1.0 Main Features:

i. Contract Package No.CS-01; ADB Loan No. 3135-BAN (SF)

ii. Nature of work: Service for preparation of Feasibility Study Reports (of GKIP & TBP) and Detailed

Engineering Designs for improvement of irrigation management of large irrigation schemes (MIP,

GKIP & TBP)

iii. Date of Commencement: 01/03/2015.

iv. Target completion date (as per Contract): 28/02/2020.

2.0 Introduction and Overview

2.1 Progress of November 2019 is given in this Monthly Report No.57, making the submission to the full

target

2.2 Mofazzal Ahmed has been continuing as acting Deputy Team Leader. PEC meetings were held to

evaluate the replacement proposals of Team Leader, Deputy Team Leader and International Irrigation

and Drainage Engineer. Approval still pending.

2.3 PMDC’s Junior Irrigation Design Engineers (8 JIDEs), under the supervision of Acting Deputy Team

Leader and guidance of Irrigation Design Engineer (IDE), continued preparation of ‘Detailed

Engineering Designs’ (irrigation, drainage canals & inspection roads) of the GKIP in this reporting

period.

2.4 Item-wise progress of the ‘Detailed Engineering Designs’ up to this reporting period of the GKIP and

the TBP are annexed.

2.5 Item-wise progress of the ‘Studies and Surveys’ by the Sub-consultants of the GKIP is annexed.

2.6 PMDC Experts attended meetings with the PD, PMU and made presentation on various aspects of

PMDC’s works and TBP FS workshop before the Client.

2.7 TBP FS workshop was held on 9 October 2019. Additional works suggested. PMDC started working on

this.

2.8 Project Coordinator visited GKIP and TBP for regulator design data collection and crop area data

collection.

2.9 Acting Deputy Team Leader and Project Coordinator visited Feni in connection with MIP ICC meeting.

4.0 Brief Summary of up-to-date progress:

4.1 MIP

(i) ‘Detailed Engineering Designs’ of infrastructure pertinent to the PMDC’s ToR was completed in time

(by the PMDC); PMDC rendered assistance to the PD, PMU (i) for establishment of PSC, ICC, PPMS

Cell, PPP Cell, Safeguards Cell, formation of the MIP WMGS/WMAs/WMF etc. (these tasks were

already completed).

(ii) ‘Detailed Engineering Designs’ of works, other than those prepared by the PMDC, are the responsibility

of the C-IMO; the C-IMO submits Progress Report on monthly basis to the PD.

(iii) The C-IMO is also responsible for supervision and quality control of all components of the rehabilitation

and modernization works (of the Project).

(iv) Item-wise progress of civil works is reported on monthly basis to the PD, PMU by the C-IMO but no

copy is given to PMDC office.

(v) ADB Mission visited Muhuri project on 26 November 2019.

4.2 GKIP

(i) The FSR was approved by BWDB on 19/03/2018.

(ii) Works of ‘Detailed Engineering Designs’ were started from August 2018; and meanwhile some

designs were already submitted to the Client for approval, which are still pending

(iii) Item-wise list and progress of ‘Detailed Engineering Designs’ is annexed (Annexure-1).

(iv) Draft final electrical report was submitted by vendor, reviewed and discussed with the vendor

to add and revise where required.

(v) Subsoil investigation for new structures started.

4.3 TBP

(i) Draft FSR of the TBP (Recast) for Rehabilitation and Command Area Development was

submitted in May 2019. The Client circulated the FSR among BWDB officials for comments (if

any). Workshop for TBP FS was held on October 9, 2019. New /additional works suggested.

(ii) Works of ‘Detailed Engineering Designs’ will be started after approval of the FSR of the TBP

and collection of topo-survey & condition survey data, and soil investigation report. However, a

few designs were already completed using data collected during the ‘Feasibility Study Phase’.

PMDC submitted estimates of a few ‘Study and Survey’ works for design data collection by

Sub-consultants (to be selected). These works will be taken up after approval estimates by the

Client.

(iii) Item-wise list and progress of ‘Detailed Engineering Designs’ is annexed (Annexure-2).

5.0 Issues:

(i) The progress of works by Sub-consultants was impacted adversely because of payment problems of

Invoices in due time.

(ii) Progress of ‘Detailed Engineering Designs’ of GKIP was slow for want of appropriate specialists and

adequate design data.

(iii) Topo-Survey, Design Data Collection and Detailed Engineering Designs’ of TBP can only start after

approval of the Feasibility Study.

(iv) PMDC submitted a proposal to the Client for a ‘replacement Team Leader, Deputy Team Leader and

International Irrigation & Drainage Engineer’ for approval. The outcome is pending and hope to be

resolved soon. This is seriously hampering overall progress of the work.

6.0 Remarks:

• PMDC’s overall progress up to November 2019 is about 62%.

• Contract period is over about 95% (57 months out of 60 months).

• Progress of ‘detailed engineering designs’ and other works are behind schedule because of shortage

appropriate manpower and lack of adequate design data. Delay in approval of the replacement of Key

staff is also severely affecting the progress.

Note on Progress Calculation: PMDC has developed a very crude and approximate basis for calculating the

overall progress. Since the work items are of different nature, it is difficult to assign any weight to them.

However, PMDC put some tentative person months to each work item that might be required to complete it

(guesstimate) and based on that calculated some weight factor for the work items. The overall progress was

calculated based on these weight factors, which will be continually updated whenever better and more

acceptable approaches are available. Any suggestions to update/modify will be welcome.
