I. Hot Topics

1.1 Message from Vice Director, Prof. Borhanuddin Mohd Ali

It is well known that R10 has experienced tremendous growth of membership, surpassing many other regions’ membership. This is partly driven by the booming economy experienced by some of the big economies here based on communications technology development. This forms a synergetic relationship between industry development and learned societies like ComSoc, each strengthening the other.

Over these booming years, ComSoc has been giving values to members, whether indirectly through the HQ and regional support centers, or more directly through the chapters in the localities. To date there are more than 40 chapters in R10 alone serving various countries and economies.

Chapters are the entities that are closest to the members and this is where the members could benefit from the membership, so chapters should contrive to organize more activities that benefit the members. The bread and butter activities of a learned society such as meetings and conferences will no doubt continue to be held. Chapters should also look at the future generations to stimulate their interests in the field of communications and to nurture their career development. They should be identified earlier in their studies so that they can be guided to select their specialist areas of interest towards communications. Sponsoring students’ projects competitions at universities and chapter level could be one of the forms that can achieve this objective. This would encourage the students to take up communications technology as their career prospect and form the nucleus of future ComSoc generations.

But chapters should also be outward looking, in that it should also fulfill its social obligations beyond the society members. Activities like helping and providing relief to emergency situations such as tsunami, earthquake, storms or floods since natural disaster is a common fixture of our region. Help can be given in direct form such as becoming volunteers to help out in relief centers, or it could be in indirect form by giving out aids in cash or kinds. Above all, as a learned society, ComSoc members could come out with technology solutions that help to better manage disasters, whether preemptive or post disaster management. From these efforts people will appreciate the relevance of ComSoc at all levels of the society.

Lastly, it is with great pleasure to note that the Asia Pacific region will be hosting the BIG TWO ComSoc conferences in the coming two years. They are namely the ICC16 in Kuala Lumpur 23-27th May 2016, and Globecom17 in Singapore in 2017. I do hope that members from the AP region shall lend all their support to these two events by submitting papers to be presented in these conferences. This is only the first time that ICC has ventured into Southeast Asia, and second time that Globecom has gone to Singapore, after about 30 years’ absence. I hope that we will put up a good show and more AP cities will be given the honour to host ComSoc events in the future. Borhanuddin Mohd Ali Vice Director

1.2 IEEE ComSoc Asia Pacific Young Researcher Award and Outstanding Paper Award

1.2.1 Call for Application of the 10th IEEE ComSoc Asia Pacific Young Researcher Award IEEE ComSoc Asia-Pacific Board (APB) sponsors the “IEEE ComSoc Asia-Pacific Young Researcher Award”. This award honors young researchers who have been very active in IEEE ComSoc publications and conference activities over the last 3 years (Jan. 2012 to Dec. 2014).

Eligibility

§ The upper age limit for the applicant is 35 (i.e., the applicant must be born on or after 1979/01/01) § Applicants must be members of the IEEE ComSoc Asia-Pacific region. § The “IEEE ComSoc Asia-Pacific Best Young Researcher Award” will be given to the best candidate

and the remaining candidates will be considered for the “Outstanding Young Researcher Award(s)”

Award Prize

§ The recipient of “IEEE ComSoc Asia-Pacific Best Young Researcher Award” will receive a certificate and honorarium of US$500.

§ Each recipient of the “IEEE ComSoc Asia-Pacific Outstanding Young Researcher Award” will receive a certificate and honorarium of US$250.

Selection Process

IEEE ComSoc Asia Pacific Board will constitute a selection committee to select the winner from the eligible applicants. The committee will then select outstanding young researcher(s) from the remaining applicants.

Review of 2014 IEEE ComSoc Asia Pacific Outstanding Paper Awards The authors of the 2014 IEEE ComSoc AP Outstanding Papers are invited to briefly introduce their papers and the impact of their results as below.

Title: Toward Ubiquitous Massive Accesses in 3GPP Machine-to-Machine Communication Authors: Shao-Yu Lien, Kwang-Cheng Chen, Yonghua Lin Source: IEEE Communications Magazine, vol. 49, no. 4, pp. 66-74, Apr. 2011

1. What is the major contribution of this paper? Describe how the research is significant and how it addresses an important problem. Since 2010, 3GPP launched the standardization progress of the first version of worldwide machine-to-machine (M2M) communications (also known as machine-type communications, MTC) as one of key technologies in 3GPP Release 11 and future evolutions. One of major requirements of MTC in 3GPP Releases lies in being compatible to LTE-Advanced networks. To target on this specific requirement, potential design challenges and deployment issues for MTC were not well studied. Such unclearness on the system operations obstructed the practice, deployment, and even the subsequent development of MTC. As long-term delegates participating in mobile network standardization meetings and experienced wireless system designers, our major contribution in this article lies in elaborating/summarizing the operation mechanisms in specifications of MTC (in terms of design philosophy, technical features, and implementation requirements), and identifying all design challenges and issues in the air interface of MTC (from physical transmissions, medium multiple access and scheduling, and radio resource control). Most importantly, the pioneering solution of the group based resource access (i.e., Access Grant Time Interval) for MTC devices are provided, which solves the most critical issue of massive accesses in MTC. Such design inspires fundamental operations of various following M2M specifications (such as M2M in ETSI and LTE-M). 2. Are there any new research or results relevant based on this paper? This article and our supportive papers [1][2] may be the first manuscripts comprehensively studying and addressing practical issues of M2M in 3GPP (LTE-Advanced). By solving the severe random access channel congestion in [1] and providing a performance guarantee radio resource management in [2] for an immense amount of MTC devices unclearness on the system operations and engineering concerns for the practice of MTC is eliminated, which thus opens a new frontier of research attracting more than 200 IEEE journal/conference papers. 1. What is the major contribution of this paper? Describe how the research is significant and how it addresses an important problem. Interference management in MIMO cognitive radio networks has been a challenging subject for years. On one hand, we cannot rely on primary users to do receiver-side interference cancellation to mitigate the interference from secondary transmitters, because the secondary system is supposed to be “invisible” to the

primary system. Thus, transmitter-side interference cancellation is the only viable approach. On the other hand, most existing transmitter-side interference cancellation methods depend crucially on the knowledge of the channel matrix on the interfering link. The secondary users, however, do not always have the luxury of knowing the channel matrix to the primary users, as the primary system would not deliberately feedback their channel estimation to the secondary system. The award-winning paper proposes a unified and tractable framework to address the abovementioned issues. It is groundbreaking in two ways. Firstly, it constructed a unified homogeneous quadratically constrained quadratic programming (QCQP) formulation that applies to various scenarios with different levels of secondary user channel information and with either deterministic or probabilistic interference temperature constraints. Secondly, built on the recent advances in low-rank semi-definite programming, the paper developed efficient solution algorithms to compute the optimal transmitter-side beamforming vector in polynomial time. Such contribution is very timely, given the rapidly increasing number of mobile virtual network operators (MVOP) worldwide that rely crucially on cognitive radio technologies.

2. Are there any new research or results relevant based on this paper?

Since its publication, the work has inspired many follow-up studies on robust and chance-constrained optimization problems in wireless networks. One thread of the follow-up work extends the formulation approach to formulate deterministic equivalents of stochastic optimization problems that arise in, e.g., MIMO-OFDM, MIMO relay, sensor networks, etc.. In particular, many of the work leverages on the analysis of isotropic random distribution of MIMO beamforming vectors. The other thread of the follow-up work is inspired by the randomization algorithm that the authors proposed to solve complex-valued QCQP problems. This result is a generalization of Nemirovski’s randomization procedure for real-valued QCQP, and is particularly useful in wireless systems with complex-valued channel fading coefficients. Title: Delay and Capacity Tradeoff Analysis for MotionCast

1. What is the major contribution of this paper? Describe how the research is significant and how it addresses an important problem. This paper focuses on multicast in mobile ad hoc networks (MANETS) and studies the corresponding delay and capacity tradeoff. Specifically, the authors propose transmission schemes with and without redundancy, respectively, and derive capacity and delay in order sense. Multicast is a traffic pattern where one source sends data to multiple destinations. It is a fundamental service for supporting information communication and collaborative task completion among a group of users. Multicast analysis in MANETs is more challenging due to the drastic topology change caused by node mobility. Previous literature was either based on multicast in static networks or unicast in MANETs. This paper is therefore the first attemtp to study multicast capacity and delay in MANETs from a theoretical perspective. The result discloses the correlation between capacity and delay as well as the conditions under which performance gain can be achieved. 2. Are there any new research or results relevant based on this paper? Ever since, a lot of works have emerged based on this paper. Take two specific research works as examples. One is done by Wang et. al. [1], who studies converge-cast in mobile networks. Different from multicast

where all destinations receive the same data, each of the sources in a convergecast may contribute different data, which will be gathered by the destination. Another work is done by Qin et. al. Massive MIMO

Massive MIMO is a leading 5G technology candidate, that aims at delivering uniformly good service to wireless terminals in high-mobility environments. The key concept is to equip base stations with large arrays of antennas that serve many terminals simultaneously in the same time-frequency resource. Massive MIMO arrays have attractive form factors, for example, at the 2 GHz band, a λ/2-spaced rectangular array with 200 dual-polarized elements would be about 1.5 x 0.75 meters large. Massive MIMO operates in TDD mode and the downlink beamforming exploits the reciprocity of radio propagation, and specifically the base station array uses channel estimates obtained from uplink pilots transmitted by the terminals. This makes Massive MIMO entirely scalable with respect to the number of base station antennas. Base stations in Massive MIMO operate autonomously, with no sharing of payload data or channel state information. Compared to conventional technology, Massive MIMO offers orders-of-magnitude increases in 95%-likely throughput in high-mobility cellular environments, and simultaneously large improvements in radiated energy-efficiency. 1.5 Report on Activities for Students from Local Chapters

The AP Newsletter solicits articles on activities organized by local chapters with students as the target participants, including reports on student competition, research seminar, summer workshop / project, and student training course. The following report is an update of student activities held by local chapters from January to April 2015. ------------------------------------------------------------------------------------------------------------------------------------------------ A one-day workshop on 5G was organized by the IEEE Communications Society Xi’an Chapter at the State Key Laboratory of Integrated Networks, Xidian University on March 28, 2015. Mr. REN Zhiyuan, Associate Professor, School of Telecommunication Engineering, Xidian University conducted the workshop. The workshop started with a brief introduction by Prof. GAO Xinbo on the computer and information technology progress in Xidian University. Topics including the key technologies for 5G mobile communications, LTE-A Networks, Next Generation Cellular Networks, and Smart Metering Utility Networks were discussed briefly. The workshop was initiated by scholars from Taiwan and mainland of China. Over 70 students from various Engineering Colleges attended the workshop. ************************************************************************************************ The tradition of organizing the three days International Multi Topic Conference, which was first held in 2008, was continued in 2015 too under the guidance of the chief organizer Dr. Bhawani Shankar Chowdary at one of the finest universities of Pakistan – Mehran University of Engineering and Technology. The IMTIC’15 held from 11th – 13th of Feb, with the support of various organizations such as HEC Islamabad, IEEE, European Union ERASMUS MUNDUS, CTIF and other prestigious universities around the globe. IMTIC’15 brought together a wide spectrum of international experts to facilitate a creative environment for the promotion of collaboration and knowledge transfer. From 2008 to 2015, through seven successful years this internationally renowned conference has triumphantly brought together around 2000 above attendees, more than 200 authors from 52 countries around the earth, over 80 technical sessions and beyond 60 keynote speakers from some of the most technologically enlightened countries of the world such as USA, Germany, United Kingdom, Ireland, Denmark, Malaysia, Japan, Italy, Qatar, UAE, KSA, France, Korea and Sweden. As per past practice Springer Verlag Germany has also honored this multi topic conference by having its proceedings published in its indexed CCIS series. The Day 1 “The opening ceremony” started with the welcome address of the chief organizer who spoke of the milestones achieved by the conference through 8 year history of breakthroughs that also included over 20 PhD Symposiums, 80 poster sessions and more than 16 tutorials based on emerging topics related to the advancements of today’s world. His address was followed by the VC of MUET, Dr. MA Uquili, to introduce the concept: “MY UNIVERSITY” in Mehran. After a few more addresses by various dignities took place the ribbon cutting ceremony and the conference sessions begun. The next day, was inaugurated the poster competition that showcased some excellent innovative ideas proposed by the students in different technological zones, whereas side by side the conference sessions that also included the Skype sessions were carried out. In each session were discussed numerous researches in different aspects related to the modern

world evolution. With a cherry at the top, the last day of IMTIC’15 was worth appreciating as it ended up the three-day event with cultural colors of Pakistan, a cultural walk representing the amazing traditions of the country. II. Update on Action Plan of APB 2014-2015

2.1 Technical Affair Committee (TAC)

The TAC focuses on coordinating all technical related activities in the AP region, which includes fostering award activities in the AP region, suggesting technical sessions, reviewers, and organizers from the AP region for ComSoc workshops and conferences, proposing distinguished lecturers and transactions editors from the AP region. In recent years, the TAC has hosted two AP regional awards, namely, the Asia-Pacific Young Researcher Award and the Asia-Pacific Outstanding Paper Award. The winners of the awards in 2014 have been announced at GLOBECOM 2014. In this newsletter, we announce the call for application of the 2015 Young Researcher Award and the call for nomination of the 2015 Outstanding Paper Award. Details are given in the respective call for application and nomination. In 2015, we will continue to devote our efforts in the following action items: l Promote the winners of the 2014 APB Young Research and Outstanding Paper Awards. l Announce the call for application of the 2015 APB Young Researcher Award. l Announce the call for nomination of the 2015 APB Outstanding Paper Award. l Form committees to select the 2015 APB award winners.
