goal of the EU is to reduce carbon dioxide emissions. The tools that the EU uses and the tools for our very 

separate goals are similar—renewables, energy eciency, etc. But this should not blind us to the fact 

that the goals are dierent. We see climate change as a co-benet. The EU sees enhanced access, etc.,as a co-benet, and that’s a very sharp dierence in world views.” 25
