications report. For 2017 leaflet content must be updated with Promotions Calls and other materials sent to the centers All the calls for participation in the Congress have been sent several times to all the centers and distributed widely in the social networks. The calls for the newsletter have been sent regularly. Monthly newsletters are sent through Send In Blue. Call for ASSITEJ Magazine. Call for Magazine advertisements. To be launched in December newsletter ITYARN Call for papers – ASSITEJ World Congress (sent in English and Spanish). Baku International Theatre Conference Invitation Call for Schoolyard Stories Project Twitter and Facebook Updates and posts of the main calls and events have been made constantly, and we have shared information from other events. - We have been working on the file for Ivica’s period it is finished but it needs a last revision it will be send before the end of the year.

- We have been working in the Archive May 2015- May to 2016, will be send to Yvette for her revision January next year.

Office in Mexico City We’ve been in constant communication with the people from the Ministry of Culture ( Conaculta) who give us funding; sending regularly reports to sustain this funding we send

them copies of our meeting minutes and full reports of what we do for them to see and understand the work we do. We received at the beginning of November the funding for 2016, ( almost 9,326. dlls) it seems that it is going to be the last one till the end of this term. It will allow us to cover Maui´s salary from January to June 2017 and some other expenses ( Logos and leaflet design 2017) and hopefully something else. I had two meetings with authorities from the Ministry of Culture and from Conaculta regarding the future of Mexico in ASSITEJ and the organization of the ASSITEJ Artistic Gathering 2018 , we haven´t arrive to a conclusion this will be done by the end of the year. International Invitations

- I was invited by JENKIO (Japan Union of Theatrical Companies for Children and

Young People) to give two lectures; ASSITEJ its main projects and the upcoming Congress and the Theater for Children and Young People in Mexico a historical perspective, in addition to a talk about Seki Sano Japanese master of the Mexican Theater.

- JENKIO showed great enthusiasm for the ASSITEJ Congress and proposed to bring a 100 Japanese delegates to the ASSITEJ Congress in Cape Town

- I also visited the city the city of Hamamatsu, with Fujita san and Kenjiro, as an observer of a rehearsal of the company Tampopo . The play was directed by Kenjiro with de supervision of Fujita san. The following day the work was represented for a school, almost 500 children attended , it was interesting experience to observe an example of theatre for schools in Japan .

- Invitation as an observer of the 19th edition of the Festival de Teatro de Camagüey in Cuba. Several performances for children were presented. We had a Forum of ASSITEJ Cuba with the exposure of a research project from Esther Suárez Durán, a reading of a play (result of the work on a playwright workshop with Mexican playwright Berta Hiriart)and meeting with Cuban artist, I had a presentation on Mexican TYA and on ASSITEJ, mainly on the possibilities of exchange that ASSITEJ offers. ASSITEJ Cuba, Esther Suárez is doing a great effort in

- participating in our activities despite their budget restrictions. They asked for support

for meals and loge for the Cuban delegate to the Congress.

- Contact with María Inés regarding her initiative of sending a letter to Iberescena asking for more support for Children´s Theatre projects (Interest, funds and specificity) and a specialized Jury on TYA to qualify the projects. The letter sent was signed by ASSITEJ: Argentina, Chile, Cuba ,España, México and Uruguay

- An Ecuadorian artist of Asoecena del Ecuador visited Mexico city, Zeydum I met

him and we talked about ASSITEJ projects and the ways of payment of their debt. Few days ago I received some information on a Festival they are organizing.

ASSITEJ MEXICO:

- -The première of the coproduction between Mexico, Brazil and Mozambique took

place in the Festival International Cervantino October 22, - previous meeting and rehearsals in Uberlandia, Brazil, wit the attendance o Rogerio Manjate from Mozambique. They also gave 4 performances in Mexico city. They decided to have two productions one in Brazil an another in México.

- Three Mexican artists ( Michel Guerra, Enrique Olmos and Yoloxochitl García ) - attended the Iberoamerican Research Forum in Buenos Aires.

Two Mexican young artist attended the project Patios del Recreo in Buenos Aires

- -We have tried to make particular emphasis in promoting ASSITEJ calls for the activities of the Congress among Mexican artists.

- Theatre for the early years ( Babies) is becoming more known and popular, the next issue of the magazine Paso de Gato will include a dossier on the subject with articles from ASSITEJ and Small Size members as : Roberto Frabetti, Jànos Novak and Ben Fletcher Watson.

- The company Teatro al Vacío will go back to Bologna next year to the Festival Visioni di Futuro, Visioni di Teatro to continue developing their work with a one-month residency at in Bologna.

- Georgina Saggiante Montero, next gen Birmingham got ASSITEJ grant for the a

placement in Croatia.

- -Negotiations towards the presence of Mexico in the 2018 ASSITEJ Korea Festival.

- As a result of the project Theaterwelt,( readings of plays written in German) the play Only One Day, by Martin Balscheit, with the company Finisterra will be produced.

Onlyoneexampleforthese2aspects.TheincomesfortheMagazinearethe19,6%ofthetotalincome(seetablebelow),whilethecoststhe30,3%(againofthetotalincome).These10,7pointsofdifferencemeanabout9.000USD,whichrepresentsthedoubleofthecostsforallotherprojects(NextGenerationsupport,Regionalworkshops,ITYARNsupport...)wehaveinbudget.Thereisnobalancebetweendifferentcostsandbetweencostsandincomesofthesameproject.

I’mstartingfromthisissuebecauseisdelicate,andthemembersmightnotaccepttheproposal.IthinkthattheECcanbealsoagoodtargetgroupwheretoevaluateifthechangeisacceptableornot,becauseitsmembersbelongtothedifferentlevels.AfterthisevaluationIthinkthatwecanstarttoworkinordertocollectalltheotherelementstobuildthebudget.

ToconcludethispartIwantcomebacktothesentence“noninfluentialfromtheeconomicpointofview”referredtoGROUP6,torememberyouthatourConstitutionlacksarequisitetobeconsidered,fortheItalianlaw,completelynon-commercial.Therequisiteisthatallthemembershavethesamerights/opportunities.InourConstitutionthefullmembershave3votes,thecorresponding1,theindividualnone.Tobeconsideredtotallynon-commercialwouldbeusefulbecausewewouldhavelighterbureaucracy,andforexamplewecanclosetheVATpositionifwehaveonlytheMagazineAdvertisementsascommercialincome,becausetheyareadmittedifyouhavealltherequisites.Simplifyingtheworkoftheadministrationwouldbeveryuseful,inparticularwhenIwillnotbethetreasureranymore.Keepingthecurrentsituation(partiallynon-commercial)wouldbeusefulonlyincaseweactuallyintendtopursueothercommercialactivities.ForthisIproposeyoutodiscussifitispossibletoamendtheConstitutioninthisway:

- Thecorrespondingmembershavethesamevotesofthefullmembers(3).Thecorrespondingareonly10members.

- TheIndividualarenotmembersanymore,but“officialobservers”(oranotherdefinition):theydon’tvote,theydon’tpaythefee,buttheyareinvitedtodonate.However,asIsaidbeforethelossisnoninfluentialfromtheeconomicpointofview.

4-THEADMINISTRATIVETRANSPARENCYOFASSITEJBeforeCapeTown,IthinkthatitisimportanttocaresomeaspectsconcerningtheadministrativetransparencyofASSITEJtowardsitsmembersandthirdparties.Administrativetransparencymeanstokeepalwaysinmindthatallthedeeds,actions,decisionsofthegoverningbodyoftheAssociation,includingtheonesdirectlytakenonbytheOfficers,shouldbesureforcontentsandtimingandavailabletobeexaminedbymembersandthirdparties,includingalsoofficialauditors,administrativeinspectors,publicadministrations,stakeholdersandfinancialinstitutions.Thewebsitecanoffertrustworthyandrealreportsanddata,butdoesnotgivethefactualdemonstrationthatthecontentsandtimingaresure.Onlyahardcopywithoriginalsignaturescancertifythecertaintyofcontentsandtiming,associatedtospecificresponsibilities(oftheEC…).
