The aims of the committee are to: Recommend to Council a Capital Improvement Program. Recommend to Council management issues eg quality assurance, on-line selling, etc. Monitor income and expenditure. Council own the facilities and land on which the saleyards are located with the exception of the weigh bridge, weigh bridge building and two pens located at either end of the weigh bridge. These facilities were installed in the 1970’s by the then agents and subsequently purchased and now maintained by the Tumut Associated Agents.

8.1 STATEMENT OF INVESTMENTS AS AT 30 SEPTEMBER 2016

That Council receive the Statement of Investments as at 30 September 2016.
8.2 DELEGATION OF AUTHORITY TO SIGN ‘STATEMENT BY COUNCIL ON ITS OPINION OF THE ACCOUNTS’ FOR THE 2015/16 ANNUAL FINANCIAL STATEMENTS
M134/16 RESOLVED:
That in accordance with Section 413 of the Local Government Act, and subject to endorsement from the Internal Audit Committee, Council resolve:
1. That its 2015/16 Annual Financial Statements are in accordance with:
a. the Local Government Act 1993 (as amended and the Regulations made there under);
b. the Australian Accounting Standards and Professional Procurements;
c. the Local Government Code of Accounting Practice and Financial Reporting;
d. that they present fairly the Council’s 2015/2016 operating result and financial position;
e. that they accord with Council’s accounting and other records; and
f. that Council is not aware of any matter that would render this report false or misleading in any way.
2. to delegate authority to the Administrator, the General Manager and the Responsible Accounting Officer of both former Council’s to sign the ‘Statement by Council on its Opinion of the Accounts’ (Clause 215 of the Local Government General Regulation).
3. that the General Manager be ‘authorised to issue’ the 2015/2016 accounts immediately upon receipt of the auditor’s report.
4. to invite Council’s Auditor to attend the Ordinary December Council Meeting to present the 2015/2016 Financial Reports.

9.1 SNOWY VALLEYS COUNCIL STRONGER COMMUNITIES FUND

That Council endorse the allocation of $1 million of funds to incorporated not-for-profit community groups and $399,527 for S355 committees and other not-for profit groups, for projects that build more vibrant, sustainable and inclusive local communities through the Snowy Valleys Council Stronger Communities Fund.
9.2 DEED AGREEMENT CLARKES HILL (FIXING COUNTRY ROADS PROGRAM)
M138/16 RESOLVED:
That under delegated authority the Administrator and the Interim General Manager sign the final Deed Agreement as approved and submitted by The Treasurer as the Minister administering Section 8(a) of the Restart NSW Fund Act 2011 (NSW) acting for and on behalf of the Crown in right of the State of New South Wales under Council Seal.

Public Arts Grant – Styles 400 ‘Talbingo Tank Take Over’
RECOMMENDATION:
That Council provide more detail about the “Talbingo Tank Take Over” project. Particularly consultation about the best location to maximise the “enjoyment” of the work. Consultation with adjacent residents if the work is to be on the water tank and consultation regarding the nature of the artwork.

BATLOW CARAVAN PARKSItem 11.1 is confidential under the Local Government Act 1993 Section 10A 2 (c) as it relates to information that would, if disclosed, confer a commercial advantage on a person with whom the Council is conducting (or proposes to conduct) business and Council considers that discussion of the matter in an open meeting would be, on balance, contrary to the public interest.

11.1 REVIEW OF THE OPERATIONS OF THE TUMUT, ADELONG AND BATLOW CARAVAN PARKS
M144/16 RESOLVED:
That Council:
1. Issue an ‘Expression of Interest’ (EOI) to Sustainable Park Solutions (SPS) to conduct a review of the operations of the Tumut, Adelong and Batlow Caravan Parks,
2. Assess the response to the EOI and if appropriate, request SPC to conduct the review and prepare a report for Council’s consideration,
3. Extend the date for the lessee of the Batlow Caravan Park to request consideration of a five (5) year lease extension from the 30/11/2016 to the 30/6/2017 to enable the options provided in the SPS report to be considered.
