Outcome of the Asia-Pacific ICT Ministerial Meeting on “Building Smart Digital Economy through ICT” The Asia-Pacific ICT Ministerial Meeting on “Building Smart Digital Economy through ICT” was held from 10 to 11 September 2014 in Brunei Darussalam to commemorate the 35 th Anniversary of the APT. The Meeting was hosted by the Government of Brunei Darussalam. It was attended by 199 participants including 21 Ministers, 4 Vice-Ministers, 2 Deputy Ministers and 2 Permanent Secretaries representing 26 Members and 3 Associate Members. Mr. Houlin Zao, Deputy Secretary General of ITU also attended the meeting. The theme of the Meeting was “Building Smart Digital Economy through ICT” and the objectives were as follows: To commemorate the 35th Anniversary of APT and recognize the valuable role of APT in the regional cooperation on telecommunication/ICT and renewed high level commitment for continued support to further strengthen the community; To provide high-level policy guidelines for the region for the next five years on the development of Contact: MS. REPORT ON THE OUTCOMES OF THE ASIA-PACIFIC ICT MINISTERIAL MEETING AND THE 13TH SESSION OF THE GENERAL

ASSEMBLY

1. Outcome of the Asia-Pacific ICT Ministerial Meeting on “Building Smart Digital Economy through ICT”

The Asia-Pacific ICT Ministerial Meeting on “Building Smart Digital Economy through ICT” was held from 10 to 11 September 2014 in Brunei Darussalam to commemorate the 35th

Anniversary of the APT. The Meeting was hosted by the Government of Brunei Darussalam. It was attended by 199 participants including 21 Ministers, 4 Vice-Ministers, 2 Deputy Ministers and 2 Permanent Secretaries representing 26 Members and 3 Associate Members. Mr. Houlin Zao, Deputy Secretary General of ITU also attended the meeting.

The theme of the Meeting was “Building Smart Digital Economy through ICT” and the objectives were as follows:

To commemorate the 35th Anniversary of APT and recognize the valuable role of APT in the regional cooperation on telecommunication/ICT and renewed high level commitment for continued support to further strengthen the community;

To provide high-level policy guidelines for the region for the next five years on the development of telecommunication/ICT and its critical role in enabling creative economy and socio-economic development;

To evaluate and follow-up on the developments in telecommunication/ICT especially broadband development in the member countries towards achieving the objectives of the Bali Statement and Plan of Action;

To provide a platform for the Ministers to have a free and open discussion on the pressing topics of the industry, among themselves, and with the experts and key leaders in the industry.

The Meeting adopted the “Brunei Darussalam Statement of the Asia-Pacific ICT Ministers on Building Smart Digital Economy through ICT”. In the Statement Ministers emphasized to work collectively with all stakeholders within the ICT sector including cross-sector engagement, to implement, as appropriate, the following key priority areas in order to build a smart digital economy in the Asia–Pacific region.

C. Trust and Confidence in ICT

D. Sustainable ICT Ecosystem for Innovation

F. Fostering Regional Cooperation for ICT Development

2. Outcomes of the 13th Session of the General Assembly (GA-13) relevant to APG

The 13th Session of the General Assembly of the Asia-Pacific Telecommunity (GA-13) was held from 25 to 26 November 2014 in Yangon, Republic of the Union of Myanmar. It was organized by the APT and hosted by the Ministry of Communications and Information Technology of the Republic of the Union of Myanmar. The GA-13 was attended by 123 representatives of the following Members, Associate Members, Affiliate Members and International Telecommunication Union.

The following outcomes of the GA-13 is reported which are relevant to the work of ASTAP:

a) Strategic Plan of the APT for the period 2015 – 2017

The GA-13 adopted the Strategic Plan of the APT for the period 2015 – 2017. The Strategic Plan included the commitments that were included in the “Brunei Darussalam Statement of the Asia-Pacific ICT Ministers on Building Smart Digital Economy through ICT”.

To achieve the objectives of the Brunei Darussalam Statement and enhance the role of the APT as an effective regional organization for telecommunication/ICT in the Asia-Pacific region, the Strategic Plan for the Period 2015 – 2017 have identified six priority areas in accordance with the Brunei Darussalam Statement, which are mentioned in Paragraph 1 above.

To address the above key priority areas, the APT Work Programs for the year 2015 – 2017 have been divided into 8 main Work Items. Those are;

1. Policy and Regulation2. ICT Development3. Disaster Management4. Cyber-security5. Radiocommunication6. Standardization7. Capacity Building8. Regional Cooperation for ICT Development

Through the APT Work Programs, APT will provide necessary assistance, arrange discussions at forum on specific issues identified in the Brunei Darussalam Statement, promote dialogue between industry, regulators and policy makers, facilitate investment in broadband infrastructure, build capacity of human resources and strengthen regional cooperation and coordination.

The Strategic Plan of the APT for the Period 2015 – 2017 is attached in Attachment 2 for the information of this meeting.

b) Election of the Secretary General and Deputy Secretary General of APT

The GA-13 elected Ms. Areewan Haorangsi (Thailand) for the position of the Secretary General and Mr. Masanori Kondo (Japan) for the position of the Deputy Secretary General of the Asia-Pacific Telecommunity for the next three years term.
