1.0 Project Outline:

Project Name: Construction of Housing Colony for an Industrial Group.Location: Western Maharashtra at Coastal belt.Construction Type: Residential Buildings.Purpose: Constructing a Housing colony with social complexes to provide accommodation for Executives, White and Blue collar workers of an Industrial Group.Type of buildings:Bungalows 10 Nos Apartments- 5 Nos (20 numbers each)Dwellings - 100 Nos (White collar workers), 300 Nos (Blue collared workers)Social Buildings- Market and Entertainment building

2.0 Organizing Process:

Establishing a formal organization is a system of well-defined jobs, each bearing a definite measure of authority, responsibility and accountability.A formal organization is formed by a detailed feasibility study of the project and then some essential steps used in the organizing process.

2.1 Feasibility study:

Feasibility study is a detailed study of the project includes the scope of work, type of structures, geographical and environmental conditions, and duration to accomplish the work, design concepts, method of execution, safety measures procurement and finance.This study report provides the overall view of the project and helps to decide what and how has to be set up the objectives and form the organization structure to accomplish the goal. In our case this a residential colony consisting different types of buildings like Bungalows, apartments , dwellings and social buildings to provide accommodation for the staffs and workers of an Industrial group as stated above.

According to the site condition the structural and architectural design has to be made carefully.

And in the same way the environmental and safety measures has to be taken into account for the well fare of the working people.

A detailed method of execution plan right form the excavation has to be made and it should get prior approval from the Owner/ PMC.

2.2 Identification of Scope:

A process of Determining the Scopes or tasks must be performed to achieve the established objectives.

Scope: Constructing a Housing colony with social complexes to provide accommodation for Executives, White and Blue collar workers of an Industrial Group.Type of buildings:Bungalows 10 Nos Apartments- 5 Nos (20 numbers each)Dwellings - 100 Nos (White collar workers), 300 Nos (Blue collared workers)Social Buildings- Market and Entertainment building2.3 Grouping the Scope:

For the ease of making objective, resource and material planning, organizing the work flow structure, dividing responsibility and delegation of authority the project can be subdivided into three major parts.And the activities for the each parts shall be derived elaborately and grouped as segments so as to assign responsibility to the individuals who suits the job perfectly. Fig 1 Grouping the Scope By this grouping not only the responsibility is divided and also the communication is controlled effectively, interpersonal relationships are maintained properly.

Time, cost and quality matters are controlled in this breakdown pattern, so as to make the orientation towards the objective of the organization among the individuals in all the functional departments.

Work programs, resources and budgets can be prepared with the aid of software

Preliminary work program schedule shall be prepared and finally the required resources shall be calculated.

2.4 Forming structure and delegating the authority:

By volume the construction of this housing project considerably big, thus a dedicated and independent team those who are not involved in any other project in the same organization shall be engaged especially in the execution part.

A matrix type of Organization structure is always working as a best option in the civil construction Projects.

At the top level management the functional groups are sometimes responsible for more than one number of projects. When come downwards in the hierarchical model, jobs should be well defined, responsibilities and relationships has to be established very clearly to avoid confusion.

Conduct Risk Assessments on activities within their department ensuring that the methods and systems of work are safe. Also that the necessary procedures, rules and regulations designed to achieve this are formulated, published and applied.

Provide written instructions of work methods outlining potential hazards and precautions, and ensure they are complied with.

Reporting to the Project management about the progress and site issues Establishes HSE guideless, policies and educating the site people.

4Document Control Describing and creating the Acknowledge letters for the clients through Document Control Tracking the pending documents through weekly progress reports Notifying the involved party for tacking appropriate action on the pending documents Manual follow up with the clients internal team to get an expected schedule for all pending documents

6Executive Engineers Checking the specifications of construction jobs in regard to the quality of materials, method of workmanship Plan and organize construction work in his section in order to avoid delay in the process of work. To control and provide technical guidance to the subordinates.

Reporting mainly to the Construction manager and often use to report to the project manager about the progress and site issues

7Junior Engineers Keeping records of all measurements of work done and tests carried out at site. Reporting regularly to the executive engineer about the site issues and progress Supervising the execution of work at the site in their respective sections. Placing indents of material well in advance to avoid delay in the progress of construction work. Controlling and provide technical guidance to workers. Checking and test materials for quality and quantity. Measuring the quantity of work done for the purpose of payment and progress.

Reporting mainly to the Executive Engineers and often use to report to the Construction manager about the progress and site issues

8Supervisors Directly controlling the work site and provide technical guidance to workers. Measuring the quantity of work done for the purpose of payment and progress. Receiving guidelines and advices from the engineers and according the that allocates the resources to accomplish the job given Responsible for labor daily time sheets, daily work permit etc.

Reporting to the site engineers about the site issues.

3.0 Staffing:

The project is about construction of ahousing colony for an industrial group in Western Maharashtra along a coastalbelt. Following points must be strictly considered and Followed during the start ofproject:-

Maintaining as less no. of people aspossible on company rollup to junior level.

This will cut down the cost involved in arranging and maintaining man power.

Avoid over crowded situation on construction site.

Easy and less hectic management system.

Less controlling and monitoring required.

Supervisors below junior level will be on temporary jobbasis and to be recruited locally from100 kM radius.

No accommodation is must forlocal workers.

Only travel arrangements can be madeon demand as the people are around 100km radius from the work site.

The number of workers canbe altered according to work load.

With the detailed study of the project, number and type of personnel shall be calculated as described above. At this stage of recruitment it is very necessary to define the category and minimum eligible criteria to assign the work as per the objectives established by the organization. The candidates should be informed about the job nature, their responsibility, minimum requirement for the post prior to the interview, to avoid wasting time and refine the qualified personals in shorter time duration.

4.0 Suggestions:

Ensuring the early involvement of key project team members that have expert knowledge so that an appropriate level of client satisfaction and value can be defined.

Establishing of subcontractor and supplier relationships by selecting teams based on value rather than lowest price.

Managing the project parameters of cost, schedule, quality, and H&S in unison.

Working together as a team to agree mutual goals and devise dispute resolution mechanisms.

Developing and monitoring continuous improvement programme.

Developing and implementing sound risk management processes.

Dealing with risks and rewards equitably by using modern commercial arrangements such as collaborative contract forms, target cost and open book accounting. Using non-adversarial forms of contract and ensuring that contractual relationships are appropriate for expected project objectives.

Using cost-plus and design and build forms on contract underemphasizing the use of management contracting as well as traditional forms of contracting.
