EVALUATION OF CONSTRUCTION ISSUES

TRANSPORTATION

The building proposed consists of a single transportable structure. The building is 12m long (13.25m with access ramp), 3.5m wide and 3.8m high which fits within the legal size limit for the transportation of a load on Western Australian roads (being a maximum of 15m long, 3.5m wide and 4.2m high without an escort). The transportable nature of the building sees the requirement for an appropriately sized truck and crane. This machinery requires sufficient access and manoeuvrability in and around the site. The proposed City Beach site contains a car park which is located within 10m of the building position. This can be used to provide the cranes sturdy footing required for the successful lifting and placing of the building into the correct position.

SITE PREPARATION

As the proposed building has the capability to be moved, site conditions will vary depending on its location. To account for this, Tubular Screw piles will be used for the foundations (further information on this proprietary product can be found in the schedule of finishes). The proprietor is able to provide engineering and installation advice to enable correct installation of these screw piles. A bobcat is to be used to install these screw piles. This has many benefits as it is compact and cheap (Technology 2009). Also, its small size means that the building and the bobcat can be transported to site on the one truck. The bobcat also has the capability to complete any earthworks that may be required. The proposed city beach site consists of sand dunes; therefore, a bobcat should suffice for the installation of the screw piles. However, in the instance a bobcat would not be powerful enough to install the screw piles, larger machinery will need to be considered. The building has been designed to keep site preparation to a minimum. Less time on site leads to financial savings. Therefore where possible, site preparations should ideally be completed prior to the building and crane arriving on site.

SAFETY PROCEDURES

During the process of bringing the building to site, proper Occupational Health and Safety (OH+S) procedures must be met. For example, during the lifting of the building adjacent pathways and car bays should be sectioned off in order to provide a safe environment for the public. It will be the builder's responsibility that these and other relevant OH+S regulations are met.

BUILDING ADAPTABILITY The proposed building is designed to suit various sites around Western Australia. Each site will have varying conditions that must be considered and adopted into the building design in order for it to be successful.

POWER This building has a requirement for electricity, be it small, for the powering of security lighting, an exhaust fan and a small water pump. As the building is self sufficient, it incorporates photovoltaic cells. The City Beach site is located within a suburban area. Therefore, there is the opportunity to connect the building the local power grid. This then provides the opportunity to feed power back into the grid, which can then offset some capital costs of the building. Where connection to the grid is not possible, the extent and number of photovoltaic cells shall reflect the requirement to cater for the small electrical load of the building.

WATER COLLECTION AND DISPOSAL The toilet facility in this building requires a small amount of water for sanitary purposes. The roof is to harvest rainwater and divert this into a storage tank. This water is then used to feed the hand basin in the toilet. There is also the possibility that this water can be used for drinking. As the run off from the wash basin will not contain any dangerous or hazardous chemicals, used water can simply be diverted away from the building and left to run over the ground.

DISABLED ACCESS Due to the composting toilet, the finished floor level of the building is 800mm above natural ground level. To cater for the disabled access requirement for the building ramps must be considered. As seen in the City Beach site, a sloped site can be advantages, as the need for ramping is minimised (refer to the drawings for more information). The numerous site conditions this building design is to encounter requires individual analysis in order for the disabled access issue to be met.

COSTING EVALUATION My fellow construction management student, Daniel Frawley has provided a cost estimate for this building (refer to appendix). The total estimated cost (+GST) = $95, 880.00

This cost estimate does not allow for the following:

Inflation. Closure of public roads and footpaths. Any costs associated with the identification and remediation of land

contamination. Archaeological investigations and discoveries. Soils investigation.

Since this costing was undertaken a number of elements have been revised and/or finalised. As a result, the estimate may be inaccurate in some of these areas. However, a contingency sum has been included to counter such inaccuracies. These areas include:

Sizing and construction type of access ramps is to be timber framed with jarrah decking and steel balustrade as opposed to the initial stone pathway.

Selection of appropriate type and number information boards. A proprietary item has been selected as opposed to a constructed notice board.

Brand and sizing of the photovoltaic cells has been finalised. The selected toilet door has been incorrectly priced. Finer building detailing has been completed.

As an initial cost estimate, I believe this cost estimate to be relatively conservative. At the time this estimate was undertaken a number of elements and details were yet to be finalised. As these changes are made, this will have an effect on the costing of the building. As is the nature of any building costing, as the building is resolved further future cost estimates will become more accurate.
