Craig S. Gundry, PSP, CPS, CHS-III Craig Gundry is the S2 Institute’s lead instructor for anti-terrorism subjects and the Vice President of Special Projects for Critical Intervention Services (CIS). Mr. Gundry is responsible for directing CIS consulting and training projects pertaining to terrorism and critical infrastructure security, including the development of doctrine and training for the CIS Anti-Terrorism Officer Division.

Prior to joining CIS, Mr. Gundry was the President of Palladium Media Group, a company specializing in training and consulting on explosive, chemical, and biological terrorism. Mr. Gundry's expertise in anti-terrorism began as a specialist in force protection and anti-terrorism with the United States Army. Mr. Gundry is the author of the acclaimed Bomb Countermeasures for Security Professionals CD-ROM and a new book on assessing terrorism-related risk. Mr. Gundry is also a frequent consultant on issues relating to terrorism and weapons of mass destruction and has provided expert commentary for numerous media organizations including Al-Jazeera, BBC, CNN, and Fox News Network. As an instructor, Mr. Gundry has been training security, police, and emergency responders in terrorism-related issues for over 17 years. The S2 Anti-Terrorism Courses as a Worldwide Standard Since 2003, S2 Institute anti-terrorism courses have earned accolades worldwide for their depth of information, comprehensiveness, and universal application to diverse facilities. Over the past fourteen years, the S2’s anti-terrorism and advanced security training programs have evolved into an international standard for training and certifying security professionals in measures for protecting facilities against terrorist attack. As of 2019, over 5,000 security and public safety professionals worldwide have graduated the S2 Institute anti-terrorism courses. Following are some highlights of the S2 Institute’s history and recognitions:

x In 2018, the S2 Institute presented the S2 Anti-Terrorism Officer program in conjunction with Security and Intelligence Network Africa (SINA) as the first advanced-level public anti-terrorism course presented in West Africa. The program was attended by officials representing a diverse range of Ghanaian government ministries, NGOs, and corporations.

x In 2017, the International Association of Counterterrorism and Security Professionals (IACSP) launched the "Certified Anti-Terrorism Officer" (cATO) examination and professional certification based on the S2 Institute Anti-Terrorism Officer program. The S2 Institute is the exclusive provider of IACSP-accredited cATO training worldwide.

x In 2017, the European Commission contracted the S2 Institute to conduct a special

version of the S2 Anti-Terrorism Officer course to serve as a standardized training program for EC security personnel. Additional organizations were represented during the program including the EEAS, NATO, and the European Council.

x In 2017, the S2 Anti-Terrorism Officer (ATO) Course was awarded a national stock

number by the Government of the Netherlands. The S2 ATO course is the only program of its type officially endorsed by the Dutch government.

x In 2016, the European Commission contracted the S2 Institute to aid in improving their

x In 2016, the S2 Institute was contracted by an international hotel chain to prepare and present a special course on Anti-Terrorism and Hotel Security for security managers and risk management personnel. The program was developed as a customized version of the S2 Anti-Terrorism Officer course focusing specifically on terrorism-related threats and security measures as applicable to hospitality facilities. The course was conducted as part of a multi-day summit and workshop for the hotel chain's global team of security managers in Prague.

x In 2014, the S2 Anti-Terrorism Officer course was adopted as the basis for developing a standardized curriculum for training and certifying European External Action Service (EEAS) Regional Security Officers. The EEAS RSO Anti-Terrorism and Diplomatic Security Course was designed to specifically focus on measures relevant to the protection of EU diplomatic facilities and personnel. During 2014 and 2015, a series programs were presented at the EEAS headquarters in Brussels to multi-national groups of RSOs assigned to EEAS delegations worldwide.

x Between 2013 and present, the S2 Institute has conducted over 30 workshops and

seminars on mitigating risks of armed assault/active shooter violence for organizations worldwide. Some examples of host organizations include ASIS International, Southern Association of Independent Schools, John Jay College of Criminal Justice, and the Government of the Netherlands.

x Since 2013, the S2 Institute has conducted a special annual 3-week workshop for

intelligence officers representing an Arabian Gulf nation on counterterrorism intelligence and leadership under sponsorship of the US Department of Defense. This special program was designed to support the organization's objective of increasing the capabilities of the directorate specifically in relation to counterterrorism. The workshop is conducted by a multi-disciplinary team of instructors including retired senior CIA and DIA officers and experts in the field of risk management and critical infrastructure protection.

x In 2010, the S2 Institute was contracted by US CENTCOM and ITAM-Police to design

and develop the new Anti-Terrorism & Facility Security program for the Ministry of Interior of Iraq. The S2 Anti-Terrorism Officer curriculum was adopted as the model for

the course and customized according to the unique requirements of Iraqi MOI.

The program encompassed development of a three-week security training program, preparation of instructional materials for the future Arabic-language instructors, and an on-site training mission in Baghdad to train and assess the new instructors. The on-site training mission was conducted over several months in 2010. Upon completion of the project, 16 Iraqi MOI instructors successfully graduated prepared to instruct the new curriculum to Iraqi police.

x In 2007, the S2 Institute conducted a series of advanced-level courses on chemical and biological weapons of mass destruction (WMD) for investigators and intelligence analysts with the US Capital Police and WMD specialists from the Pentagon Force Protection Agency, DTRA, and Washington DC Metropolitan Police. The US Capital Police courses were presented by S2 Institute instructor Dr. Harvey McGeorge, an UNMOVIC weapons inspector and one of the world’s top experts on chemical and biological WMD.

x In 2007, the S2 Institute was contracted by the Illinois Criminal Justice and Standards

Commission to develop and present a bomb incident response course as in-service training for police officers located throughout the State of Illinois. Over 300 Illinois police officers graduated the program between 2007 and 2009.

x In 2004, the S2 Institute developed a ten-day Anti-Terrorism Officer training program for

a special force of security officers assigned to protect power stations and seaports in the United States. The curriculum encompasses a wide range of subjects related to protecting critical infrastructure facilities against terrorist attack. The S2 Institute currently conducts this course at a pace of four training cycles per year. Since 2004, over 800 Critical Intervention Services personnel have graduated the CIS ATO course.

x In 2004, the S2 Institute was contracted by AIChE’s Center for Chemical Process Safety to develop and present a two-day Chemical Plant Security Planning course to train safety and security professionals in special approaches for mitigating risk of terrorist attack against domestic chemical facilities.

x Between 2004 and 2018, over 1,500 government and private security professionals have

graduated from pubic versions of the S2 Anti-Terrorism Officer course. Some previous public course locations include Abu Dhabi, Brussels, Dubai, Geneva, Hamburg, Köln, Leiden, Manila, Mumbai, New York, Paphos, Rome, Singapore, Stockholm, Tampa, and The Hague.
