The average election expense party wise (for MLAs) show that the average spending for INC’s 78 MLAs was Rs 10,12,448 (10 Lacs+), for BPF’s 12 MLAs was Rs 8,26,773 (8 Lacs+), for AGP’s 10 MLAs was Rs 7,45,609 (7 Lacs+) and for AIUDF’s 18 MLAs was Rs 6,36,252 3. (6 Lacs+). 4. Only 7 MLAs have declared that they have spent more than 14 lakhs as their election expense. 5. A total of 46 MLAs have declared election expenses of less than Rs 8 Lacs (that is less than 50% of Expense Limit set by ECI). Analysis of Election Expenses of MLAs from the Assam 2011 Assembly Elections

1. An analysis of expense statements of all newly elected MLAs is being done for the first time ever within the deadline of 45 days(from the date of declaration of results) during which the election of a candidate can be challenged on grounds of under-declaration of election expenses.

Based on the election expense declarations of 126 newly elected MLAs of Assam to the ECI, the average amount of money spent by them in the elections is only about 9 lakhs, which is about 56% of the expense limit (16 lakhs).

The average election expense party wise (for MLAs) show that the average spending for INC’s 78 MLAs was Rs 10,12,448 (10 Lacs+), for BPF’s 12 MLAs was Rs 8,26,773 (8 Lacs+), for AGP’s 10 MLAs was Rs 7,45,609 (7 Lacs+) and for AIUDF’s 18 MLAs was Rs 6,36,252

The maximum expense of 15,99,057 (15.99 Lacs+), has been declared by Abu Taher Bepari of INC from Golakganj constituency, followed by Smti Monika Bora of the INC from Gohpur constituency (expense of about 15.91 lakhs) and Dr. Nazrul Islam of INC from Laharighat constituency (expense of 15.12 lakhs).

Assam Election Watch (AEW) has analyzed the abstract statement of expenses of the 126 MLAs who have won the Assam 2011 Assembly Elections. This report is based on the analysis of the information provided by the MLAs and submitted to ECI

This report is based on the analysis of the information provided by the MLAs and submitted to ECI. The Election Commission released expense abstract statements of the winners, first and second runners up of each state

in the Chief Electoral Officer (CEO)’s website. Analysis of the declarations of the 126 MLAs for Assam (where the election expense limit stipulated by the ECI is 16 lakhs) revealed that only 9 MLAs have utilized above 85% of the expense limit amount stipulated by the ECI.

The party-wise average election expense for all MLAs in total is only about 9 lakhs which is 56% of the total expense limit set for Assam. This is interesting to note in the light of the fact that almost all parties have been lobbying for an increase in the expense limit for election expenses.

Analysis of the details of expenses according to various items like vehicles used, expenses on campaign materials, banners etc. reveal some interesting facts: 9 MLAs declared that they have not spent ANY amount on public meetings, processions etc., 3 MLAs have declared that they have spent less than 10 thousand rupees on the same, 95 MLAs have declared that they have not spent ANY amount on campaigning through electronic/print media, 7 MLAs have spent less than 10 thousand on the same, 34 MLAs have not spent any amount on campaign workers and 2 MLAs have declared that they have not spent any amount on campaign materials or erection of gates, arches etc.

The National Election Watch demands that the ECI should investigate the election expenses of candidates who have

declared no or very low expenses on use of vehicles, campaign material, public meetings, campaign workers and print/electronic media to check the verity of these disclosures.

Analysis of the election expenses - MLAs

Top 5 MLAs with highest declared election expenses in 2011 Assembly Elections Abu Taher Bepari of INC who won from Golakganj constituency has declared the highest election expenses of 15.99 lakhs which is almost 100% of the maximum amount that can be spent during elections as set by the ECI for Assam. He is followed by Smt Monika Bora of INC who won from Gohpur constituency and declared expenses of approximately 15.9 lakhs.
