    PREAMBLE

    This year 2011, people were waiting for rain in southern part of Pakistan that is called Sindh

    Province. Rain always brought life and happiness in the lives of this arid zone part of the world.

    In the month of August people were preparing for the Ramadan Eid, their cotton crop was good,

    their live stock was ready for next Eid, Poultry forms were ready to produce product. Suddenly

    rain started people

    were still happy with

    late rains but in the

    night at 2:00 am

    suddenly lightening

    become more sever

    rain speed up and inthe early morning every

    where was flood

    especially in the

    districts of Sanghar,

    Badin, Mirpurkhas with

    other districts but

    epicenter of huge

    amount of rain was

    Sanghar.

    SANGHAR

    Sanghar district derives its name from its district headquarters town Sanghar. The district is

    bounded on the north by Khairpur and Benaziabad districts, on the south by Umer Kot, Mirpur

    Khas, Matiari and Hyderabad districts and on the west by Nawab Shah and Matiari districts and

    on the East by India. The total geographical area of district is 10,728 Sq. Kms. with population

    density of 132 persons per sq. kms.

    TOPOGRAPHY.

    The most area of the district is fertile plain formed by the Canal except eastern desert area from

    Jamrao Head to Khipro Taluka. The soil is sandy with hard clay loams and some part is desert.The average elevation of the area is about 50 meters above sea level.

    CLIMATE

    Like other Districts of Middle

    Sindh, Sanghar district has

    extremely cold and hot climate.

    However, there is slight variation

    between the climate of north and

    the south-western parts of the

    district. The south western portion

    enjoys the advantage of the sea

    breeze. The summer season

    commences from April and

    continues till October. May, June

    and July are the hottest months.

    The mean maximum and

    minimum temperature during this

    period is 48 & 11 degree

    centigrade respectively. Since last some years sever weather observed in this district due to

    climate change either heavy monsoon rains or sever droughts.

    ADMINISTRATIVE SET UP.

    The district of Sanghar comprises 6 talukas viz. Sanghar, Shahdadpur, Tando Adam, Khipro,

    Jam Nawaz 55 Union Councils and 452 dehs in the district.

    DEMOGRAPHIC CHARACTERISTICS

    The Sanghar District is spread over 10728 sq.km., that is, 7.61% of the total geographical areaof Sindh, but its share in total Population in 1998 accounted for 1420022 souls or 4.73% of the

    provincial population. It increased by 53.89% during 1981-98 intercensal period a span of 17

    years at an average annual growth rate of 2.57%. Out of its total population 321626 persons or

    23% are settled in so-called urban areas and remaining 1098396 persons or 77% are located in

    rural areas. The sex ratio (male per 100 females) is worked out at 110, this ratio is also

    constituted 110 males in rural and 108 in urban areas. Now projected population of Sanghar

    District is 1.8 million.

    MOMSOON 2011

    Current Monsoon has badly affected the whole district Sanghar. Among total population 1.8

    million (est) of district Sanghar 1.5 million population has been directly or indirectly badly

    affected. The total area of District Sanghar is 10728 Sq KMs.90% area of district Sanghar is

    under the rain water and flood water for Indus rivers Left Bank Outfall Drainage. 0.275 Million

    Families are directly or indirectly affected by Monsoon 2011. More than 80000 thousand families

    are still living under open sky in the temporary shelters. 500 Relief Camps have been

    established in Various Government Buildings and more than 500 Camps of rain affected people

    are established by rain affected people by themselves on self help basis. The biggest migration

    of People of District Sanghar has been done at district Sanghar in the history of the district

    because of sever flood by monsoon ever in the history of Pakistan. River flood as soon as raise

    in same way drain back to river but rain flood dont find the way of drainage because of that

    after three months rain water is as it is in Sanghar. According assessment 2900 schools are

    under water including al main

    buildings of Sanghar town. Morethen 500 people died because of

    lightening, drowning, buildings

    collapse and unknown figures of

    death are because of diseases.

    More than 4000 villages are under

    water. More than 500 villages has

    been vacated by villagers on self

    help basis and they have been

    shifted their families to other

    places. The infrastructure is

    completely destructed including all

    connecting roads among towns,

    especially Sanghar town. The major source of income of rural People agriculture and live stock

    has received 100% Damage. The next crop of wheat will not be cultivated due to stagnant water

    at agricultural land Great loss of domestic and wild life has been reported. There is big crisis of

    Food for people and animals, safe Drinking water, Shelter, Health, and wash and protection.

    The United Nations appealed for $357 million in foreign donations to urgently help more than

    seven million people swamped by a catastrophic flood 2011.

    As the first winds of winter begin to blow across flood-hit Sindh, international humanitarian

    agencies have warned there is a desperate need for more resources to meet the needs of themillions of people who remain without adequate shelter or other means of protection. The key

    issue is that the appeal made by the UN for $357 million to meet the needs of flood victims has

    not been met. Only a tiny proportion of that amount has trickled in. At the same time, aid

    workers also say donations have been thin on the ground at the local level in contrast to last

    year. Because of above situation many houses are hit badly and there is a big need to

    rehabilitate these people.

    The advent of winter also brings with it the threat of more disease as winds from the north are

    known to cause respiratory tract infections, with children and the elderly most at risk. Also,

    though the province is in the countrys south, most of its remoter districts including Sanghar,

    which is where the bulk of the affectees do experience a winter that would be cold enough foranyone without adequate shelter. The plight of the flood victims has been ignored by far too

    many of National Disaster Management Authority and Donor agencies. If this situation

    continues, we could see the disaster that already exists growing even more grim. This is

    something we need to avoid at all costs by putting in a collective effort. In this whole scenario

    Children, older people and people with disabilities are on higher risk.

    PEOPLE WITH DISABILITIES IN SANGHAR:

    Situation of people with disabilities is

    not different from rest of Sindh and

    Pakistan like in rural set ups of any

    developing country. According to

    recent world report on disability there

    is total population of people with

    disabilities is 15% and from that 80%

    lives in developing countries.

    According to projected population of

    district Sanghar now there are more

    then 2,70,000 people with disabilities

    live in Sanghar. There are only two

    schools for children with disabilities

    one is deaf School under the bureau

    of curriculum, education department

    Government of Sindh and second is

    Rehabilitation center for multiple handicapped children (RCMHC) run under social welfare

    department Government of Sindh. Both institutions are in Sanghar town and hardly

    accommodate 60 children with disabilities with very low educational standards. As Sanghar is a

    small town there is no other facility available for people with disabilities

    ORGANIZATIONS OF PEOPLE WITH DISABILITIES:

    Since the history of Sanghar only single organization of people with disabilities is working in

    Sanghar. Mostly infrastructure, public transport and other public places are inaccessible for

    people with disabilities in Sanghar. In the past mostly focused on special educations suchstrategy left many people with disabilities illiterate, unemployed and unskilled in the district.

    Even people with disabilities have no access to social protection or social security systems like

    Zakat, Pakistan Bait ul Mal or Benazir Income Support program and Pakistan card. Such

    discriminative conditions made people with disabilities of Sanghar more vulnerable. People with

    Disabilities in Sanghar pushed to beggary and realized that they are born to seek only; no one

    has told them that they are contributors too.

    In such a scenario, ASHA is ray of hope for people with disabilities as their own representative

    organization. With all barriers, stereotypes and discrimination, members of ASHA are

    performing best. As members of ASHA have disabilities but they are working shoulder by

    shoulder with other non governmental organizations but in some activities ASHA left

    mainstream organizations far behind. Because of all performance there is a sever need for

    working in the interest of people with disabilities. In this regard only ASHA as Self help

    Organization of people with disabilities cant do much and need support from the community

    and government.

    According to survey conducted by ASHA it found that almost in second house there is at least

    one person with disability lives in the family. In this way 15% population directly affected by

    disability and 65% population indirectly affected. So there is a dire need of working together for

    community with disability in Sanghar through Community Based Inclusive Development

    approach with engaging all stakeholders.

    All Sanghar Handicaps' Association (ASHA) was established in 1985 by some young people

    with disabilities in Sanghar. Initially ASHA worked as Self-helf group and supported its membersand community. From very beginning ASHA supported People with Disabilities and communityand local government. ASHA worked very closely with Social Welfare Department and Civilhospital Sanghar for certificates of people with disabilities. Person with Disabilities (PWDs) inSanghar are facing barriers and discrimination in all aspects of their lives, because of theconservative society, high illiteracy rate in the population, non-availability of laws for PeopleWith Disabilities and especially being a rural area. The options are restricted for wheelchairsupport at local Government level or pushed toward indecent jobs and receiving specialeducation and charity.

    As mentioned above from its start ASHAworked as self help group of people with

    cross disabilities and developed as selfhelp organization of people withdisabilities. Initially ASHA worked at locallevel. In 1994 ASHA first time introducedwith Disabled Peoples' International(DPI) Pakistan and got membership ofDPI in 2000. Members of ASHA realizedshould be registered with Government ofPakistan so under the voluntary agenciesregistration ordinance 1961 ASHAregistered in 2002. After that ASHAachieved rapid growth and contributed

    on International level at DisabledPeoples International (DPI),

    Commonwealth Disabled Peoples' Forum (CDPF), Asia Pacific Disability Forum (APDF),Community Based Rehabilitation Network Asia Pacific (CBR NET AP), Foundation of AsiaPacific Development Center on Disabilities (APCDF), Asia Pacific Network of IndependentLiving (APNIL), United Nations Economic and social Cooperation Asia Pacific (UNESCAP),SightSavers Pakistan, CBM, Agening and Disability Taskforce (ADTF) on Disaster at Nationallevel and other International organizations and agencies.

    In spite of working at different level ASHA didnt left its and style, working as Self helporganization at Sanghar level with continued collaboration with local government, localmainstream organizations, especially with Sanghar NGOs council (SNC). Because ASHA

    believes working inclusively with all with focus of Community based Inclusive Development withutilizing its Human Resource with Disabilities.

    Disabilities.

    OBJECTIVES:

    To achieve rights of People with Disabilities under the Make The Right Real slogan.

    To mainstream disability issue in Development and at decision making level.

    To promote inclusion of People with Disabilities through Community based InclusiveDevelopment Approach.

    To Promote Independent Living Philosophy and Rural Independent Living Center

    To work on promotion of inclusive education

    To introduce and promote Disability Equality Training (DET) for Social Model of Disability

    To work on implementation of local policies and plans and United Nations Convention on theRights of People with Disabilities (UNCRPD) at local with with support of district Government ofSanghar.

    To empower people with disabilities especially People based in rural areas, genderequalization, Youth with disabilities, Children with Disabilities and cross disability under theslogan of Nothing About Us; Without Us

    To develop collaboration among Government, Local organizations, Other National andInternational Organizations to make the lives better of people with disabilities.

    To provide information and support on disability as a focal point and resource center in SangharDistrict.

    To promote accessible built environment for people with disabilities in Sanghar with introductionof The Accessibility Code Pakistan.

    To provide peer support to people with disabilities of Sanghar.

    SERVICES:

    Basically ASHA is not service base organization. ASHA is empowering people with disabilitiesthrough providing them opportunities under the philosophy that Dont give fish but teach how tocatch fish so ASHA supports:

    To obtain general and Information technology education through ASHA SkillDevelopment Center.

    Many People with disabilities supported to get jobs in Government and private sector. Capacity Developing of People with Disabilities through activities, training workshops

    and Seminars.

    Peer counseling to people withdisabilities to develop self confidence.

    Networking of People with Disabilities,NGOs and government departments.

    Sharing resources and informationon ground and virtually through mailing list and

    resource center .Providing assistive devices through

    local Government system. Advocating for accessibility Providing opportunities for sports and

    recreation Supporting for Government services

    like Social Security facilities Zakat and Bait-ul-Mal, Special Identity Cards and Disability

    Certificates. Mainstreaming People with Disabilities in mainstream organizations through networking

    and in Government Committees. Supporting on Disaster situations through social psycho therapy and accessibility in

    rescue and relief work.

    ASHA achieved all the purpose of organizing activities. People with Disabilities got information

    through training about IL and ILC and they highly motivated and committed to promote IL

    Movement in rural area on self help basis. Second awareness raised among the masses and

    community people on disability that people with disabilities are not passive but active part of

    society and can contribute like common people of community. Third trust of local governmentbuild about ASHAs capabilities in this way doors for future support opened. Fourth and last that

    community observed activity of people with disabilities and highly impressed about abilities and

    skills of people with disabilities of their own town. Over all both activities remained very

    successful that developed moral of ASHAs members that they can contribute more and they

    will.

    Recently in floods of 2011 in Sindh and

    specially in Sanghar ASHA is also affected.

    Office of ASHA is still under water and many

    members are bound to their water surroundedhomes. Livelihood of members of ASHA and

    their families is badly affected. Already

    inaccessible environment become most

    inaccessible because of flood stringent water.

    ASHA has responded positively to this natural

    challenge and took efforts to reorganized self.

    Asha worked in collaboration with Sanghar NGOs Council and contributed in befitting manners.

    The first response was of CHEF/CBM, when no relief agency or government reached to flood

    victims, team of CHEF visited Sanghar and

    analyzed situation in collaboration with ASHA.

    Before floods in Sanghar, ASHA was

    collaborating with CHEF/CBM in district Badin of Sindh. During such collaboration with

    CHEF/CBM, ASHA distributed 300 Non food Items and 150 food items among 450 families

    inclusively in Sanghar.

    ASHA also collaborated with International relief agencies and selected focal point organization

    for Sanghar Taluka. And ASHA continued working at district level with Sanghar NGOs councils

    in first phase distributed Non food Items to 2000 families inclusively. Later with collaboration of

    District Disaster management Authority Sanghar distributed food items inclusively to 600

    families. Still relief activities are going on, and because of such activities ASHA has suspended

    all its other activities till affects of disaster be reduced. Now as some relief camps establishedASHA is planning to distribute assistive devices to flood affected people with disabilities. ASHA

    have not given up and constantly fighting against adverse affects of the disaster. Now ASHA is

    playing a leading role in protection cluster up to date ASHA attended four protection clusters

    meetings in Mirpurkhas and Hyderabad. ASHA nominated focal organization for district Sanghar

    in protection cluster
